The Assam government today presented a ₹ 935.23 crore deficit budget for the 2023-24 financial year, announcing funds for promoting micro-entrepreneurship and fresh recruitments in different departments. Presenting the budget in the assembly, Finance Minister Ajanta Neog said the government will invest ₹ 5,000 crore to “transform” over 2 lakh unemployed youths into job creators.“After adding the receipt of ₹ 1,80,298.83 crore under the public account and ₹ 2,000 crore under contingency fund, the aggregate receipts amount to ₹ 3,21,742.71 crore.” ”Taking into account the

Or perhaps you think of the BBC as a largely impartial media organisation that is committed to exploring all reasonable points of view no matter who takes offence.Either way, forget about your own prejudices and preconceptions because for all of the last week, the BBC has been involved in a crisis of its own making about—what else?— impartiality. And the Corporation has not come out of it well. The way the dispute has gone may have consequences for broadcasting and journalists all over the world. To understand why the battle could impact all of us, even though the original context was entirely domestic, try and think of an Indian parallel: should a journalist employed by an Indian news organisation treat his or her Twitter account as an extension of their employer’s personality?Most of us would say: don’t be ridiculous.And that, in fact, is the way it works in our country. Nearly every journalist I know tweets independently without worrying about how their employers may react. News anchors, like other human beings, have political views. They may stay neutral when they are moderating TV debates but they make no secret of what their own views are when they are not on camera. And on the whole, news organisations regard this as fine. Sometimes these political views are in consonance with the views of their employers and may even result in a promotion or, at least, an increment. But rarely will somebody be rebuked for, say, tweeting about the independence of the Supreme Court, for attacking the Karnataka government over a corruption scandal or saying that Delhi’s former deputy chief minister Manish Sisodia should be given bail.

Kerala chief minister Pinarayi Vijayan said on Wednesday a special committee with scientific experts will be formed to look into the fire at the Brahmapuram waste plant, so as to figure out a way to prevent such an incident in future. Bihar Deputy Chief Minister Tejashwi Yadav on Wednesday moved the Delhi High Court challenging the summons issued to him by the CBI in the land-for-jobs scam.In his plea, Yadav stated that the summons under Section 160 of CrPc can only be issued to a person situated within the local jurisdiction of that police station or is within the adjoining police station.He said he is a resident of Patna in Bihar and he has been asked to join the investigation in Delhi which is neither within the jurisdiction of Patna nor adjoining the same.

Therefore, the Impugned Notices have been issued in gross violation of the provisions of the CrPC, his plea stated.The RJD leader also requested permission to join the probe via video conferencing. He has further sought permission for his lawyer to be present at a visible but not audible distance whenever he is interrogated by the CBI in the said case. Yadav had on Tuesday skipped CBI’s questioning in the case for the third time. He was served a notice to appear for questioning on Tuesday after he did not do so on March 4 and March 11.The federal agency recently questioned Yadav’s father and RJD supremo Lalu Prasad and his wife Rabri Devi in Delhi and Patna, respectively. The CBI has filed a charge sheet in the land-for-jobs case against Prasad, Rabri Devi and 14 others under charges of criminal conspiracy and provisions of the Prevention of Corruption Act, and all the accused have been summoned on March 15 by a special court.

MPs hear NREGA Aadhaar -link wage woes

Dileep Mandal of Bikha panchayat in Bihar’s Araria district worked for six days on a road project under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) last month but the government paid him no wage as he had not linked his bank account with the new Aadhaar-enabled payment system.

as “reckless” and one that would shut out the majority of workers from the NREGA. According to the government’s own records furnished in Parliament on Wednesday, only 47 per cent of workers under the NREGA have their bank accounts linked to the Aadhaar-enabled payment system. Mandal said six other workers at the same project did not comply with the new requirement of linking bank accounts with the Aadhaar Enabled Payment System (ABPS). Of the 47 workers who took part in the project, 40 got their wages as they complied.

Urging the Uttar Pradesh government to ensure best facilities for Muslims during the holy month of Ramzan, the state minorities commission has claimed that the local authorities are forcibly removing even those loudspeakers from mosques that had been installed as per the rules.The commission’s chief Ashfaq Saifi said he has received “lots of complaints” that loudspeakers that were installed adhering to the guidelines of the Allahabad High Court, including decibel limits, were removed by the local administration. The economy is likely to log in a tepid 6 per cent growth next fiscal, in line with the consensus estimates, rating agency Crisil said on Thursday. The agency also sees the economy averaging a growth rate of 6.8 per cent over the next five fiscals. Crisil further said it expects the corporate revenue to log in double-digit rise again next fiscal.The National Statistical Organisation (NSO) had pencilled in a 7 per cent growth for the outgoing fiscal -- something most analysts consider to be an ambitious number because for the economy to close the year with 7 per cent growth, it will have to grow at over 4.5 per cent in the present quarter of fiscal 2023, which looks ambitious.

In its annul growth forecast, Crisil chief economist D K Joshi said a complex interplay of geopolitical events, stubbornly high inflation -and sharp rate hikes to counter that -have turned the global environment gloomier.On the domestic front, he said, the peak impact of the rate hikes -- 250 basis points since May 2022, which has pushed interest rates above pre-Covid levels — will play out more in the next fiscal.

The government is unlikely to make changes or roll back its budget proposal to tax returns on high value insurance policies.The Union budget had proposed that maturity amount for policies with a cumulative annual premium in excess of Rs 5 lakh will not be eligible for a tax rebate under section 10(10D) of the Income Tax Act. The announcement is applicable on non-unit linked policies that are bought after March 31. However, the proposal does not impact tax exemption if any amount is received as death benefit.

The move has rattled insurers with top company executives meeting finance ministry officials to petition them for reconsidering the proposal.

The life insurance industry has also proposed to increase the threshold premium from the proposed Rs 5 lakh to Rs 10 lakh. Without an increase in threshold, policyholders could end up with negative real return after adjusting for inflation.

Senior life insurance executives told that high net-worth individuals typically choose to invest in these policies to avoid market volatility. The rate of return is as high as 7.5 per cent and it is locked for a longer .
