New ‘Protein Prompt’ May Lead to Possible Universal Covid Treatment Agency News : Washington Scientists have found a way to produce a protein in mice that can block multiple variants of the SARS-CoV-2 virus from entering cells and causing respiratory disease, an advance that may lead to a ‘universal’ treatment for COVID-19. Using messenger RNA (mRNA) packaged in lipid nanoparticles, the scientists showed in a mouse model that host cells can produce a ‘decoy’ enzyme that binds to coronavirus spike proteins, meaning the virus should not be able to latch onto cells in the host’s airway and start the infection. “Rather than messenger RNA as a vaccine, this shows that mRNA can be used as a universal therapy against different coronaviruses,” said lead researcher Gaurav Sahay from Oregon State University (OSU) in the US. An enzyme is a type of protein that acts as a catalyst for biochemical reactions.

The government on Tuesday hiked the minimum support price (MSP) of six rabi crops by up to 9 per cent, with Rs 110 per quintal increase for the wheat crop to boost domestic production and farmers’ income. Wheat MSP has been raised by 5.45 per cent to Rs 2,125 per quintal from Rs 2,015 per quintal to encourage

more area under the crop amid tight government stock position owing to low procurement, fall in production and higher exports. The decision to increase the MSP of rabi crops for the 2023-24 marketing year was taken at a meeting of the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi, Information and Broadcasting Minister Anurag

Thakur said in a media briefing. The cost of production of wheat is estimated at Rs 1,065 per quintal. The government has ensured a 100 per cent return over the cost of production in the case of wheat and mustard, he said. Whereas in the other four rabi crops, it is between 50 to 85 per cent return over the cost of production, he added. Asked if the hike in MSP of rabi crops would lead to food inflation, the minister said the price rise in India is under control in comparison to other countries. , the support price of barley was hiked by Rs 100 to Rs 1,735 per quintal for the 2022-23 crop year from Rs 1,635 per quintal in the previous year. Among pulses, the MSP for gram has been increased by Rs 105 to Rs 5,335 per quintal from Rs 5,230, while for lentils (Masur), it was hiked by Rs 500 to Rs 6,000 from Rs 5,500 per quintal. In the case of oilseeds, the government has increased the MSP for mustard seed by Rs 400 to Rs 5,450 per quintal for the 2022-23 crop year from Rs 5,050 in the previous year.

Commission pulls up Rajinikanth, says celebrities must act responsibly Agency News : Chennai A Commission of Inquiry into the police firing on antiSterlite Copper protestors in Thoothukudi in 2018, has pulled up Tamil film superstar Rajinikanth for not being responsible while speaking on the subject. The Commission, headed by former judge Justice Aruna Jagadeesan, in its report, said: “A popular actor of the stature of Rajinikanth is not expected to act on the spur of the moment. When he makes a statement to which the gullible public attach significance, he is to be sure of the source of

the information. He has made a statement of far reaching consequences and he will do well to verify the correctness of the material on the basis of which such statements are made.” “Arbitrary, capricious and whimsical statements trotted out by celebrities have a tendency to mislead the public and would create more problems than they solve. Celebrities should act

with restraint and with the sense of responsibility. The ipse-dixit of individuals have no place in the public domain and is to be scrupulously avoided more so in the case of film celebrities and those in public life,” Justice Aruna observed. Rajinikanth, who was back then aspiring to launch his political party, had alleged that there was a total failure of state machinery including intelligence and that the police exceeded their limit and attacked the protestors brutally. Later, he said “antisocial elements had intruded in the [anti-Sterlite] protest march” and they attacked the police,

Bilkis Bano case: Union minister Pralhad Joshi defends release of convicts, says ‘I don’t find anything wrong..’

