Sixteen years ago, in the aftermath of the attack on the Parliament in 2001, the Delhi Police, in one of the biggest crackdowns against the unauthorised use of red beacons, prosecuted 205 vehicle owners and drivers between 200102 (up to April 15, 2002). The terrorists gained access to the Parliament complex by driving a vehicle fitted with a red beacon. Letter heads of the Union Home Minister were stolen and the signature of his Assistant Private Secretary was forged to illegally authorize the use of red beacon on top of the vehicle. The five terrorists leapt from the car and fired indiscriminately at the security guards. As many as six Delhi Police personnel and two parliamentary security service personnel were killed in the attack. All the five gunmen were neutralised in the attack. In accordance to the Delhi Motor Vehicle Rules, those found using an unauthorised coloured light on top of their vehicles can be penalised Rs 100 if it was their first offence. Under the DMVR 97(2)/177 MV Act, a subsequent fine of Rs 300 can be levied if the same offence was committed again. Figures available with the Delhi Traffic Police between 2011-15 show that no offences were registered in the first three years (2011-13). However, 2014 saw ten offenders being brought to the book; the same year saw a change in the government at the Centre after the Lok Sabha election results. In the following year, the number fell to just 7. Addressing a press conference on Wednesday, Union Minister Arun Jaitley said that emergency services such as ambulance, fire brigade, police patrol vehicles will be allowed

to use blue beacons. Previously, as per rule 97(2) of Delhi Motor Vehicles Rule, 1993, coloured lights were permitted for use only on the following vehicles: “(a) Revolving-cum-flasher red light will be used only by motor vehicles on emergency duties such as ambulances, fire brigade, vehicles of Delhi Police Control Room, and such light shall be on top at the middle of the roof. (b) Police Patrol Vehicles, Pilot Vehicles, Transport Department Vehicles can use for distinction a blue revolving cum-flasher light placed in front and on the top of the wind screen position. (c) Amber revolving-or-flashing light can be used on vehicles plying at National or International Airports in the NCT of Delhi.” Also as per the notification – dated 28-07-2005 – issued by the Ministry of Road Transport & Highways, only the following dignitaries were permitted to use red light with a flasher: President, Vice President, Prime Minister, Former President, Deputy Prime Minister, Chief Justice of India, Speaker of the Lok Sabha, Cabinet Ministers of the

Union, Deputy Chairman Planning Commission, Former Prime Ministers, Leaders of Oppositions in the Rajya Sabha & Lok Sabha, Judges of the Supreme Court. A theatre of the absurd has been underway since singer Sonu Nigam tweeted up a storm Monday morning by protesting against the use of loudspeakers for the call to Azaan, referring to the practice as “gundagardi”. For this, he was criticised, praised and trolled all day, which led him to attempt a clarification stating that his opposition was solely anti-loudspeaker. That however only stoked the non-event further, earning a smattering of jibes from within the Bollywood fraternity too. As if that wasn’t enough, a Kolkata-based cleric jumped right in on Tuesday with an award of Rs 10 lakh for shaving Nigam’s head. Syed Sha Atef Ali Al Quaderi, vice president of the West Bengal Minority United Council, stated:

“If anyone can shave his [Nigam’s] hair, put a garland of old torn shoes around his neck and tour him around the country, I personally announce an award of Rs 10 lakh for that person.” Quaderi claimed that he would have done the same if “one had talked ill about the sound of bells coming from a temple as well … People like Nigam should be driven out of the country.” A happily provoked, unfazed Nigam tweet-announced on Wednesday, February 19, “Today at 2pm Aalim will come to my place, and shave my

head. Keep your 10 lakhs ready Maulavi” and recently followed through on that, putting the Quaderi and his brazenly comic fatwa in a rather absurd position. Nigam is now steadfastly claiming his earned reward. It is certainly worth wondering whether this whole ensemble isn’t a bit too much drama, especially in the way a slumbering celebrity went about making it a personal issue out of the blue. It thus understandably comes off as a publicity stunt, complete with a bustling press conference this afternoon.

