10 injured in DTC-school bus collision

On January 30, Rohith Chakravarthi Vemula would have turned 27. Yesterday, the Dalit research scholar, suspended from Hyderabad Central University over a political dispute, told his friends that since his stipend was on hold, he was unable to give them “even a small treat”. Hours later, he hanged himself. Today, the suicide of the second-year PhD student of Life Sciences inside a hostel room sparked protests across the country and led to an FIR being filed against local BJP MP and Union Minister Bandaru Dattatreya under the SC/ST Act and on charges of abetment to suicide. Last August, the minister had written to the HRD ministry accusing the university of being “a mute spectator” after a group of Dalit students, including Rohith, clashed with an ABVP leader. While the HRD Ministry has decided to

send a fact-finding team to “look into the matter”, spoke to Rohith’s friends and faculty on campus, police and officials to piece together the sequence of events in the run-up to his death. It shows how Rohith was steadily isolated by campus authorities and his appeals — many of them anguished and sometimes cloaked in irony — went largely unheard. The day after, at the mortuary of Osmania Hospital, Rohith’s mother cried out: “I used to proudly tell everyone in my village that my son was doing PhD at Hyderabad University. Today, I have come to collect his dead body.’’ Hailing from Gurazala near Guntur, Rohith’s father Manikumar works as a security guard at a private hospital while mother V Radhika is a tailor — he had an elder sister and a younger brother. “After the stipend was stopped, his family was struggling to support him. He borrowed Rs 40,000 from a friend and was liv-

ing frugally. Almost every day, he used to say that his money was stuck,’’ said Velmula Sankanna, a fellow PhD scholar and one of the five suspended. “In December, Rohith wrote an angry letter to the V-C, sarcastically asking him to

provide euthanasia facilities for Dalit students. Since then, he was scared to go to the administration building and ask about his stipend. He became silent and withdrawn. He said that he was falling into depression because he

was being defeated by the system at every turn. He blamed himself, his caste, and the circumstances around him. He did not take much interest in anything except studies,’’ said Sankanna, a close friend. When contacted, an official from the V-C’s office said, “His stipend was stuck due to lapses in processing the paperwork. On many occasions, the funds arrive late and are disbursed in lump sums,’’ the official said. In the “suicide note”, Rohith wrote that he was expecting Rs 1.75 lakh in arrears from the university.

The government’s new initiative: ‘Start-up India’ is overdue

The government’s new initiative for start-ups promises swift approvals for starting enterprises, easier exits, tax and fiscal incentives, faster registration of patents and protection of intellectual property rights. It signals a possible end to the inspector raj that has sapped the energy and spirit of many young entrepreneurs in the country. Unlike India’s large business groups, small entrepreneurs find it difficult to navigate the complex bureaucratic and regulatory maze. From that perspective, these supply-side reforms are welcome. What makes this initiative especially welcome is the fact that start-ups hold the potential of creating more jobs at a time when the manufacturing sector is facing a slump that may last longer given global economic prospects and the slowdown in China, which has been one of the engines of global growth. And with growing automation, the manufacturing sector may no longer be in a position to create jobs. The fact is that there is a fundamental problem of demand and the real challenge for the Indian economy now is to fund several large projects — be it roads, highways or railways. That’s why it is heartening to see the government attempting to provide an enabling policy environment for start-ups, which are job creators much like the large number of self-employed who form a significant part of the country’s labour force. But should the government, which says it wants to be more of a facilitator, get into the funding of start-ups? There has been enough capital chasing start-ups in India, including e-commerce firms, with a predominant share coming from overseas investors, unlike in the US or China, which are ahead of this country in terms of the number of new-age firms. Tax breaks do help, but global experience shows that what is more critical is an enabling regulatory and business environment that will foster innovation and have a cascading impact on entrepreneurship. Indian policymakers appear to be grasping this imperative but the funding now on offer could perhaps be directed more towards entrepreneurs who find it tough to raise capital in segments such as food processing, rather than mobile-based applications or e-commerce firms, for whom raising money isn’t a major problem. The government’s approach of targeting start-ups to power growth over the next decade is well judged. But the easing of rules and creation of a conducive policy environment should not be restricted just to start-ups. It should be extended to all businesses. That will be the real test, along with getting more Indian firms domiciled overseas because of rules here to move back. Otherwise, the losers will be the government and local investors.

The film will bring alive 40 years of Haseena’s life and is said to be an emotional saga of a woman and what it meant to be Dawood Ibrahim’s sister. Haseena Parkar, the elder sister of Dawood, died in July last year. She shot to fame after some rival gangsters led by Arun Gawli gunned down her husband Ismail Parkar in a gang war in 1991 which led to a spate of brutal retaliatory killings from the Dawood gang at that time. Subsequently, Haseena was reportedly acting as the don’s Mumbai business head. Though officially she was not directly implicated in any underworld activities, it is believed that in parts of south Mumbai, nothing moved without her nod.
