A five-judge bench of the Supreme Court on Wednesday allowed the Centre to file additional submissions seeking reference of the Delhi-Centre dispute over control of services to a larger bench. Solicitor General Tushar Mehta, representing the Centre, submitted before a fivejudge bench headed by Chief Justice D.Y. Chandrachud, “I have filed an application for reference”. The Chief Justice replied, “We did not hear arguments on reference. It was

never argued, now we are in rejoinder...”. Mehta pressed that reference is needed and added that they do not want to be remembered in history for “handling over capital to complete anarchy”. The bench - also comprising justices M.R Shah, Krishna Murari, Hima Kohli, and P.S. Narasimha - reserved the judgment after hearing Mehta and senior advocate A.M. Singhvi, representing the Delhi government, for almost fourandhalf days. During the hearing, the top court said that reference to a larger bench has to be

argued at the outset and pointed out that hearing in the case is nearing end. Senior advocate Singhvi, representing the Delhi government, opposed Mehta’s submissions. Mehta argued that when he filed the application seeking reference to the larger bench Delhi government opposed and the court told him that it can be argued during submissions.

“Reference is essentially on the ground that contours of federalism between Union and Union Territory require relook. It is covered in my arguments”, said Mehta.

The Delhi High Court on Wednesday restrained the CBI from acting on the Lokpal of India’s order directing the agency to initiate an investigation against the MCD officials over a complaint alleging illegal and unauthorised constructions in South Delhi area. The court said: “The CBI shall not proceed with the investigation under the impugned order. It is however clarified that if there are any specific complaints which are received by Lokpal against any other officials of the MCD or in general against unauthorised constructions, there would be no interdiction of the Lokpal proceedings, in accordance with law, in such a matter.” Justice Pratibha M. Singh issued notice to Lokpal and directed to file an affidavit. The MCD had challenged

the Lokpal’s direction to CBI against the officials of the civic body. The Lokpal, according to the MCD, ordered a CBI investigation on November 28, 2022, without including even the slightest hint of a corruption charge or finding, or providing any convincing justifications for why such a probe was necessary. In the order issued on Wednesday, Justice Singh noted that the Senior Counsel for the petitioner had brought up a number of legal issues, including the requirement under Section 14 that the state government’s prior approval be obtained before Lokpal could exercise any jurisdiction over employees of any Corporation or Board.

Agency News: New Delhi The Election Commission on Wednesday announced polling schedules for the Assembly elections in Tripura, Nagaland and Meghalaya. Chief Election Commissioner Rajiv Kumar said that polling will be held in Tripura on February 16 and in Nagaland and Meghalaya on February 27 and the counting of votes is scheduled for March 2. All the three states have 60-member Assemblies. Along with the announcement of the election schedule, the model code of conduct for political parties and candidates will also come into force from Wednesday. In Tripura, the last Prime Minister Narendra Modi on Wednesday said that the Khel Mahakumbh would give new opportunities for local sportspersons to fly. Inaugurating the event virtually, he said, “I am an MP from Kashi. Even there, a series of such sports events has begun. By organising such Khel Mahakumbh at several places and organising MP sports events, MPs are working to build the future of the new generation. My first column in 2023 is a tribute to India’s second Prime Minister, Lal Bahadur Shastri, whose 57th death anniversary falls on 11 January. Even though his name is the bellwether of the institution where I trained for two years—from 1985 to 1987—and served for nearly nine years, first as deputy director from 1994-2001 and then as director from 20192021, the Lal Bahadur Shastri National Academy of Administration in Uttarakhand, his name does not figure in Ramachandra Guha’s Makers of Modern India. V. Krishna Ananth’s India Since Independence gives him eight paragraphs, while Meghnad Desai’s Rediscovery of India gives him three pages. In the memoirs and autobiographies of Shastri’s political contemporaries, only S. Nijalingappa, Independence activist and former chief minister of Karnataka, holds him in high esteem. Morarji Desai and Vijayalakshmi Pandit, though, were not too charitable. Except for Kuldip Nayyar, who devoted three chapters on Shastri in his books Between the Lines and Beyond the Lines, giving a fair and candid assessment of his life and politics, most other English language journalists in India and abroad always regarded him as a shadow of his former mentor Jawaharlal Nehru, who had a 17-year tenure as prime minister. The editors of Mainstream and Seminar— Nikhil Chakravarty and Romesh Thapar were too enamoured by Nehru to give Shastri an agency of his own. The civil servants he worked with at close quarters, L.P. Singh, C.P. Srivastava and Rajeshwar Prasad, have written their recollections of the man and his frank and forthright style of functioning, but that’s about it. Three years ago, author Sandeep Shastri wrote a slim volume called Lal Bahadur Shastri: Politics and Beyond. This is in contrast to the hundreds of books written on Nehru and Indira Gandhi – not just because they had longer tenures in office but also because it was part of a conscious effort to build the myth and mystique of the Nehru-Gandhi dynasty.

