Food samples fail AMC test The health department of the Ahmedabad Municipal Corporation (AMC) on Tuesday declared that food samples collected from eight commercial stablishments were unsafe for consumption. These include samples of groundnut oil, red chilli powder, gulkand, and popped rice. The samples were collected from establishments in Paldi, Madhupura,Chandekheda, Ranip, Chandlodia and Kubernagar.

Parul rape case, Jayesh Patel’s bail plea rejected Vadodara : Jayesh Patel, founder and former president of Waghodiyabased Parul University, who is in jail for allegedly raping nursing student of the university, was denied bail by a sessions court here recently. Govt cuts excise duty on petrol, diesel but introduces road cess of Rs 8

In a rejig of excise duty on petroleum products, the union government on the Budget Day cut basic excise duty on petrol and diesel by Rs 2. The Modi government also abolished additional excise duty on fuel by Rs 6. While the government has cut excise duty, petrol prices are likely to remain the same as a new road cess of Rs 8 per litre has been introduced. This come at a time when the petrol price has crossed Rs 80 per litre in Mumbai. Petroleum Ministry had earlier moved a proposal to reduce excise duty on the two fuels as part of the pre-Budget memorandum submitted to the Finance Ministry. With crude oil price inching towards $70 a barrel, Oil Ministry had earlier Union Budget. The finance minister announced that the government will launch ‘Revitalising Infrastructure and Systems in Education’ by 2022. “By 2022, every block with more than 50% ST population and at least 20,000 tribal people will have ‘Ekalavya’ school at par with Navodaya Vidayalas,” Jaitley said. Jaitley proposed setting up of two new full-fledged schools of planning and architecture and also 18 schools of planning and architecture to be set up under the Indian Institutes of Technology (IITs) and National Institutes of Technology (NITs) as autonomous schools. Drinking in public places to become punishable offence in Goa: Parrikar Goa: Drinking in public places would soon become a punishable offence in Goa with a fine up to Rs. 5000, Chief Minister Manohar Parrikar said while warning people against such indulgence. “Soon, drinking in public places would be a punishable offence. We will impose a fine up to Rs. 5,000 on the violators. The state government will issue a necessary order in this regard after the budget session of the assembly,” Parrikar said while addressing a “Swachh Bharat Mission” programme organised by state panchayat department. The budget session is slated to begin later this month. Parrikar said a punitive measure was needed in view of the littering caused at public places in the form of empty liquor bottles that lie strewn on roads. “The state government would amend the Garbage Management Act which will prescribe fines for similar

offences, thus curtailing them to a large extent,” the chief minister said. The proposed amendment would prescribe stringent action against those who dump garbage along roads instead of disposing it off at the designated places. “With these two measures, almost 90 per cent of the issues related to garbage and the nuisance (caused by drunk people) will be resolved,” he said. Parrikar also said that his government would procure buses that run on biofuel generated from the state-run solid waste management plant. “Goa will become the first state in the country to run buses on biogas generated from the waste treated at its own solid waste treatment plant. The government will introduce 40-50 such biofuel buses in the next six months,” he said, adding that the first bus is expected to be launched somewhere by the next week.

