Gujarat Assembly passes bill for regularising unauthorised constructions Sunvilla News: Ahmedabad

The Gujarat Legislative Assembly on Tuesday unanimously passed a bill which seeks to regularise unauthorised constructions in urban areas by collecting “impact fee” from the owners. During a day-long session of the newly elected Assembly, the “Gujarat Regularisation of Unauthorised Development Bill2022” was passed unanimously as opposition Congress as well as Aam Aadmi Party gave their consent for the passage. The bill replaced an ordinance issued by the previous BJP government in October for the regularisation of unauthorised constructions in cities and towns. While tabling the bill, Legislative and Parliamentary Affairs Minister Rushikesh Patel

said a recent survey showed that nearly 42 per cent of buildings in eight major cities and 87 per cent of buildings in the jurisdiction of 156 municipalities did not have the mandatory “Building Use” or

BU permission. The bill provides for the regularisation of such unauthorised constructions within the jurisdictions of municipal corporations, urban development authorities and municipalities.

Gujarat’s Sun Temple, Vadnagar Town Among 3 In UNESCO Heritage Sites List

Agency News: Modhera Three new cultural sites in India, including iconic Sun Temple at Modhera, historic Vadnagar town in Gujarat and rock-cut relief sculptures of Unakoti in Tripura, have been added to the tentative list of UNESCO world heritage sites, the ASI said today. The UNESCO website describes a tentative list as an “inventory of those properties which each State Party intends to consider for nomination”.

The Chemicals and Fertiliser Ministry has forwarded the Madhya Pradesh government’s proposal on disposal of chemical waste lying at the erstwhile Union Carbide site in Bhopal to the Environment Ministry, Parliament was informed on Tuesday. In a written reply to the Rajya Sabha, Minister of State for Chemicals and Fertiliser Bagwanth Khuba said as per Union Cabinet’s decision in 2010, the Madhya Pradesh government is responsible for undertaking disposal of chemical

waste from the Union Carbide site in Bhopal. As per the decision of the Cabinet, the proposal for the disposal of toxic waste is to be endorsed by the Oversight Committee, formed under the Chairmanship of the Environment Minister, before requesting the Department of Expenditure to release funds for the same. “The proposal received from State Government of Madhya Pradesh has been forwarded to Ministry of Environment, Forest and Climate Change for consideration and endorsement by Oversight Committee,” Khuba said.

The joint annual training exercise with the Kazakhstan Army was instituted in 2016 as Exercise Prabal Dostyk, which was later upgraded to a company level exercise, and renamed as Exercise Kazind in 2018. The Kazakhstan Army soldiers, comprising troops from the Regional Command, South and Indian Army soldiers from the 11 Gorkha Rifles, are participating in the exercise. The aim of the exercise is to build positive military relations, imbibe each other’s best practices and promote the ability to operate together while undertaking counterterrorist operations in semi urban /

jungle scenario under a UN peace enforcement mandate. This joint exercise will enable the two armies to train, plan and execute a series of combined tactical drills for neutralising of likely threats that may be encountered in UN peace keeping operations. The scope of this exercise involves a Command Post Exercise (CPX) at the Battalion level and Company level Field Training Exercise (FTX) on sub-conventional operations. During the exercise, participants will engage in variety of missions ranging from joint planning, joint tactical drills, basics of special arms skills, HADR and raiding a hostile target. ‘Exercise KAZIND’ will enhance the level of defence cooperation between the Indian Army and Kazakhstan Army, which will further foster the bilateral relations between the two nations. Sources say as Kazakhstan is in the boundary of China, such exercises are important from strategic point of view.

Underworld Gangster Chhota Rajan Discharged In 1999 Murder Case Agency News: Mumbai A sessions court in Mumbai has discharged gangster Chhota Rajan in a case related to the 1999 murder of an alleged member of the Dawood Ibrahim gang. The court allowed Chhota Rajan’s discharge plea on December 17. The detailed order became available on Tuesday. As per the prosecution, Anil Sharma, an alleged member of the Dawood gang, was shot by Chhota Rajan’s men in suburban Andheri on September 2, 1999. Anil Sharma was allegedly part of the team that had carried out a shootout at JJ hospital here on September 12, 1992. The shooting had been allegedly carried out by the Dawood gang to kill a rival gang member. Anil Sharma was killed due to the rivalry between

Dawood and Rajan gangs, the prosecution claimed. But the judge, in his order, noted that the prosecution “did not bring or collect any incriminating evidence against this applicant (Rajan) except the words allegedly uttered by the informant (complainant). ”Upon perusal of the charge-sheet, there is no prima-facie evidence available to prove conspiracy of this applicant along with the other accused to commit the murder of Sharma,” the court added. As there was no sufficient material to frame charges, Chhota Rajan was entitled for discharge, the court said.

