Gujarat will introduce compulsory voting in the upcoming local bodies polls, which are likely to be held in October, and the process of framing rules for default voters is underway. “We are in the process of notifying rules for compulsory voting bill. It will be implemented in Gujarat in corporation and the district Panchayat elections,” Chief Minister Anandiben Patel said on Thursday. She was answering a query on whether the Gujarat government will implement the compulsory voting bill in the upcoming local bodies elections. “The state government has made all the necessary arrangements to implement compulsory voting in the state. We have also been framing rules for people like those who cannot cast their votes and the norms will be declared very soon,” added Patel. “We have given orders of machines (electronic voting machine) and those

and suggestions to the committee for framing of rules. Recently, it is learned that the committee has compiled suggestions and submitted the report to the state government. Sources have revealed that government will not make a provision of harsh action against those who fail to cast their votes in the elections.

machines will come in time as well. So without any fear, all of us should participate in compulsory voting,” she said. Patel was in Rajkot to kick off ‘Shala Praveshotsav’ (school enrollment) drive of the state government at Karansinhji school of Rajkot Municipal Corporation. Opposition Congress criticised the move saying that the Gujarat government is ‘imposing’ compulsory voting through the power of majority. “You can pass the laws through majority but you have to see the spirit behind it. Such compulsory voting system is imposed on communist countries

like Russia and China. People will be harassed in such system,” Leader of Opposition in state Assembly, Shankarsinh Vaghela said. “Voting is the matter of one’s own will... You cannot pressurise or impose it on people. This is government’s pressure on people to make them cast their votes,” Vaghela added. “The laws should be in consonance with constitution. Our country’s constitution gives right to the vote to people and now it is upto the people whether they want to cast their votes or not,” Vaghela told reporters in Rajkot. Delhi Chief Minister Arvind Kejriwal’s battle with the Narendra Modi government got a much needed boost with BJP veteran LK Advani’s comments on the lack of commitment to civil liberties and his fear that not much has been done to prevent the imposition of another Emergency. “I don’t think anything has been done that gives me the assurance that civil liberties will not be suspended or destroyed again. Not at all,” the BJP veteran said when asked whether he believed there exists a possibility of Emergency being imposed in the country once

again. “At the present point of time, the forces that can crush democracy, notwithstanding the constitutional and legal safeguards, are stronger,” Advani told The Indian Express in an exclusive interview. “But that it cannot happen again — I will not say that. It could be that fundamental liberties are curtailed again.” Kejriwal was quick to piggyback on Advani’s remark, questioning whether the Narendra Modi government was already experimenting on an Emergency-like situation with his Aam Aadmi Party government in the national capital. “Advaniji is correct in saying that emergency

can’t be ruled out. Is Delhi their first experiment?” the Delhi chief minister tweeted, highlighting his government’s battle with the NDA government through the office of the Lieutenant Governor. Since assuming power, achieving full statehood for Delhi has been the

top priority of his government. Since winning an unprecedent vote share in the Delhi Assembly, Kejriwal has constantly been at logger-heads with L-G Najeeb Jung over the appointments of senior bureaucrats who play the larger role in governing the national capital.

having “peaceful” and “friendly” bilateral ties between India and Pakistan. India’s gesture comes in the backdrop of a war of words with Pakistan over Modi’s critical remarks about Pakistan during his Dhaka visit recently and in the wake of India’s military action in Myanmar. Meanwhile, Pakistan today released 113 Indian fishermen lodged in a jail in Karachi as a goodwill gesture. They will be handed over to Indian authorities at the Wagah border tomorrow.

Indian paddlers complete sweep of team titles

Agency | New Delhi, Jun 18

India claimed both the junior boys and cadet girls team championship titles at the South Asian Junior and Cadet Table Tennis Championships at the Talkatora Stadium here today. With just five teams in fray in the junior boys section, the Indian paddlers kept a clean slate winning all the four matches, without dropping a set, to retain the team title. Similarly, the cadet girls, too, performed as expected and won all their matches without a hiccup to complete the formalities. Sri Lanka’s junior boys won silver and Pakistan, who finished third and Maldives behind them, will get the bronze.

