New Delhi : Rohit Shekhar Tiwari, the son of former Uttar Pradesh chief ministe r a nd C ong res s stalwart ND Tiwari, did not die a natural death and was most probably killed by being smothered with a pillow, sources in the Delhi Police have said, after a post-mortem was conducted. The post-mortem report reveals “unnatural death”. Rohit Tiwari, 40, was said to have died on Wednesday due to a cardiac arrest. The investigation has been transferred to the Crime Branch of the Delhi Police which has registered a case of murder. Crime Branch officials visited Rohit Tiwari’s house today and questioned his family members and domestic helps. His wife Apoorva is currently not in Delhi. A forensics team too visited

the house. Police sources say there are seven CCTV cameras - of which two don’t work - in Rohit Shekhar Tiwari’s house in Defence Colony, a posh residential area in south Delhi. They say Rohit Tiwari had gone to Uttarakhand to vote on April 12 and returned on the night of April 15. He could be seen on CCTV taking support of the wall while walking in an inebriated state, police sources added. The next day, Rohit’s mother Ujjwala Tiwari was in Max Hospital for her treatment when she received a call from home that he was unwell and bleeding from his nose. She then took an ambulance that brought Rohit to the hospital. At that time of the phone call, Rohit Tiwari’s wife Apoorva, his cousin Siddharth and domestic helps were at home, police sources said.

Bhopal : Malegaon blast accused and Bhopal Lok Sabha constituency’s BJP candidate Pragya Singh Thakur on Friday said former Anti-Terrorist Squad chief Hemant Karkare died in the 26/11 Mumbai terror attacks as she had cursed him for treating her “very badly” while she was in custody in the 2008 Malegaon blast case. “Hemant Karkare falsely implicated me. He died of his karma. I told him, he

will be destroyed. I told him his entire dynasty will be erased. Maine kaha tera [Karkare] sarvanash hoga,” she said. The IPS Association tweeted in response to her comment, “Ashok Chakra awardee late Sri Hemant Karkare, IPS made the supreme sacrifice fighting terrorists. Those of us in uniform condemn the insulting statement made by a candidate and demand that sacrifices of all our martyrs be respected.” Karkare was killed along with two other senior police officers while fighting terrorists during the 26/11 attacks in Mumbai in November 2008. Pragya Singh Thakur is set to have a direct electoral contest with Congress veteran and former Madhya Pradesh Chief Minister Digvijay Singh in Bhopal.

After quitting all the posts in the party, Chaturvedi sent her resignation to the party’s top brass. She has also changed her introduction in her Twitter account where she had made a clear mention earlier about the posts she held in the party. She was miffed at the reinstatement of some party workers in Uttar Pradesh who had threatened and misbehaved with her during her press conference in Mathura a few days ago. The party which had suspended those workers reinstated them on April 15.

Hardik Patel slapped at poll rally in Gujarat New Delhi : Congress leader Hardik Patel was slapped by a man later identified as Tarun Gajjar while addressing a “Jan Akrosh” (public anger) rally in Surendranagar in Gujarat today. Hardik Patel, who only recently joined the Congress, was stunned by the blow before recovering and confronting his attacker. The video of the assault then shows the man being overpowered and dragged away. He has filed a police complaint against his attacker, who has been admitted to hospital. Ag-GNS, Bengaluru : A 22-year-old engineering student, who was missing since April 13, was found hanging from a tree in a jungle on April 15 in Karnataka’s Raichur. The police said that they have found a suicide note which says that she committed suicide because of depression. The deceased had left for college on Saturday morning around 11am, but never returned. However, the girl’s family has denied the suicide claim and has alleged that she

was raped, burnt and then hanged. Her parents have also accused her boyfriend of committing the crime who has been arrested by the police. The incident has shaken the region and an online petition, started by a Dharwad native, has taken the internet by storm. The petition on change. org has gained 1.23 lakh signatures already. It says that the young student was brutally raped and burnt to death, then hanged. The police have confirmed that her body was burnt. They are awaiting a post-mortem report to proceed with further investigation.

Ag-GNS, Agartala: Police have filed a complaint against state Congress unit chief Pradyot Kishore for slapping a supporter of rival IPFT, who allegedly made an attempt to attack the convoy of his sister and party’s Lok Sabha candidate Pragya Debburman, an officer said. Burman courted controversy on Thursday after he was seen in a CCTV footage slapping a supporter of the IPFT, an ally of the ruling BJP, inside a police station. Police had arrested the IPFT supporter earlier on the charge of trying to attack the convoy of Congress’ Lok Sabha candidate Pragya Dev Burman in Khowai district of Tripura on Thursday. Pragya is the sister of the state Congress president. The accused supporter of the Indigenous People’s Front of Tripura (IPFT) allegedly tried to throw brickbats at the convoy of the candidate but he was captured by the security guards escorting her car, Deputy Inspector General of Police Arindam Nath said. The incident took place while Pragya was on her way back

from a rally at Tulashikhar, a tribal hamlet in Khowai district. Pragya Dev Burman is the Congress candidate for East Tripura (ST) constituency which will go to polls on April 23. “We were returning after attending a public meeting at Tulashikhar area. An IPFT supporter tried to hurl a stone at my car. It seems there were more people with him,” Pragya told reporters. Senior BJP leader and Law Minister Ratan Lal Nath showed the CCTV footage of Tulashikhar police station where the accused was taken and Pradyot Dev Burman slapped him. It showed that the state Congress president took law into his hands and wanted to send the message that he would terrorise and attack his political opponents, Nath claimed.

