Agency News: New Delhi India on Thursday successfully carried out the night trials of the Agni-5 nuclear-capable ballistic missile, according to sources from the defense establishment. The missile has the capability of hitting targets beyond the range of 5000 km and is crucial for India’s self-defense systems. The defense sources also informed to validate new technologies and equipment on the missile, which were intended to make the missile lighter. The trial was aimed at enhancing the range of the Agni-5 missile if required. The number of MBBS seats has increased by 87 per cent and that of PG by 105 per cent in the last eight years, Union Health Minister Mansukh Mandaviya said on Thursday. While interacting with reporters outside Parliament, Mandaviya emphasised that since 2014, several steps have been taken to ease access to quality education in the country for the younger generation. He underlined the impact of several initiatives taken under the National Democratic Alliance (NDA) regime and said, change can be seen happening at every nook and corner of the country. With this momentum and coordination among stakeholders, a holistic ecosystem of education will be created in the country. Highlighting the change in the medical education sector, Mandaviya said, “While India had a limited number of 387 medical colleges in 2014, the system was riddled with far too many problems.” “There is a paradigm shift from input-based to outcomebased approaches and reforms

under the Modi government. Consequentially, we now have 648 medical colleges in 2022 with a whopping 96 pc increase in the number of Government Medical Colleges (GMC) alone and a 42 pc increase in the private sector, since 2014,” he said. “At present, out of 648 medical colleges in the country, 355 are government and 293 are private,” Mandaviya added. The minister said, “MBBS seats have also seen a massive 87 per cent increase from 51,348 in 2014 to 96,077 in 2022. Similarly, PG seats have observed an increase of 105 per cent with 31,185 seats in 2014 to 63,842 in 2022.” He said with a vision to create 10,000 MBBS seats in government medical colleges, 58 colleges across 16 states have been approved with an increase of 3,877 MBBS seats.

According to an office memorandum (OM) issued by AIIMS Director Dr M Srinivas, if any contractual employee or security staff is found smoking cigarettes or bidis or chewing any tobacco product on the hospital premises, he shall be summary terminated from the service. Also, if any permanent employee or doctor is found smoking or chewing a tobacco product on the hospital premises, a memorandum will be issued and disciplinary action taken against him, according to the OM. Law Minister Kiren Rijiju said the need for simultaneous elections to Lok Sabha and legislative assemblies has been felt as polls have become ”big budget affair and expensive”. In a written reply to a question in Rajya Sabha, he said the Law Commission in its report on Reforms in Electoral Laws had suggested simultaneous elections to Lok Sabha and state assemblies for the sake of stability in governance. ”Simultaneous elections would result in huge saving to the public exchequer, avoidance of replication of effort on part of administrative and law and order machinery in

holding repeated elections and bring considerable savings to political parties and candidates in their election campaigns,” Rijiju said. Simultaneous polls would also curb the adverse effect due to prolonged enforcement of Model Code of Conduct due to asynchronous Lok Sabha and state assembly elections, he said. Elections to Lok Sabha and all state legislative assemblies were held simultaneously in 1951-52, 1957, 1962 and 1967. However, due to the premature dissolution of some legislative assemblies in 1968 and 1969, the cycle got disrupted.

Rajya Sabha adjourned twice over Opposition ruckus Agency News: New Delhi Rajya Sabha proceedings were disrupted on Thursday as opposition members created uproar after the chair disallowed adjournment notices on several issues including on alleged misuse of probe agencies by the government. The House witnessed two back-to-back adjournments of 15 minutes each. Soon after laying of papers, opposition members sought clarifications on why their adjournment notices were not taken up and demanded discussions on various issues. This led to uproar following which Deputy Chairman Harivansh adjourned the proceedings for 15 minutes first and then again for another 15 minutes when the House met. While opposition members created uproar over not being allowed discussion on issues raised by them, BJP members

were also on their feet raising the issue of the Bihar hooch tragedy. Seven opposition members had given adjournment notices under Rule 267 for discussing various issues of importance, which were not allowed by the chair. As the deputy chairman urged members to allow the Zero Hour to function, members raised strong objections leading to disruption of the proceedings. The opposition has been demanding a discussion on the Indo-China conflict, besides other issues like the alleged misuse of probe agencies, interference of the government in appointment in higher judiciary, concerns of farmers and other issues.

