Agency | New Delhi Vijay Mallya had fled the country and sought refuge in the United Kingdom, after a lookout notice was issued against him. In a major breakthrough for the Indian law enforcement authorities, the Scotland Yard on Tuesday arrested absconding liquor baron Vijay Mallya in London. He was produced before the Westminster Magistrates’ Court today and was later granted bail. The court proceedings, however, will continue in the extradition case. Confirming his arrest, the Metropolitan Police issued a statement that Mallya, 61, was arrested on “behalf of the Indian authorities in relation to accusations of fraud”. The statement added that he was taken into custody after attending a central London police station. The Ministry of Home Affairs immediately directed the CBI and ED to apply for his extradition in IDBI bank loan fraud case. Soon after his release Mallya mocked the Indian media for hyping his arrest. “Usual Indian media hype. Extradition hearing in Court started today as expected,” he tweeted. Despite its efforts the ED failed to corner Mallya. In the past they had obtained a non-bailable warrant, revoked his passport and, also, unsuccessfully sought an Interpol warrant. Subsequently the ED attached his properties worth Rs 9,661 crore after he failed to appear before it, despite being issued several summons and asked to join the probe. The CBI is also investigating Mallya under the provisions of the Prevention of Corruption for allegedly defaulting on loans. Mallya had fled from the country March 2, 2016 and sought refuge in the United Kingdom, after a lookout notice was issued against him. In November 2016, the Prevention of Money Laundering Act (PMLA) court declared him as an “absconder” after he ignored several warrants and summons. In June, he was declared as a “proclaimed offender” by a special court. His arrest incidentally comes on the same day British Prime Minister Theresa May called for fresh polls in the country.

US won’t rest until North Korea gives up nuclear weapons, Mike Pence says

Under what conditions would Modi, yogi to head a UP government?

The results raise two larger questions: Can the Muslim vote be rendered electorally irrelevant in India’s democracy? And, under what conditions would Narendra Modi, or the BJP, pick a non-RSS man to head a BJP government? The first question is connected to the idea of Hindu consolidation. The second is significant because Yogi Adityanath, UP’s new chief minister, has never been in the RSS, the mother organisation of Hindu nationalism. BJP leaders with an RSS background have been the party’s default choice for heading governments.The BJP’s UP strategy acquires tremendous clarity in retrospect — it calculated that if it ignored Muslims, Yadav OBCs and Jatav Dalits, it would still be left with roughly 60 per cent of UP’s electorate, consisting of upper castes, non-Yadav OBCs and non-Jatav Dalits. In a three-cornered contest, roughly 70 per cent of this 60 per cent — yielding 40-42 per cent of the total vote — was all that the BJP needed to win. Votes from other communities, if any, would be a bonus. That is why it did not pick a single Muslim candidate to contest the elections.Since the BJP’s UP vote was roughly similar in the 2014 parliamentary elections, we need to ask whether the pattern will be repeated in the 2019 general election. Can the BJP’s vote stabilise around 40 per cent in UP? Unless a Bihar-style grand alliance of the SP, BSP and Congress can come about, turning the UP contest bi-polar and requiring nearly 50 per cent of the state’s vote for victory, the BJP’s vote stabilising at 40 per cent may well inaugurate a Gujarat 2.0, meaning a repeat of what happened in Gujarat, though on a vastly bigger scale. UP is more than three times larger than Gujarat. The BJP has been in power in Gujarat for nearly two decades. Should that happen in UP, it could transform Indian politics. Comprising only 10 per cent of Gujarat’s population, Muslims can, with relative ease, be made electorally irrelevant there. But Muslims are 20 per cent of UP’s population; if they became politically inconsequential, it would be an unprecedented electoral development — it has never happened before. Several BJP state units would start thinking about how to make Muslim votes entirely peripheral via Hindu consolidation. Of course, a Gujarat 2.0 may not happen in UP. Gujarat 1.0 (Gujarat after 2002) was not only about Hindu nationalism, but also high economic growth. An economic backwater, UP’s massive growth elevation cannot be assumed. It is the Hindu domination of Gujarat that might be replicated in UP, not economic growth. That is exactly why Yogi Adityanath’s appointment acquires enormous significance. Like Modi, Hindu nationalism is his ideological pivot, but unlike Modi, the Yogi was never in the RSS, which has produced virtually all the BJP chief ministers of recent years. He is a Hindu cleric, a monk, a sadhu, with a private vigilante group. He heads a religious order in Gorakhpur, UP.

Through an RTI application on December 30, 2016, Deore sought details of the action taken by the police on a complaint by residents in Kurla against unauthorised loudspeakers at mosques. SBI Card has started charging Rs100 for payment through cheque if the amount is up to Rs2,000 and anything above will attract no fee. The fee kicks in from 1 April. The move, SBI Card said, is aimed at encouraging digital payments in line with the government’s policy. “A fee of Rs100 will be charged for payments made by cheque for an amount less than or equal to Rs2,000 w.e.f 1 April 2017,” it said. The credit card company, however, said there will be no additional fee for cheque payments greater than Rs2,000. CEO of SBI Card Vijay Jasuja said that over 90% of its customers make payments through non-cheque mode. “We have observed a trend of payment related disputes arising in small cheque payments, causing inconvenience to customers as well. We offer several seamless digital modes of payment which we are seeking to encourage, in line with the government’s focus towards digital payments and this step will facilitate the same,” the CEO said. Jasuja added that there will be no charge on cheque payments on holders of SBI Card Unnati which is targeted at first-time credit card users and aimed at inclusion of people into the organised financial stream. With a customer base of over 4 million, SBI Card operates through a footprint of more than 90 locations in India. SBI Card is a joint venture between State Bank of India and GE Capital. The joint venture operates through two companies. GE Capital Business Processes Management Services (GECBPMSL) takes care of the technology and processing needs of SBI Card while SBI Cards and Payments Services (SBICPSL) focuses on customer acquisition, marketing and risk management of SBI Card. Last month, SBI had said it would increase its stake in SBI Card to 74% by June-end.