This will stop,” Trump was quoted as saying after he signed the executive order. “Right now,

H-1B visas are awarded in a totally random lottery, and that’s wrong. Instead, they should be given to the most skilled and highest-paid applicants, and they should never, ever be used to replace Americans. No one can compete with American workers when they’re given a fair and level playing field, which has not happened for decades,” he added. Earlier, on Tuesday, Australian Prime Minister Malcolm Turnbull also announced a tighter visa policy for the businesses to bring workers in the country.

Babri demolition case: After 25 years, and two more in the offing The mills of the gods grind slowly but they grind exceedingly fine is a dictum meant to bring comfort for those who wait long for justice. But in the Babri masjid case, the course of justice while being excruciatingly slow has not been particularly productive so far. The Supreme Court’s decision to reopen the criminal conspiracy charges against senior BJP leaders such as LK Advani, Murli Manohar Joshi and Uma Bharti – Kalyan Singh being a governor has immunity for the duration of his term – comes nearly a quarter of a century after the fateful day on which the ancient mosque in Ayodhya was razed to the ground by frenzied Hindu mobs. This singular act of violence changed India’s political landscape forever, deepening the faultlines of polarisation and communalisation. The deadly riots which followed Mr Advani’s rath yatra brought a militant Hindutva to the fore and claimed the lives of over 2,000 people. Despite an overwhelming amount of evidence and various commissions, the most notable presided over by Justice Manmohan Singh Liberhan, which was set up 10 days after the event, justice has never been seen to be done in the case. The Liberhan commission clearly stated when it finally submitted its report seven years later that BJP politicians involved were to blame. Yet the case has dragged on and now the Supreme Court has given the proceedings another two years. Many of those named in the cases relating to the destruction of the mosque have died, others have been let off. It is inexplicable why the process has taken so long and that too in such a landmark case. Much of what happened over the course of the past 25 years has faded from public memory and we know very little of what became of those who lost loved ones and property in the malevolent aftermath of the fall of the mosque. The Babri case is indicative of how justice that has been delayed so much eventually amounts to justice denied. This should occasion a serious review of how badly and ineffectively the criminal justice system works. However, even at this late stage, the fact that the court has said there will be no adjournments is welcome. Ideally, the submission of the Liberhan report should have seen the case concluded. The court’s move may be a setback to the BJP’s veteran leaders. But it is equally a setback for those who have been waiting 25 years for some sort of closure. There were two sets of cases relating to the demolition of the disputed structure on December 6, 1992. The first involved unnamed ‘karsevaks’ or volunteers, the trial of which is taking place in a Lucknow court, while the second set of cases relate to the VVIPs in a Rae Bareli court. With today’s SC order, both these cases are merged and will be heard in Lucknow. The order comes after the CBI had petitioned the SC saying 14 people, including BJP leaders, who had been acquitted of the charges under criminal conspiracy, should be tried in the Lucknow Court. On April 6, the last hearing, the Supreme Court had reserved its order for today.

The women in Bollywood musicals are often painfully perfect with their flawless skin, swanky designer clothes and salon-finish hair. But director Sunhil Sippy had an unusual request for Sonakshi Sinha, his leading actress from his drama Noor, out in the UAE on April 20. “One of the first things that I did with Sonakshi was to strip her off all make-up. There, I saw the most beautiful woman. She just lit up the screen and it’s almost like you could see through her... It was such a lovely kick-off point,” said Sippy in an interview with Gulf News tabloid!. He claims that his film, an adaptation of Pakistani author Saba Imitiaz’s novel Karachi, You Are Killing Me, is a perfect cinematic cocktail of drama, emotion, candor and wit. Noor chronicles the life of a twenty-something journalist in Mumbai struggling to come out of a quarter-life crisis. Just like most working women out there, the clumsy but adorable Noor struggles to get into a skinny jeans, has an exacting, snarky boss who puts her through the grind and is still waiting for that perfect man to complete her single existence. “She’s chasing perfection... the perfect relationship in her life, the perfect career, the perfect work-life balance... but then she realises that she is content.

