The Delhi High Court Wednesday listed for hearing on November 18 several pleas challenging the Centre’s Agnipath scheme for recruitment in the armed forces. A bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad granted two weeks’ time to the petitioners to respond to the Centre’s stand on the matter. In a “consolidated” reply filed in response to several petitions against the Agnipath scheme as well as those concerning the recruitment processes for the armed forces under certain previous advertisements, the Central government has there is no legal infirmity in the scheme. The government submitted the Agnipath scheme was introduced in exercise of its sovereign function to make national security and defence more “robust, “impenetrable” and “abreast with changing military requirement”. “Reply has been filed by the Union of India. Petitioner prays for time to file rejoinder. Petitioners are granted 2 weeks’ time,” said the court.

The Agnipath scheme, unveiled on June 14, lays out rules for the recruitment of youths in the armed forces. According to these rules, those between 17-and-a-half and 21 years are eligible to apply and they would be inducted for a four-year tenure, and 25 per cent of them will be granted regular service subsequently. After the scheme was unveiled, protests erupted in several states against the scheme. Later, the government extended the upper age limit to 23 years for recruitment in 2022. On Wednesday, the counsel for one of the parties informed the court that there are two categories of cases concerning the Agnipath scheme -- one that assails the scheme while the others pertain to recruitment in the armed forces under certain earlier advertisements -- and they should be heard separately.

Agency News : Mumbai The Bombay High Court on Wednesday noted that lumpy skin disease is widespread among the cattle and sought the Maharashtra government’s response to a plea for framing a policy or standard operating procedure. A division bench of Justices S V Gangapurwala and R N Laddha asked the government to file its affidavit and posted the matter for hearing on November 17. “It is a widespread disease spreading across the state. You will have to come up with a policy. We

know it will take some time,” the bench said. The bench was hearing a petition filed by Raju Shetti, founder of Swambhiman Shetkari Sanghatana, stating that the lumpy skin disease was on the rise but the state government was doing nothing except issuing circulars on the issue.The plea said the government ought to take steps as provided under the provisions of the Prevention and Control of Infectious and Contagious Diseases in Animals Act. As per the PIL, farmers are already facing hardships due to heavy rainfall and now with their livestock facing the threat of lumpy skin disease, they would require economic support from the government. “The government has to carry out mass vaccination of cattle to control the spread of the lumpy skin disease,” the petition said Maharashtra Animal Husbandry Minister Radhakrishna Vikhe Patil had earlier this month said the immediate action by the government and rapid vaccination kept the number of cattle that died of the lumpy skin disease to just 2,100. The prospectus, which was on the website since May, for admission to the college’s undergraduate courses for 2022-23 mentioned 85 per cent weightage to the Common University Entrance Test Admissions (CUET) and 15 per cent. In a horrific case, a 38-yearold Delhi woman was brutally gang-raped and found “wrapped in a jute bag, with her hands and legs tied and an iron rod inserted in her private part”, a case that Delhi Commission for Women (DCW) chief said reminded her of the Nirbhaya incident. According to the panel, the woman — a resident of Nand Nagri — was waiting for an auto-rickshaw in Ghaziabad to attend her brother’s birthday celebration on October 16 when four men kidnapped her in an SUV. They, along with another man, allegedly gang-raped and tortured her for two days, it said. The woman is being treated at a hospital in Delhi, but is in a “very critical condition”, it said. A notice has been issued to the Ghaziabad Senior Superintendent of Police seeking an action taken report and a copy of the FIR along with details of arrests made. “The

