The Vande Bharat Express is likely to make its southern debut on November 10, when its fifth edition will be launched between Chennai-Bengaluru and Mysuru, sources said on Friday. The distance it will cover will be around 483 km. The Railways recently launched the third and the fourth Vande Bharat Express from poll-bound Gujarat and Himachal Pradesh. Elections in Karnataka are likely to be held next year. Prime Minister Narendra Modi on Thursday flagged off the inaugural run of the latest Vande Bharat Express train at Amb Andaura railway

station in Himachal Pradesh’s Una district. The train will cut travel time between Una, Chandigarh and New Delhi and also comes equipped with advanced safety features. Vande Bharat 2.0 trains come fitted with the Train Collision Avoidance System (TCAS) called KAVACH, which the previous trains did not have. Coaches are equipped with disaster lights with a battery backup of three hours. The train’s exterior has eight flatform-side cameras, up from four. There is also a passenger-guard communication facility in coaches, which comes with an automatic voice recording feature.

India ranked 107 out of 121 countries in the Global Hunger Index (GHI) 2022, sliding six spots since last year’s report, and recorded the highest child wasting rate in the world. The Global Hunger Index (GHI) is a tool for comprehensively measuring and tracking hunger at global, regional, and national levels. With a score of 29.1, the level of hunger in India has been labelled “serious”. India’s ranking in the index has slid in the past two years. In 2020, India was ranked 94 out of 107 countries and 101 out of 116 countries in 2021. The report is prepared jointly by Concern Worldwide and German organisation Welt Hunger Hilfe. In Asia, Afghanistan with a rank of 109 is the only country behind India. All of India’s neighbouring countries fared better. Pakistan ranked 99, while Bangladesh was ranked 84, Nepal 81 and Sri Lanka 64. South Asia, the region with the world’s highest hunger level, has the highest child stunting rate and by far the highest child wasting rate in the world, the report said. Stunting is when a child has a low height for their age, usually due to malnutrition while a child is defined as ‘wasted’ if their weight is too low for their height. Wasting is also referred to as acute malnutrition. “India’s child wasting rate, at 19.3%, is the highest of any country in the world and drives up the region’s average owing to India’s large population,” it said. India, Pakistan, and Afghanistan each have child stunting rates between 3538%, with Afghanistan’s rate being the highest in the region. Undernourishment prevalence rose in India from 14.6% in 20182020 to 16.3% in 2019-2021. This translates into 224.3 million people in India being undernourished out of the total 828 million people globally. Child wasting which is a strong predictor of mortality among children under five years of age also worsened from 15.1% in 2012-16 to 19.3% in 2017-21. India, however, noted improvement in two parameters of child stunting from 38.7% in 2012-16 to 35.5% in 2017-21 and child mortality from 4.6% in 2014 to 3.3% in 2020. The GHI said stunting disparities between districts were particularly pronounced in India. “The example of India shows the importance of considering the subnational context when designing programs and policies to target child stunting. Researchers investigated the factors that contributed to a decline in stunting in four Indian states between 2006 and 2016: Chhattisgarh, Gujarat, Odisha, and Tamil Nadu,” it said. The report said the researchers found that stunting fell mainly in response to improvements in the coverage of health and nutrition interventions, household conditions, and maternal factors. “While improvements in household conditions were the most important factor for each of - Kapilkumar M. The goods and services tax (GST) came into effect more than five years back, as one unified tax to replace several levies in India. Deemed successful after collections of more than Rs 1 lakh crore a month since October 2020, GST was meant to simplify business across sectors. But it has also been causing confusion in some cases, such as the difference of GST rates applicable on the humble chapati and its more wholesome cousin, the paratha. In the latest verdict in the matter, the Appellate Authority for Advanced Ruling (AAAR) in Gujarat has said that consumers must pay 18 per cent GST on frozen parathas, as compared to 5 per cent on chapati. In response to an appeal filed by Ahmedabadbased Vadilal Industries, the Gujarat AAAR clearly mentioned the distinction between chapati or khakhra and paratha. Its rationale behind the decision is that a frozen paratha needs to be cooked for 3-4 minutes before it turns brown

