Like drug addicts, we were addicted to the products imported from abroad. To change this mindset, we worked on a mission mode after 2014, after learning from the approach of the past, to create a new ecosystem of defence with the help of ‘Sabka Prayas’.”He said ‘aatmanirbharta’ (self reliance) in defence is very crucial for the

India of 21st century. “Creating 75 indigenous techs for the Navy by August 15 next year is the first step. The goal should be to take India’s defence to unprecedented heights by the time we celebrate 100 years of Independence.” Modi further spoke about the weapons the country’s soldiers will have in the coming days. “We have the talent. It’s not smart to let my soldiers go to the field with the same 10 weapons that the world has... I can’t take the risk. My jawan will have what the opponent won’t even think of...” he said Modi said in the last eight years, his government increased the defence budget and ensured that it is useful in the development.

SUNVILLA SAMACHAR Internationalising Rupee Is Unlikely To Stabilise The Currency The best way to stabilise the Indian Rupee is to contain inflation and imports. Simply put: theinflation rate should be below four percent and the country’s massive annual trade deficitsneed to be reduced to zero. The country should totally focus on making goods in India toreduce avoidable imports and try to push up exports — from farm products to manufactureditems. The Reserve Bank’s so-called "conscious effort to internationalise the Rupee” byencouraging global trade payments in Rupee may be of little use if the country’s importscontinue to far exceed exports and the central bank shies away from raising bank ratesubstantially to control inflationRBI seems to be under a kind of political pressure against raising bank rates. As a result, theexchange value of Indian Rupee vis-a-vis US$ is expected to fall further in the comingmonths. Additionally, continuing ‘hot money’ outflow from India’s stock market is adding toINR’s woes. Foreign portfolio investors sold shares worth over $22 billion in the first fivemonths of this year. Their investments in India’s secondary market were facilitated by thegovernment, SEBI and RBI to artificially bolster the stock market and RBI’s foreign exchangereserves.Last week, RBI detailed a broad framework for cross-border trade transactions in Rupees. Itwanted the settlement of trade transactions under this arrangement to take place in Rupees.The mechanism is designed to promote growth of global trade with emphasis on exports.”In a statement, RBI said: "In order to promote growth of global trade with emphasis onexports from India and to support the increasing interest of the global trading community inINR, it has been decided to put in place an additional arrangement for invoicing, payment,and settlement of exports/imports in INR.” Will RBI explain what exactly it wants from thecountry to export beyond what it is already doing? What will the countries exporting to Indiado with large surplus Rupee funds at their end? Won’t that have a negative impact on theexchange value of the Indian currency and its further downslide as it is happening nowagainst US$?The Rupee trade is nothing new to India. Thanks to the former Soviet Union, the bilateraltrade was practiced rather hopelessly with India exporting mostly low-cost items like leatherproducts, apparels, soaps and detergents, photocopiers, business machines and spectacleframes among many others. Ironically, IBM and Rank Xerox of the USA used their Indianoutfit to indirectly export their products to the USSR as the export of those machines toRussia was banned by the US. The USSR exports to India were high-value defenceproducts and heavy engineering items.Even liner shipping (India-Black Sea trade) and all other commercial transactions coveringinsurance, freight, port charges, storage and forwarding expenses and bunkering wereshared. There used to be huge Rupee trade surplus for Russia, year after year, and the country did not know how to get it adjusted. Under the current Western and Japanesesanctions, Russia is now forced to accept Rupee payments to push up its exports to India. In2021-22, India’s bilateral trade with Russia was worth only $13.1 billion with India carrying atrade deficit of $6.61 billion.Earlier in the 1960s, Indian Rupee was also accepted in some gulf countries such as Qatar,the UAE, Kuwait and Oman. India also had payment agreements with East Europeancountries and the rupee was used as a unit of account under these payment agreements.However, these arrangements did not last long. They had to be terminated. RBI may haveforgotten or ignored India’s previous experience in conducting international trade in Rupee.The central bank seems to have missed the basic point that India’s export-import basket isnow heavily tilted towards imports. India has a trade deficit with as many as nine out of thecountry’s top 10 bilateral commerce partners. The largest trade deficit is with China. Of the10 top trade partners, India has a trade surplus only with the US. The present government’s‘Make-in-India’ programme has apparently failed as the cost of manufacturing in India ismuch higher than import cost.India’s massive annual trade deficit has been a concern for many economists. The government may review the existing auto fuel pricing regime as state-run oil marketers have stopped daily changes in pump rates since April 7, even as the average daily international petrol price plunged by more than 17% and diesel by over 14% in the first fortnight of July compared to their average rates in June, three people aware of the development said.Indian oil companies have seen a sharp decline in the daily average prices of crude oil, petrol and diesel in July after they peaked

in June, official data show. As per the existing policy, oil marketers should have reduced pump prices of petrol and diesel this month, but they might be recovering past revenue losses because they did not raise auto fuel rates when international oil prices spiked earlier, the persons said, requesting anonymity. India’s daily average cost of crude oil import dropped by 9% to $105.72 per barrel in the first 15 days of July.
