Bhim Army chief’s U turn: Won’t fight Modi in Varanasi, wants Dalit vote intact to defeat BJP Varanasi : Nearly a month after announcing that he would contest against Prime Minister Narendra Modi from Varanasi, Bhim Army chief Chandrashekhar Azad Wednesday rescinded his decision, saying his outfit will support the SP-BSP alliance and the Dalit vote should remain intact to defeat the BJP. Chandrashekhar’s remarks comes a few days after Bahujan Samaj Party chief Maywati termed him a BJP agent and accused him of dividing dalit votes. The Dalit group’s founder also said the Bhim Army will support the SP-BSP alliance if it fields Satish Chandra Mishra, Mayawati’s general secretary and Brahmin face of the BSP, from the Varanasi seat. Earlier, the Bhim Army chief had accused Mishra of misleading Mayawati and conspiring against the Dalit group. “I have decided not to contest from Varanasi because I do not want that my decision should strengthen the BJP or Modi in anyway. New Delhi : Thirtyfive people died and several people were injured due to unseasonal rain, dust storm and lightning in Gujarat, Rajasthan, Madhya Pradesh, Manipur and other parts of the country on Tuesday. According to the National Disaster Management Authority (NDMA), ten people were killed in Gujarat. Chennai : The Income Tax Department’s Investigations Wing on Wednesday seized a sum of 1.48 crore as accounted cash, even as police opened fire in the air to prevent miscreants from stealing the money. The seizure came as the I-T department concluded their searches at Andipatti, Theni. B. Murali Kumar, Director General I-T (INV), Chennai, said, “Last night’s search operations in Andipatti in Theni district, Tamil Nadu, concluded at 5.30 a.m. today. Unaccounted cash of 1.48 crore was seized.” According to the taxmen, the cash was neatly packed in 94 packets/ envelopes on which the ward number, number of voters and the amount at 300 per voter was written. All the wards mentioned are within the Andipatti assembly segment, which will go to polls on April 18. The premises belonged to a functionary of the Amma Makkal Munnetra Kazhagam (AMMK) party. Beijing also rejected the report that the US, the UK and France asked China to lift the technical hold on Azhar by April 23, failing which they will move a formal resolution for discussion, vote and passage at the UN Security Council (UNSC). “On the issue of the listing of Masood Azhar, China’s position remains unchanged. We are also having communication with relevant parties and the matter is moving towards the direction of settlement,” Chinese Foreign Ministry spokesperson Lu Kang said. A debate on the regulatory ambit of a central bank
On 12 February 2018, the Reserve Bank of India (RBI) had released a circular to counter the banking sector’s non-performing assets (NPAs) and defaults. The instructions issued by RBI created much discomfort among a large number of Indian businesses. On 2 April 2019, the Supreme Court declared this circular “ultra vires”, which means it was beyond RBI’s legal authority. The apex court declared that the central bank could not apply a blanket rule on non-repayment of loans to all bank borrowers and that it could only issue such rulings on a case-by-case basis. This pushed RBI into fire-fighting mode. In comments after RBI’s April monetary policy statement, its governor Shaktikanta Das stated that the ruling did not imply that RBI’s powers were “under doubt”. What is interesting, though, is that RBI is not the lone regulator caught in this legal trap. A similar set of events have confronted the European Central Bank (ECB) as well. In a speech on 22 March 2019, Ignazio Angeloni, a member of the supervisory board of ECB, addressed the issue of how legal hurdles can impede banking supervision. He said supervision rests on legal acts that are often “challenged in court, becoming invalid and even turning into a liability for the supervisor”. Thus, ECB may have supervisory powers, but it does not mean it can always use these powers. He used a recent case to illustrate this hurdle. ECB had asked banks under its oversight to maintain provisions for deteriorating assets over a certain period, but the European Parliament got in the way. As Angeloni said, “The ECB’s power to set provisioning calendars for deteriorated exposures was challenged by the European Parliament on the ground that calendars, being akin to rules, invade the prerogatives of the legislator. Prudential provisions could only be applied case by case, not across the board.” These words are similar to those used by India’s apex court. Angeloni further stated that “this combination of law and interpretation severely limits the supervisor’s scope