Do you want to know where your tax money goes? Well, earlier this week, the Narendra Modi government told the Lok Sabha that ever since it came to power, Bharatiya Janata Party had spent Rs 6,491.56 crore on advertising. Of this, Rs 3,260.79 crore went on ads in the electronic media and Rs 3,230.77 crore. It is not my intention to target the BJP alone for this expenditure: taken on a per capita basis, many non-BJP state governments have also been spending huge amounts on ads. Nor is this the first government at the Centre to spend hundreds of crores on advertising. Besides, taken on a year-by-year basis, the Centre has been reducing its expenses in recent years. State governments, however, continue to charge ahead. Everyone in Delhi knows that for many years, Arvind Kejriwal was the city’s biggest TV star. Even when there were legal complications about his paid-for stardom, the great man continued to make TV appearances, some of which only featured his back: so recognisable had his body become to the city’s TV viewers that perhaps some were actually glad to see the back of him. An RTI response earlier this year revealed that the Delhi government spent Rs 488.97 crore on advertising in the financial year 2021-22. Of this, a staggering Rs 125 crore was spent in a single month. Obviously, they like the idea of spending public money on promoting themselves. I mention the Centre and Delhi examples because I live in the capital and see the expenditure first-hand. But the same is true of nearly every other state. Hundreds of crores of public money are spent on banal hoardings carrying the chief minister’s face, and taxpayers’ funds are used to purchase full-page ads in newspapers. Often, there is no public purpose to these ads. A Congress-ruled state government will spend crores on ads in other states on Rajiv Gandhi’s birth anniversary. When J. Jayalalithaa was Chief Minister of Tamil Nadu, she plastered her face on nearly every hoarding and newspaper. To be fair, some of - Kapilkumar M. Hirpara this does serve a public purpose.

The ruling Bharatiya Janata Party (BJP) in Gujarat on Thursday declared Shankar Chaudhary and Jethabhai Bharwad as its candidates for the posts of Speaker and Deputy Speaker, respectively, of the newly-formed 15th state legislative Assembly. An official notification issued by the Assembly secretariat said the new Assembly will meet for the first time for a day on December 20, and election for the posts of Speaker and Deputy Speaker will be held in the first half, while other businesses will be taken up in the second half. Another notification said that all the newly-elected MLAs will be administered the oath of office in the Assembly on December 19 by Protem Speaker Yogesh Patel. In the just-concluded Assembly elections, the BJP retained power by winning 156 out of the total 182 seats, while the Congress bagged only 17 seats. During a press conference in Chhapra, the district headquarters, Saran DM Rajesh Meena on Thursday said that action has been taken against officials concerned. “We have also conducted intensive raids across the district in the last 48 hours

and nabbed 126 hooch traders. More than 4,000 litres of illicit liquor have also been seized,” he said. Superintendent of Police Santosh Kumar, who was also present at the press conference, declined to divulge whether the arrested persons included those directly involved in the latest hooch case, saying that “the matter is still under investigation and disclosing much at this stage could hamper the probe”. “Some blame lies on officials concerned too and hence SHO of Mashrak police station and the local chowkidar have been suspended with immediate effect”, he added. They also said that transfer of the Sub Divisional Police Officer of Marhaura has been recommended to authorities along with a request that departmental proceedings be initiated against him. “For speedy investigation, an SIT consisting of 31 police officials, headed by an additional SP and including three deputy SPs, has also been set up”, the district magistrate said.

In a shocking incident, an engineering student from Kerala, studying at a College in Anekal town of Bengaluru committed suicide by slitting his throat. The incident came to light on Thursday. The deceased is identified as 19-year-old Nitin, a student of AMC Engineering College in Bannerghatta locality of Bengaluru. Nitin hailed from Koyalandi village near Padini Zaria region in Kozhikode district of Kerala, police said.

His parents reside in Dubai and he was admitted to the college by his brother. The police are suspecting the reason for suicide to be lack of attention from parents. According to police, Nitin had joined the college on December 1 and took up CES course for the first year. Nitin slit his throat with a knife himself in the toilet room of the college. Bannerghatta police who have taken up an investigation stated that Nitin was in a depressed mood from being away from his parents.