Agency News : New Delhi The Supreme Court on Tuesday listed for hearing on November 29 pleas challenging the decision of the Gujarat government to grant remission to the 11 convicts, who had gangraped Bilkis Bano and murdered her family members during the 2002 Godhra riots. A bench of Justices Ajay Rastogi and CT Ravikumar granted time to the petitioners who challenged the remission order to respond to the affidavit filed by the Gujarat government. During the hearing, the bench told Solicitor General Tushar Mehta that the affidavit of the Gujarat government is very

bulky. “It is a very big reply... So many judgments in a reply. Where is the factual statement? Where is the application of mind?” the bench remarked. The bench asked the State government to supply a copy of the affidavit to the petitioners and posted it for hearing on November 29. Gujarat government on Monday defended before the Supreme Court its decision to grant remission to the 11 convicts in the Bilkis Bano case saying remission was granted as they completed 14 years sentence in prison and their “behaviour was found to be good”. The State government said it has considered the cases of all 11 prisoners as per the policy of 1992 and remission was granted on August 10, 2022, and the Central government also approved the pre-mature release of convicts. It is pertinent to note that the remission was not granted under the circular governing grant of remission to prisoners as part of the celebration of “Azadi Ka Amrit Mahotsav”, it has said.

Non-Gandhi President in Over 24 Years

The results of the Congress’s internal presidential polls are set to be announced today (October 19) with the party set to receive its first non-Gandhi president for the first time in over 24 years. With the counting of votes set to commence from 10 am today, it will be seen which of the two contestants – Shashi Tharoor and Mallikarjun Kharge – will take the reins of the party from interim party chief Sonia Gandhi. Results are expected by evening. Voting took place on Monday, October 17, and saw over 9,500 votes cast out of the total 9,915 Pradesh Congress Committee (PCC) delegates who make up the electoral college for the election of the party president. In the 137-year history of the ‘Grand Old Party’, this will only be the sixth time that the party’s chief is chosen through an election. Kharge has widely been tipped as the favourite to win the post in the run up to the elections, with buzz about him being the Gandhis’ ‘official candidate’, although these allegations have been denied by leaders across party ranks. Tharoor, meanwhile, has been pitching himself as the candidate for change. Tharoor has also alleged the lack of a “level playing field” in the elections, referring to the stark differences in Congress leader turnout during the electoral campaigns of the two contestants. The Wire had earlier reported how only a fraction of delegates of PCCs had turned up to listen to Tharoor’s addresses as compared to Kharge’s in a number of states, including Delhi and Tamil Nadu. “We have seen this at several PCC offices. When Kharge goes, all the senior leaders are present, delegates come in large numbers. Delegates are told by the state leaders to be present. This never happened in my case. This is why I am saying there is no level playing field,” Tharoor alleged after meeting delegates in Delhi, according to The Telegraph. However, he stopped short of assigning blame to any person, attributing it to the fact that the party was holding the elections after such a long time. The winner of the election will replace Sonia Gandhi from the top post, who has been serving as the party’s interim chief since 2019 when Rahul Gandhi stepped down as party president, taking “moral responsibility” for the Congress’s handed defeat in that years Lok Sabha elections. Electors in the Congress presidential polls had been asked to put a tick mark against their candidate in the ballot paper after Tharoor’s team took up with the party’s top poll body the issue of its earlier directive that voters write “1” to reflect their preference. This, the team said, might lead to confusion. The political journeys of the two dramatis personae in the Congress p r e s i d e n t i a l - Kapilkumar M. Hirpara elections have been disparate.

West Bengal Panchayat Elections Likely in March 2023; TMC, BJP Take Poll Position

Agency News : Kolkata The West Bengal Panchayat elections are likely to be held in March 2023, sources told News18, adding that the State Election Commission (SEC) and Panchayat Department are preparing for it. The process of delimitation, reservation and meeting with the district magistrate has been conducted and the SEC will announce the dates after consultation with the state government, said sources. In November, ‘Duare Sarkar’ (Government at Your Doorstep) camps will be held in different areas, to help people avail government schemes in every village and block. The Trinamool Congress (TMC) government has already instructed all senior leaders to start an extensive