to independently set prudential provisions”. Angeloni’s speech discussed the wider topic of supervisory independence. Historically, there has been a lot of emphasis and research on monetary policy independence, but barely anything on supervisory independence. The speech pointed out that the first research study on the subject was done by a lawyer, Rosa Lostra, who vouched for banking supervision independence. The issue of time inconsistency, which is often used to argue in favour of monetary policy independence, applies to banking supervision as well. After all, if a regulator promises tough regulatory norms but does not walk the talk, then expectations of a lax regulatory regime will set in, resulting in banks taking higher risks. Expectations of lax banking regulation are as harmful as inflationary expectations, and some would argue that the former is even more, given how most financial crises start with lapses in banking regulation. In his speech, the ECB regulator mentioned two more hurdles for supervisory independence, apart from the legal ones—its analytical and the political dimensions. As for the first, he pointed to the difficulty of measuring banking risks, as most of the discussion is on defining price stability and rather less attention is paid to credit risks. The political dimensions go back to the issue of whether giving independence to supervisory bodies leads to concentration of power with unelected technocrats. If yes, what is the best way to organize the task of banking supervision? This is the same question that monetary policy experts are asking. Why are so many battle lines being drawn with central banks across the world? Earlier, these were mostly drawn with governments, but are now being drawn with legislative bodies as well. This is because central banks have gained power since the 2008 financial crisis, unlike what happened during the 1930s Great Depression, when central bank authority was - Kapilkumar M. According to reports, Avengers: Endgame screen shots, GIFs, short clips, and detailed posts have recently surfaced on Twitter and Reddit. It’s not clear what the source of the leaked footage. The pirated Avengers: Endgame footage is subtitled in Arabic, and “appears to

Ahmedabad : Upset over his ex-girlfriend not talking to him for the past two years, a man on Friday bit her nose off when she was returning after addressing nature’s call at an open place in Chandkheda area of the city. The victim, Manju Parmar, 24, stated in her FIR filed with Chandkheda police that she belongs to Kharadiwala Dabachiya village of Kherwada taluka in Udaipur district of Rajasthan. At her village, she was in relationship with a man, Keshavlal Bodat. Later, she stopped talking with him and shifted to her sister’s place in Chandkheda two years ago where she began earning as daily wager. At a construction site where Parmar was working, one of Keshavlal’s fried, Dinesh, was
also working as a labourer. Dinesh told Keshavlal that Parmar was in Chandkheda area of the city, after which he also reached there last week, said the FIR. “On April 12, when she was returning after addressing nature’s call, Keshavlal suddenly appeared there and held her. Confronting him, she told him that she did not want any relationship with him. Listening to this, Keshavlal became furious and bit her nose, leaving her severely injured,” said the FIR. Police said that it is on the trail of Akku Patel but he is not in Gujarat. “Once we arrest Akku, we will be able to bust the entire network of cricket betting in the state,” said Jaydeepsinh Jadeja, DCP (crime). The cops had arrested a man called Baba who was involved in the betting scam busted from a café in Alkapuri. “Baba revealed the name of Akku who used to accept bets during the IPL matches. He seems to have network outside the state,” Jadeja added. Cops said that recently there was

from the canal in the 71 years since its foundation stone was laid, promising to bring the waters of the Narmada
river to the parched Kutch, Saurashtra and North Gujarat regions of the state. Already facing years of drought, these
regions have seen no rainfall so far in 2019. The India Meteorological Department recorded that Kutch saw a 99% departure from normal climate conditions, while other regions’ rainfall deficit is 100%. This story examines the situation in Gujarat’s worst-hit Kutch region, where scanty rainfall and rising temperatures have exacerbated competition for scarce water between farms on the one hand and cities and industries on the other, while raising questions over why the Narmada Valley Project’s raison d’etre–to irrigate farms in Kutch, Saurashtra and North Gujarat–remains unfulfilled 71 years on.
