Order to Withhold Salaries of Unvaccinated Govt Staffers Withdrawn After Backlash An order issued by senior health officials of Jharkhand’s Koderma district warning government employees not turning up for COVID vaccination of withholding salaries till they were immunised was withdrawn on Sunday after a backlash.The order, issued by Chief Medical Officer Parvati Kumari Nag and District Immunisation Officer Dr Abhay Bhushan Prasad on Saturday said that the withheld salaries will be released only after the production of vaccination certificates.Principal Secretary of the Health Department, Nitin Kulkarni confirmed that such an order was issued and it was later withdrawn.

Most airline passengers complained of non-refunds during lockdown: DGCA The December report also stated that 7.33 million passengers travelled by air in December, which is up from 6.35 million in the preceding month. Agency News: New Delhi While Indians have gradually resumed air travel, a sizeable number of travellers is still struggling to get a refund for their booked air tickets during lockdown. According to a Directorate of General of Civil Aviation (DGCA) report, 61.4% passengers in December complained of issues surrounding refunds. These complaints were largely against national carrier Air India followed by SpiceJet and TruJet. This is despite the Supreme Court’s order to refund all passengers who booked tickets during the lockdown period last year. Jay Bhatia, vice-president of Travel Agents Association of India (TAAI), said, “Air India is refunding the monies through travel agents, but the progress is very slow. Presently immediate refunds are getting processed on our global distribution system (GDS) only below the value of our weekly sales. As regards to SpiceJet, refunds for groups and series of agents is being processed slowly and we are confident

that the same shall be settled by the end of this month. Our members had major concerns with GoAir but the airline has assured it would refund all monies by January-end.”Air India, on January 7, 2021, opened automated refunds of air tickets for 24 hours. The airline had specified that it opened the refunded tickets covered under the Supreme Court judgement through travelport and amadeus (computer reservation systems for tourism industry). The December report also stated that 7.33 million passengers travelled by air in December, which is up from 6.35 million in the preceding month. It also stated that domestic airlines flew 15% more passengers in December than November 2020, as travellers felt more confident about flying than before. The number of passengers, however, fell 43.7% from December 2019. DGCA, in its affidavit to the Supreme Court in September 2020, had stated that tickets booked for domestic and international carriers between March 25 and May 3 will be fully refunded within 15 days. DGCA’s affidavit also stated that “If on account of financial distress, if the airlines are not able to do.

Rajasthan Chief Minister Ashok Gehlot on Monday announced several relaxations and decided to lift the night curfew imposed in the state as a preventive measure to control the COVID-19 outbreak. In the COVID-19 review meeting, it has been decided to end the night curfew in the state and to give some relaxations in

a phased manner. But it will be necessary to follow health protocols, otherwise, the

number of infected patients may increase, Chief Minister Ashok Gehlot tweeted.

The state government had, on November 21, decided to impose a night curfew from 8 PM to 6 AM in eight districts including Jaipur, Jodhpur, Kota, Bikaner, Udaipur, Ajmer, Alwar and Bhilwara district headquarters following a spurt in coronavirus cases. The curfew was later extended to five more districts headquarters of Nagaur, Pali, Tonk, Sikar and Ganganagar. In November, the daily number of cases had crossed the 3,000-mark

in Rajasthan. However, the latest figures show that only 261 persons tested positive on Sunday and the number of active cases was 5,050. Notably, schools in Rajasthan also reopened today after a 10-month shutdown due to the pandemic. Schools reopened with each room having 50 per cent seating capacity and students attending classes with the consent of their parents. However, only a handful of students returned to classes on the first day.