and can be consumed, while roti and khakhra don’t require any cooking. The appellate body also cited the composition of paratha, which requires oil, flour, water and in some cases vegetables or methi. On the other hand chapatis just require water and flour, which is why they attract a lower GST. This contradicts the claim by paratha manufacturers that both chapati and paratha are made from the same principal ingredient, whole wheat flour. These are just some of the complications arising from the implementation of GST as well as changes made in rates since it was launched. Smaller e-commerce players have also been troubled due to the complicated process of registering for the tax meant to simplify operations.

The Union government has upgraded the security cover of Assam Chief Minister Himanta Biswa Sarma to the top category of Z-plus after a recent review, officials said on Friday. Sarma, 53, has been enjoying a Z category cover provided by the Central Reserve Police Force (CRPF) VIP security unit for his travel in the north eastern states till now.

After a recent security review, the CRPF has been directed by the Ministry of Home Affairs (MHA) to upgrade his security to the top category of Z-plus on an all-India basis, the officials said.

A 27-year-old woman, accused in the killing of Delhi Police Head Constable Ratan Lal during the 2020 northeast Delhi riots, was arrested from Noida in Uttar Pradesh, a senior officer said on Friday. Apart from Lal, the then Shahdara DCP Amit Sharma and then ACP Gokalpuri Anuj Kumar also sustained serious injuries, police said, adding fifty other policemen were also among the injured. During technical surveillance, it surfaced that the mobile number of the accused was not in use, but on thorough analysing of the call details records, one mobile number of her close relative was found to be frequently calling the customer care number of a particular company situated in Noida which created the suspicion, a senior police officer said. The National Commission for Protection of Child Rights (NCPCR) told the Delhi High Court on Friday that in spite of Twitter’s claim about taking down Congress leader Rahul Gandhi’s alleged tweet revealing the identity of a minor Dalit girl, raped and murdered last year, the offence of making such disclosure survives. A bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad was hearing a petition seeking registration of an FIR against Gandhi for allegedly revealing the identity of the minor victim by publishing a photograph with her parents on Twitter. Makarand Suresh Mhadlekar, a social activist, had moved the high court last year, claiming that by posting the photograph with the parents of the child victim, Gandhi violated the Juvenile Justice (Care and Protection of Children) Act, 2015 and Protection of Children from Sexual Offences Act, 2012, which prohibit the disclosure of identity of minor victims of sexual offences. Senior advocate Sajan Poovayya, representing Twitter, submitted on Friday before the court that “nothing survived” in the petition as the tweet in question has been “geo-blocked” and is presently not available in India. He also informed that initially Gandhi’s entire account

was suspended by the social media platform but it was later restored.Counsel appearing for the NCPCR as well as the petitioner, however, contended the offence still subsists. The counsel for the NCPCR urged the court to issue a notice to the child rights body on the petition to enable it to file an affidavit. “We believe the offence survives. If my lords issue notice to me I will file an affidavit. I will join hands with the petitioner,” the lawyer for the NCPCR said. While counsel for the petitioner emphasised the tweet was still available outside the country, Poovayya told the court Twitter was a world-wide platform which has blocked access to the content for the Indian territory. The court refused to issue notice to the child rights body at this stage and deferred the hearing on the plea till December 7 considering that the petitioner engaged a new lawyer to represent him in court. A 9-year-old Dalit girl had died under suspicious circumstances on August 1 last year, with her parents alleging she was raped, murdered and cremated by a crematorium’s priest in southwest Delhi’s Old Nangal village. On October 5, 2021, a bench headed by then Chief Justice DN Patel had issued notice to Twitter on the petition which alleged that Gandhi was “attempting to take political mileage out of the unfortunate incident”.