CM Adityanath asks for e-tendering of mining leases to ensure transparency Agency | New Delhi

Taking a stern view of illegal mining in Uttar Pradesh, Chief Minister Yogi Adityanath has ordered the completion of e-tendering process of the mining lease contracts within 20 days. The mining department needs to work in close coordination with the police and district administrations with a joint strategy to put a check on illegal mining in the state, he said. The chief minister conveyed this to officials during a late night presentation of the mining department on Tuesday. According to an official spokesman, Adityanath directed the officials to put in place a transparent e-tendering process in such a manner that no one can raise a question mark on it and there is also no revenue loss involved. To curb corruption, the state government government had yesterday decided that it would award government contracts only through ‘e-tendering’. During the presentation of the Entertainment Tax department, he asked the concerned officials to explore the possibility of running single screen cinema halls in state. ”Since the single screen cinema halls have proper land, they can also run multiplexes from it and also help in increasing revenue,” he said.

IPL has taught young Indians to be intrepid and creative without being reckless Agency | New Delhi

Season 10 of the IPL is just about slipping into its third week and, as is the norm, we have already had some spectacular individual performances and several close finishes. For nearly two months in April-May for the last 10 years most television sets in the country are tuned to the IPL action from 8 PM — and from 4 PM on double-header days — and it has been no different this time around either. One of the standout features of this tournament thus far is the number of young Indian players standing up and asking to be counted. Sanju Samson is a bit of an IPL veteran who is now into his fifth season, but he still is a very young man. At 22, he joined the list of centurions in the tournament, something that I always

felt was bound to happen given how immensely talented he is. Almost as impressive as Samson have been Rishabh Pant, only 19, a fearless Nitish Rana who seems to have made the No. 3 spot in Mumbai Indians his own and Manan Vohra, another young man with an abundance of fearless skills. The IPL serves many huge purposes, but one of its main contributions to Indian cricket has been the rapid progress made by youngsters willing to cash in on the wonderful opportunities that come their

way. There was a time when cricketers were singularly unprepared for the challenges of international cricket which are completely different from domestic cricket. It is in that regard as much as anything else that IPL serves as the bridge. It is not quite international cricket, but it exposes the young Indian cricketer to all the trappings of the international stage so that by the time he graduates to the next level, he is ready for the pressures and demands of the global stage.

Champions League: Cristiano Ronaldo Hat-Trick Fires Real Madrid Into Semis Agency | Mumbai

Cristiano Ronaldo scored a controversial hat-trick to become the first man to reach 100 Champions League goals as Real Madrid overcame 10-man Bayern Munich 4-2 after extra time in Tuesday’s thrilling quarter-final second leg. The holders surged through 6-3 on aggregate at an exhilarated Santiago Bernabeu to take their place in Friday’s semi-final draw for a record seventh consecutive year. But Real were pushed all the way by Bayern, who battled back from a 2-1 first-leg deficit to send the tie into extra time thanks to Robert Le-

wandowski’s penalty and an own goal from Sergio Ramos. However, after Arturo Vidal was sent off, Ronaldo hit the century mark in Europe’s top club competition on 104 minutes and completed his hat-trick five minutes later. Bayern were left incensed, though, as Ronaldo’s second and third goals were clearly offside. “To score six goals against a team like Bayern Munich isn’t easy so we deserved to go through,” the Portuguese

striker told Spanish TV station Antena 3. “Real Madrid is Real Madrid, we are used to suffering and we are happy to be in the semis once again.” Marco Asensio gave a night of high-class action the finale it deserved with a sensational solo goal to rub salt in Bayern wounds. ”The (red) card for Arturo wasn’t a card and then the two goals from Cristiano are offside so clearly we are not happy,” said Bayern coach Carlo Ancelotti. “In a quarter-final you have to put a better referee, or it is the moment to introduce video refereeing, which is what UEFA are trying because there are too many errors.”

and Justice V M Pancholi issued notices to the Union and the state governments as well as the national and state OBC commissions on Thakor’s petition. Thakor in his plea filed through his counsel Rohit Patel contended that the inclusion of 39 castes in the OBC list was not based on any review or recommendation of the OBC panel and that it was against the Supreme Court’s 1993 order in Indra Sahwney case. In the Sahwney case, while directing periodic review of the list every ten years, the apex

court had ordered that no caste be included without recommendation or review of the commission. The 1994 official resolution was made by the state government alone and was based on Parikshit Majmudar Commission’s recommendation of 1953 in the old state of Saurashtra, it said. The Thakor community (to which the petitioner belongs) being the largest community in the caste included in the list, is denied rightful opportunity under reservation due to faulty list, said the petition.

