Supreme Court seeks Centre’s reply on plea for social security benefits to gig workers The Supreme Court on Monday sought the Centre’s response to a plea seeking social security benefits for gig workers employed by food delivery and taxi apps like Zomato and Uber and their recognition as unorganised workers. A bench headed by Justice L Nageswara Rao issued notice on the petition filed by ‘The Indian Federation of App-based Transport Workers (IFAT)’, representing these workers. The plea contended that companies engaging gig workers “have been claiming that there exists no contract of employment between them and the petitioners and that their relationship with the petitioners are in the nature of partnership” and added that “if such a claim were to be accepted, this would be inconsistent with the purpose of social-welfare legislation…” It said denial of social security.

Supreme Court allows double lane for Char Dham road project over security concerns
The National Investigation Agency (NIA) on Tuesday arrested an Afghan national in connection with the Mundra port drug haul case. The accused, Sobhan Aryanfar (28), is a resident of south Delhi’s Neb Sarai. “During investigation, Aryanfar was found to be involved in the conspiracy of transporting narcotic drugs concealed
in import consignment of ‘semi-processed talc stones’ originating from Afghanistan,” NIA said, adding that, earlier, seven people were arrested in this case. On October 20, NIA had conducted searches at a godown in Neb Sarai and recovered “whitepowder material”. Search was conducted at Neb Sarai in connection with the seizure of narcotics substance imported in the guise of semi-processed talc stones by M/s Aashi Trading company. During the search, white-powder material, suspected to be talc mixed with narcotics, has been seized,” NIA said. This is the third search in the case. On October 12, NIA had conducted searches at multiple locations in Delhi, including residential premises and godowns at Lajpat Nagar, Alipur, Khera Kalan and Noida. NTAGI reviewing scientific evidence on justification of Covid-19 booster doses: Centre to Delhi HC Agency News:New Delhi Expert groups responsible for advising the Centre on immunisation policy are deliberating and considering scientific evidence related to the dosing schedule of Covid-19 vaccines as well as the need and justification of booster doses, the government informed the Delhi high court on Tuesday. It said that the National Technical Immunization (NTAGI) and National Expert Group on Vaccine Administration for Covid-19 (NEGVAC) are both analysing the data regarding breakthrough coronavirus infections in India and
considering the effectiveness of current vaccines in the pipeline. A decision regarding additional shots or booster doses of the Covid-19 vaccine is likely to be taken soon. The NTAGI and NEGVAC are the two expert bodies working in tandem to guide the National Covid-19 vaccination program. While the NTAGI examines technical aspects like usage of different varieties of Covid-19 vaccines, the interval between vaccine doses, contraindications, and the like, the NEGVAC, in turn, provides overall guidance and recommendations on all aspects of Covid-19 vaccination to the ministry of health and family welfare.

Maharashtra reports 8 new cases of Omicron Agency News:Mumabi Maharashtra on Tuesday reported eight new cases of the Omicron variant of coronavirus of which seven were detected in state capital Mumbai. The health department said the other patient is from Vasai Virar, adding none of the patients had a history of international travel, according to preliminary information. With this, the state now has a total
of 28 patients infected with the new strain. Of the 28 cases in Maharashtra, nine have been discharged after testing negative for the virus. Earlier in the day, Delhi health minister Satyendar Jain said four more cases of the Omicron variant were detected in the national capital and all have travel history to other countries. So far, six people have been found Omicron-positive in the capital. One of them has been discharged.

