The home currency opened modestly lower at 65.40 from Monday’s closing of 65.36 at the Interbank Foreign Exchange (forex) market and weakened further to 65.4450 due to fresh dollar purchases by importers. Yesterday, the rupee had closed 10 paise higher against the greenback.The RBI, meanwhile fixed the reference rate for the dollar at 65.3117 and for the euro at 70.2950.

The BJP’s retrograde turn in Uttar Pradesh

“There have been 450 riot cases in west UP (Uttar Pradesh) in two-and-a-half years of Samajwadi Party rule because the population of a particular community is rising manifold. Why are there no riots in eastern UP? You can easily understand. In places where there are 10-20% minority population, stray communal incidents take place. Where there are 20-35% of them, serious communal riots take place and where they are more than 35%, there is no place for non-Muslims.” This is not the conclusion of an academic work on riots in the state of Uttar Pradesh. These are the words of Yogi Adityanath, now the chief minister of Uttar Pradesh. This is not his only incendiary statement; take this statement he delivered in an old speech: “If they (read Muslims) convert one Hindu girl, we will convert 100 Muslim girls. If they kill one Hindu, then 100 we too will…” The crowd completed the sentence. Adityanath’s absurdities extend beyond Hindu-Muslim communal politics. For instance, in an essay on his website, he says: “If men acquire women-like qualities, they become gods but when women acquire men-like qualities, they become demons.” Even though Adityanath’s selection as the chief minister of India’s most populous state comes as a surprise, a few signals can be discerned in hindsight. The Bharatiya Janata Party (BJP) gave no ticket to any Muslim candidate in the fight for the 403-member assembly in a state where Muslims account for around 19% of the population. Adityanath was one among the star campaigners of the party. But those signals could have been explained without necessarily seeing them as a build-up towards the elevation of Adityanath. It is widely perceived, even outside the BJP ranks, that a Muslim candidate on a BJP ticket doesn’t really make a winning proposition. And Adityanath has genuine appeal in Gorakhpur and nearby districts which the party would have liked to exploit. But more importantly, the victory speech of Prime Minister Narendra Modi a day after the election results were announced was statesman-like. Comparing the success of his party to a tree laden with fruits (of victory), he said that it was the responsibility of the BJP to bow down in humility. In a bid to move past the rancour of electioneering, Modi said: “The government in a democracy is formed with a majority but is run with consensus. The government of the BJP belongs to those who voted for it as well as to those who did not vote for it.” It looked as if the BJP would steadfastly focus on developing Uttar Pradesh, one of the most backward states in India. It can still do so, but the selection of Adityanath is certainly not a good start.

Government today moved a fresh proposal to cap cash transactions at Rs 2 lakh instead of Rs 3 lakh as provided in the Budget, as it introduced as many as 40 amendments to the Finance Bill in an ‘unprecedented move’. As the Finance Bill was taken up for consideration in the Lok Sabha, opposition parties like TMC, BJD and RSP protested against the introduction of the amendments to 40 Acts, saying it was being done in the form of “back-door entry”. The amendments to the laws like Companies Act, Employees Provident Fund, Smuggling and Foreign Exchange Act, TRAI Act and Information Technology Act,

have been moved with an aim of making the functioning of tribunals more efficient by merging the smaller ones and reducing their numbers from 40 to 12. The objections by the opposition parties were overruled by Speaker Sumitra Mahajan who ruled that the ‘incidental provisions’ involved in the amendments constitute a ‘Money Bill’ and therefore can be considered as part of the Finance Bill. Among the amendments made to the Finance Bill was a provision to cap cash transaction at Rs 2 lakh. Earlier, while presenting the Budget on February 1, Finance Minister Arun Jaitley had proposed the cap to be Rs 3 lakh with effect from April 1.

Gujarat has more liquor-loving women than Punjab: Survey Sunvilla News | Ahmedabad

Data with National Family Health Survey (NFHS) for the year 2015-16 indicates that more women in dry-state of Gujarat drink liquor than in Punjab, where there is no prohibition law. Around 0.3% of women between 15 and 49 years in Gujarat drink liquor while just 0.1% of women in Punjab consume alcohol, the NFHS data indicates. The figures, which were released recently, further indicate that 0.1 % women in urban areas of Gujarat and 0.4% of rural background consume liquor. In Punjab, on the other hand, only 0.1 % urban women drink while no women in rural areas consume alcohol. Against this, around 0.3% women drink alcohol in rural areas of Gujarat. NFHS figures also suggest that 11.1 % of men aged between 15 and 49, consume liquor in Gujarat. This includes 10.6% men in urban ar-

eas and 11.4% in rural areas. Incidentally, there are only 56,000 legal liquor permit holders in the state which clearly means the rest 11% of the population depends on bootleggers for their liquor supply. An analysis of the data indicates that nearly 40 lakh men and women in Gujarat drink liquor. This is strange for Gujarat where a new prohibition law provides of imprisonment up to 10 years for those involved in the sale and purchase of liquor, besides a maximum fine of up to Rs 5 lakh. Director, prohibition and excise department, B K Kumar, said there are just 56,000 legal permits for liquor in Gujarat including the permits given to ex-armymen. However, Kumar was unaware of the NFHS report. He gave the assurance that he would inquire into the actual figures. It may be recalled that in October last year, there was a hooch tragedy in Gujarat that claimed the lives of 26 people.

During Class XII general stream, Economics exam, one student each from Ahmedabad and Surendranagar and two from Rajkot were caught. Last Friday, three students were booked for using unfair means during examinations — while two Class X examinees were using dummy candidates, the third student was caught taking pictures of the question paper with a mobile phone.
