94 security personnel promoted Jammu, Feb 19 The Directorate of Home Guards, Civil Defence and SDRF today ordered promotion of 94 officials of different categories with immediate effect, an official spokesman said. He said the officials promoted include three assistant sub inspectors, three head constables, 53 selection grade constables and 35 constables who have been elevated to the next respective ranks. The promotions were made on recommendations of departmental promotion committee (DPC) headed by IGP, Home Guards, Civil Defence and SDRF, J P Singh.

Kailash Mansarovar yatra through new route to begin June 8 New Delhi, The Kailash Mansarovar pilgrimage will commence June 8, External Affairs Minister Sushma Swaraj said on Thursday while announcing that elderly pilgrims and those with mobility issues will now be able to visit Mount Kailash for the first time via a motorable route passing through China. Sushma Swaraj also unveiled a website that has detailed information about the yatra. "The yatra (pilgrimage) until 2014 was through only one way via the Lipulekh pass (in Uttarakhand), which

was very difficult and only the youth or a very fit person could go on that route. "There is now the Nathu-La pass, a motorable route and comfortable to use. The old and people with mobility issues can also go this time by car till Mount Mansarovar," Sushma Swaraj told the media here. peon of the Petroleum Ministry were apprehended by the police who said provisions of Official Secrets Act may be slapped on them. "In the past, the documents used to be freely transferred out... The new government is very conscious on the leakages

and agencies have been put on surveillance. Something has come out, let's wait for the probe," Petroleum Minister Dharmendra Pradhan said. The documents of the ministry were allegedly leaked to business houses to influence the government's policy matters ahead of the annual Budget scheduled to be presented in Parliament later this month. The sources said the two Petroleum Ministry employees used to provide confidential information to private companies for money.

Centre tells States to operate 24x7 swine flu helplines

New Delhi Cabinet Secretary Ajit Seth on urged State governments to ensure round-the-clock functioning of outbreak monitoring cells and necessary helplines as the number of people affected by swine flu in the country crossed the 10,000 mark. Mr. Seth, while chairing a meeting of the National Crisis Management Committee to review the swine flu outbreak in the country, also directed drug controllers of States to ensure availability of necessary vaccines, along with guidelines for vaccination and treatment protocol. “The Cabinet Secretary stressed that the States should ensure that the outbreak monitoring cells and necessary helplines

These are being supplied to them by the Health Ministry,” the statement said. Meanwhile, one more person died of the disease in Haryana on Thursday taking the toll to 18 in the State, while 11 new patients were tested positive for the H1N1 virus in Punjab. Swine flu had also claimed eight more lives in Rajasthan since Wednesday, raising the State’s toll to 191 this year. The central government figures till Wednesday showed that 10,025 people have been infected with the H1N1 virus so far this year, a new high in recent years.

Weakening the JD (U) in Bihar Whether or not Bihar Chief Minister Jitan Ram Manjhi wins the battle against former mentor Nitish Kumar, he is ensuring his opponents will have a political cost to bear for seeking to unseat him. Mr. Manjhi, who was chosen to succeed Mr. Kumar after their party, the Janata Dal (United), suffered a humiliating defeat at the hands of the Bharatiya Janata Party in the Lok Sabha election last year, is now wooing both JD (U) members of the Assembly and the BJP leadership in an attempt to stay on in power. In order to win over some of the MLAs, the Chief Minister is keen on a Cabinet expansion before the trust vote. But given that the vote is only a few days away, and the majority of Mr. Manjhi is in serious question, Governor Keshari Nath Tripathi would be well-advised not to accede to Mr. Manjhi’s request. Neither the demands of governance nor political propriety require a Cabinet expansion at this stage. Whatever Mr. Manjhi’s explanations, ministerial berths cannot be blatantly on offer in exchange for political support. Indeed, allowing a Cabinet expansion at this stage will put a question mark on the propriety of the Governor’s decision to give Mr. Manjhi time till February 20 to prove his majority. For the BJP, the only incentive for supporting Mr. Manjhi is the prospect of an early election. The incumbent Chief Minister, who has been busy trying to carve out his own political constituency among Dalits and the poorer and weaker sections of Bihar, is also working on longer-term plans. After offering free power to farmers with agricultural land up to five acres, he held out the promise of extending it to farmers who own up to ten acres if he got another chance at power. By refusing to resign at the prodding of his party leadership, and offering sops to farmers and teachers, Mr. Manjhi is eyeing Mr. Kumar’s support base. Already Mr. Kumar has been deliberately cast in a bad light by his successor, with hints that the JD (U) leader is restless and unwilling to wait till the next election to return to the chief ministerial helm. Mr. Kumar’s plan to resign as Chief Minister to own responsibility for the party’s electoral defeat appears to have done him more harm than good. In the popular perception the resignation might have a taint of insincerity, however unintended in the initial gesture. Instead of edging out the BJP in the manner of Odisha Chief Minister and Biju Janata Dal leader Naveen Patnaik, Mr. Kumar appears to have left the field wide open to the BJP to gain dominance even as other formations could take the JD (U)’s place in political contestation.