In the Assembly, ruling DMK legislator T R B Rajaa on Wednesday raised a question involving breach of privilege as a ‘guest’ of Governor R N Ravi recorded Assembly proceedings using his mobile phone in contravention of House rules.

Speaker M Appavu referred the matter to the Committee of Privileges for its consideration. Following the question hour, Rajaa said on January 9 a ‘guest’ of Governor Ravi recorded from the visitor’s gallery, House proceedings using his mobile phone. That day, Ravi was in the Assembly to make his customary address of the year to the House. Rajaa said mobile

phones are not allowed inside the House and recording proceedings went against rules. After noticing it, the ruling party MLA said he took up the matter with Assembly authorities. The legislator said he has provided a notice on the matter as it involved breach of privilege of the House. Rajaa urged Speaker Appavu to refer the matter to the Committee of Privileges. Accepting it, Appavu said he was referring it to the Privileges panel for its consideration.

In a startling revelation, a crying Vinesh Phogat on Wednesday alleged that Wresting Federation of India (WFI) President Brij Bhushan Sharan Singh has been sexually exploiting women wrestlers for many years, a charge vehemently rejected by the sports administrator and BJP MP. Vinesh, who has been at loggerheads with WFI since the Tokyo Olympic Games, also claimed that several coaches at the national camp in Lucknow have also exploited women wrestlers, adding that there are a few women at the camp who approach wresters at the behest of the WFI President.

The 28-year-old though clarified that she herself never faced such exploitation but claimed that “one victim” was present at the ‘dharna’ they began at Jantar Mantar on Wednesday. Vinesh also claimed that she had received death threats

at the behest of WFI President from officials close to him because she dared to draw Prime Minister Narendra Modi’s attention to several issues plaguing Indian wrestling when she met him after the Tokyo Games. “I know at least 10-20 women wrestlers who have told me about the sexual exploitation they faced at the hands of (the) WFI President. They told me their stories. I can’t take their names now but I can definitely reveal the names if we get to meet the Prime Minister and the Home Minister of the country,” Vinesh said addressing the media after staging a four-hour dharna at Jantar Mantar.

The National Human Right Commission (NHRC) has served a notice to Kolkata Police Commissioner Vineet Kumar Goyal seeking an explanatory report on two cases of harassment and arrests of human rights

activists in Kolkata last year. To recall, there are allegations against Kolkata Police of harassment and arrests of certain human rights activists at Amherst Street in north Kolkata on September 29 and October 13 while the latter were organising peaceful protest

demonstrations there. The matter was reported to NHRC at that point of time only and the latter immediately sought an explanatory report from the city police in the matter. However, since the explanatory report was not forwarded to NHRC even in the new year, the latter has

The parents of a class 8 student who passed away due to a severe cardiac arrest have blamed the school management for her death, saying the sweaters prescribed by the authorities amid the cold wave were not enough to protect the victim. Jharkhand chief minister Hemant Soren has accused the BJP of poisoning the mind of tribals and Jains over the Parasnath Hills in Giridih. Addressing a rally in Giridih on Wednesday evening, Soren said: “The BJP-led central government implicates people in false cases in non-BJP ruled states and is known to divide the country and states in the name of religion and caste. We are witnessing a new poison being stirred among tribals and Jains in our state over the Parasnath Hills issue. Odisha-based artist L Eshwar Rao has carved a miniature hockey stick and ball and placed it inside a 750 ml bottle to wish ‘Best of Luck’ to all teams participating in the World Cup. The World Cup Hockey tournament will be held in Odisha Capital Bhubaneswar and Rourkela from January 13 to 29. Rao who hails from Jatni, in Khurda District claimed it took him 10 days to carve the unique sculpture on pencil nib. Eshwar had earlier created a world cup hockey replica and placed it inside a 750 ml bottle. Rao has used chalk, glass, and glitter paper for the model. Rao said it took him eight days to create the miniature sculpture inside a bottle and two days to carve the pencil sculptor. India however is expected to be the fastest growing economy of the seven largest emergingmarket and developing economies (EMDEs), it said. The growth rate of 6.9 per cent in current fiscal year compares with 8.7 per cent in the previous year. For 202425, the growth rate is projected at 6.1 per cent. “The slowdown in the global economy and rising uncertainty will weigh on export and investment growth,” it said. The government has increased infrastructure spending and various business facilitation

