The unease around Indian banks There is growing unease about the health of the Indian banking sector, and rightly so. While there is no one data point or event that is leading to this nagging feeling, there are lots of little signs which say that all is not well. Earlier this week, Usha Thorat, a former deputy governor at the Reserve Bank of India (RBI), wrote that Indian banks are the weak link in the Indian economy. Last week, a foreign brokerage talked about the increased exposure of banks to stressed firms. On Thursday, Mint reported on the serious concerns building over defaults from state electricity boards (http://mintne.ws/1I39KSM) . And these are just some of the more recent reasons to worry. The reported data gives enough cause for concern in itself. The concern is on all counts—stressed assets, weak earnings from operations and the investor perception around Indian banks. The stressed assets story continues to dominate the headlines. A grim reminder of why this is the case had come in the April edition of the International Monetary Fund’s (IMF) financial stability report. Many would have seen this but it bears repetition. In a comparison of financial stability across emerging market banks, the IMF found that India has the second highest share of corporate “debtat-risk”. The IMF defines debt-at-risk as the share of corporate debt held by “weak firms” with interest coverage ratios (earnings before interest, depreciation, taxation and amortization, or Ebidta, divided by interest expense) of less than two. In India, corporate debt-at-risk was pegged at just under 40%. Nigeria was the only country found to be worse than India with close to 50% of debt lying with weak firms. While the data shows that most of the build-up of debt of these firms happened prior to 2010, there has been a further increase since then as well. This links up with a recent report put out by foreign brokerage house, UBS Securities, which has generated some controversy. The key takeaway from the report is that a number of banks have continued to lend to stressed firms, even after they were recognized as stressed. Based on an analysis of documents filed with the Indian Registrar of Companies (RoC), UBS deduced that loan approvals to stressed firms have risen 85% since the financial year 2012-13. Some banks have been more liberal in sanctioning such loans than others, said the report, drawing backlash from some of these banks. Without getting into that controversy, the point worth noting is that there is still a lot of potential stress in the banking sector, which could add to what is already visible in terms of reported bad loans. The other reason to worry continues to be the mediocre earnings of Indian banks. While one-off factors such as profits from treasury operations have kept earnings acceptable, the core operations of the banking sector are weakening. An indicator of this lies in the net interest income (NII), which is essentially the difference between the interest earned on loans and the interest paid on deposits.

Shukla, among a host of questions, was asked about the future of IPL and the number of teams it will have after the two-year suspension of Chennai Super Kings (CSK) and Rajasthan Royals (RR). “We are always concerned about IPL and let me assure you the next edition will be a

bigger success. IPL is a robust product and this judgement (suspension of teams) should not affect IPL as a product. The idea is to have the tournament in full format with a minimum of eight teams. We can’t hold the event with six teams,” Shukla made it clear. Shukla said there are many options available for the road ahead for the IPL, something he will discuss with the Governing Council in Mumbai on Sunday. One of the options is to run two suspended teams with BCCI control, he said. “There are many options avail-

A case has been registered with the GRP against two Railway Protection Force (RPF) constables for allegedly assaulting a 18-year-old girl and her mother travelling in the parcel bogie of Kutch Express train on Tuesday night. According to the complaint, the two victim, resident of Ashokwan society in Navsari, went to Valsad to meet a doctor to consult skin related problem of 18-yearold girl. After finishing the work, they were on their way home in the parcel bogie as there was a huge rush in the general coaches of Kutch Express train coming from Mumbai and to Ahmedabad. Reportedly, RPF constables Yashraj Singh and Jaspal Singh were on

their surveillance duty in the train from Mumbai. They allegedly sexually harassed the two victims on the way between Valsad and Navsari. However, the other passengers, where were travelling in the same bogie, had escaped before the two constables arrived. The girl called up her brother and told him about the

incident, after which he approached Navsari Railway police and informed the officials. As soon as the Kutch Express train reached the Navsari Railway station, a GRP team went the parcel bogie and questioned both the RPF constables about the incident. The two allegedly threatened the GRP officials and escaped from the

spot. Later, the 18-yearold girl lodged a complaint with GRP police in Navsari. GRP Police Sub-Inspector I V Patel said, “We have registered an offence on the bases of allegations made by both the mother and her daughter against the two RPF constables. Both the constables have been posted in Mumbai RPF office.”

Gateway Rail Freight Limited (GRFL) - subsidiary of Gateway Distriparks Limited (GDL) announced its fourth Inland Container Depot (ICD) at Viramgam, near Ahmedabad in Gujarat. This terminal will be on the confluence point of the two double stack routes between its flagship hub at Garhi Harsaru in Gurgaon (Haryana) and two main ports on the west coast at Mundra and Pipavav in Gujarat. The company will soon start construction of railway siding and its container yard. It is expected to be operational within a year. The

company has all the necessary regulatory approvals from Western Railway for this purpose. Gateway Rail has acquired 35 acres of land for developing the second hub for its container train services. The railway hub terminal will be built over 25 acres of land and initially will have a capacity to handle two trains simultaneously. It will have a capacity to handle 150,000 TEUs annually. The balance 10 acre land will be used for developing an ICD to cater to the needs of Gujarat trade.
