Swachh Bharat mission needs a people’s push There are 2.5 billion people in the world who still defecate in the open, of which Indians comprise 630 million. The recent findings of the National Family Health Survey for 2015-16 show that there is a discrepancy: Only a quarter of households in Bihar use a toilet while 78% do so in Goa. At a South Asian sanitation conference in Dhaka recently, the Bangladesh government announced that it has eradicated open defecation. This places a big question mark on how a country, which is otherwise seen as “backward”, has stolen a march over its South Asian neighbours, including India. This, all the more so when India fares better than Bangladesh in many other human development indices. In the 2015 Human Development Report, India at 130 is higher up the ladder in its indices than Bangladesh, at 142. If educational standards are looked at, India also does better with 63% of adults being able to read and write, as opposed to 59% in its neighbour. However, when it comes to infant and under-five mortality rates and child malnutrition, which leads to stunting, Bangladesh fares better. There is an umbilical link between better sanitation and nutrition, since a child who is suffering from chronic diarrhoea is unable to retain food and this also has a bearing on her physical development. However, the connection between the two is seldom realised. When a community defecates close to its habitation it is, to put it bluntly, eating its own waste. The question that also needs to be asked is how the neighbouring state of West Bengal doesn’t display the same sanitation indices. According to the National Family Health Survey, only half the households in the state have toilets. Some of these may have fallen into disuse, are not used or put to other purposes like storing goods. The problem is that for too many decades, and even in the ongoing Swachh Bharat Abhiyan, the emphasis is only on building toilets. Under the programme, India needs to build 12 lakh toilets by 2019, but has so far only constructed a tenth of this number. In recent years, it has become evident that even rural families which can afford the cost of a modest toilet do not see the need for one because they consider defecating in the fields more hygienic and a traditional practice. They do not understand that by doing so, they are polluting overground and underground water bodies and exposing themselves and their children to debilitating diseases. The Water and Sanitation Programme of the World Bank often cites the case of a farmer in Haryana who proudly reports how he packs his family into his Maruti every morning in order to perform their ablutions in the nearest available fields. Obviously, cost isn’t a factor for such families, but they simply don’t perceive the need for a toilet.

Google has rolled out its update of Android N preview to developers with a peculiar feature that is very reminiscent of Apple’s 3D-touch. Google has also confirmed that the new OS will support pressure-sensitive screens. The new feature reportedly called ‘Launcher Shortcuts’, will allow users to hard-press an App to bring out a drop down menu and then add custom shortcuts so that users don’t need to boot an app every time they want to use a specific function. Nestle India was not able to sell Maggi noodles for six months in 2015 after the Food Safety and Standards Authority of India on 5 June imposed a ban after some samples of the snack were allegedly found to contain excess lead and monosodium glutamate. “Over the past 33 years, Maggi has become the most trusted and valuable food brand in India. I am also happy that we have gained month on month and we continue to lead the noodles category with over 50% market share,” Suresh Narayanan, chairman and managing director, Nestle India, said in a statement. Maggi masala noodles were relaunched in November 2015 and the chicken variant in February. Nestle India is now bringing back the popular variants—Maggi vegetable atta and Maggi oats noodles.

Most of the colleges and university faculties in Gujarat are outsourcing invigilators for examination duty. One of the main reasons for outsourcing is the shortage of enough staff available to these institutions. Another reason is that many teachers refuse to do invigilation duty saying that it is not a part of their job. Officials in the examination department of the Gujarat Universty (GU) said that 80 per cent of invigilators on duty during the ongoing examinations for semester VI in BA, B.Com and B.Sc and semester IV for post-graduate examinations were from outside. The principal of H K Commerce College in Ahmedabad Gopal Pathak, when questioned, said: “We need a large number of invigilators as we do not have adequate staff in our col-

Bhikhabhai Chaudhary, principal of the Navjivan Arts and Commerce College in Dahod, said, “We have 70 examination halls and there are only 22 teachers. With this strength, it is not possible to conduct examinations without hiring staff from outside”, said Chaudhary, adding: “We have hired 45 invigilators from outside and also put some of the clerical staff on invigilation duty”. But MG Science College in Ahmedabad is having a different reason for outsourcing

invigilators. Its principal, B K Jain, said: “Many of the teachers in my college refuse to do examination duty on the ground that it is not a part of their duty”. “These teachers sit idle during examinations but also draw their salaries for this period without any work”, remarked Jain. This is despite the fact that the state higher education department in March 2008 had issued a circular that it was compulsory for teachers to do examination duties if allotted by the university and colleges “But some of the teachers are defying it using their own arguments”, said Jain.

The Gujarat High Court on Monday refused to stay the conviction of BJP MP from Amreli Naran Kachhadiya, who is facing disqualification after he was sentenced to three years imprisonment last week for assaulting a Dalit doctor at a government hospital. Kachhadiya had approached the High Court through advocate Devang Vyas, who is also assistant solicitor general in the Gujarat High Court, seeking stay

on the conviction till the disposal of his appeal, and also suspension of his sentence. The High Court allowed his suspension of sentence, granting him to remain on bail, but refused to stay the conviction. The BJP MP is facing disqualification from holding the membership of Lok Sabha. As per a Supreme Court ruling, convicted members of Parliament should be disqualified immediately. However, senior counsel Nirupam Nanvati who argued for Kachhadiya

said: “Though the MP is facing disqualification, it can be intervened by the Supreme Court if he approaches there.” A special court in Amreli had found Kachhadiya guilty of assaulting Dr Dhanji Dabhi at Civil Hospital in the district on January 1, 2013. The court also held Kachhadiya’s driver Ramesh and three others — Kirit Vamja, Madhuben Joshi and her son Ravi Joshi — guilty of illegal assembly and sentenced them to six months of imprisonment.
