Airlines will soon charge only Rs 2,500 for one hour flights and will get tax incentives for operating on unserved routes even as fliers will have to pay additional levy towards regional connectivity fund under the civil aviation policy unveiled on Wednesday. The government has scrapped the controversial 5/20 norm and now any domestic airline can fly overseas provided they deploy 20 planes or 20 per cent of their total capacity for domestic operations. The much talked out regional air connectivity scheme is also expected to be operational in the current quarter ending September. “The aim is to ensure affordable, convenient and cheap flying” for the people, Civil Aviation

Secretary R N Choubey said. There has been a high decibel debate over the continuance of 5/20 norm–whereby only local airlines having at least five years of operational experience and a fleet of minimum 20 aircraft are allowed to fly overseas. About the decision to scrap the rule, Union minister Ravi Shankar Prasad said, “A questionable legacy has been thrown into the dustbin.” The 5/20 rule was introduced during the UPA regime. With regard to charging extra from

passengers towards regional connectivity fund, Choubey said, “It will be a very, very small levy”. The NDA government had for the first time unveiled the policy draft in November 2014, subsequently replacing it with another draft in October 2015. Initially, the policy was expected to be finalised in the last financial year as certain proposals were to be implemented from April 1, 2016. Since then, the Government has been moving back and forth on the matter, primarily to

strike a balance between various stakeholders on their glaring differences over issues like the 5/20 rule that allows a carrier to fly abroad only if it has 20 aircraft and has flown domestic for five years. The policy aims to bolster the domestic aviation sector by tapping its high growth potential with provisions such as capping airfares at Rs 2,500 for a one-hour flight, auctioning of unilateral traffic rights, tax incentives for airlines, maintenance and

repair works of aircraft besides mooting 2 per cent levy on all air tickets to fund regional connectivity scheme and providing viability gap funding for airlines to encourage op-

erate on regional routes. The issue of international flying norm or the 5/20 rule has witnessed extensive debate, with legacy carriers opposing any changes to the rule, while start-up airlines frantically demanding its scrapping. Civil Aviation Minister Ashok Gajapathi Raju had last week virtually disapproved the continuance of this rule asking who has benefited from it, indicating that the government could even mull scrapping

it. Interestingly, exactly 10 years ago, on June 8, 2006, then Aviation Minister Praful Patel had said that “the draft civil aviation policy is ready and could be taken up by the Union Cabinet for approval this month itself.” Since coming out with the draft policy in October last year, the Ministry has held extensive consultations with various ministries, apart from stakeholders like airlines, airport operators and ground handling agencies.

Michel is one of the three middlemen being probed in the case, apart from Guido Haschke and Carlo Gerosa, by the Enforcement Directorate and the CBI and both the agencies have also

Michel was extensively interviewed by Indian media in Dubai recently and both the agencies want him to join probe. This is the second charge sheet filed in the case by ED which goes into the detailed role of Michel in the deal, his multiple visits to India and his transactions.

ED has filed a fresh chargesheet, delving specifically into the role of British national and alleged middleman Christian Michel James and his few Indian associates, in connection with its money laundering probe in the Rs 3,600 crore VVIP chopper deal. The over 1,300 page prosecution complaint (ED’s equivalent for charge sheet) has been placed before a special Prevention of Money Laundering Act (PMLA) court in New Delhi early this week and it has said that agency’s investigation into the case has found that Michel received Euro 30 million (about Rs 225 crore) from Ms AgustaWestland which was nothing but “kickbacks” paid by the

Office of Profit: A law with limited value?

