WR orders probe after AhmedabadMumbai Tejas Express skips Andheri halt The Western Railway (WR) has launched an inquiry after its premium Tejas Express train operating between Ahmedabad and Mumbai, skipped a scheduled halt at Andheri on Sunday.After it skipped the halt at Andheri railway station, passengers approached the railway authorities, following which an unscheduled halt was made and 42 passengers deboarded the train at Dadar railway station.“The Ahmedabad-Mumbai Tejas Express moved past Andheri without halting as scheduled. The Indian Rail Catering Tourism Corporation (IRCTC) brought the matter immediately to the notice of higher officials and an unscheduled halt was promptly arranged at Dadar. Sunvilla News: Ahmedabad Elections to six municipal corporations in Gujarat were conducted in a peaceful manner amid tight security and adherence to COVID-19 norms on Sunday, in which average voter turnout of around 42 per cent was recorded, officials said. Polling for a total of 144 wards across six civic bodies- Ahmedabad, Surat, Rajkot, Vadodara, Bhavnagar and Jamnagar- was held. The voting process began at 7 am and went on till 6 pm, with the turnout remaining low right from the morning.Ahmedabad recorded the lowest turnout of 38.73 per cent, while Jamnagar recorded the highest turnout of 49.86 per cent.Rajkot recorded a turnout of 47.27 per cent, Bhavnagar 43.66 per cent, Surat 43.52 per cent and Vadodara 43.47 per cent, as per the provisional figures updated on the website of the State Election Commission after voting concluded.A voter turnout of 42.21 per cent was recorded across the polls to these six bodies, it said.Union

The solution to the farm impasse lies in federalism

The current imbroglio over the farm laws highlights the Centre’s growing intrusion into what are constitutionally state subjects. But they also highlight another uncomfortable reality. Many of the most serious economic afflictions facing the country — agriculture, water, power, land, health and education — are state subjects. And the failures of the states to do justice on subjects that are well within their constitutional obligations have created space for an activist Centre to weigh in.Take power. The bleeding of the distribution companies (discoms) has had enormous opportunity costs for state finances. The attempts to stem the bleeding are a veritable alphabet soup – the Accelerated Power Development and Reform Programme (APDRP), the restructured-APDRP, Integrated Power Development Scheme, Financial Restructuring Plan and Ujjwal Discom Assurance Yojana (UDAY). But, despite the enormous resources poured into them, their impact is, at best, modest and, at worst, an abject failure. The Fifteenth Finance Commission (FFC) has once again attempted to clean the Augean stables of state power finances by recommending extra annual borrowing space based on certain performance criteria in the power sector. Hope springs eternal.Take another example. “Public Order” and “Police” fall under the “State List” of the Seventh Schedule, putting the onus on state governments for the maintenance of the law and order in their respective states. In 1999, the Parliamentary Standing Committee on Home Affairs (chaired by late President Pranab Mukherjee) observed that “of late the dependence of State Governments, all over, on the Central Para Military Forces in dealing with difficult situations arising on the law and order front has increased significantly… This changing trend over the years has given rise to a situation of dichotomy wherein while on the one hand the State Governments tend to demand more and more power and autonomy, on the other hand they appear to be prepared very inadequately to perform..one of the most primary duties of maintaining law and order and peace and normalcy in their respective State. On every incident of minor or major proportion they tend to seek help of the central police forces, which only throw poor light on the preparedness of their police forces in dealing with adverse situations.”Little has changed. Over the past two decades, even as the states continued to underinvest in their police, the size of the Central Armed Police Forces (CAPFs) doubled, thereby ensuring the creeping federalisation of a state subject.The story is similar in agriculture. For the vast majority of India’s farmers, the tiny size of their farms means that there is simply no way they can make a decent income on farming alone unless their incomes are artificially boosted by a plethora of input subsidies, price or income supports — or if they are part of the privileged few who have large farms. All the policy options being debated and passed as saviours are — for the vast majority of farmers — “post-dated check on a crashing bank”, as Gandhi once said of a British proposal.The only viable long-term answer for the majority of India’s farmers, as BR Ambedkar observed a century ago, is to get out of farming. At that time, India’s population was a fifth of what it is today and land fragmentation correspondingly less. Public policies of input subsidies (especially on fertilisers and water) that underpinned the Green Revolution certainly benefited the country broadly, in terms of both aggregate output as well as farmer incomes. But their sell-by date is well-past. Once farm incomes rose, the rural surplus should have provided the springboard for structural transformation, especially in industry. Instead, it has become a trap slowly asphyxiating the sector.The basic thrust of the farm laws was in the right direction. But their specific details and the manner in which it was done without broad deliberation and building consensus — let alone the manner in which the government has lashed out at critics — has been completely self-defeating. Public policies need to have broad legitimacy among those that it affects and the reality is that these farm laws simply don’t.A way out of this turmoil might lie in respecting India’s federalism more fully. The Centre should not pass farm laws that affect agriculture markets within states, but this should also mean no central government Minimum Support Price (MSP) and no central government procurement. The states say that agriculture is a state subject. It is. And they should have complete say in what subsidies they want to give their farmers, for which crop, and how. The states that strongly believe in MSP and procurement should have complete ownership of both. The Centre’s involvement in - Kapilkumar M. Hirpara procurement is inextricably.