One-nation-one-poll flattens political diversities in a federal democracy, undermines accountability. Bad ideas seldom wither away — they can resurface and return to haunt in the President’s address to the joint sitting of the two Houses of Parliament, or in the Prime Minister’s meeting with allies. The notion of simultaneous elections to the Lok Sabha and state legislative assemblies, in the public domain for long, has in the past been advocated by the Election Commission, examined by the parliamentary standing committee and the Niti Aayog, and promoted by senior politicians. Now, it seems to be acquiring a troubling new momentum. Frequent elections “adversely impact the economy and development” said President Ram Nath Kovind to Parliament this week, as he called for a “sustained debate” and “a consensus” on simultaneous polls. And PM Narendra Modi reportedly urged the BJP’s allies to create an atmosphere in its favour. Simultaneous polls is a bad idea not just because it is impractical and unworkable in the current constitutional framework, but more because it is anti-democratic and disrespectful of the spirit of federalism at its core. Elections were simultaneously held to the Lok Sabha and to state assemblies when independent India first began holding them, but the cycles diverged after 1967 due to premature dissolution of some assemblies and because general elections were called early in 1970. Ever since, and especially after the splintering of the Congress system, the rise of regional parties, the intensification of multi-party competition and onset of coalition politics, different states have evolved their own formats and electoral cycles that may or may not coincide with each other or with the Centre. Imposing an artificial uniformity and fixity on the several election calendars in the name of reducing expenses, or greater convenience or better governance — arguments for which no persuasive case has been made yet — will have costs that must be seen to be fundamental and intolerable in a diverse, federal democracy. Amendments will be required to the Constitution and to laws like the Representation of the People Act to fix the terms of legislatures and to ensure that a no-confidence motion should also propose an alternative governing arrangement. In effect, that will mean a dilution of the representativeness and accountability of governments. It will also potentially flatten out political diversities and smooth the way for a more presidential, more unitary system that would ill fit a country as plural as India. That different sets of issues and players are salient at different levels of a federal polity should be seen as a sign of the deepening of democracy. “One nation, one poll” may sound like a promise of more neatness and order, but its underlying threat of forcible homogenisation must be recognised and resisted. And then, in a country where accountability structures are still only weakly institutionalised, elections offer vital opportunities for the people to confront their elected representatives, demand answers from them and a hearing.

In Sanand, A Water Divide: Farmers Wait For Canal To Fill, Industries Have Brimming Tanks The highway, which cuts across Sanand, not only divides farmlands from the industrial clusters on its two sides but also the haves and have-nots of Narmada water. Following the Gujarat government’s decision to ration water from Narmada, farmers are getting water to irrigate their Rabi crops only once every four days. In sharp contrast, over 160 large and small manufacturing units, lying on the other side of the highway that links Viramgam and Ahmedabad, get round-the-clock supply of 8.3 million litres per day (MLD) of Narmada water.Struggling to irrigate his wheat crop, 56-year-old Hariji Thakor scales down to the base of an almost empty canal, which supplies water from the Narmada Main Canal to Sanand — located about 40 km from Ahmedabad city — and its surrounding areas. “We have not received a single drop of water for the last three days. I have to irrigate two bighas of wheat and I am trying to position my diesel pump in such a way that I can draw out whatever little water is left in the canal,” says Hariji, a resident of Sakalpura village who stands in ankle deep stagnant water, part of which is covered in muddy sludge. “I will be able to run this pump, only for a few minutes. But it will help moisten the soil till the water comes in a day or two,” he says. The desperation in his voice is palpable while he connects the pump to rubber pipes to channelise water, whatever is left, to his farmland located just few metres away from the canal. In its January 12 notification, the state-run Sardar Sarovar Narmada Nigam Limited (SSNNL) had asked farmers in Gujarat to not sow summer crop as it was not in a position to supply Narmada water beyond March 15. And it’s only last week of January and water have almost disappeared from canals. The diesel pumps installed on top of these canals lie idle.

Jaitpur : Three men, including an Uber driver, have been arrested for allegedly abducting and robbing a passenger, police said today. “Rehan Khan (23) is an Uber driver. The two other accused, Ranjan Singh (21) and Ravi Shankar Sharma (18), work at an apparel firm in Noida,” said Chinmoy Biswal, Deputy Commissioner of Police (Southeast). The incident occurred on January 19. Kaushal Kumar Sharma, an accountant at an event production company in Jonapur, told police the three men offered him a ride in their car and later robbed him at knifepoint. He said he was waiting for an auto-rickshaw at Okhla

The Department of Science and Technology and Renewable Energy, Chandigarh Administration, in association with the Society for Promotion of Science and Technology in India (SPSTI), has made arrangements for the general public to observe the unique astronomical phenomenon of the rare lunar eclipse. The phenomenon, described as a three-in-one lunar eclipse with the super, blood and blue moon occurring at the same time, has not been observed in 150 years. The event was supervised by Professor Keya Dharamvir, a former professor of physics at Panjab University and the general secretary of SPSTI.