Chief Minister Anandiben Patel has asked teachers to adopt innovative teaching methods for improving performance of students in mathematics and languages while formally welcoming students to historic Shri Kishorsinhji School as part of Shala Praveshotsav 2015 in the city on Thursday. “I have been told students of Class-II to Class-V of this school are poor at mathematics and therefore, the school is unable to improve its grade. If their foundation is weak, how will stu-

dents make progress? … Teachers have been teaching students mathematics and science by using ballpens, chalk sticks and black boards. But activity-based teaching method can make learning process interesting for students. For example, teachers can ask students to count stones, number of trees on school campus and measure diameter those trees etc.,” the CM said while addressing teachers and students.Located at Kotharia Naka in old city area, Shri Kishorsinhji School is the institute from where Mahatma

Gandhi obtained some of his primary education. “This is the school where Mahatma Gandhi, the Father of the Nation studied. This is the place where he played and I believe, this place also played a part in sowing seeds of greatness in him. Therefore, this school must not remain a ‘C’ grade school at any cost,” Patel further said after formally welcoming 28 students who have enrolled with the school in Class-I this academic session. The school is run by Municipal School Board (MSB) of Rajkot.

India will release 88 Pakistani fishermen over the weekend as “goodwill” gesture after Prime Minister Narendra Modi conveyed the decision to his Pakistani counterpart Nawaz Sharif earlier this week. India has already communicated the decision to release the 88 Pakistani fishermen to their High Commission here and was now awaiting for the “exit documents” from that mission, official sources said. In a telephonic call to Sharif on

Tuesday, Modi extended Ramzan wishes and conveyed to him his decision to release detained Pakistani fishermen on this pious occasion. “The fishermen released will

Sushma Swaraj’s scorecard

Foreign affairs minister Sushma Swaraj is at the centre of a political storm over a procedural passport matter. Obfuscated from the gleeful media accusations against her is an acknowledgement that after nearly a decade India has had in Swaraj a competent and hardworking foreign minister, who stayed below the radar and supported Prime Minister Narendra Modi in his overseas engagements. In cricket parlance, while Modi is the flamboyant Sachin Tendulkar, she is the steadfast Rahul Dravid who ensures that he gets the maximum strikes, and then consolidates the gains of the sixes and fours scored while batting for India. In the last year, Swaraj has notched up several achievements. She has travelled to 22 countries, 10 of which have been to prepare for prime ministerial visits to those nations, including Nepal, Myanmar, Sri Lanka, the US and China. The visits resulted in wins for India, both bilaterally and in fora like SAARC, Asean and G20. With SAARC, for instance, agreements on the long-overdue Motor Vehicles Network and electricity grid were signed. The critical Free Trade Agreement in services with Asean, which will benefit Indian professionals in IT and logistics, has seen progress. Critical bilaterals, as with the US, are finally smoothly on track, with little of the grumbling that was heard from Washington in past years. Swaraj is India’s first woman foreign minister, finally bringing India into the loop of those countries where women have reached leadership positions outside of dynasty. Under her watch, the ministry of external affairs, long viewed as sleepy and snobbish, is now a hive of activity, with performance targets to meet. The passport application process has improved dramatically, with India becoming the third-largest passport issuer in the world. Over 100 trade and investment agreements and memorandums of understanding signed during Modi’s 19 foreign visits are being implemented and coordinated with domestic and foreign ministries, the daily job of a diplomat. Swaraj is modest but her accomplishments are significant: the smooth transition of foreign secretary Sujatha Singh who was relieved to accommodate Modi’s preferred S. Jaishankar, the evacuation of nearly 20,000 Indian citizens and several thousands of other stranded nationalities from troubled Iraq, Yemen, Libya, Ukraine and Nepal, the completion of critical agreements like the Land Boundary Agreement with Bangladesh with a generous acknowledgement of the work of her predecessors and keeping steady continuity in India’s foreign policy. These were enabled by Swaraj’s political experience and personality. A politician for 35 years, she knows how to engage publicly, and her four years as leader of the opposition in the Lok Sabha have honed her skills of negotiation. These are handy when parleying with China, or dealing with non-state actors like the Islamic State for the release of Indian nurses in Iraq. She also has an easy camaraderie with other women leaders, including Shaikh Hasina, Hillary Clinton and Julie Bishop.