district tour. TMC chief and West Bengal CM Mamata Banerjee and general secretary Abhishek Banerjee will go on district tours to review the ground situation, said sources. The Bharatiya Janata Party (BJP) has formed a core committee of 20 members and is having frequent meetings related to the polls. In 2018, the TMC won 38,118 Gram Panchayats, 8,062 Panchayat Samitis and 793 Zilla Parishads. On the other hand, the BJP won 5,779 Gram Panchayats, 769 Panchayat Samitis and 22 Zilla Parishads. The 2018 panchayat polls helped the BJP get 18 seats in the Lok Sabha. For the TMC, it was the other way around. The allegations of large-scale violence in the Panchayat polls cost the party 18 seats. Allegations were more than 34% seats were uncontested and people were intimidated to stay away. The Opposition reached the court and the Supreme Court, too, was “shocked” to see the number of uncontested seats.

Jayalalithaa Death: Panel Blames Sasikala, Advises Probe Against Her, Ex-Health Minister Agency News : New Delhi

Acommission probing circumstances surrounding former Tamil Nadu chief minister J Jayalalithaa’s death in 2016 has indicted her close aide and confidante VK Sasikala. The 608-page report of the Justice A Arumughaswamy Commission of Inquiry, which was tabled by the state government in the legislative assembly on Tuesday, stated that Sasikala and three others “have to be found fault with and investigation is to be ordered”. Besides Sasikala, the report names former health minister C Vijayabaskar, the then health secretary J Radhakrishnan and KS Sivakumar, a medical doctor and relative of Sasikala. It also recommended a probe against the then chief secretary Rama Mohana Rao and others, which includes doctors. Vijayabaskar is an

AIADMK leader and a legislator. The report stated that the former chief minister died on December 5, 2016, at 11.30 pm, as per Apollo Hospital. But, the witness said Jayalalithaa died on December 4, 2016, between 3 pm and 3.50 pm. The announcement was delayed and tactful activities, such as sternotomy and CPR, were used to distort the timing and disclose her death. The report, which went into aspects such as the late CM’s hospitalisation on September 22, 2016, and treatment provided to her, was discussed in detail at the cabinet meeting in August, two days after Justice Arumughaswamy submitted it to CM MK Stalin. Jayalalithaa died on December 5, 2016. The commission, formed by the previous AIADMK government, began its hearing on November 22, 2017. The panel head is a retired judge of the Madras High Court.

Tuesday asked the chief minister to remove Satbir Singh Gosal from the post of vice chancellor of Punjab Agricultural University (PAU) in Ludhiana Agency News : Chandigarh In what has triggered tension between Punjab governor Banwarilal Purohit and the Bhagwant Mann government, the former on Tuesday asked the chief minister to remove Satbir Singh Gosal from the post of vice chancellor of Punjab Agricultural University (PAU) in Ludhiana. Terming Gosal’s appointment as “totally illegal”, the governor, who is also the chancellor of PAU, said Gosal was appointed by the Punjab government “without following UGC norms

and approval of the Chancellor”. The governor has asked the chief minister to immediately remove the VC. The order comes just a week after the governor returned the file pertaining to the appointment of cardiologist Dr Gurpreet Singh Wander as the new vice chancellor of Baba Farid University of Health Sciences (BFUHS), Faridkot, saying “proper procedure has not been followed”. The governor, who is also chancellor of the university, had taken objection to the violation of the laiddown procedure of sending a panel of three names. The CM had announced Dr Wander’s name before clearance from the chancellor’s office. The post has been lying vacant since July after Dr Raj Bahadur resigned citing

“humiliation” by health minister Chetan Singh Jauramajra. “As per the procedure, a scrutiny committee checks the eligibility of the candidates before a searchcum-selection committee, headed by the chief secretary and other experts, shortlists a panel of three candidates for sending it to the governor for clearance,” officials in the governor’s office had said. The recent order has yet again ignited a war of words between the Aam Aadmi Party and the Bharatiya Janata Party. Senior minister in the Mann government Kuldeep Dhaliwal accused the governor of working at the behest of the BJP. “The governor should read the act first. The university doesn’t come under UGC. It is a letter drafted by the BJP and not the governor,” said Dhaliwal.