Citing precedents, Chief Minister Arvind Kejriwal on Wednesday strongly defended the appointment of 21 parliamentary secretaries, wondering how similar posts under Congress and BJP rule were not considered “unconstitutional” and targeting Prime Minister Narendra Modi on the issue. The Chief Minister dug out appointments of parliamentary secretaries by Congress and BJP governments in the national capital in the past and said many of them including Ajay Maken, who had held the post, even had his own staff and access to important official files. The ‘office of profit’ law is a bit of a half-wit provision that needs updating. Read it together with the Tenth Schedule of the Constitution, popularly called the anti-defection law of 1985, and you’d know. If the former seeks to insulate an elected member from the executive’s influence, the latter makes him a veritable vassal of the government if the party to which he’s aligned happens to be in power. Nothing illustrates the contradiction more than the foremost provision of the 10th schedule rooted in the Constitution (52nd Amendment) Act. It says: “An elected member of Parliament or a State Legislature, who has been elected as a candidate set up by a political party……. would be disqualified on the ground of defection if he…votes or abstains from voting in the House contrary to any direction of such party.” Now where does that leave the spirit of the prevention of disqualification act--applicable to parliament and state assemblies and predicated on the separation of powers in the constitutional scheme of the legislature, the executive and the judiciary? Also coming a cropper in the light of the law against defections is the logic that a legislator, if obligated by an office of profit, would be prone to the executive’s influence in discharge of his duties. Times have changed since the ‘profit concept’ inspired by the British Morley-Minto reforms proposals of 1909 found a place in our constitution. Temptations on offer by the executive to the legislators aren’t confined today to offices of profit. There are countless other ways to win over or make legislators act under duress-- including the transfer of excess votes by ruling parties to candidates of other parties for elections to Rajya Sabha and Legislative Councils in bicameral assemblies. Can there be a bigger trap than a legislator owing his membership to a party other than his own? We saw it happening in the recent round of elections to the Upper House. Expediently vitiated by many parties, the process made a mockery not just of the constitutional office of profit regulation. It exposed simultaneously the morally brittle plinth holding up the anti-defection law! “The influence principle guiding the office of profit law stands diluted. It’s not as valid as it was at the time of its framing,” agreed former Lok Sabha secretary general G C Malhotra. “There is a need to change the law…but so long as it’s there, it has to be enforced.” Governments indeed can dole out many favours. But influence peddling is greater these days by private commercial interests with their beachheads in provincial and central legislatures. How effectively is that being dealt with amid the somewhat legitimate ‘ease of business’ clamour? Even the mad race one sees between legislators to get nominated to influential parliamentary panels has to it the downside of compromise; of remote control by vested interests.

Make changes in ‘Udta Punjab’ promos as per Bombay high court order: Delhi HC Agency | New Delhi

The Delhi high court on Wednesday told the producers of ‘Udta Punjab’ to remove from the film’s promos a scene which the Bombay HC has ordered to be cut. A bench of justices Sunil Gaur and PS Teji directed the movie’s producer, Phantom Films, to “modify” the promos accordingly and ensure that the scene in question is also withdrawn from online sites like YouTube. The Bombay HC had ordered removal of one scene which showed the film’s protagonist urinating in public. “You withdraw it from your

end,” the bench told the producers regarding online promos, with Phantom Films agreeing to comply with the Bombay high court direction. With this direction, the Delhi HC disposed of the petition filed by an NGO which, apart from seeking removal of the scene, had also sought that it be

heard by the censor board and its appellate authority before certifying the film. The high court, however, did not go into the other prayers sought by the Punjab-based NGO, Human Rights Awareness Association, as the Bombay HC order has been challenged by it in the Supreme Court.

Agency | St Etienne Having shaken off the tag of whipping boys dating back to the formation of their FA in 1921, Iceland were in no mood to roll over in their Euro 2016 opener and their spirit was rewarded with an impressive 1-1 draw against Group F favourites Portugal. Iceland defied the odds to reach their first major tournament at the expense of triple World Cup finalists

Netherlands, but few outside the nation of 330,000 believed they could make any sort of impact at the European Championship. Many pundits expected Tuesday’s clash at the Geoffroy Guichard stadium to produce the tournament’s first drubbing and those predictions appeared accurate after Nani made Portugal’s first-half dominance tell with a 31st-minute opener. The battling Icelanders had other ideas, though.