In what can be termed as a “travesty of the fight against terror”, Pakistan has freed itself from the shackles of the world anti-moneylaundering body, a development which has led to anger in New Delhi. The country sought removal from the Financial Action Task Force’s (FATF) Grey List, claiming it has “complied with 11 conditions”, including prevention of money laundering and terrorism financing, according to a top diplomatic source. Pakistan has been on the list since June 2018. October 14 that Pakistan is expected to submit a response to the FATF’s objections regarding the non-sustainable implementation

of the 11 conditions of the AsiaPacific Group. “Pakistan’s alleged compliance is only an eye-wash,” a senior Indian official had told. India, which has been the target of terrorism originating in Pakistan, is dismayed that countries which profess to be friendly to New Delhi are willy-nilly sending Islamabad the signal that they countenance illicit activities that fund terror. Being put on the Grey List means the country cannot control money-laundering and terrorfinancing operations and is put under increased monitoring by FATF, an inter-governmental body. The country can face difficulty in getting loans from multilateral organisations like International Monetary Fund (IMF) and the World Bank.

Reckless political rhetoric based on a poor understanding of the way markets work has a bad way of backfiring on those who first hurled the thunderbolts. The Narendra Modi government has been fumbling for answers to explain the slump in the exchange value of the rupee this year after it slid past 82 against the US dollar. The answer is pretty obvious: a number of factors have coalesced to send the global economy and the markets into a tailspin. Surging inflation, rising interest rates worldwide and the imminent risk that the global economy could tumble into recession next year have sent investors scurrying to safe haven assets in the United States of America. Inevitably, the dollar has hardened against all currencies, including the rupee. But logical explanations have been swept away as a torrent of memes and old videos have surfaced in social media playing out the fulminations of Mr Modi and his cohorts against the Manmohan Singh government when the rupee was hammered in 2013. Those ill-advised, half-baked comments from the past have started to haunt the Bharatiya Janata Party. The Union finance minister, Nirmala Sitharaman, came up with a disingenuous response when she claimed that the rupee had not weakened; it was the dollar that had hardened against all currencies. Supporters of Mr Modi’s government sprang to her defence with a convoluted quibble over how other currencies notably the Japanese yen and the pound sterling — have fared worse than the rupee. For instance, the dollar has appreciated 22 per cent against the yen since the start of this year. In contrast, the rupee has fallen by around 6.8 per cent against the dollar. However, this argument loses sight of the fact that the Reserve Bank of India dipped into its foreign exchange reserves and sold a net $43.2 billion worth of dollars since the start of 2022 to defend the rupee. The monetary policymakers, who are already battling the problem of runaway inflation which crested at 7.41 per cent in September, will now have to find ways to tackle the risk of imported inflation. In one sense, the entire debate over the rupee’s depreciation turns puerile when a false sense of national pride is attached to the currency’s value. The potshots against Mr Modi’s regime now hark back to the outrageous comments that the BJP leaders made - Kapilkumar M. Hirpara almost a decade ago.

Centre Issues Final Notification for Delimitation of Delhi Wards, Paving Way for Municipal Elections According to the gazette notification citing a statement dated September 10, the Centre has ‘fixed the total number of seats as 250 in the Corporation out of which 42 seats have been reserved for members of Scheduled Castes’ Agency News : New Delhi The Ministry of Home Affairs on Tuesday issued the gazette notification for redrawing of municipal wards in Delhi, paving the way for civic polls in the national capital. According to the gazette notification citing a statement dated September 10, the government has “fixed the total number of seats as 250 in the Corporation out of which 42 seats

have been reserved for members of Scheduled Castes.” According to Section 3 and Section 5 of the Delhi Municipal Corporation Act, 1957, which was amended this year provide for the determination of number of seats of Councillors as also the number of seats reserved for members of Scheduled Castes in the Corporation by the Central Government, it said. “Delimitation Committee has completed its exercise with regard to preparation of the draft Delimitation order and submitted its report to the Central Government on August 12, 2022,” the notice read. The notification came a day after the delimitation committee submitted its report to the Centre. Municipal elections in the city are due since April this year. The polls were put on hold before Delhi State Election Commissioner S K Srivastava was to announce the schedule on March 8 due to the Centre’s plan to reunify the three civic bodies. The BJP, which was ruling the three municipal corporations in Delhi for over a decade before their reunification, the AAP, and the Congress have already started preparation for the MCD polls.