Chris Gayle’s return to form good news BJP MLA Saurabh Patel starts a micro-level cricket league for Royal Challengers Bangalore: Vettori Correspondent | Rajkot

Chris Gayle roaring back to form with a power-packed half-century in the 21-run Indian Premier League 2017 win over Gujarat Lions on Tuesday was most pleasing for Royal Challengers Bangalore coach Daniel Vettori. (HIGHLIGHTS of GL vs RCB) Chris Gayle first scored the three runs he needed to cross the record 10,000-run mark in T20 cricket and then smacked a 38-ball 77 to tame Gujarat Lions in their own den at the SCA Stadium in Rajkot. The burly Jamaican had skipper Virat Kohli for company. Kohli smashed a 50-ball 64 as Royal Challengers Bangalore posted IPL 2017’s

highest team total of 213 for two wickets. Chris Gayle’s half-century was his first in 18 T20 innings. “Good thing about international cricketers is that they probably talk to themselves more than any captain or coach talking to them about their performances. “They take pride in their performances, they really want to contribute to the team and Chris is a really prideful man, he wants to do well for RCB, do well for any team he plays for. “Today was his opportunity. AB (de Villiers’s) injury allowed him to come out

and play. We wanted him to play with freedom and we had given him the confidence,” Vettori said after Royal Challengers Bangalore pocketed a crucial win. cRCB were rocked with injuries to AB de Villiers and Samuel Badree just a few hours before the tie and that paved way for Chris Gayle and Travis Head, who slammed a 16ball unbeaten 30. Vettori, nonetheless, was delighted with the performance of his overseas players. “Chris is the strongest and powerful player on these kind of wickets and he can take any bowler down. Badree, Mills and AB were injured and to have Chris, Travis and Milne step up in these situations makes a huge difference.

The Akota Premier Cricket League will be held between April 27 and May 17

FORMER MINISTER in Gujarat cabinet and BJP MLA from Akota in Vadodara Saurabh Patel has announced a micro-level cricket league in his constituency in order to “bring together people” of his constituency. Just when the state faces Assembly polls later this year and there is a probability of his candidature from Akota, Patel has start-

ed the league although he denies the move to be a ‘poll-centric’ move. During a media interaction on Tuesday in Vadodara, Patel announced the Akota Premier Cricket League, which will see teams strictly comprising residents from his constituency compete in a 10 overs, night cricket tournament between April 27 and May 17. According to Patel, all steps have been taken to ensure that the participating players belong to his constituency only —they will need to submit a photo id proof to verify the addresses.

before choosing its candidates —the state party leadership is witnessing a rebellion in some of its units over the selection of candidates. Keeping pace with BJP’s recently-concluded Adivasi Vikas Gaurav Yatra to build “awareness” on various tribal development schemes, the Congress has finally embarked on a much-delayed Navsarjan Adivasi Adhikar Yatra in a bid to win back many of the tribal constituencies lost in 2012. The Congress party, which has deputed observers to each

Assembly constituency in the state, is already witnessing chinks within party units. The tribal unit of Dediapada in Narmada District saw 15 ticket aspirants grouping against former MLA Amarsinh Vasava, who has also sought a ticket after his loss in the 2012 election. In a letter submitted to GPCC Chief Bharatsinh Solanki, 15 local candidates of Dediapada have said, “We do not mind if the leaders of the party decide to hand out a ticket to any one of us undersigned 15 for the upcoming Assembly polls.

The Ahmedabad-based digital lending platform has reached out to SMEs in more than 40 cities in the state, through quick and easier disbursal of loans. In line with the government

of India?s agenda towards driving financial inclusion, Lendingkart Group has reach across tier II and tier III cities in the state including smaller towns such as Morbi, Deesa, Junagadh, Nadiad and Bhavnagar among others. The Gujarat Government recently announced the launch of a separate MSME cell to incentivize and encourage sector?s growth in the state. One of the critical challenges that most SMEs

face in the state is lack of easy access to working capital loans. In Tier III towns, it is more so, as there is scarce or no availability of formal financial institution making it that much more difficult for small entrepreneurs to avail loans for their business. Lendingkart Technologies (the technological arm of Lendingkart Group), with its robust technology has made loan disbursal processes simpler, seamless.