Modifying the Nyuntam Aay Yojana to make it workable

When a manifesto presents a game changing idea, like the Nyuntam Aay Yojana (NYAY), or the Congress’s minimum income guarantee scheme, it is likely that whoever wins the elections will adopt it in some form because of its immense political potential, going forward. Recall Mahatma Gandhi National Rural Employment Gurantee Act. It is, therefore, important to seriously examine NYAY and consider possible revisions to make it more effective. Apart from the politics of it, two distinct aspects need to be considered: Administrative feasibility and the fiscal arithmetic. Let’s start with the first. NYAY proposes a cash transfer of 6,000 per month, or 72,000 per year, to the poorest 20% of households. That sounds like a neat target on paper. But how do you actually identify the households who would qualify as among the poorest 20%? As Jean Drèze points out in a compelling but positive critique, in its present form, NYAY is not implementabl. Several national surveys have been conducted to identify and issue cards to persons “below the poverty line” (BPL), but the results have been embarrassing. Nearly half the poor households that should have had BPL cards were excluded, while households above the poverty line were included. Because of these large errors of inclusion and exclusion, leakages and the huge cost of maintaining an administrative machinery for targeting, economists have often argued that it would be easier and cheaper to provide a minimum income to everybody. However, whatever the fiscal arithmetic, a universal basic income goes against the grain of conventional wisdom. The idea that even the rich should be entitled to a basic income appears absurd, even abhorrent, in the popular imagination. So, some form of targeting seems unavoidable. But the least costly way of doing this is not to construct a positive list of who should be included, but a negative list of who should be excluded, and provide income support to all those not explicitly excluded. Some states have adopted this approach in implementing the food subsidy programme. Local functionaries implementing the criteria will always try to game them to get a cut of the dole received by misclassified beneficiaries. Hence, the exclusion criteria should be as simple and transparent as possible. The NYAY variant Drèze suggests is to include all the elderly, single women, and the disabled. However, that is an inclusion list, not an exclusion list, and perhaps not that difficult to game. What proportion of local functionaries would not be prepared to give a false certificate for a cut? Ghost “elderly persons”, “disabled persons” and alleged single women would line up for the benefits. My preferred alternative is the first step of excluding all males. Even the most ingenious functionary would find it difficult to game that exclusion criterion with a false certificate. Further, it would help rebalance gender power in our patriarchal society. The exclusion criteria should also exclude all women who are income tax payees or persons with cement-brick homes, power connections, telephone connections, and so on, at the addresses recorded on their voter ID cards. Further, women from a household that already has a listed beneficiary should be excluded. However, the existing list of male recipients of old age or disability allowances should be added as beneficiaries. These lists are unlikely to be significantly gamed because the current benefits are so paltry even by Indian standards. Subsequently, males not excluded by other criteria, but heading households with no women, should be included as beneficiaries on grounds of equity. There is potential for some gaming here. Mumbai : Bharat is unlike any other Salman Khan film, and the makers have established it very much before its release. In Ali Abbas Zafar’s upcoming film, Salman will be seen in five different avatars. And the 53-year-old actor is busy sharing each of his looks with his fans ahead of the trailer release. After unveiling four of his looks, Salman dropped a new poster of the film on Friday. Sharing the poster, Salman wrote, “Har muskurate chahre ke peeche dard chupa hota hai aur wahi dard aapko zinda rakhta hai! #BharatKaVaada”

But data shows that as of March 2019, the most recent quarterly release, only fund house, Aditya Birla Sun Life (ABSL) AMC, still had Jet stock in their portfolio, with as many as six schemes having exposure. In terms of value, as on March-end Aditya Birla Sun Life Mutual Fund held Jet Airways shares worth Rs 109 crore. Moneycontrol has learnt from sources, however, that ABSL has since exited Jet. The RBI had flagged the issue of rising NPAs under Mudra scheme with the government early this year. The finance ministry had received a letter from the central bank about the burgeoning stress levels under the scheme. “The overall NPA level in Mudra scheme is around 5%, which is less than the Basel

norms. But there are a few PSU banks which may have crossed the RBI’s threshold which is little worrisome,” the official told Financial Express Online, seeking anonymity. New-age communal violence gains ground in rural Gujarat

Ahmedabadt : Polarization, a concept earlier seen only in cities of Gujarat, has now found its way to small towns and villages. A report on “Deepening roots of communalism in Gujarat – A report on communal violence in 2018”, by Buniyaad, anorganisation working to promote conflict transformation processes among marginalised communities in Gujarat has found that communal violence has spread to newer areas. The report was based on data collected by Alp Sankhyak Adhikar Manch, a human rights organisation, through direct interactions with survivors, the accused, political parties and the administration, and then corroborated with FIR copies. The report analyzed incidents of communal violence in 2018 and found that now, religious festivals are used for competitive mobilisation. The Gujarat high court on Thursday posed the question to the state government following a plea by Rajveer Upadhyay, a 35-year-old auto rickshaw driver. Upadhyay moved HC in July 2018 after the Ahmedabad district collector declined his request to change his religion from Hinduism to atheism under the anti-conversion laws. After deliberating over it for over two years, the district collector on May 16, 2017, refused him permission for such conversion holding that under the state’s anticonversion law, “any citizen can change his religion from one religion to other religion, but there is no provision to change the religion as secular (Atheist)”. It was submitted that Articles 25 and 26 of the Constitution grant freedom to citizens to propagate any religion or faith. The state government’s anticonversion law is in violation of constitutional provisions if it restricts a citizen from relinquishing his faith and assuming the identity of a secular or an atheist, Upadhyay submitted.
