Secrets and spies Over the past month, the Central Bureau of Investigation and Delhi Police have been conducting searches at government offices in Lutyens’ Delhi. Their aim is to bust alleged attempts by certain corporates and their intermediaries to access classified documents and information in various government departments, ranging from oil, coal and power to commerce and finance. The probes have led to arrests and the questioning of people, including low-level government employees, chartered accountants, consultants as well as fairly senior corporate executives. These men are said to have been part of insidious rackets to leak files and draft cabinet notes on policy matters relevant to the operations of the companies concerned. The striking thing in all this is the names of some of the corporates involved — largely the same lot that operated in the pre-liberalisation era and built fortunes in the protected licence raj environment that was supposedly dismantled nearly 25 years ago. This, despite the significant “churn” within the ranks of top business houses in the post-reform period. If one were to look at the 10 big names today, only three (Tata, Ambani and Birla) figured in the top 10 list of 1990. Of the remaining seven, two featured in the top-50 names of 1990 (Essar and Mahindra), while five were either non-existent or insignificant players when the reforms started (Vedanta, Adani, Jindal, Bharti and Infosys). Even if a larger top50 ranking of groups by sales is considered, as many as 33 names — covering a wide swathe of industries, from pharma (Sun Pharma, Lupin), IT (Wipro, HCL) and media (Sun Network, Zee) to auto ancilliaries/ forging (Motherson Sumi, Kalyani) and infrastructure (GVK, GMR, Jaypee) — were not part of this league in 1990. It says a lot about the way business takes place in India that even after 25 years of liberalisation, and the sizeable churn with the entry of new players and the growth of new industries, success is still a function of groups arbitraging on privileged information, influencing policymaking or “managing” the politico-bureaucratic environment. And some groups particularly have been past masters in this practice, refusing to change even with reforms that have ostensibly redefined business to mean genuine risk-taking and innovation rather than having the right connections to obtain licences or land contracts. Of course, it is not just slimy and venal corporates who are to blame here. In advanced economies, worries about espionage or leakage of information pertain more to military and strategic affairs, nuclear programme secrets or cyber attacks. Rarely do you read about the disappearance of confidential files on foreign investment proposals or hydrocarbon pricing policy. What this essentially highlights is the reluctance of the state to let go of discretionary policymaking powers in key economic sectors, including energy, which is still partially deregulated, ensuring that the stakes remain high for some business groups. There is a convergence of interests here between entrenched corporates and framers of policy to keep decision-making processes opaque.

Agency : New Delhi Chinese handset maker Xiaomi surpassed global smartphone giants Samsung and Apple in terms of market share to become India's top 4G handset seller in January this year, CyberMedia Research said on Tuesday. Earlier this month, the market research firm had said that the iPhone maker emerged as the largest 4G LTE device vendor in the country in October-December 2014. As per the latest CyberMedia Research (CMR) data, Xiaomi leads the 4G LTE device market with 30.8 percent market share in January followed by Apple (23.8 percent), Samsung (12.1 percent), HTC (10 percent) and Micromax (8.3 percent). In October-December 2014 quarter, over 1 million 4G devices, including smartphones, tablets and data cards were shipped to the Indian market. Apple led

with a 45 percent market share at the end of OctoberDecember quarter in 2014, followed by HTC at 19 percent and Samsung at 16 percent, it had said. Overall in handsets in January 2015, including feature phones, smartphones, 3G and 4G mobile phones, Samsung led the pack with 17.3 percent market share followed by Lava (11.9 percent), Microsoft (10.3 percent), Micromax (9.7 percent) and Intex (8.5 percent), CMR said. Samsung was also the top smartphone vendor in India with 28.8 percent market share in January followed by Micromax (12.1 percent), Intex (9.7 percent), Lava (9.4 percent) and Microsoft (4.5 percent), it added. Overall, feature phones accounted for 66.05 percent of the handsets shipped in January 2015, followed by smartphones at 33.95 percent, CMR said.

The bank, one of India's newest, has previously focused on providing loans and deposits for wholesale clients and businesses. But a senior executive said that would change as it expands its branch network and launches new products. "India is a

consumption story. Retail will remain a very important play there," Pralay Mondal, senior group president of retail and business banking, told Reuters. "Obviously, our wholesale franchise will continue to do well. But the scale you can get in retail; we will also leverage that." Yes Bank's retail deposits, including low-cost current and savings accounts (CASA), contributed about 45 percent to total deposits in the past quarter. That is more than double a level of 20 percent three years ago, Mondal said.

GSFC introduces Sardar Package scheme in 19 Gujarat districts Correspondent, Vadodara

Gujarat State Fertilisers Company Ltd (GSFC) has launched its Sardar Package Scheme in 41 talukas (sub-divisions) spread across 19 districts in the state to promote use of renewable energy in irrigation, a top official said tuesday. “The scheme has been launched in Vyara village of Waghodiya taluka in Vadodara. The main purpose of this scheme is to spread awareness for solar pumps among farmers and encourage them to use of them for drip irrigation,” company Chairman and Managing Director S K Nanda told SSA. As per the scheme, two lakh hectare land will be added to drip irrigation every year. It will offer solar pumps and drip set packages to state’s farmers under the package. The Sardar Scheme will also educate farmers about use of water soluble fertiliser (WSF) and their benefits with many other modern

agricultural practises, Nanda said. Also, GSFC (a public sector undertaking company) is planning to launch this package in Uttar Pradesh after Maharashtra, he said. Like Gujarat and Maharashtra, many other states have been encouraging farmers to use solar power pumps for irrigation. The use of renewable energy is an ideal method to uplift water for irrigation, sanitation and many other purposes. India is all set to scale up the use of solar energy pumping systems by taking a number of steps to make it more than 10 per cent of the

energy mix by 2020, Nanda added. Demand for water pumps in the agriculture sector has been rising rapidly and solar water pumps are viable solutions to fulfill this need. These pumps ensure regular water supply even in those areas where there is no power, the MD said. State Agriculture Minister Babubhai Bokhiria said, “this year, the state has witnessed 5 lakh tonne additional production of potato, and therefore prices are low in local markets. The government of Gujarat has therefore declared subsidy for transportation of potato outside Gujarat. In case of road transportation, government will give Rs. 750 subsidy per tonne, while in case of rail transport, the government will give Rs. 1100 subsidy which will be 100% in many cases. Like say if you want to transport potato to Jaipur, one tonne transportation cost will be Rs. 850 which is less than Rs. 1100 subsidy declared by the government. Lawyers across Gujarat did not work on Monday in response to a call of strike across the country by the Bar Council of India (BCI) in protest to a murder of a lawyer by a cop in Allahabad court campus last week. Judicial work in all courts - Gujarat high court, sessions courts, magisterial courts and family courts - remained paralyzed for the entire day as lawyers abstained from work. Protesting advocates did not allow colleagues and litigants to enter court premises. The lawyers at Mirzapur rural court campus and at the metropolitan court in Gheekanta staged

demonstrations against alleged police atrocities. They took out police's effigies and burnt them. Lawyers also complained about harsh treatment by local cops while dealing with protesting members in campuses. Lawyers' strike has been banned by a constitutional bench of the Supreme Court, which was working on Monday and its bar association did not participated in the strike. Bar Council of Gujarat's chairman Manoj Anadkat said that their bar had appealed against the BCI's call for the strike, but it depended on the will of local bar association whether to participate in it or not.