Haryana has been seeking completion of the SYL canal to get its share of 3.5 million acre feet of the river waters and also that Punjab should comply with the 2002 and 2004 Supreme

Court orders for the completion of the SYL canal for bringing its share of Ravi-Beas waters. Presently, it is getting 1.62 million acre feet (MAF) of Ravi-Beas waters. Manohar Lal Khattar had said his state has full right over the SYL waters, while Bhagwant Mann had said the state’s interests would be fully safeguarded in the meeting and the state government would forcefully put forward the point of view of Punjab on the issue. The opposition parties in Punjab had asked Bhagwant Mann to stand firm on his ground on the SYL issue. The Centre had on September 6 informed the Supreme Court that the Punjab government was “not cooperating” in resolving the dispute.

BCCI Could Lose Rs 955 Crore if ICC Doesn’t Get Tax Exemption from Govt for Hosting 2023 World Cup

Agency News : New Delhi The BCCI could lose around Rs 955 crore if the central government sticks to its decision to levy 21.84 percent tax surcharge on ICC’s broadcast revenue from the 2023 ODI World Cup, according to a Board report. India is to host next year’s 50-over showpiece in October-November. Tax surcharge refers to “an additional charge, fee, or tax that is added to the cost of a

good or service beyond the initially quoted price”. A surcharge is often added to an existing tax and is not included in the stated price of the good or service. As per ICC norm, the host nation is required to get tax exemption from the government for hosting tournaments organised by the global body. Since India’s tax rules don’t allow such exemptions, the BCCI has already lost close to Rs 193 crore as the government didn’t exempt tax surcharge for hosting the 2016 ICC T20 World Cup. The BCCI is still fighting that case in the ICC tribunal “The ICC has now received a 20% (excluding surcharges) tax order for its broadcast revenue for the 2023 event from the tax authorities in India.”

The country’s Wholesale Price Index (WPI)-based inflation softened to 10.7 per cent in September 2022, compared with the 12.41 per cent recorded in August 2022, according to the latest data from the commerce and industry ministry. This is the 18th consecutive month that the WPI inflation has remained in double digits. The highest inflation was recorded in highspeed diesel (HSD) at 65.96 per cent YoY, followed by potato (49.79 per cent) and crude petroleum and natural gas (44.72 per cent). Inflation in food articles in September eased to 11.03 per cent, against 12.37 per cent in August. However, inflation in vegetables rose to 39.66 per cent during the month, as against

Shot across Turkey, the film is visually appealing but nothing more than that. Durga (Parineeti Chopra), an undercover agent along with Bakshi (Dibyendu Bhattacharya) reach Kabul, Afghanistan to expose Omar (Sharad Kelkar), who was involved in the 2001 Parliament attacks. Destiny plays its game with Durga when she falls in love with Dr Mirza (Harrdy Sandhu) on her mission. Ribhu, who earlier helmed ‘Girl On The Train’ (also starring Parineeti) seems to be in a comfort zone with the actress and they are hand and glove. He very well knows how to use her potential in each frame from start to end. The action sequences are extraordinarily designed and Pari’s stunts are clean and sharp. But unfortunately, there’s no new plot in ‘Code Name Tiranga’. The film looks like an action showreel of Parineeti and a documentary on Turkey’s tourism. Although the first half is engaging, sadly the second half is dragged a lot with unnecessary conspiracy, betrayal and deceit. The film lacks the momentum of an action-thriller especially when it has patriotism as its backdrop. Ribhu always has a great subject but he is a lazy and confused filmmaker. He takes a lot of time in unravelling the mystery and exposing the celebrated terrorist Omar. Parineeti has worked hard on the film and it is evident in the way she performs her stunts and Pashto dialect. The meltdowns are the highlights of her charcter. She might be a great performer but clearly, the film isn’t good. Harrdy looks hot and compliments Pari in their romantic track. He has a solid screen presence. Sharad is robust, rough and towering. Dibyendu along with others are sincere in their roles. But if the film is weak enough on the director’s front, even such a talented star cast cannot save it.
