Swine flu deaths at 1,895; Number of cases nears 32,000 mark Agency : New Delhi Swine flu claimed the lives of 21 more people as the death toll across country rose to 1,895 on Saturday while the total number of affected persons inched towards the 32,000 mark. According to data collated by the Union Health Ministry, as on March 20, the contagious disease has claimed the lives of 1,895 persons while the number of affected persons across various states stood at 31,974. In Gujarat, the number of people who have died of the disease has climbed to 407 while the number of affected persons were 6,330. In Rajasthan, which is another of the worst affected states, the death toll inched towards the 400mark as 398 people perished from the disease while the number of affected persons stood at 6,356. The Union Health Ministry said

that the death toll in Maharashtra rose to 342 with 4,007 people having contracted the H1N1 virus. In Madhya Pradesh, 279 people have perished with 2,069 persons affected. The toll in Telangana has reached 75 while in Karnataka, the death toll has rose to 77. The death toll in Uttarakhand has reached 11 while in Punjab, the disease has claimed the lives of 53 persons. Why 1,731 Indians died of swine flu..? I got myself a flu jab the other day. It’s a protective vaccine against seasonal flu but probably won’t offer protection from swine flu, the H1N1 virus that has claimed more than 1,700 lives in India so far in its latest outbreak. I am in a very tiny minority of people who have been able to access the jab—you have to book it in advance—as a preventative measure. My doc at a shining private hospital suggested it, and I dutifully grabbed the opportunity when it came my way. Weeks earlier, somewhat paranoid about wet sneezes that travel in public places at great speed, I had found myself in a crowd of people thronging one of Delhi’s oldest and best-stocked pharmacies, looking for the flu vaccine. “There’s none here, sir,” the polite man who manages the shop informed me. “You can go to (the government-run) Ram Manohar Lohia Hospital if you want to,” he added with a look that said: “I wouldn’t bother if I were you.” “Even members of Parliament and ministers are calling up, asking,” his assistant chipped in, grinning. “They don’t much care for us otherwise.” Not quite seeing the point of light banter in the midst of what looked like an epidemic (but isn’t), I asked him to fetch me as many of the E-95s as he could. These are face masks that are recommended by the government as a prevention against swine flu. It’s dreadfully easy to panic in India. The most recent government figures show 1,731 people have died from swine flu since January and that more than 30,000 have been infected. These figures need to be put in perspective, of course: tens of thousands of people die from flu or related infections around the world every year, including in the most developed of nations. Still, the steadily climbing death toll in India is an indictment of its abject public health system—without doubt, many lives could have been saved. There is little doubt, too, that most of the victims of swine flu are poor—people with little access to emergency medication, leave alone protective seasonal flu jabs. The outbreak has exposed the hollowness of the public health system, especially in the matter of preparedness and monitoring of drug stocks. This outbreak of swine flu has been characterized by a severe shortage of the standard drug used to treat it— Tamiflu, or its variant, Oseltamivir. The reason my pharmacy in Delhi did not have stocks of the swine flu drug is poor planning and execution of government regulation. The approved versions of Tamiflu that are sold in India are classed as Schedule X drugs. There are restrictions over their sale for reasons that uncontrolled use may lead to the virus mutating, rendering the drug ineffective and posing a fresh public health challenge. This is a perfectly reasonable public health measure, but the entire purpose is defeated if the authorities are unprepared for emergencies and are caught out without stocks. Astoundingly, in a country of more than 1.2 billion people, a mere 2,500 chemists have the licence to stock Schedule X drugs—that’s one pharmacy for nearly half a million people! But that cannot be the full story: no doubt, the distribution of these pharmacies would be heavily skewed in favour of big cities and towns, with rural India, as ever, left untended. What does a Schedule X drug mean for pharmacies?

No efforts to rescue Capital’s sparrows

Agency : New Delhi Nearly three years after the house sparrow was declared the state bird, little has been done to increase its number in the Capital. Though the government has been concerned about the declining number of these birds for at least the last five years, it has not ordered any official study or a bird count till now. As revealed in an RTI application by environmentalist Mahendra Pandey two years ago, no separate fund has been allocated for the conservation of the state bird or creating an ideal habitat for nesting. “We

have not been able to reach where we had intended to. I think a scientific study is required to understand the real reasons behind its disappearance,” said Sheila Dikshit, Delhi’s former CM, who had declared the house sparrow as the state bird in August 2012 and promised a conservation plan touted as “India’s largest movement to save sparrows” at that time. “I had put several experts on the job. We did not order a count since their declining numbers were obvious. I think we should keep at it with greater vigour,” Dikshit said.

Recognizing the need to monitor real-time and peak concentration levels of critical pollutants, the Gujarat Pollution Control Board (GPCB) has decided to set up 25 Continuous Ambient Air Quality Monitoring Stations (CAAQMS) across the state. Under its Ambient Air Quality Programme, GPCB has issued tenders for setting up these stations and they will be finalised by midFebruary. The stations will begin operations by mid2015. The board decision comes after it got quality data from two such stations

— one in Maninagar and another in Jamnagar — set up some time back. The pollution board set up these two stations as it was not getting data on time and had to wait for an agency. Even the data on its website was old. Officials said that after getting good results from these two stations in terms of online and real-time data, the board is now planning to have 25 more such stations, especially in industrial areas. According to officials, the continuous air quality monitoring system is for measuring eight different parameters.

During Question Hour in the Assembly, Congress MLA from Bayad, Mahendrasinh Vaghela sought details from Gujarat Energy Minister Saurabh Patel about electricity sold to different states by Gujarat, as well as

the rationale behind selling electricity to these states. In his reply, Patel stated that the Gujarat government had sold a total of 2186.34 million units of electricity to six different states during 2013-14 (February to January) and 2014-15 (February to January). Out of these, 2021.36 million units were sold during 2013-14 and 164.98 million units of electricity were sold during 2014-15, he said. In 2013-14, Karnataka

purchased 1810.53 million units of electricity at Rs 4.16 per unit, Uttar Pradesh purchased 190.82 million units at Rs 3.29 per unit and Delhi purchased 20.01 million units at Rs 4.25 per unit. In 2014-15, Karnataka purchased 26.11 million units at Rs 4.50 per unit, Uttar Pradesh purchased 45.73 million units at Rs 3.03 per unit, Maharashtra purchased 11.03 million units at Rs 2.97 per unit, West Bengal purchased 50.84 million units at Rs 3.09 per unit and Assam purchased 3.04 million units at Rs 3.04 per unit. Explaining the reasons behind selling electricity to other states, Patel stated that since surplus electricity cannot be stored, especially during the low-demand period, it has to be sold to other states to utilise optimum generating capacity of power plants.