The troops of two nuclear powers, India and China, had a face-off on 9 December in Arunachal Pradesh’s Tawang sector at a height of 16,000 feet at sub-zero temperatures. They were carrying weapons but didn’t use them. Perhaps following the orders of their political masters passed down through their military bosses, the troops reportedly restricted themselves to pushing, shoving, and punching. Some used clubs to inflict injuries that weren’t serious but required hospitalisation. Military force application seemed to be bound within some mutually understood parameters. The encounter was short. Local commanders soon met and blamed each other. Anodyne statements about the need to avoid such incidents in future ensued. The general pattern of such incidents has remained unchanged for several years, except for the June 2020 Galwan Valley clash in which fatalities resulted on both sides. One could expect more such incidents to follow, though where, when, and how would remain a matter of conjecture even as India’s political will and military capability to retaliate should, hopefully, no longer be in doubt. There is far too much space along the 3,488 km-long Line of Actual Control (LAC) for China to indulge in such activities. But there is a need to differentiate between two types of potential problems. The first is where both sides patrol in spaces considered to lie within the respective claim lines, which are interpreted differently. Patrol presence is normally temporary. Patrols of both could come face to face and have confrontations, only some of which — though rarely — result in physical scrimmages. The second is when patrols occupy currently unoccupied spaces and try to establish permanent presence — which could also inhibit our own patrolling like at Depsang in Ladakh. This is what has been described as ‘salami slicing’. It changes the status - Kapilkumar M. Hirpara quo and alters territorial control.

Cong’s ‘Bharat Jodo Yatra’ to Enter Delhi Via Badarpur Border Dec 24 Morning Agency News: New Delhi Congress leader Rahul Gandhi’s ‘Bharat Jodo Yatra’ will enter the national capital via the Badarpur border early on December 24 morning, the party’s Delhi unit president Anil Chaudhary said Tuesday. At a press conference here, he said more than 25,000 people have signed up for the Delhi leg of the march. “Not just workers and party members, there are several people who joined the Yatra for a day or two to show their support for this initiative. The manual registration process was on until December 18 and we received an overwhelming response from the public,” Chaudhary said. The online registration process

Nepal’s drug regulatory authority has blacklisted 16 Indian pharmaceutical companies, including Divya Pharmacy which manufactures Yoga Guru Ramdev’s Patanjali products, stating that they failed to comply with the World Health Organisation’s (WHO) drug manufacturing standards. The Department of Drug Administration, in a notice issued on December 18 asked the local agents in Nepal, which have been supplying these medicines, to immediately recall them. According to the notice issued by the Department, the medicines manufactured by

the listed companies cannot be imported or distributed in Nepal. The list of the companies that do not comply with WHO standards were published after inspection of the manufacturing facilities of the pharmaceutical companies that had applied to export their products to Nepal, according to the Department officials. JD(U) MP Rajiv Ranjan Singh on Tuesday raised objections to the NHRC probing the Bihar hooch tragedy, charging that constitutional institutions were being misused. Domestic rating agency Icra on Monday upped its banking sector outlook to ‘positive’ on healthy asset growth, improving asset quality and stronger capital buffers. The agency expects asset quality to improve to a decadal best of 4 per cent from a gross non-performing assets (NPAs) perspective by the end of FY2024. The banking system’s credit growth will slow down to 1111.6 per cent in FY2024, after a

very healthy growth of 15.2-16.1 per cent expected in FY2023, the rating agency said. A bulk of the credit growth story will be led by stateowned lenders which are in far better shape now having recognised and provided for loan losses and also after some capital infusions, it said, adding that the market share gains for private sector lenders will slow down. Public sector lenders will witness a credit growth of 13.4-14.1 per cent in FY2023 and 9.5-10.1 per cent in FY2024.