QUOTE “You can pass the law through majority but you have to see the spirit behind it. Such compulsory voting system was in vogue in Communist countries OF THE like Russia. People will be harassed under such a system,” - Leader of opposition in state Assembly, Shankarsinh Vaghela, said DAY Actor Saif Ali Khan Was in Mumbai Court Today For 2012 Hotel Brawl Agency | New Delhi

A Mumbai court on Thursday referred actor Saif Ali Khan and an NRI businessman to a mediation centre in an assault case dating from 2012. The actor, who is accused of having punched the businessman, was in court for the hearing which had been scheduled for April 6 but was deferred because Mr Khan was filming and unable to appear. The next hearing is on July 27. Saif’s lawyer, Girish Kulkarni, said in a statement, “It is a compoundable aspect under section 325, mediation is permissible with the permission of the court. That is why the court suggested it. Saif is ready, the Public Prosecutor has suggested the same to Iqbal.” Mr Khan allegedly punched South African businessman Iqbal Sharma at Wasabi, the restaurant

at Mumbai’s Taj Hotel, in February 2012. The actor was at the eatery having dinner with his now-wife Kareena Kapoor, her sister Karisma Kapoor, actors Malaika Arora Khan, Amrita Arora and Amrita’s husband Shakeel Ladak. Mr Sharma alleges that Mr Khan assaulted him after he asked the actor’s group to be quieter. Saif Ali Khan, 44, claims that he was provoked by Mr Sharma who allegedly used abusive language against the women in the

dinner group, which led to the scuffle. In March, after a complaint by an RTI activist, the Union Home Ministry asked the Mumbai Police to expedite the report on the alleged brawl which had been pending for the last seven months. The activist, Subhash Agrawal, had demanded that the Home Ministry take back Saif Ali Khan’s Padma Shri, which he received in 2010. Mr Khan’s next movie Phantom, co-starring Katrina Kaif, releases this August.

In an earlier interview, Aamir Khan said, “Dangal is not just a film about wrestling but an emotional journey of a father and his two daughters, which teaches us to empower our girls.” Director Nitesh Tiwari had finalised Fatima and Sanya for the roles, who will be seen wrestling on-screen and

Kangana Ranaut attending dance classes for Vishal Bhardwaj’s film Agency | New Delhi Looks like Kangana Ranaut doesn’t want to leave anything to chance. Probably, that’s why the actor, long before her next — directed by Vishal Bhardwaj — goes on the floors, has started preparing for the film. Apparently, the main part of her training will be taking dance classes. Kangana is set to play a “beautiful and seductive dancer” in the film.

“For the role, Kangana will learn dance forms like belly dance, cabaret, and can-can, considering her character will be shown to be an expert in them,” says an insider. The film also stars Saif Ali Khan and Shahid Kapoor, and is based in the era of the World War 2. “The look and appeal of the film will be glamorous, yet real. That’s why Kangana is also working hard to make sure that she puts her best foot forward,” adds the insider. Kangana will also visit New York, USA, to meet some Broadway dancers. “She will interact with them, and will also take a few classes from them, to learn the technicalities. She also wants to understand the mindset and body language of the dancers,” adds the insider. Besides, she plans to watch films such as Chicago (2002), Moulin Rouge (2001) and Phantom Of The Opera (2004) that offer elements of Broadway musical. Kangana couldn’t be reached for a comment.

Take Imran Khan for instance, after receiving much criticism for his performance in his last release, ‘Gori Tere Pyaar Mein’, the actor decided to take it slow and didn’t sign a new film for a long time. In the meanwhile, he was blessed with a baby girl, Imara, and decided to be by his wife’s side. Finally, after completing paternity leave, he agreed to do Nikhil Advani’s ‘Katti Batti’ opposite Kangana.