Holds Protest in Kathua

Agency News : Etawah Shiromani Akali Dal (A) President Simranjit Singh Mann spent the night protesting at Lakhanpur — the gateway to Jammu and Kashmir bordering Punjab — after being denied entry into the Union Territory, officials said. Mann, a Member of Parliament from Sangrur in Punjab, was stopped on the orders of Kathua District Magistrate

Rahul Pandey, leading to protests by the politician and his supporters. Pandey, in his order issued under Section 144 of the Code of Criminal Procedure (CrPC), said it had been brought to his notice by the Senior Superintendent of Police (SSP) that Mann was scheduled to enter Jammu and Kashmir and his visit was likely to cause “disturbance in public tranquility”. “Therefore, I, in exercise of the powers vested in me under Section 144 CrPC do hereby prohibit Mann from entering the jurisdiction of Kathua,” Pandey said in his order. Occasionally I take carrot soup or dry fruits in between.” Earlier in February this year, Union Road Transport and Highways Minister Nitin Gadkari in a public event in Ujjain had said, “I made a condition for allocating funds to Firojiya ji. Once my weight was 135 kg [which was] more than that of Firojiya ji. But now my weight is 93 kg. I showed him my old photograph. It is hard to recognise me in that photo. I will allocate ₹1,000 crore for each kg he loses.”

Agency News : New Delhi BJP leader Kapil Mishra on Tuesday challenged Delhi Deputy Chief Minister Manish Sisodia to appear for a lie detector test over his allegations that the CBI tried to pressure him into quitting the AAP and join the BJP. Mishra, a former minister in the Arvind Kejriwal government, said the

allegations by Sisodia, an accused in the Delhi Excise policy case, should be seen as a “shameless” attempt to “influence” the probe. Sisodia, who was questioned for over nine hours on Monday at the CBI headquarters in connection with the alleged Delhi Excise policy scam, had claimed that he was offered the chief minister’s post if he quit the AAP. “Pressure was put on me to quit AAP. I was offered Delhi CM’s post or face jail term,” Sisodia said. Speaking to reporters, Mishra hit back at the AAP leader and said, “I challenge Sisodia to face a narco or a lie detector test to find out the truth or (he should) take back his statement against the CBI and tender an apology by the evening,” Mishra told.

SPORTS - BUSINESS BCCI AGM approves Women’s IPL, set to be held in 2023

Agency News : New Delhi In a historic decision, the Board of Control for Cricket in India (BCCI) on Tuesday (October 18) gave approval to the Women’s Indian Premier League (IPL). The tournament is all set to be conducted from 2023 after the official green light from the Indian cricket board. The tournament which has been under consideration for a long time now is all set to shape up next year. BCCI held its 91st Annual General Meeting (AGM) in Mumbai where former India all-rounder Roger Binny officially replaced Sourav Ganguly as the new president of the board. The new team of BCCI office-bearers also formally took charge in the meeting where several key decisions were made. “The General Body approved

to conduct the Women’s Indian Premier League,” BCCI said in a release after the AGM. Five teams will be part of the competition to start with and a decision on how the teams will be sold has not been made yet. The five teams can be picked zone-wise or on the basis of individual cities like in the men’s IPL. The tournament is likely to be held in March next year after the Women’s T20 World Cup. As per a report in ESPNCricinfo, each team will have a roster of 18 players and will be allowed to pick a maximum of only six overseas players in their squad. However, unlike the men’s IP where not more than four foreigners are allowed in the playing XI, five overseas players can be part of the playing XI in the Women’s IPL. The BCCI has reportedly also made it mandatory for each team in the Women’s IPL to have at least one overseas player from an associate nation. The tournament is likely to have a total of 22 matches and the final call on the schedule and venue will be taken later.

