A 65-year-old man from Rajasthan has been arrested in Mumbai with heroin worth ₹ 3 crore by the Anti-Narcotics Cell (ANC), a police official said today. The accused, identified as Pyare Amanulla Khan, is a native of Rajasthan’s Pratapgarh.Khan was arrested by the Mumbai Police’s ANC on Saturday, he said.The ANC intercepted the man after receiving a tip-off that drugs in large quantities are being supplied in Mumbai from Rajasthan through rail and road routes. Acting on the information, an ANC team laid a trap in suburban Borivali and caught the man with a kilogram of heroin when he came to deliver the drug, the official said. Khan was arrested under relevant sections of the NDPS Act and produced before a court, which remanded him to police custody till January 19, he added.

The third wave of COVID-19 has depressed the labour market in India. The first two weeksof the new year witnessed more stringent containment measures in several states andmetropolis in the country resulting in closures of many economic activities, and this trend ismost likely to continue in the coming weeks as the third waves advances to its peak. Marketremains weak in general and labour market in particular. Jobs for daily wagers aresignificantly reduced, and many have lost their jobs.It is in this scenario, many of the migrant labours have actually left for their home states fromthe cities where they have been working. Some reports in media has termed it “massexodus” which has been dismissed as “untrue” by the Union Ministry of Labour only twodays ago.The statement of the Union Ministry of Labour had come a day after a review meeting of theprevailing situation due to pandemic held on January 12 which was chaired by SunilBarthwal, Secretary of the Union Ministry of Labour in which states and UTs had alsoparticipated. The reviews meeting also reviewed the governments’ preparedness in respectof workers in general and migrant workers in particular. Details of the preparedness are stillawaited, while the rebuttal of the reports of “mass exodus of migrant workers” has beenwidely reported in the media.The assurance given to the country that the Centre as well as state governments werekeeping a close watch on the scenario of “exodus of workers” and were fully prepared todeal with any situation, has also been widely reported. It is another matter that only aselected or privileged few might be knowing what does “fully prepared” means and how the aworker losing job and livelihood may access this government’s “fully prepared” state. Thepoor suffering workers, particularly daily wagers, do not have any clue to and knowledge oftaking benefit from it.What was actually claimed and assured were in fact only play of words, they are rhetoric, notreality on the ground, or else it would have been known by all, especially the workers whohave been losing jobs, or who have been getting benefits from the government’s schemes. It is strange thatthe high level review meeting did not actually reviewed the “actual state of the labour marketor labour engagement situation” on the ground.How self-contradictory the statement of the Union Ministry of Labour was can be seen in thissentence itself “As on the day of review, the business situation is normal throughout thecountry except 50 per cent restrictions on workforce at some places.” If there is restrictionhow can situation be normal? Moreover, everybody knows that “business situation is notnormal in the country”. Therefore claiming the business situation normal is just misleadingthe country only because government is not ready to admit the adverse impact on the labourmarket and workforce, or else they will have to take appropriate remedial actions.As for the labour movement, the review meeting has taken it too superficially. Labourmovement does actually mean labour force going into and out of jobs. However, for themigrant workers, it took the view that a labour force leaving his workstation for hishometown. The statement thus said, “There is no report of unusual movement of migrantworkers owing to the limited restrictions imposed by the governments.” This does not givethe real picture of “labour movement” since it does not include workforce going out of jobsand remaining unemployed - Kapilkumar M.
