Special selection board to consider 246 women Army officers for promotion: Centre to SC Agency News: New Delhi The Centre on Tuesday told the Supreme Court a special selection board has been convened from January 9 to consider around 246 women Army officers for promotion. Senior advocate R Balasubramanian, appearing for the Centre, informed a bench of Chief Justice D Y Chandrachud and Justice P S Narasimha that the special selection board-III will consider the issue of promotion of these officers. “We are seized of the matter. They are saying special selection board will be over by January 23. We will keep it after January 24,” the bench noted and posted the matter for further hearing on January 30. The apex court said the respondent shall file an updated report before it setting out the results of the special selection board.

No one killed, critically injured on Indian side: Rajnath Singh in Lok Sabha Agency News: New Delhi The Indian Army bravely prevented the Chinese PLA’s attempts to unilaterally change the status in the Yangtse area of Arunachal Pradesh’s Tawang sector on December 9 and confronted it with firmness, and there was no casualty on the Indian side, Defence Minister Rajnath Singh said on Tuesday. In a statement in Lok Sabha, Singh said no Indian soldiers has died, nor has anyone been seriously injured in the faceoff. “The Indian Army bravely prevented the PLA from encroaching on our territory, and forced them to withdraw to their posts. Some soldiers from both sides were injured in the skirmish,” the defence minister said. “I would like to assure this House that our forces are fully committed to safeguard our territorial integrity, and are always ready to prevent any attempt against it,” he said. The Allahabad High Court recently directed the Director General of Police, Uttar Pradesh, to initiate disciplinary proceeding against a police officer for a major penalty for dereliction of duty and exceeding his powers as Investigation Officer in the rape case of a minor girl. The bench of Justice Suneet Kumar and Justice Syed Waiz Mian observed that despite the victim’s statement recorded under 164 CrPC where she had clearly implicated the two persons, the police officer deliberately and wilfully tried to ensure that those accused persons were discharged during the investigation. The court held that the victim’s statement recorded before the magistrate was sufficient, prima facie, to show the complicity of the accused, however, the police officer set it at naught on the strength of the statements of her parents, landlord and other persons recorded under Section 161 CrPC. “The statement of all other witnesses are merely corroborative

Prime Minister Narendra Modi’s clarion call for Atmanirbhar Bharat in May 2020 made self-reliance a policy goal for the Ministry of Defence. Despite decades of effort, India’s defence industrial ecosystem has failed to achieve substantive progress and indigenous research, development and production capabilities remain a challenge. Time will reveal whether the slogan has been matched by accomplishment. However, even if Atmanirbhartha is accomplished to any acceptable degree, India’s military effectiveness will require the fulfilment of two other crucial reform initiatives – defence university and theatre commands. Both reforms have the potential to provide massive doses of energy to advance India’s military effectiveness through the improvement of leadership and achieving jointness among the three Services through organisational restructuring. These initiatives lie primarily within the defence ministry ambit and yet they do not seem to attract the urgency they demand. Perhaps in many ways, they are being sidelined in terms of focus on Atmanirbhartha, which, in comparative terms, would remain a perpetual and long-term quest. Both the reforms eventually relate to what really matters in terms of achieving military effectiveness: Prudence in development, and the application and conversion of military capabilities toward the realisation of India’s political goals. In 1967, the Chiefs of Staff Committee first mooted the need to establish a defence university in India. Post the Kargil conflict in 1999, the report of the Group of Ministers (GOM) on National Security recommended its establishment. The recommendation was approved by the Cabinet Committee on Security in 2002. Several Committees and studies followed, but IDU appears stillborn. In 2013, former Prime Minister Manmohan Singh laid the foundation stone for the Indian National Defence University (INDU) at Binola, in Gurugram. In 2016, a draft INDU Bill was put online for public consultation and revised in 2017. Thereafter, the bill moved between PMO (Cabinet Secretariat), MoD and the armed forces. One of the main sticking points has been disagreement on eligibility criteria for the university’s - Kapilkumar M. Hirpara president and vice president.

Uddhav Sena Faction to Seek Adjudication of Cases by 7-judge Bench on Jan 10 Agency News: New Delhi The Supreme Court on Tuesday was apprised by the Uddhav Thackeray Shiv Sena faction that it will seek reference of cases related to the Maharashtra political crisis to a seven-judge bench to have a relook of a 2016 judgment on powers of assembly speakers to deal with disqualification pleas. In 2016, a five-judge constitution bench, while deciding the Nabam Rebia case, had held that the assembly speaker cannot proceed with a plea for disqualification of MLAs if a prior notice seeking removal of the speaker is pending decision in the House. This decision had come to the rescue of rebel MLAs led by Eknath Shinde, now the chief minister of Maharashtra, in the apex court on the ground of pendency of a notice for removal of assembly deputy speaker Narhari Sitaram Zariwal. A fivejudge constitution bench headed by Chief Justice D Y Chandrachud, while hearing a batch of pleas related to the Maharashtra political crisis triggered by the Shiv Sena’s