Roger Binny Elected RBI Article: Fight against inflation will be 36th BCCI President

Agency News : New Delhi BCCI presidency changed hands as Sourav Ganguly handed the baton to Roger Binny at the BCCI AGM meeting in Mumbai. As reported, the 1983 World Cup winner got the top post unopposed while Jay Shah continue to be the Secretary. The other BCCI office bearers, who are elected unanimously include secretary Jay Shah, Ashish Shelar (treasurer), Rajeev Shukla (vicepresident) and Devajit Saikia (join secretary). Outgoing treasurer Arun Dhumal will be the new IPL chairman. However, there was no discussion on the chairmanship of International Cricket Council (ICC). The next ICC chairman will be elected during the board meeting in Melbourne next month. “As far as India’s representative

to the ICC is concerned, it will be decided by the office-bearers. There was no discussion on the ICC chairmanship. Only matters on the agenda were discussed,” a state unit official who attended the AGM told. It is unlikely that the BCCI will nominate its own candidate for the ICC chairman’s position, with the October 20 nomination deadline approaching. The election of the next set of office-bearers was a mere formality as all were set to be elected unopposed. However, the member will deliberate if BCCI should field a candidate for the ICC chair or support incumbent Greg Barclay for a second term. It has been learnt that there was no discussion on who will be nominated for the post of ICC chairman. The last date for filing the nominations for the ICC top job is October 20. The ICC Board will meet from November 11-13 in Melbourne. The much-debated exit of Ganguly from the BCCI has already garnered attention not just in sporting but in political arena too and it will be interesting to see if the former skipper is considered for the top job.

dogged and prolonged Agency News : New Delhi

The Reserve bank of India on 17 October in a 280 page report said that the fight against inflation will be dogged and prolonged as the monetary policy operates with long and variable lags. This was after the country’s inflation fell to an 18-month low to 10.7 per cent in September and it released minutes of the monetary policy committee meeting held last month. The minutes showed that the committee members were divided on what actions need to be taken in the future to deal with the Inflation. The central banking regulator report authored by 28 RBI staff including deputy governor Michael Patra said, “The fight against inflation will be dogged and prolonged, given the long and variable lags with which monetary policy operates,

and fraught with uncertainties.” The report said that the headline inflation is set to ease from its last month’s high and the easing of inflation is likely to be driven by food and beverages. Food and beverages have undergone multiple shocks in the first half of this year. The global slowdown was triggered by aggressive and synchronised monetary tightening that has weakened global economic prospects as investors took fright and took risky assets. The report also said that if the RBI moves succeed then it will increase India’s prospects as one of the fastest-growing economies in the World. The report also quoted International Monetary Fund’s (IMF) MD, Kristalina Georgieva saying, “India deserves to be called a bright spot on this otherwise dark horizon.”

She was nabbed by the NCB after his alleged suicide and spent 28 days at the Byculla jail in 2020 on drugs-related charges pertaining to the case. Now, human rights lawyer Sudha Bharadwaj opened up about Rhea in an interview, who she had met in jail back in 2020. Sudha, too, spent three years in prison and was released last December. She revealed that Rhea was kept in a special cell so that she did not see the TV as there was a lot going on in the media about the case and her.

“The Sushant Singh Rajput thing had been going on and on and on in the media, like it was crazy. At that time, we used to say that Rhea is being made a scapegoat. We were very unhappy with it. So, I was very glad that she was not brought into the main barrack; she was kept in the special cell. I think she was kept there so that she did not see the TV

because people would keep that TV on. All the time hearing about your case would have been too upsetting for her,” Sudha shared that Rhea took it very sportingly and was friendly with people and with the children. Recalling the first day she met her, Sudha continued, “The first day (they met her), everybody was going ‘Rhea kahan hai (where is Rhea)?’ You know, how people are. But she would never make a thing of it. And when she left, she had some money remaining in her account, so for all the barracks she asked for sweets to be given, and everybody came down to wish her goodbye. Then, everybody said, ‘Rhea, one dance, one dance’.
