Dramatic rise in rape cases registered: Rijiju Agency : NEW DELHI The number of rape cases registered has "dramatically" increased since 2013 which is a matter of "deep concern", government told Rajya Sabha today and exuded confidence that the steps being taken to deal with the issue will take effect. "We have initiated a lot of steps which I cannot count.... But the fact remains that the number of cases registered with rape charges is increasing, and it is a very deep concern for the government," Minister of State for Home Affairs Kiren Rijiju said. "The only point I wish to make here is that the number of cases has dramatically risen since the year 2013," he said noting that it was the time when a new section was inserted in the IPC making it mandatory for police officials to register a case when complaint of sexual assault is made. He said because of this, one can see a "substantive jump" in the number of rape cases. "But we are not happy with showing larger number of cases being registered. But the question is: How is the issue to be tackled? I can assure .. that we are taking all the steps very, very

seriously and following the implementation of all the directions also," the Minister said. He asserted that the concern for women is not the priority only of this government but it has to be the priority of any government, "and steps being taken, I am sure, in the days to come, would take effect." In a written reply to a query on whether government has developed some strategy to make Delhi and NCR safe for women where rape incidents had been increasing, the Home Ministry said government

was deeply concerned about the menace and has adopted a multi-pronged strategy to counter it. The strategy includes various legislative measures to strengthen the legal regime from the point of view of safety of women.

The government has taken at least a dozen of measures including setting up women help-desk in each police station, increasing the number of telephone lines in the Helpline and keeping vigil on vulnerable routes.

Lok Sabha Passes Bill to Repeal 35 Archaic Laws Agency : NEW DELHI Seeking to weed out archaic and dead laws, the Lok Sabha today approved a bill to repeal as many as 35 legislations. "This is an initial step taken by the new government. We will see in a span of one or two years...the statute book will be cleared. And there will be no confusion as far as disposal of cases are concerned", Law Minister Sadananda Gowda said. The government initially proposed to repeal 36 laws but Employment of Manual Scavenging and Construction of Dry Latrines (Prohibition) Act, 1993 was withdrawn from the list following observations by the Standing Committee. Eyeing a giant-killing act “How is it that Bangladesh are doing so well at the World Cup?” my father asked me a couple of nights ago at the dinner table. Before I could muster a response, he shot another at me. “And this Mahmudullah fellow, two backto-back hundreds. He can definitely bat,” he said rather worriedly. “Bangladesh played their first one-day international in 1986. It has been a Test playing nation for the last 15 years. We shouldn’t be surprised with their charge to the quarter-finals,” was my explanation. He seemed content. But as he got up from his chair, he landed the telling blow, “Well, we shouldn’t be surprised if they end up beating India in the quarter-final then.” There is no doubt that Bangladesh have been good this World Cup. Very good, in fact. But they will have to play remarkably well if they are to prove my father’s prognosis right. They’ll have to do something they’ve done only four times in World Cup history — beat a Test playing nation. Nevertheless, India against Bangladesh has all the makings of an entrancing World Cup encounter — the giant versus the proverbial underdog, a battle between proven superstars and young, undaunted men itching to leave an indelible mark on the world stage. We’ve always known Bangladesh as a dangerous side, which on its day, can vanquish the mightiest of oppositions. But in their short and largely lustreless cricket history, this is probably the best we’ve seen them play. The form of Mahmudullah Riyad with the bat, Shakib Al Hasan’s impressive all-round performance, Rubel Hossian and Taksin Ahmed’s steady showing with the ball — just some of the factors that are likely to dissuade India from taking the Bangla tigers lightly. Moreover, this may well be the time when Bangladesh finally show that they can compete with the big boys on a consistent basis. For India — the fears of peaking too early aside — Bangladesh is an opportunity to register a seventh straight win in the tournament. The batting, barring the patchy form of Rohit Sharma, looks solid. The pace bowling — disciplined and purposeful — has been the finest we’ve seen in a very long time. And, Ravichandran Ashwin seems to have found his mojo once again. Heading into a big quarter-final, Mahendra Singh Dhoni could not have asked for more. But there are a couple of issues that still need some addressing. In Auckland last Saturday, Brendan Taylor’s hundred showed that the Indian bowling is still vulnerable on unconducive pitches. The other major concern is the woeful form of Ravindra Jadeja. The southpaw was taken to the cleaners by Taylor in Auckland, and his performances with the bat, in the limited opportunities he has got, have been hugely disappointing. Dhoni will be tempted to replace him with Stuart Binny or Axar Patel, but it’s unlikely that the Indian think tank will tinker with a winning combination. Bangladesh, who have been over reliant on the services of Mahmudullah and Al Hasan, will need Tamim Iqbal and Mushfiqur Rahim to step up. Iqbal, whose exploits with the bat knocked India out of the 2007 World Cup in the Caribbean, has failed to deliver with the bat so far. An in-form Iqbal can pose serious problems for the Indian bowlers upfront.

According to research firm NPD Group, retail PC sales grew close to 3% last back-to-school season, though Windows PC sales were down 3% compared to the prior year. Rival Apple’s Mac computers were up 14% and Google’s Chrome OS sales were up 37%.

Rule Change May Pave Way for Flipkart, Snapdeal Listings: Report

Agency : New Delhi Market regulator Sebi or the Securities and Exchange Board of India is planning rule changes that will make it easier for homegrown startups such as Flipkart and Snapdeal to list shares on domestic stock exchanges, according to Reuters. Flipkart, valued at over $10 billion, is India's biggest ecommerce company, followed by Snapdeal, which has a valuation of around $5 billion, according to media reports. Flipkart and Snapdeal are expected to list shares in order to raise capital to enable them to expand aggressively and also

to give some of their early backers an opportunity to cash in on investments worth billions of dollars. However, they are expected to explore overseas markets for listing because the current regulatory requirements in India make it difficult for such companies to list shares. Ecommerce companies will also face difficulty in finding valuation benchmarks on exchanges on which no comparable rivals trade. If these companies list abroad, it could mean a significant loss for local exchanges and investors, prompting Sebi to look at rule changes.

Mining unlikely to start soon in Goa Agency : Bengaluru Even as the Ministry of Environment revoked the suspension of environmental clearances (ECs) of mines the coastal state of Goa, the actual mining is unlikely to start immediately. Mining firms believe they can resume production earliest by end of April or early May provided the state government of Goa starts issuing statutory clearances immediately. However, permissions are not easy to come by and for all purpose mining could start in September, October only. Government will have to fix per mine quota also as there is a cap on total production. "We cannot

start the production immediately unless the government tells us how much we can actually produce keeping in mind the 20 million tonne per annum cap fixed by the Supreme Court. The Director, Mines and Geology will have to fix the individual capacity for each mine before we step forward to take several other statutory approvals before starting production," an official of a large mining company said.

Before the amendments to the Land Acquisition and Rehabilitation Resettlement Act 2013 come into force, the Sabarmati Riverfront Development Corporation Limited (SRFDCL) is speeding up land acquisition that was pending for widening the project boundary on both the banks of the river. If the new amendments are enacted, SRFDCL will have to pay huge compensations in terms of prevailing commercial land rates rather than paying the Jantri rates.

Some private plots on the river banks fall within the proposed road, the policy document states.
