The BSP is back in the game in UP. The recent local bodies elections saw many BSP nominees winning at the cost of the BJP and the SP. In PM Narendra Modi’s model village in Varanasi, Jayapur, the BJP candidate lost by over 800 votes. Candidates supported by the BJP could win only nine panchayat seats out of a total of 48 in Varanasi district. The BSP scored over the BJP in districts including Hathras and Aligarh. In Ambedkar Nagar district, the BSP won 25 of 43 panchayat seats. The results indicate that Dalit voters who did not back the BSP in the 2012 assembly polls or the 2014 general election are returning to the party. This win has boosted the morale of the BSP leadership, which is now gearing up for the 2017 assembly election. The Dalit base of the BSP had got fragmented after the 2007 assembly election, which the party won, for various reasons. The backlash to Mayawati’s sarvajan (inclusive) politics was a factor that caused the BSP’s defeat in the 2012 assembly election. Sarvajan politics gave the impression that Mayawati was giving more importance to Brahmins and other upper castes than to Dalits. Sections of the Dalit community left the party and gravitated towards the SP ahead of the 2012 election. In 2014, many educated Dalits were attracted by Narendra Modi’s political agenda that mixed Hindutva and development. This section of the Dalit community is not happy with the BJP any more. Many Dalits who supported the BJP in 2014 feel that the party has not delivered development or created adequate employment. Besides, the plans and policies of the SP government have made Dalits wary of the Akhilesh Yadav dispensation. The callous attitude of the SP towards Dalit welfare issues, a total decline in the law and order situation, and the injustice meted out to Dalits by dominant groups are pushing the community towards the BSP. The single most important reason for Dalit antipathy to the SP is the confiscation of their land by realtors. Dalits are also upset with the SP government’s decision to remove the provision in the Uttar Pradesh Zamindari Abolition and Land Reforms Act, 1950, that mandated that Dalits could sell their land to non-Dalits only after the approval of the district collector. The SP government’s decision to remove fixed quotas in jobs designed for employment promotion among Scheduled Castes (SCs) and Scheduled Tribes (STs) has also made the Dalits insecure. Besides, the government took steps to demote promoted SC and ST officials in the state. The insecurity among Dalits due to these government decisions is gradually transforming into silent support for Mayawati.

The banker also said that the numbers look reasonably good considering that this is the limited period offer and that a maiden one. The gold bonds scheme, which opened on November 5, will close on Friday, as per government notification. On the other hand, it has been reported that the monetisation has failed with only around 400 gm being deposited so far.

Shares of gas distribution companies such as GAIL (India), Gujarat Gas Company, Indraprastha Gas (IGL) and Petronet LNG have rallied by up to 18% on the bourses on back of heavy volumes. Gujarat Gas Company has rallied 18% to Rs 571, while GAIL (India) surged 11% to Rs 346, followed by Petronet LNG surged 9% to Rs 225 and IGL by 7% to Rs 496 on the BSE in intra-day trade. The Supreme Court today issued notice to Gujarat government on a plea challenging the High Court order declaring ‘right to fly’ as fundamental right of the birds which effectively banned keeping them in cage. A three-judge bench headed by Chief Justice H L Dattu sought response from the government on the PIL filed by Pet Lovers Association on the issue. Senior advocate Salman Khurshid, appearing for the association, said that
there are already laws in place to protect birds who can be domesticated. He said that the High Court order that they have the fundamental right to fly is a flawed one and required to be struck down. The Gujarat High Court, in 2011, had held that the birds cannot be caged as they have the right to fly. Earlier, the court had refused to entertain an appeal against the High Court order on the ground of delay and had rather suggested to Khurshid to file a PIL instead.
The State Election Commission (SEC) today announced that 110 companies of Central Armed Police Force(CAPF) have been called in for enhanced security during the upcoming local body polls in Gujarat. Each of these companies usually comprise around 70 to 80 armed men. Out of the 110 companies, 50 companies of CAPF have already arrived in the state, while 20 others are on their way, a SEC release said. Voting for the municipal corporations of Ahmedabad, Surat, Vadodara, Rajkot, Jamnagar and Bhavnagar will be held on November 22, while polling for 31 district panchayats, 230 taluka panchayats and 56 municipalities is slated for November 29.
