Resumed India-Pakistan dialogue is welcome

The good news that India and Pakistan will resume their “comprehensive bilateral dialogue” should be greeted with careful expectations about the road ahead. The revival of the dialogue, which covers a multitude of issues, including counter-terrorism, economic and commercial cooperation, humanitarian issues, border arguments and the future of Kashmir, was made in Islamabad on December 9, after a two- year hiatus. The announcement followed a series of quiet meetings between the leadership of the two countries in the last month. The key to the breakthrough appears to be a Pakistani commitment to move forward with bringing to justice the perpetrators of the November 26, 2008 attack on Mumbai. Pakistan Prime Minister Nawaz Sharif had promised Washington during his visit last month that Pakistan would take action against the Lashkar-e-Taiba (LeT), the group responsible for the attack. Since the head of the LeT, Hafiz Saeed, operates openly in Pakistan and enjoys the strong support of Pakistani intelligence, many in India are understandably sceptical that Nawaz can deliver. Let us see if he can. If Pakistan does take concrete and verifiable actions against the LeT, the burden will quickly move to trying to find some movement on the most contentious issue of them all, the future of Jammu and Kashmir. No one expects an early breakthrough on that score, but there are useful lessons to be learned by reviewing the one previous intensive eff-ort to resolve the conflict. That was in the wake of the 1962 Chinese invasion of India. In 1962, one of US President John F. Kennedy’s most serious challenges during the Sino-Indian war was to keep Pakistan from opening a second front against India. Then Pakistan President Ayub Khan told Kennedy that he wanted “compensation” from India in Kashmir for Pakistan’s neutrality during the war. Kennedy made clear to Ayub that no such compensation would be tolerated, and that Pakistani intervention in the war in the Himalayas would be seen by Washington as a hostile act. After the war ended in November, Kennedy did encourage India-Pakistan talks on Kashmir that went on for six rounds through 1963. The lessons of this history are still relevant today. A territorial settlement between India and Pakistan remains a bridge too far. The focus should be on much more tangible achievements aimed at improving the life of Kashmiris on both sides of the border, and de-escalating tensions. Here again, tangible action by Pakistan against the LeT and other terrorists should be a priority.

Researchers from Cornell University have found four key reasons why people make the pledge not to log in to Facebook but ultimately could not resist the allure of Facebook’s social network. “The first reason is perceived addiction. Those who feel that Facebook is addictive or habitual were more likely to return,” said lead researcher Eric Baumer. One participant described this habitual aspect by saying, “In the first 10 days, whenever I opened up an internet browser, my fingers would automatically go to ‘f.’” Another reason is privacy and surveillance. Users who felt their Facebook activity was being monitored were less likely to revert, while those who use Facebook largely to manage how other people think of them are more likely to log back in.

Twitter warning users against state-sponsored cyber attacks

Agency | New Delhi Twitter Inc has alerted some users that state-sponsored hackers may have tried to obtain sensitive data from their accounts, the first such warning by the micro blogging site. The notice said there was no indication the hackers obtained sensitive information from what it said were a “small group of accounts” targeted. It did not provide additional information about the attack or possible suspects in its investigation. Twitter’s notice is the latest amid concern about cyber attacks by state-sponsored organisations. Government agencies, businesses and media have all been hacked. Recently, Google and Facebook also started issuing warnings to users possibly targeted by state-sponsored attacks. A story in New York Times had indicated that the federal department found out about those attacks because of the alert system.

In the 50-share index, Adani Ports, Hindalco, Coal India, ZEEL and Ambuja Cements gained between 2.50 per cent and 5.80 per cent. On the other hand, Axis Bank, Tata Motors, Bharti Airtel, ONGC and State Bank of India fell between 0.70 per cent and 2.15 per cent. Shreyash Devalkar, fund manager, equities, BNP Paribas Mutual Fund, said, “Key benchmark indices started the week on a positive note after touching more than a three month low earlier in the session. While investors resorted to some value buying, there seems to widespread caution ahead of the Fed’s meeting on the 16th of this month.” Among the sectoral indices on the BSE, the BSE Metal index gained the most — 2.40 per cent, followed by BSE IT index (up 0.83 per cent), BSE TECk index (up 0.79 per cent) and BSE Healthcare index (up 0.71 per cent.) The BSE Realty, BSE Capital Goods, BSE Oil & Gas and BSE Bankex slid 0.19 per cent, 0.15 per cent, 0.14 per cent and 0.01 per cent, respectively.

The Special Operation Group (SOG) of city crime branch arrested two brothers, Mofizul Shaikh, 20 and Shabudding Shaikh, 25, residents of Murshidabad in West Bengal, with fake currency notes worth Rs 8 lakh. In a span of 10 days this is the second seizure of duplicate currency by SOG. Top cops said that Rs 1.5 crore worth of duplicate notes have been pumped into Delhi, Gujarat and Maharashtra. Earlier, SOG had arrested Babu Mulla of Fatehwadi and Mohammed Ishrar of Uttar Pradesh with a consignment of Rs 10 lakh worth of fake currency notes. “Mulla and Ishrar

had confessed that in November they had pumped in Rs 15 lakh worth of fake notes in Ahmedabad market alone. A week after that SOG officials nabbed the kingpin of the scam, Raees Syed from Uttar Pradesh,” said a senior crime branch official. In view of the possibility of oil spill in the sea near coast of western Indian state of Gujarat due to heavy traffic of ships, the State Forest and Environment department has decided to prepare a risk mitigation and response plan to save the fragile eco-system and underwater habitat of marine species. According to officials, a high-level committee would be formed to study the risk potential of oil spill, which can be a major ecological disaster for sea-life, and come up with a comprehensive plan suggesting ways to avoid such disasters. “Our aim is to save the marine life and their habitat. If oil gets spilled in the sea near our coast, it will spell