Delhi: Four more arrested in Rinku Sharma murder case Agency News: New Delhi Delhi Police on Sunday arrested four more people in connection with the killing of 25-year-old Rinku Sharma. According to reports, Deen Mohd (40), Dilshan (22), Fayaiz (21) and Faizan (21), residents of Mangolpuri, were arrested by a team of the Delhi Police’s Crime Branch. So far, nine men have been arrested in connection with the killing of Rinku Sharma. Additional PRO (Delhi Police) Anil Mittal told PTI that after examining witnesses and analysing the CCTV footage, the Crime Branch team probing the case has arrested four more men. On the night of February 10, when the victim and the accused were attending a birthday party, an argument broke out between them over their food joints in Rohini. They also allegedly slapped and threatened each other at the party, following which they left. The two parties had similar tussles over the same issue sometime back as well, police had said. Later, the four men went to Sharma’s house where the victim, along with his elder brother, was already standing outside with sticks. A scuffle broke out between the two sides again during which the accused stabbed Sharma and fled from the spot. The incident happened in Devli village under the Jamvala range of the Gir-West forest division at a farm.Forest officials on Sunday said that the girl was playing in the field when a leopard suddenly attacked her. After attacking the leopard dragged the girl to some distance.Junagadh’s Chief Conservator of Forests (Wildlife) Dushyant Vasavada said that the animal attacked the girl

when her parents, who belong to the Nandurbar district of Maharashtra, were cutting sugarcane in the field. The deadly attack resulted in the death of the girl on the spot, he added. The official further said that efforts are afoot to trap the leopard in the area and cages have been set up in the area.Leopard deathIn a separate incident, an adult leopard that was hit by a speeding vehicle died on the spot at Mindhabari village in Vansda taluka of Navsari district last week. Notably, a passerby spotted the carcass of the animal and alerted the villagers. The villagers thereafter informed the forest department about the incident. After this, a team from the forest department arrived at the spot and sent the carcass to Vansda Veterinary Hospital for postmortem. Notably, the dead leopard was a nineyear-old male and sustained multiple injuries, including on head, which resulted in its death. The big cat was cremated after the postmortem.

While the voter turnout was less, some people who took the effort to go to the polling station to cast their vote could not exercise their franchise. In Vadodara’s Chhani area, there was a problem in EVM in ward 1 after which officials started repairing the machine which affected the voting process for 25 minutes. Similarly, in ward 7 of Surat Municipal Corporation, EVM malfunctioned in a booth in Kendriya Vidyalaya that affected the voting process for a while.Reportedly, the voting process was affected for over an hour after an EVM malfunctioned in Ahmedabad’s A-1 School in Juhapura area.