Aamir Khan, as on-screen father will be coach of the two Phogat sisters. In the movie, Aamir will be seen playing father to four

daughters, for which two actresses haven’t been finalised yet. ‘Dangal’ is set to go on the floors in September this year.

Airtel spy code: Indian techie now demands apology for the legal notice from Israeli firm

Agency | New Delhi Earlier this month, a Bengaluru-based programmer named Thejesh GN,had accused Bharti Airtel of spying on its 3G internet subscribers. He has now expressed ‘outrage and shock’ over an Israel-based company’s legal notice and demands an apology. Thejesh was sent a notice by Flash Networks, an Israeli company for reporting the manner in

which Airtel had introduced a JavaScript code in the pages browsed by Airtel customers. Flash Networks offers monetisation solutions to telecom operators across the world. Thejesh GN has sent a counter-claim to Flash Networks accusing the company of trying ‘to intimidate and silence’ him with a legal notice. It has also asked for an unconditional apology. Thejesh has put his reply on his official blog.

The flaw, likened by the researchers to the Heartbleed bug, exposes passwords, addresses, access codes as well as location data. The problem, which affects a wide range of apps including games, social networks, messaging, medical and bank transfer apps, lies in the way developers authenticate users when storing their data in online databases. “In almost every category we found an app which has this vulnerability in it,” said Siegfried Rasthofer from the Darmstadt

University of Technology, who took part in the research. Most apps use cloud services like Amazon’s Web Services or Facebook’s Parse to store, share or back up users’ data. While such services offer ways for developers to protect the data, most choose the default option, based on a string of letters and numbers embedded in the software’s code, called a token. Attackers can then easily extract and tweak those tokens in the app, which then gives them access to the private data of all users of that app stored on the server.

ECB to launch Women’s Cricket Super League Agency | London

The England and Wales Cricket Board (ECB) has decided to make its biggest investment in women’s cricket by pumping three million pounds to launch a six-team super league tournament. However, the venues and dates have still not been decided. Delighted with the announcement, ECB chief executive Tom Harrison said that it was a major step forward for the women’s game in England. between the South American rivals and will miss Sunday’s match against Venezuela and probably at least one more game. The 23-year-old had earlier been booked for a handball and he complained afterwards that he was being victimised by match officials and criticised Chilean referee Enrique Osses, who also dismissed Colombia forward Carlos Bacca after the melee. “They have to use the rules against me,” Neymar told reporters.

“The ball hit me on the hand unintentionally and I got a yellow. “This is what happens when you put in a weak referee. There was a misunderstanding but there was no need to send everyone off. I didn’t even see that he had expelled me.” The defeat was Brazil’s first in 12 matches and the first game coach Dunga had failed to win since taking over following the 2014 World Cup finals. It left Colombia and Brazil tied at the top of Group C on three points along with Venezuela, who have played one game fewer and meet Peru later on Thursday. Neymar admitted he had a poor game against Colombia but said he was confident his team mates would get the result they needed against Venezuela and seal a place in the last eight.

Neymar had already ensured he would miss Brazil’s final first round game against Venezuela on Sunday by collecting his second yellow card of the tournament for a deliberate handball in the first half. Three teams -- Brazil, Colombia and Venezuela -- now have three points in Group C. Neymar’s Brazil and Barcelona team-mate Dani Alves lashed out at Chilean referee Enrique Osses following the defeat. “Referees have to stop thinking that they are the stars, the stars are not them -- they are there to control the

Kaushal Silva capitalised on an early reprieve to hit his eighth test fifty and help Sri Lanka to 123 for one at tea on day two of the first test against Pakistan at Galle on Thursday. Dropped on six in the morning session, the right-handed opener was batting on 52 at the break with Kumar Sangakkara (41) at the other end with the duo having added 93 runs for the flourishing second wicket stand. After rain had washed out nearly four sessions, Pakistan captain Misbahul-Haq won the toss and decided to bowl, trusting his bowlers to exploit the freshness of the pitch and try and get the hosts out cheaply. With a bit more luck and discipline, the visitors, especially paceman Wahab Riaz, could have at least dismissed both the openers by the eighth over.