SUNVILLA SAMACHAR Enhancing women’s employment is key to economic recovery In 2019, before the Covid-19 pandemic, female labour force participation in India and South Asia was 20.5% and 23.5%, respectively (ILO estimates, World Bank database). Comparable estimates for males were 76% and 77%, respectively. West Asia and North Africa are the only regions with lower female participation than South Asia. The pandemic has made this situation worse. It has hit women disproportionately because they work in sectors that have been the hardest hit; work more than men do in the informal economy; or because they are the primary caregivers at home.Owing to Covid-19, global female employment is 19% more at risk than male employment (ILO estimates). For India, economist Ashwini Deshpande estimates that compared to men, women were 9.5% less likely to be employed in August 2020 compared to August 2019. Recovery efforts cannot be gender-blind, because, as the saying goes, “gender-blind is not gender-neutral.” There are four areas where government policy can help ameliorate long-standing issues. Ominously, girls are at greater risk of losing their human capital in India, there is a 30% increase in new registrations on matrimonial websites, and, in South Asia, an additional 200,000 girls are expected to be forced into child marriages this year (Lancet).Recovery efforts cannot be gender-blind, because, as the saying goes, “gender-blind is not genderneutral.” There are four areas where government policy can help ameliorate long-standing issues.First, address child care-related issues, a critical barrier to women’s labour force participation. The biggest dividends will come from focusing on women in the informal sector. In India, Nepal, Bangladesh and Pakistan, 76, 89, 71 and 66% of working women, respectively, are employed on own account or as family workers (ILO). The Integrated Child Development Scheme provides some support, but it is not a full-time child care solution. The “Sangini Centres” of Self Employed Women’s Association (SEWA) provide full-day child care for 0-5 year olds, including nutrition, health and child care. Women using these centres report a monthly income increase of between ₹500-1,000. Similar centres will have to be significantly expanded. As for the formal sector, governments can mandate paternity leave on a use-it-or-lose-it basis, as one way to get men to share in infant care duties.Second, tackle the digital divide. In India in 2019, internet users were 67% male and 33% female, and this gap is even bigger in rural areas. This divide can become a barrier for women to access critical education, health and financial services, or to achieve success in activities or sectors that are becoming more digitised. To address this, partnerships between the public and private sectors will be most effective. Actions will need to address affordability of phones and computers, female digital literacy and its social context and inadequate technical content dedicated to women and girls.Third, in the formal sector, use the income tax system to push female labour force participation. Women have a higher elasticity of labour supply than men (their labour supply is more responsive to their take-home wages) lower income taxes for women can incentivise their participation. This policy has been implemented in parts but needs to be institutionalised. In India, given the abysmally low rate of female participation, such a move will not have a significant impact on public finances. This can be compensated with a much smaller tax increase on male employees, if needed. Fourth, mainstream gender-disaggregated data collection and monitoring. What is measured gets acted upon. Globally, major gaps in gendered data and the lack of trend data make it hard to monitor progress. A UN Women Initiative called “Making Every Woman and Girl Count” was launched in 2016 to help prioritise gender data, ensure regular production of quality and comparable gender statistics, and ensure that data are accessible and used to inform policy. In India, too, significant gaps in data on the girl child prevent a systematic longitudinal assessment of the lives of girls. This needs to be corrected.The best way to “not waste the crisis” is to ensure that women come back stronger. Women in India and other parts of South Asia can become a critical part of the recovery. Rioting broke out between mobs of two communities in villages close to port town Gandhidham in Kutch as a rally brought out to collect funds for building the grand Ram temple at Ayodhya turned violent on Sunday evening. While the situation first turned tense in Sadau village of Mundra taluka, the tension spread to Kidana village adjoining Gandhidham where mobs turned violent and resorted to arson too.Official sources said the rally was organized by the Vishwa Hindu Parishad (VHP). Some altercation over fund collectionsuddenly snowballed into rioting.A curfew-like situation prevailed in Kidana village where prohibitory orders

were clamped under section 144 of IPC due toheavy rioting. Sources said that some persons attacked people in the rally that led to escalation of violation. “A huge mob had gathered during the rath yatra and there was stone pelting. We also lobbed tear gas shells and the situationis under control now,” said JR Mothaliya, range inspector general of police (IGP), Kutch. Some people have been detained also,” Mothaliya added.There was heavy stone pelting on the police which led to injuries to some cops, said sources.Local community leaders were roped into ensure peace in the village. “We request people from both faiths not to heed to any rumours that may escalate the tension,” said Juma Raima, a local community leader.

The step to vaccinate officers came in a bid to set an example and to boost the confidence of healthcare staff, an AMC official told the Indian Express.“We are seeing resistance from class three and four workers, more along the lines that we want to wait and see and then decide if we want to take the vaccine. So we have decided to start vaccinating senior health workers and doctors so that it gives them the confidence. One cannot say that you have to take the vaccine because that will antagonise them further,” a senior health official of AMC said.A doctor said, “I missed it because I have been RT-PCR positive for Covid. I have saved a vaccine for another

health worker. I advocate for the vaccine and will get my mother, as well as my children and wife to take it whenever it is available for them.”The vaccine is the way to restore normalcy and while the people might not know how long a vaccine immunity would last as time will tell that, but data says it gives some form of immunity and is safe, Dr Nitin Vora, dean of GMERS said. More than 80 beneficiaries have been vaccinated at Sarkhej. Dr Sandhya Rathod said, “We turned away two women who were found to be pregnant. One was an anganwadi worker and one woman was from our health centre. Three private doctors missed the vaccination because of medical emergencies, while three others cited personal issues for not attending the vaccination drive.” Most of the apprehensions were from women. Rathod added, “While some were scared of injections in general.

Lions camping near Aji Dam in Gujarat to be released in their area Agency News: Rajkot Three male lions camping near the city for a month are to be released in their original territory, after being rescued by forest department on January 3. Dushyant Vasavada, chief conservator of forests of Junagadh wildlife circle told the Indian Express, “We are monitoring their health and will soon release them back into the wild.