India Needs Strong Military-Industrial Manufacturing Base
Russia’s continuing support to help India build modern military ware, from guns to fighter jets, missiles and submarines, despite its growing critical defence supplies and technology tie-ups with China, is a clear example of the fact that the Indo-Russian relationship is unshakable by changing global power fulcrum. Trust is the key to the Indo-Russian defence and economic relationships. And, that played a key role in Russia’s fresh commitment to a 10year military-technical cooperation pact that would see, among others, the manufacturing of AK-203 Kalashnikov rifles in India The two countries are prepared to deepen partnership with each other across all domains. Rosoboronexport, Russia’s top defence export organisation, expressed its readiness to give India technology for production of defence equipment. “Historically, from the very beginning…..not only we supplied military equipment but also provided assistance in organising its production, creating repair and maintenance facilities,” Rosoboronexport stated. The company worked closely with Indian authorities for licensed manufacture of multirole Sukhoi-30MKI fighter jets in India and helped modernisation of Indian Navy’s aircraft carrier, Vikramaditya. On its part, India has been a major investor in upstream oil and gas assets in Russia. It is keen to invest close to three billion dollars in the business. India has also been evaluating tie-ups in Arctic projects. The Russian government has offered some oil and gas fields to ONGC Videsh and any consortium they stitch together. The formation of a joint venture, Indo-Russia Rifles, will help India procure 6,01,427 AK-203 assault rifles worth Rs.5,124 crore. India wants to build a strong military-industrial manufacturing base as it exists in countries such as the US, Russia, China, France, Italy, the UK and Israel. The Indian defence manufacturing industry can play a significant role in the country’s economic growth both through import substitution and export. According to the Department of Defence Production, India’s defence manufacturing sector witnessed a CAGR of 3.9 percent between 2016 and 2020. The government has set a defence production target at US$25.00 billion by 2025. The country’s defence exports were estimated at US$1.29 billion in 2019-20. India’s defence import value stood at US$463 million for FY20 and was expected to be at US$ 469.5 million in FY21. India aims to export military hardware worth US$ 5 billion by 2025. The defence ministry is believed to have put some 101 defence items, including artillery guns and assault rifles, under import embargo to offer potential military hardware manufacturing opportunities to the Indian defence industry. The joint cooperation with foreign suppliers appears to be the best route to fulfil India’s own defence manufacturing ambition since not many global players in armament manufacturing are keen to invest in India. Last year, India changed its foreign direct investment (FDI) regulations to allow investments of upto 74 percent in the defence manufacturing sector under its automatic route. This was an important decision for a sector that has been struggling to attract investment. However, the response so far has hardly been encouraging. The Department for Promotion of Industry and Internal Trade (DPIIT) data showed FDI inflow in the defence sector between April 2000 and June 2021 stood at only US$10.15 million. Traditionally, Russia has been the biggest contributor to hi-tech defence production the country. While the US is known to have provided active support to India’s space programmes, its giant arms manufacturers such as Lockheed Martin, Raytheon, Boeing, Northrop Grumman, General Dynamics and L3Harris Technologies are little interested in manufacturing their lethal military hardware in countries such as India. Defence Minister Rajnath Singh has urged US defence companies to invest in India, asserting that the country is a strong and reliable investment destination in terms of co-production and co-development. The country is awaiting response from US firms. Unfortunately, India is yet to witness much progress in the area of defence technology transfers from leading foreign equipment suppliers despite promises by their governments. For instance, although the Indian Air Force has partly taken delivery of Rafale jets, no technology has yet been transferred, raising questions over the fulfilment of the ‘commitments’ of the contract. The Comptroller and Auditor General (CAG) in its report recently tabled in Parliament said that the French - Kapilkumar M. Hirpara manufacturer has not delivered.

WPI inflation spikes to 14.23% in November as crude, metal prices harden The wholesale price-based inflation surged to more than a decade high of 14.23 per cent in November, mainly due to hardening of prices of mineral oils, basic metals, crude petroleum and natural gas. WPI inflation has remained in double digits for eight consecutive months beginning April. Inflation in October this year was at 12.54 per cent, while in November 2020 it was at 2.29 per cent. “The high rate of inflation in November 2021, is primarily due to rise in prices of mineral oils, basic metals, crude petroleum & natural

Gujarat slashes tax on ATF by 5 per cent

The Gujarat government has reduced the tax on aviation turbine fuel (ATF) by five per cent with effect from Monday midnight, according to an official release. The state government claimed that the decison has been taken in the interest of people. The reduction comes months after the Government of India asked all state governments to reduce Value Added Tax (VAT) on ATF and rationalise it in the range of one to four per cent. In Gujarat, the VAT on ATF is as high as 30 per cent and the reduction will lower it to 25 per cent. The state government, however, did not elaborate on how the decision will affect the state exchequer.

Covid ex gratia sanctioned for 16k: Gujarat govt in SC THE GUJARAT government, in an affidavit filed before the Supreme Court, has stated that it has sanctioned ex gratia for 16,175 victims who died of Covid-19 and paid Rs 50,000 each to 14,215 of them, while the figures in the state bulletin had put the Covid deaths at 10,099. The affidavit was filed by Gujarat commissioner of relief and ex-officio additional secretary at revenue department, Ardra Agarwal, on December 9. Gujarat health minister Rushikesh Patel said that the state was following the Supreme Court orders on how claims for ex gratia have to be dealt with “and for now there is no plan to update the state’s official death figures”. Baby girl killed, five injured as fire breaks out in a hut in Rajkot “Solanki’s hut was located at some distance from other huts. Though the hut was gutted, policemen and locals prevented the fire from spreading to nearby huts,” the police said. Question paper of head clerk recruitment exam leaked The question paper of the recruitment examinations for government head clerk post conducted by the Gujarat Subordinate Service Selection Board (GSSSB) was leaked hours before the exam, said vice-president of the young wing of the AAP Gujarat unit, Yuvrajsinh Jadeja, on Monday and demanded action, adding that he would submit a formal complaint to the GSSSB Tuesday.