Maharashtra govt approves new wildlife sanctuary at Ghodazari The Maharashtra government has approved Ghodazari in Chandrapur district as a new wildlife sanctuary in the state. The decision was taken at the 13th meeting of the Maharashtra State Board for Wildlife, chaired by Chief Minister Devendra Fadnavis Wednesday. The sanctuary, in the North East of Tadoba, will include 159 sq km of Brahmapuri forest. “This will not only save the forest, but will also improve tourism in nearly 40 villages in the area,” said Dr Anish Andheria, president of the Wildlife Conservation Trust (WCT) and member of the board. The board also discussed various proposals for development work within the Sanjay Gandhi National Park (SGNP) and wildlife sanctuaries in the state. The proposal for road widening and strengthening of National Highway 8 outside SGNP was also approved at the meeting. “We approved the widening project as it is not getting into the park and we asked them to do the widening on the seaward side,” added Andheria. The board also approved the drilling of nine boreholes by the Maharashtra State Road Development Corporation (MSRDC) in SGNP for Geotechnical Investigation for proposed highway tunnel between Thane and Borivali.

Government has presented an election budget, says Shiv Sena Gujarat :Keeping in mind the Lok Sabha polls due next year, the Centre has presented an “election budget” and it had to take “desperate measures” following criticism over the GST, note ban and the Gujarat polls results, Shiv Sena leaders said on Thursday. “This is a budget for the election. Hence, the focus has been shifted from industries to farmers, healthcare and education,” Sena MP Arvind Sawant told PTI. He added that the Sena had aggressively been demanding that farmers, who had lost their produce due to climate change, be compensated and their loans waived. “I have personally been pursuing the cause of quality education and healthcare for the masses, which the government has realised only now,” Sawant said. Mumbai : Prosecution witness number 41 in the Sohrabuddin Sheikh alleged fake encounter case was declared ‘hostile’ by the special CBI court Wednesday after he did not support the prosecution’s case. The witness, who owns a dhaba in Sahajpur area of Pune district, had earlier told the CBI that Gujarat policemen had brought a man to his dhaba, later identified as Tulsiram Prajapati, an associate of Sohrabuddin, who was also killed in an alleged fake encounter case.The dhaba owner is the 28th witness in the case to turn hostile. On Wednesday, within 20 minutes of being examined by the prosecution, special public prosecutor B P Raju declared him hostile after he denied the incident the CBI says he had spoken about in his statement recorded in November 2011. According to the CBI, the witness had said in his statement that Gujarat police personnel

had come to his dhaba in two Tata Sumo vehicles “five or six years” ago. He had said that the policemen told him that they have picked up a criminal from Hyderabad and were going to Gujarat. The witness had also given a description of the man and identified a photograph — that of Prajapati. On Wednesday, the witness denied all this. He told the court that since his dhaba was on a highway, policemen from Maharashtra, Gujarat, Karnataka, Andhra Pradesh, Haryana and Punjab also came there regularly – to eat as well as to freshen up. Asked by the prosecutor whether he remembers that a team of Gujarat police had gone there in 2005, the witness said that it was true that a team had come. He denied knowledge of the year this had happened. The witness also said that he could not say on how many occasions police personnel from Gujarat had come to his dhaba since policemen came there often. After declaring him hostile, Raju questioned the witness on his previous statement. Denying his earlier statement to the CBI, the witness told the court.