China on Wednesday put hold on a proposal put forth by India and the United States at the United Nations to list Pakistan-based Lashkar-eTaiba terrorist Shahid Mahmood as a global terrorist. This is the fourth time in the past months the Beijing has held bids to designate terrorists based in Pakistan under the UNSC sanctions regime. Mahmood has been identified as a long-time

senior member of Lashkar-e-Taiba (LeT) terrorist group. He has been a member of the group since 2007. The US government’s Treasury Department under the Obama administration identified Mahmood as a LeT publications wing member in 2013. The Treasury Department’s press release pointed out in 2016 that Mahmood claimed that LeT’s primary concern should be attacking India and America. He also worked closely with Jamat-ud-Dawah (JuD) and LeT chief Hafiz Saeed to create bases and sympathizers in India by sending funds in the garb of religious or charity work, which would be later utilised for anti-India and terror activities. He is a close associate of Sajid Mir, the terror mastermind behind the 26/11 Mumbai attacks and whose designation was also blocked by China at the UNSC in September. Mahmood worked for the so-called humanitarian wing of LeT, the Falah-i-Insaniat Foundation (FIF), which raises funds for terrorism under the garb of raising funds for humanitarian causes.

Bursting of firecrackers on Diwali in Delhi will attract jail term up to six months and a fine of Rs 200, Environment Minister Gopal Rai said on Wednesday. Production, storage and sale of firecrackers in the capital will be punishable with a fine of up to Rs 5,000 and three years jail under Section 9B of the Explosives Act, the minister told a press conference here. In September, the city government re-imposed a complete ban on the production, sale and use of all types of firecrackers till January 1, including on Diwali, a practice it has been following for the last two years. Rai said a public awareness campaign — Diye Jalao Patakhe Nahi (light diyas, not firecrackers) — will be launched on October 21. The Delhi government will

light 51,000 diyas at the Central Park in Connaught Place on Friday. “The purchase and bursting of firecrackers in Delhi will be punishable with a fine of Rs 200 and six months in jail under the Indian Penal Code,” the minister said. Rai said 408 teams have been set up to implement the ban. The Delhi Police has set up 210 teams under assistant commissioners of police, while the Revenue Department has constituted 165 teams and the Delhi Pollution Control Committee 33. The minister said 188 cases of violations have been detected and 2,917 kg firecrackers seized till October 16. The air quality in Delhi and neighbouring areas start worsening in October due to unfavourable meteorological factors such as low temperatures and wind speed, which do not allow dispersion of pollutants.

The Tea Board of India issued a notification on Tuesday which will let sellers mix Darjeeling tea with any other varieties, especially Nepal tea in their packs — as long as the end product does not claim to be an exclusive item covered by the GI label. The prohibition, which was set in motion with an order on November 11, 2021, had impacted the bottom rung of the Darjeeling tea industry in terms of quality. The gardens were dependent on domestic buyers such as Tata Consumers Products Ltd, which

would pick up the tea that could not be otherwise exported such as the globally renowned first and the second flush. Following last year’s order, TCPL had largely refrained from buying Darjeeling tea this season, leading to a dip in auction prices. The situation led to several representations from the producers as well as buyers such as TCPL to the Union ministry of commerce and the Tea Board. “We have lifted the hindrance to domestic procurement of Darjeeling tea without diluting the spirit of the last order. The Tea Board will take stern action if any seller is found to be mixing imported tea and claiming it to be GI tea,” a source in the Tea Board said. Nepal teas, which carry qualities akin to Darjeeling because of similarities in terrain, have been making steady inroads as they are cheaper than Darjeeling. There have been representations before the Tea Board in the past to check the rampant blending of Nepalese tea, which local producers claim, often fail to pass Indian food and safety standards.

With the effects of pandemic now waning, we can expect this normal cycle to persist henceforth.” The report concludes that the availability of rental units are being affected by delay in delivery of under construction units and most available units are being bought as residences not investments.