If Modi’s just-concluded two-day visit to Gujarat demonstrated that he raised issues more as a state leader than as the PM, Vaghela’s googly left the Congress Party awe-struck: as many as 36 Congress legislators out of a total of 57, on Monday, urged the party high command to make Vaghela the Chief Ministerial candidate for the coming Assembly elections, due by December 2017. This, when Vaghela himself had announced “withdrawal” from the CM’s race on March 20 in the presence of AICC General Secretary in-charge Gurudas Kamat and others. On March 30, BJP President Amit Shah and CM Vijay Rupani met him in his Vidhan Sabha office. He participated in two Patidar-led high-profile events in Surat and described the community as his family. Besides, he also targeted voters among women, youth, diamond workers, farmers, milk unions and tribals, among others, whom he tried to woo in his speeches. His mega road-show in Surat was a show of strength for the BJP in Gujarat. Interestingly, while a section of Congress MLAs is trying to project Vaghela as the party’s CM candidate, the BJP is sitting pretty. As in UP and other states, Modi himself seems to be the party’s face in the next Assembly polls and is unlikely to project any BJP leader as the CM candidate, as he did in UP and other states in the March elections. It was, perhaps, with this aim that he turned ‘Santa Claus’ on Monday -- showering gifts of various schemes even as CM Vijay Rupani, his Deputy Nitin Patel and former CM Anandiben Patel looked on silently. Panchal, the son of BJP municipal councillor from the area Jagruti Panchal, said, “I went to the ICICI Bank ATM which dispensed a defective Rs 500 note. When I told the bank customer service staff about this, they told me to meet the branch manager who sent me to deputy manager. When I presented my case, he told me it is not their fault that defective notes are dispensed from ATMs. He said the Reserve Bank

of India (RBI) is at fault and advised me to approach them to change the defective note.” Alpana Killawala, chief general manager of the RBI’s department of communication, said it was the responsibility of banks to change the note. She also said that if defective notes are not changed at banks, the customer can always approach the RBI. ”The bank may not have been sure of the genuineness of that note and that may be why they told the man to approach the RBI. They can always get such notes changed at the RBI,” Killawala said. This is the second case of defective notes reported in the city. Earlier, a paan shop owner from the Bodakdev area, Vansh Barot, was dispensed a defective Rs 2,000 note in November. The demonetization of all existing Rs 1,000 and Rs 500 notes was announced on November 8 by PM Narendra Modi.

UP to adopt Gujarat model, plans dedicated police stations to tackle power theft

It will provide for jail term for power thefts. It will have provision for dedicated police stations to deal with cases of power thefts,” Sharma told ET in Delhi on Monday. This is part of the state’s efforts to provide power 24X7 for all by the beginning of 2019. Gujarat Bill to cap school fee has thrilled the Centre, but parents and lawyers point to loopholes

Agency | Ahmedabad After the Gujarat government on March 30 passed a Bill to regulate the fees charged by private unaided schools, the Centre is looking at adopting a similar policy at the national level. However, parents and activists who have been fighting against increasing private school fees for years said the Gujarat Self-Financed Schools (Regulation of Fees) Bill 2017, signed by state Governor OP Kohli last week, has several loopholes. Some lawyers fear that the legislation may get stuck in litigation for years because of a provision that seeks to impose limits on the annual fee that schools can charge, while others feel the Bill should have better protected the interests of parents and students. The Gujarat Bill empowers the state government to establish four fee regulatory committees – spread over four zones – to regulate fees charged by self-financed, or private unaided, schools in the state. According to media reports, the government has a proposed an annual fee structure of Rs 15,000 for primary classes, Rs 25,000 for secondary ones and and Rs 27,000 for higher-secondary classes. If

For instance, the most widely reported aspect of the Bill is that it seeks to impose limits on school fees, which would fall into the first category. However, it also has a clause stating that schools who want to charge more than the specified amount can approach a fee-regulatory committee. Pooja Prajapati, a lawyer from Ahmedabad who also heads the association Parents Ekta Manch of Gujarat, was disappointed that the state’s lawmakers introduced “caps on fees” but, at the same time, permitted schools to breach them. However, several lawyers and parents who have been fighting fee increases in other states said the limits imposed in the Bill were a problem and could invite lawsuits. “We have been asking the Centre to introduce a Central law and body to regulate fees,” said Sahay. “But it would have to be one that cannot be challenged. Trying to adopt the Gujarat model nationally could do more harm than good.”

This helped Gujarat pave the way to provide power 24X7 across the state. The UP minister justified the proposed move by saying that “dishonesty through power thefts must be discouraged” as part of the new BJP government’s promise to provide power for all. “Why should the honest suffer? The amnesty drive is an opportunity to make a fresh beginning,” he said. The minister also envisaged the separation of agricultural feeders to ensure reliable power supply for agricultural operations in the state.

Mahuva in Bhavnagar district was the next hottest, at 42.8°C.According to the IMD, heatwave conditions prevailed at isolated spots in the Gujarat region. The state forecast from the IMD said there is no heatwave warning in effect for Tuesday and Wednesday.In Ahmedabad, the maximum temperature was 42°C , two degrees above normal and half a degree lower than Sunday’s maximum temperature. The minimum temperature was 24.7°C, 0.7 degrees above normal. Relative humidity in the city ranged from 54% to 11% on Monday. The state capital Gandhinagar recorded a 42.2°C.