measures. However, it will crowdin private investment and support the expansion of manufacturing capacity. “Growth is projected to slow, to 6.6 per cent in FY2023/24 before falling back toward its potential rate of just above 6 per cent,” it said. The rupee rose 13 paise to 81.61 against the US dollar in early trade on Wednesday supported by easing crude oil prices. Forex traders said sustained foreign fund outflows and a weak trend in domestic equities weighed on investor sentiments and restricted the appreciation bias. At the interbank foreign exchange, the domestic unit opened at 81.73 against the dollar, then gained ground to touch 81.61, registering a rise of 13 paise over its previous close. On Tuesday, the rupee settled at 81.74 against the US dollar. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, rose 0.08 per cent to 103.31. Brent crude futures, the global oil benchmark, fell 0.71 per cent to USD 79.53

The rupee was the best performing Asian currency on Tuesday, IFA Global Research Academy said in a research note. ”We have been highlighting that the RBI may buy reserves less aggressively now given that relative Rupee overvaluation has corrected significantly and banking system liquidity is in a considerable surplus,” it said, adding that the rupee is likely to trade in a 81.50-81.80 range with downside bias. In the domestic equity market, the 30-share BSE Sensex was trading 76.13 points or 0.13 per cent lower at 60,039.35.

Indian start-ups raised 33% less (YoY) in CY22 at nearly USD 24 billion

Funding for Indian startups in CY22 was nearly USD 24 billion, a drop of 33% in comparison to CY21 but was still more than twice the funds raised in CY20 and CY19 each. As per the PwC India report titled, “Startup Deals Tracker - CY22”, early stage funding grew by 12% as compared to CY21, showing that despite the global slowdown, investors are still positive about the Indian start-up ecosystem. Additionally, the SaaS segment witnessed an increase of 20% in funding values during CY22 compared to CY21 and accounted for nearly 25% of all funding activity in CY22. Tata Power Renewable Energy Limited (TPREL), one of India’s largest integrated renewable energy companies and a subsidiary of Tata Power, has signed an agreement with Vivarea Condominium, a residential society in Mumbai, to supply solar power. A first of its kind, the 3.125 MW solar plant will be set up at Himayatnagar, Maharashtra to power the society with clean energy. Many of these lives can be saved with Basic Life Support measures like CPR - Cardiopulmonary Resuscitation. It is a life-saving technique in emergencies, which is performed with hard and fast chest compressions on the affected person. This, in simple terms, is essentially pushing down your hands fast and hard on the chest of the victim. CPR can be performed by bystanders too with proper knowledge and training. Basic Life Support also involves rescue breathing when the rescuer blows air in the victim’s mouth, which too can be done by people with training on the right way to do it. Basic Life Support plays a crucial role in keeping the person breathing, thus

saving his life till full medical help arrives. However, performing CPR effectively needs a special training, and thus we see numerous lives being lost as people around the victim are not able to able to do it because of lack of knowledge and training. Shalby Hospitals Naroda has undertaken Jeevan Rakshak Campaign to train people in Basic Life Support Technique by CPR. This campaign was launched in the last week of December and till now more than 15,000 people have been trained in performing CPR by Shalby Hospitals Naroda’s Emergency Specialists under this campaign. BharatPe receives In-Principle nod from RBI for Online Payment Aggregator

BharatPe Group today announced that it has received in-principle authorization from Reserve Bank of India (RBI) to operate as an Online Payment Aggregator. The company shared that the in-principle approval has been awarded to Resilient Payments Private Limited, a 100% owned subsidiary of Resilient Innovations Private Limited (BharatPe).