The Brihanmumbai Municipal Corporation (BMC) has changed the name of ‘Veermata Jijabai Bhosale Udyan and Zoo’ located at Byculla in the city by adding the word ‘vanaspati’ or ‘botanical’ to it, civic officials said on Thursday. Municipal Commissioner and administrator Iqbal Singh Chahal on December 12 passed a resolution to change the name of the 160-year-old zoo to ‘Veermata Jijabai Bhosale Vanaspati Udyan va Pranisangrahalaya’. The word ‘vanaspati’, which means botanical, has been inserted before ‘udyan’ or garden in the earlier name. The garden, which is spread over 5,200 square metres, houses more than 6,611 trees of over 291 species that comprises 80 per cent of the city’s flora. There are 82 animals of 13 mammal species, 194 birds of 16 species

and 28 reptiles of seven species, the officials said. Last month, the garden, which is also popularly known as “Ranichi Baug” celebrated its 160th anniversary. According to officials, it was earlier known as Victoria Gardens, but was first renamed as ‘Veermata Jijabai Bhosale Udyan’ in 1969 and as ‘Veermata Jijabai Bhosale Udyan va Pranisangrahalaya’ in 1980. The garden/zoo is one of the famous tourist spots in the city. Lakhs of tourists, especially children, visit the zoo that is rich in flora and fauna. Humboldt Penguins and tigers are one of the main tourist attractions inside the zoo.

File FIR on complaints about pothole accidents: Karnataka HC Agency News: Bangalore The Karnataka High Court on Thursday directed the Home Department to register FIR on complaints regarding accidents due to potholes. The HC said when such complaints are received where accidents due to potholes have resulted in injuries or death, the police should not hide behind technicalities and immediately register FIRs. The Division Bench of Chief Justice Prasanna B Varale and Justice Ashok S Kinagi was hearing a public interest litigation about the alleged failure of the civic authorities in filling up potholes on Bangalore’s roads. The HC said citizens who have met with accidents due to potholes can file a complaint in the police station and the police concerned will investigate the matter.The HC reiterated its earlier order directing the National Highways Authority of India (NHAI) to survey the potholefilling exercise carried out by the Bruhat Bengaluru Mahanagara Palike (BBMP) in Bangalore and file a report within eight weeks. The 48th GST Council meeting is scheduled to take place on December 17 (Saturday), which may be its last meeting before the Union Budget 2023. Among the issues that are likely to be discussed are the decriminalisation of offences, the setting up of an Appellate Tribunal and the fitment committee’s pending recommendations. Apart from this, the Council may also discuss certain tax rate changes. In the previous 47th meeting in June 2022, the GST Council had decided to accept the group of ministers’ interim reports on the correction of duty inversion and exemption. Pre-packaged and prelabelled retail packs, including curd, lassi and butter milk, were also brought under GST. On the upcoming meet, experts said that as this meeting may be the last meeting prior to Union Budget 2023, the Council may also

discuss certain tax rate changes and system reforms for ease of compliance. The topic of GST rate rationalisation is also likely to be picked up in the discussions. The Council, which is headed by the Union finance minister and comprises representatives of all states and UTs, is going to conduct its 48th meeting this week (December 17) via videoconferencing. Ankur Gupta, practice leader at SW India, said, “On the rate front, we might not see much due to inflationary pressure except for health services where rates could go down from 18 per cent to 12 per cent.” Gupta added that this would be the last Council meeting for the year and few important outcomes are expected out of this meeting. Agency News : New Delhi India’s edible oil imports rose 34 per cent in November to 15.29 lakh tonne on sharp jump in import of crude palm and refined palm oils, according to industry body SEA. The Solvent Extractors’ Association of India (SEA) on Wednesday released the data of imports of total vegetable oils comprising edible oil and non-edible oil for November, the first month of 2022-23 oil marketing year. As per the data, imports of vegetable oils rose 32 per cent in November 2022 to 15,45,540 tonne from 11,73,747 tonne in the same month last year. Out of total vegetable oil imports, SEA said shipments of edible oils increased to 15,28,760 tonne in November

this year from 11,38,823 tonne in the same month of 2021. Import of non-edible oils fell 52 per cent in November 2022 to 16,780 tonne from 34,924 tonne in the year-ago period. Further, in edible oils category, SEA said imports of crude palm oil (CPO) were highest in a single month. However, shipments of crude soyabean oil declined to 2,29,373 tonne last month from 4,74,160 tonne in November 2021. SEA expressed concern over excessive import of RBD palmolein as it is hitting the domestic refiners.

By contrast, stock market-listed New India Assurance recruited 1,197, while LIC appointed 11,066 in four years. Insurance sector employees feel the

lack of clarity is hurting the public sector insurance companies. The central government in the 2018-19 budget had announced the merger of three public sector general insurance companies — National Insurance, Oriental and United India — and subsequently list it on the stock exchanges. That plan, which had the backing of the unions, was put on the back burner and a new plan was announced to privatise one general insurance company in the Union budget of 2021-22. “It is utter nonsense that today we are fighting amongst ourselves as well as with the private insurance companies for the same line of business,” said Shrikant Misra, general secretary.