On December 26, Umesh was arrested for submitting a fake licence. An FIR against Umesh had been registered at the Industrial Area police station a day earlier. Umesh was one of the seven people whose driving licences turned out to be fake of the hundreds challaned since last February for traffic offences such as speeding or drunk driving.“Seven cases were reported by the licensing authorities concerned about the fake licences. We had approached these authorities to recommend the cancellation of driving licences,” said a senior traffic police officer. From February 2017, UT Traffic Police have been recommending cancellation

of licence for six offences, including speeding, drunk driving, overloading, using mobile phones, jumping signals, ferrying persons in goods and carriage vehicles. Umesh claimed in his interrogation that even he was not aware that his licence was fake. In yet another case, the driving licence of a Kanpur resident, Ranjeev Yadav, challaned for drunk driving, was found to be fake when RLA, Kanpur, submitted a report in the court of Chief Judicial Magistrate (CJM), Akash Deep Mahajan, that the licence was not issued by the authorities. An FIR against Yadav was lodged at PS 36 on January 29 and efforts were on to nab him. Police sources said findings of four fake driving licences out of seven were submitted by RLA, Chandigarh, one by RLA, Sonepat, in Haryana, and finding of two other licenses were submitted by RLA, Kanpur and Bulandshahr.

Gujarat : Days after the Sardar Sarovar Narmada Nigam Limited (SSNNL) forewarned the farmers in Saurashtra and north Gujarat regions that they would not be supplied water from Narmada for irrigation of rabi crops due to the unavailability of water in the Sardar Sarovar dam, tribal leaders in Vadodara and Chhota Udepur districts have demanded supply of irrigation water to the tribal pockets through which the Narmada Main Canal passes.Speaking to The Indian Express, Congress MLAs Mohansinh Rathwa (from Chhota Udepur), who is also former Leader of Opposition, and Sukhram Rathwa (from Pavi Jetpur), former Lok Sabha MP Naran Rathwa and former Congress MLA from Nasvadi Dhirubhai Bhil said the state government had been doing “great injustice to the tribal population by denying Narmada water for irrigation in tribal areas”. Former leader of Opposition Mohansinh Rathwa, 74, who won the Assembly elections for the 10th term in December 2017 and is the longest-serving MLA

in the state, said, “There is unrest among the tribal youths of Garudeshwar, Nasvadi, Chhota Udepur, Kwant, Bodelli and Pavi Jetpur talukas because the villages of these talukas are not getting Narmada water though the Narmada main canal either passes through some of these talukas or is located very close to these talukas.” “I took up the matter with the state government several times but the fact is that no one listens to tribals,” the veteran tribal politician said. He said, “It is strange that the farmers of Saurashtra, Kutch and other regions are benefiting from Narmada water but the tribal farmers close to the Narmada dam have been deprived of the benefits of its water. There

does not seem to be a political will on the part of the state government to give Narmada water to tribals.” He added, “The time is not far off when the tribal youths may come out and forcibly stop the supply of Narmada water to other areas. The government must understand it.” His party colleague and MLA Sukhram Rathwa said, “We are not against Kutch and Saurashtra farmers being given Narmada water. Our contention is that tribals are also citizens of India. Tribal farmers are like any other farmer in Gujarat. The tribal farmers deserve the same facilities that are being extended to other farmers. Our demands is that tribal farmers also be given Narmada water for irrigating their fields.”

Dilhi : As the Union government came out with its budget proposals today, the Delhi High Court remarked that investment on health care by the Centre was “minimal” leading to “overworked” and fewer doctors in staterun facilities. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar made the observations while hearing PILs on the issue of rise in violent attacks on doctors in government hospitals here. The court observed that due to their insufficient numbers, the doctors were “overworked”, as a result of which they were not able to provide equal attention to all their patients. “Only 0.3 per cent of the GDP (gross domestic product) was spent on health care. Government

investment on health and education is minimal,” the bench said and added that this is one of the reasons behind many doctors going abroad to practice. The court said it wants to assist the system “which is resisting” as the Centre has said that everything is fine and more doctors are not required. The bench said that if more doctors were recruited, then OPDs can be run 24 hours in shifts and the doctors will have more energy and time to deal with patients individually. “However, experience shows that doctors are being overworked without any increase in their capacity or numbers,” the court said. The bench asked the medical superintendent (MS) of Safdarjung Hospital, who was present in the court.