Roared on by their passionate fans, who arrived in St Etienne draped in the country’s flags and sporting Viking-style horned helmets, Iceland hit back as Birkir Bjarnason silenced the Portuguese faithful with a well-taken 50th-minute strike. Try as they might, an increasingly frustrated Portugal were unable to breach Iceland’s backline once more and the team’s euphoria was palpable as the final whistle sounded.

Mumbai City FC have signed up Argentinian footballer Matias Defederico for their campaign in the upcoming season 3 of the Indian Super League. “In an effort to further reinforce and strengthen the team, Mumbai City FC has signed the South American for his style of play and his experience on the international circuit,” said the club in a media release today. A first-time entry into the final at stake, a confident India would aspire to rise to the challenge of taking on Australia in their last league outing of the 36th Hero Champions Trophy in London on Thursday. India were beaten by four goals in two encounters against Australia in the Sultan Azlan Shah Cup tournament in Ipoh (Malaysia) two months ago, but are eager to produce a better show against the reigning world champions, who have already secured their place in the title match, at the Lee Valley Hockey Centre. World No. 1 Australia prevailed 5-1 in their league fixture of the Sultan Azlan Shah Cup against India and then, when the teams again met in the final, the dominant side from Down

Under triumphed 4-0. India are drawing inspiration from their victory last year in a Test match at home, ahead of the World League Finals in Raipur. India’s most notable performance against Australia recently was in the 2015 Sultan Azlan Shah Cup where striker Nikkin Thimmaiah’s hat-trick spurred them to victory, but that was an experimental Australian

team. Ahead of the Olympic Games, Australia have fielded a very strong side here, but are in a dilemma over penalty corner shooter Chris Ciriello’s fitness. “The match against Australia is a very tough outing. We have to produce our best performance to put up a good contest,” said Indian coach Roelant Oltmans, who is happy to see the Indians stay in the hunt for a medal.

In a bid to add more speed and urgency to his team, France coach Didier Deschamps could make tactical changes for Wednesday’s European Championship match against Albania. France was sluggish for most of the 2-1 win over Romania in its Euro 2016

opener, and only really picked up the tempo midway through the second half when Deschamps replaced midfielder Paul Pogba and forward Antoine Griezmann with speedy wingers Kingsley Coman and Anthony Martial. Deschamps could rest Pogba and Griezmann against Alba-

nia and ditch his favored 4-3-3 for a more dynamic 4-2-3-1 formation, with Martial and Coman supporting striker Olivier Giroud. Attacking midfielder Dimitri Payet could then be shifted from the left to a No. 10 playmaker’s role behind Giroud. Against an Albania side that is likely to sit back and counter attack, the 4-3-2-1 formation looks threatening because it allows France to play with a more direct approach. It also frees Payet to find central positions to unlock Albania with through balls to Giroud, or behind their fullbacks for the wingers.

100% record at the Copa America Centenario on Tuesday with a 3-0 victory over hapless Bolivia. The tournament favourites, already assured of a quarter-final berth after wins over Chile and Panama, wrapped up their Group D campaign with an easy win at Seattle’s CenturyLink Field. The victory sees Argentina reach the last eight as group winners, handing them what in theory should be a straightforward assignment against Venezuela in Foxborough on Saturday. The two-time world champions are determined to end a 23-year wait for a major title after

suffering agonising defeats in the finals of the 2014 World Cup and last year’s Copa America. On current form, few would bet against the South American giants, who could afford to omit Lionel Messi from their starting line-up following his hat-trick display against Panama. The match was effectively settled within

the first quarter of an hour, with Tottenham Hotspur winger Erik Lamela opening the scoring with a deflected free kick in the 13th minute. Two minutes later, China-based forward Ezequiel Lavezzi marked his comeback from injury with a goal, volleying home from close range after Gonzalo Higuain’s downward header.