Jewellery stocks shine after RBI lifts ban on gold coin import Jewellery stocks today ended with good gains after the RBI lifted the ban on imports of gold coins and medallions by banks and trading houses. Shares of Renaissance Jewellery went up by 3.15 per cent, Gitanjali Gems by 3.14 per cent, Shree Ganesh Jewellery House by 2.92 per cent and PC Jeweller by 2.67 per cent on the BSE. Titan Company counter inched up by 0.56 per cent and the Tribhovandas Bhimji scrip Zaveri edged 0.26 per cent higher. These stocks had gained up to 6 per cent in early trade but later gave most of the gains on profit-booking. The RBI

had in a notification yesterday said banks are permitted to import gold on consignment basis. Domestic sales will be, however, permitted against upfront payment only. "While the import of gold coins and medallions will no longer be prohibited, pending further review, the restrictions on banks in selling gold coins and medallions are not being removed," it had said. "Banks are free to grant gold metal loans," it had said, adding that Star and Premier Trading Houses (STH/ PTH) can import the metal as per entitlement without any end use restrictions.

AHMEDABAD The Regional Passport Office (RPO) on Wednesday helped resident of Pij village near Nadiad, Shakuntalaben Patel, in expediting her visa process so that she could go to her husband Sureshbhai, who was left partially paralyzed after a police officer assaulted him in the USA. According to the Regional Passport Officer Z A Khan, Shakuntalaben was having some trouble in obtaining visa to go to the USA and to meet her husband. "The office facilitatedherinfillinguponline form and a police clearance certificate was also issued to her. The entire process was over within an hour," Khan said. Shakuntalaben intended

to go to the USA with her husband. But following technical reasons, she was denied visa. Now the authorities are helping her to get the clearance so that she could go to her ailing husband. Shakuntalaben's husband landed in the US on January 30 to stay with his son in the suburb of Huntsville, Alabama. Last week, while walking down a sidewalk in the neighbourhood, Sureshbhai was stopped by the police. Since he did not know English, he was unable to respond to the questions asked by the police except for saying "no English". AHMEDABAD Very soon water sports enthusiasts will have a chance to zip along the Sabarmati River. The Ahmedabad Municipal Corporation (AMC) is soon to have a zip line facility and an amusement park which will be set up along the Sabarmati Riverfront. The AMC authorities are planning to develop water-based recreation activities at the riverfront. The officials said that they have started a move to have a zip line activity across the river between Ellisbridge and

Sardar Bridge and an amusement park in the area. Also the AMC plans to have an amphibian bus. In the past also they had issued work order for such a bus. It was even imported from China but before it could be taken up, there was a technical snag and the task could not take up. The AMC has made it clear that those who set up the amusement activity will not be permitted to start the boat facility as these activities have already started at the Vallabh Sadan, Sardar Bridge and Dadhichi Bridge. The officials said that the AMC is planning to have water for eight to ten months only. 8-year-old raped in Ghatlodia, one arrested AHMEDABAD Ghatlodia police arrested Ashok Sharma, 41, a resident of Ghatlodia, for allegedly raping an 8-yearold girl. Police said Sharma took his neighbour's daughter to the terrace of the apartment where he and the survivor live and assaulted her. "He first molested the girl and then raped her. Sharma threatened the girl of dire consequences if she

opened her mouth," said a police official. Later in the evening, when the girl's father returned home after his duty, the girl told him that there is acute pain in her private part.
