No new sugar mills in Marathwada for 5 years, is what needs..?

In what can only be called a knee-jerk reaction, the Maharashtra government has decided to ban the setting up of new sugar mills in the drought-hit Marathwada region. The underlying logic behind the move is to discourage cultivation of an ostensibly water-guzzling crop. Now, there is no doubt that sugarcane requires over 2,000 mm of water through conventional flood irrigation methods. This is much more than the Marathwada region’s normal average annual rainfall of 821.6 mm, leave alone the 532.2 mm received in 2015 and 548.9 mm the year before. But it raises the question: How does a ban in sanctioning new mills, that too for five years, help? If, indeed, sugarcane is the main cause of Marathwada’s troubles, as some contend, why limit the ban to just five years? And what about the existing mills: Why allow them to crush at all? If the Devendra Fadnavis government’s latest decision is aimed at making Marathwada’s farmers grow crops that consume less water, the right way to do so is by ending the regime of subsidies on canal irrigation as well as electricity for pumpsets. It is these subsidies, besides payment of an assured price for their crop supplied to mills, that has led farmers to cultivate more sugarcane by overdrawing both canal and underground water. If water is properly metered and priced to reflect its scarcity value, they may well choose to reduce the area under cane and plant more pulses, oilseeds or cotton instead. Alternatively, they may continue to grow sugarcane, but by employing drip irrigation that will reduce the water requirement for sugarcane to below 1,000 mm. Those gunning for sugarcane fail to see that this is a crop that also produces green fodder, which farmers would otherwise have had to grow separately. Moreover, unlike other industries, sugar mills neither require water nor electricity from outside; these are present either directly in the cane or generated as a byproduct. Clearly, there is an element of exaggeration to the view that blames Marathwada’s water woes entirely on sugarcane, while ignoring the impact of monsoon failure itself in three out of the last four years. This view, perhaps, also underestimates the benefits sugar may have brought to the region’s farmers, including generating employment opportunities. While not permitting new mills may help the Fadnavis government to score political brownie points — the earlier Congress-NCP dispensation was, after all, synonymous with the state’s powerful “sugar lobby” — it does not address the core issue of rational water use. If canal water is made available to all crops on a uniform per-hectare basis sans any subsidies, farmers can be trusted to make the right planting decisions based on market signals. They don’t have to be told what to grow — and what not to grow.

This was as a result of 71-minute shorter sitting time per day during working hours after one month. “A reduction in sitting time by 71 minutes per day could have positive effect in the long run as this could be associated with reduced risk of heart diseases, diabetes and all-cause mortality, especially among those who are inactive,” said professor Janne Tolstrup from National Institute of Public Health, Denmark. Researchers from University of Southern Denmark, the National Research Centre for Prevention and Health and the University of Sydney conducted a multi-component work-based intervention to reduce sitting time and prolonged sitting periods. The team analysed 317 office workers in 19 offices across Denmark and Greenland randomly put into the intervention or control groups. The intervention included environmental office changes and a lecture and workshop, where workers were encouraged to use their sitstand desks. By wearing an accelerometer device, the researchers were able to measure results across a five-day working week.

Google teamed up with UC Berkeley for a study that reveals as many as 760,935 websites were breached in just one year. The research was made with the help of Google’s Safe Browsing Alerts initiative that notifies network administrators of potential security breaches and doctored URLs on the websites. The study showed the data collected from July 2014 to June 2015 and the researchers add that continuous communication with webmasters is likely to make admins eliminate reported issues by 50 percent. Also mentioned was that the infection length of a website could be decreased by at least 62 percent by sending the Safe Browsing alerts initiative notifications to website admins. ”Based on appeal logs where webmasters alert Google that their site is no longer compromised, we find 80 percent of operators successfully clean up symptoms on their first appeal,” says the research. However, it was also revealed that over 12 percent sites fell victim to a new attack within 30 days as the site owners did not address the root cause of compromise.

The ICC has suspended Hong Kong allrounder Irfan Ahmed for two years and six months after he admitted to breaching the ICC’s Anti-Corruption Code. A Jet Airways flight carrying 125 passengers and six crew members from Ahmedabad to Mumbai was taken to the isolation bay on Wednesday morning due to a bomb scare. All the passengers who were already there in plane for 45 minutes were deplaned and extensive search of the passenger and their baggage, cargo and aircraft was carried out by the security agencies. A passenger said, “we reached airport at 4.00 pm and counters opened at 5.00 am. While the main reason for this is the shortage of staff, there are several teachers who refuse to do invigilation duty, arguing that it is not a “part of their job”.