division, was told by senior advocate Kapil Sibal, appearing for the Thackeray faction, that he will be seeking reference of matters to a seven-judge bench to have a relook of the 2016 judgment in the Nabam Rebia case. Solicitor General Tushar Mehta, appearing for the Maharashtra governor, said he would also like to submit a note on broader issues including the pre-poll alliance. Earlier this year, the Thackeray-led Maha Vikas Aghadi (MVA) government in the state that comprised the Shiv Sena, the NCP and the Congress collapsed after Sena MLA Shinde and 39 other legislators rebelled against the party’s leadership. This later led to the division in the Shiv Sena with one faction headed by Thackeray and the other by Shinde.

It said that it wanted retired Supreme Court judges or former Kerala High Court chief justices to be considered for appointment at the helm of universities. The opposition also said there need not be different chancellors for each of the universities and the selection panel should comprise the Chief Minister, Leader of Opposition (LoP) and the Kerala High Court Chief Justice. The UDF said one Chancellor for all universities was sufficient as day-to-day activities would be handled by the respective Vice Chancellors.

Tusker dies of electrocution in Jharkhand Agency News: Jamshedpur

A male tusker died of electrocution after it came in contact with a loose high-tension live wire in Jharkhand’s East Singhbhum district, a police officer said on Tuesday. The elephant which was separated from the herd, was moving around the village in search of food for last three days. It came into contact with high tension live wire near Bhatin village, about 35 km from here, and got electrocuted in the intervening night of Monday/Tuesday, the officer said. The police officer said forest department officials have reached the spot and efforts

were on to bury the pachyderm after post-mortem. A large number of villagers including women gathered on the spot after news about dead elephant spread in the area. The villagers accused the lackadaisical approach of the forest and the electricity department for the incident. The stray elephant was moving around in the area but no attempt was made by forest department to drive it back to nearest forest, they alleged. The villagers said they had lodged complaint with the electricity department about the loose high tension wire in the past but nothing was done which resulted in the death of the animal.

Delhi Pollution: Smoke Intrusion from Farm Fires in Oct-Nov Lowest in Four Years, Says CSE Agency News: New Delhi Not only have the number of farm fires in Punjab and Haryana this season been the lowest since 2016, the national capital also witnessed the least smoke intrusion from stubble burning during October-November in four years, according to a Centre for Science and Environment analysis. 20-year-old Man Kills Father, Chops Body into 30 Pieces, Dumps Them in Borewell; Arrested Agency News: Bagalkot A20-year-old man allegedly killed his father, chopped off his body parts into 30 pieces, and dumped them in an uncovered borewell in Bagalkot district, Karnataka Police said on Tuesday. The accused identified as Vithala allegedly murdered 53-year-old Parashuram Kulali in a fit of rage using an iron rod on December 6. However, police arrested him on Monday after he confessed to his crime during an interrogation. The accused has been sent to judicial custody. According to the police,

Parashuram used to come home every day in an inebriated state and thrash and abuse Vithala. On the day of the incident, Parashuram argued with Vithala and in a fit of rage, the latter allegedly killed him with an iron rod. Then, the accused chopped his father’s body and dumped them in the borewell. After sensing a foul smell from the borewell, locals informed the police who questioned Vithala, suspecting his role. During interrogation, he confessed to the crime. Police used earthmovers to collect body pieces from borewell and sent them for post-mortem.

Veteran Akali leader and former Punjab minister Ranjit Singh Brahmpura passed away here on Tuesday. He was 85. Brahmpura, who was also a former MP, breathed his last at the Post Graduate Institute of Medical Education and Research here due to prolonged illness, said SAD leader Daljit Singh Cheema. Cheema said Brahmpura’s cremation will take place at his native village Brahmpura in the Tarn Taran district on Wednesday. Brahmpura was recently appointed as patron of the Shiromani Akali Dal when party chief Sukhbir Singh Badal announced the reconstitution of the core committee. Brahmpura, a four-time MLA, also represented the Khadoor Sahib Lok Sabha constituency from 2014 to 2019. He was often called ‘Majhe Da Jarnail’ (General of Majha). Brahmpura rejoined the SAD in December 2021. He was expelled from the party in 2018 after he

raised a banner of revolt against the party leadership. He even floated his own outfit SAD (Taksali). Several political leaders, including Chief Minister Bhagwant Mann, party leaders SAD chief Badal, former union minister Harsimrat Kaur Badal and Bikram Singh Majithia expressed grief over the demise of Brahmpura.