18 lions ‘taken into custody’ in Class 12 student checks his own Now, film on Patidar quota hits Censor roadblock Gujarat for murder of three persons economics paper, gives full marks stir• Board

Sunvilla News | Ahmedabad

In a strange development, police in Gujarat have taken into custody 18 male lions for the murder of three persons. The police will now take the paw-prints of all 18 ‘suspects’ and get their feces tested as part of their effort to find out which of the big cats is guilty of murder. And once it is clear who the culprit is, he will be handed a ‘life sentence’. That is, the guilty male lion would be sent to a zoo for his entire life. And the rest of the Asiatic lions would then be released back into the wild. The Washington Post quoted JA Khan, state’s top forest official, as saying,

“We think we have pinpointed the guilty lion, but we are still awaiting the results of nine more animals.” Meanwhile, wildlife expert Ruchi Dave said, “The officials are also studying the animals’ behaviour. Man eating lions usually get aggressive at the sight of a human being.” The decrease in forest area has led to an increase in man-animal conflict in

recent years and species on both sides lose life as part of the conflict. It is estimated that there are some 400 Asiatic lions left in the wild and most of them live inside the Gir National Park in Gujarat. What would you do if you are given chance to examine your own answer-sheet? Don’t lie. You would give full marks to yourself. A class 12 student in Ahmedabad did exactly same. He wrote his economics paper and later checked it with red-ink. He found all his answers right and gave full marks to self. Harshad Sarvaiya appeared for class 12 exam conducted by the Gujarat Secondary and Higher Secondary Education Board (GSHSEB). Before submitting the answer paper to the supervisor, Harshad checked it with red ink, giving himself full marks. He

While the makers of Udta Punjab got relief from the Bombay High Court which allowed its release with just one cut, a Gujarati film based on the Patidar quota agitation, which was set for release on June 17, is struggling to get the go-ahead from the Central Board of Film Certification (CBFC). Salagto Sawaal Anamat (Burning Question of Reservation), made with Rs 45 lakh budget, is under a cloud as the certifying body has objected to its protagonist’s “resemblance” with Patidar Anamat Andolan Samiti (PAAS) leader Hardik Patel, who is currently in jail under sedition charges. The body has also objected to a few

dialogues in the film for allegedly being against Babasaheb Ambedkar. It has also asked the makers of the film to remove the word “Patidar”. The filmmakers are currently awaiting a nod from a revising committee after it filed an appeal for a retrial of the film with the CBFC. The producers and production manager of the film held a meeting with the CBFC officials Tuesday and a decision in this regard is awaited. For producers Anuj Vyas, Jaipratapsinh Chauhan and Amaresh Thakkar, it’s their first venture. The film’s writer-director, 26-year-old Rajesh Gohil, comes from Vadodara and has earlier worked on seven Gujarati films.

While the irregularity done by Harshad in geography paper was caught by alert examiner after which he got just 34 marks in the subject, he got full marks in economics as assessing teachers failed to spot the glaring error. But the group of seven teachers that was supposed to assess each question and put their signature should have spotted the anomaly. The teachers just did the total and endorsed the boy’s paper assessment by putting 100/100 as final total,” GSHSEB secretary (examination) G D Patel told agency.

ey as in charge police chief. Pandey, who is currently out on bail, was chargesheeted in the 2004 Ishrat Jahan fake encounter case. The division bench led by Chief Justice R Subhash Reddy reserved the verdict after the competition of the arguments. The appointment of Pandey for the top post

has been challenged by Julio Ribeiro, a 1953 batch retired IPS officer of Maharashtra cadre who served Gujarat as its DGP in mid 80s when the state was in the middle of a major riot. The petition has questioned the legality of promotion and appointment of Pandey as in charge DGP. It said, “the police force of a state can’t be headed by a person accused of extremely serious offence of murder of four persons, especially, when the trials are yet to begin. In a sense, such an appointment is itself a breach of law, being arbitrary and in violation of Article 14 of the Constitution of India.”
