In many other parts of Gujarat, influential BJP leaders are facing a tough time dealing with the ire of the Patidars, who are demanding why the BJP ignored their quota demand and failed to take action against cops responsible for the death of eight youth during the August agitation. Patidars are nearly 1.5 crore of Gujarat’s six-crore population. Apart from their numerical strength, their financial muscle makes Patidars an
influential vote bank. Till the 80s, the Patidars were traditional supporters of the Congress. But they ditched the party after Congress leader and former Gujarat chief minister Madhavsinh Solanki restructured the party’s support base around the KHAM (Kshatriya, Harijan, Adivasi, Muslim) communities. Since the 80s, Patidars have been supporting the BJP and have been instrumental in voting it continuously to power. This is for the first time in nearly two decades that the BJP is in the electoral fray without being guaranteed the support of the Patidars.

You never let a serious crisis to go to waste,” said Rahm Emanuel, the then White House chief of staff, as a financial disaster threatened America at the dawn of Barack Obama’s presidency. We don’t know whether Prime Minister Narendra Modi is aware of the “Rahm Theorem”. But he appears conscious of the need to alter the political narrative after the electoral debacle in Bihar. A week, it is said, is a long time in politics. If the Bihar results seemed to diminish Modi’s standing, the PM has reasons to bet that he can engineer an early turnaround. Might foreign policy be of some help to the prime minister? There is no dearth of advice on a possible new course. The political part of it suggests that the PM must crack down on the extremists of the Sangh Parivar, who have eroded Modi’s support in the mainstream. The economic part suggests an acceleration of reforms and concentration on a few major deliverables that can credibly improve the PM’s chances for re-election. While Modi’s ability to push through big legislative change has been undermined by the Bihar results, there is much the government could do through executive action. We have seen some initial moves on reform already on liberalising the rules for foreign direct investment. More is expected to follow. But what about diplomacy? Foreign policy rarely figures in domestic political strategies. Whether it is the advanced nations or developing ones, the wallet always matters more than the grand themes of world politics. But diplomacy does offer some political opportunities for leaders who find the going tough at home. Walking the global stage may not get you many votes, but it certainly helps boost the PM’s political image. Diplomacy also helps leverage external opportunities for more rapid internal economic development. While the gestation time can be long, the sense of concrete movement on major transformative projects can boost national economic sentiment. In some contexts, critical external partnerships help improve domestic political standing. Recall Prime Minister Indira Gandhi’s embrace of the Soviet Union as the Congress party split in 1969. Moscow helped her win the support of the Left in the country to fend off her Congress rivals on the right. Resuming the peace process with Pakistan might seem a lot more difficult. It is worth recalling though that PM Atal Bihari Vajpayee, whom Modi cites quite often in relation to Jammu and Kashmir, made consistent efforts under lot more difficult circumstances to improve ties with Pakistan at the turn of the millennium.

That’s a new one. ‘X : Past Is Present’ has eleven filmmakers pitch in to create the story of K, a filmmaker reflecting over his past and present during the course of one night. There’s promise in the premise. How often do we have different people look at us, and find an aspect which is strikingly,
or terrifyingly different? Each part, filmed by a different eye and sensibility, should have creat-
ed an intriguing jigsaw. But the execution fails the ambition of this film : ‘X’ plays out as a dis-
fusing than anything else. The director, who is the central figure, remains the same. That is, he is played by the same actor. Anshuman Jha, as the young man, and Rajat Kapoor as the older, greying man, still in search of himself. The journey takes him through his past, and ten former girl-friends, whom he encounters at different stages : he turns out to be a real number, this K, with his slippery grin and side shuffle, hidden behind dark glasses, and a permanent state of drift.
Or he would have, if this film had actually turned out to be one. But except for one segment, right at the end, which has Swara Bhaskar and the young Jha, and a sense of time and place, the rest have practically no weight, nor heft. They just go past in a blur, without any real markers. The lines sound forced, and Kapoor says them without investing anything in his character. Did he find an outline which he wanted to fill, or was he left, like us, looking for one?

Agency | New Delhi In a move that could see India’s tax environment becoming more conducive for investment, the government on Friday came out with a roadmap for phasing out exemptions and deductions availed by companies on levies to eventually rationalise the corporate tax. This is in line with the finance minister Arun Jaitley’s announcement in his Budget speech of bringing down the current corporate tax rate of 30% to 25% over the next four years. The various suggestions proposed by the Central Board of Direct Taxes (CBDT) include gradually ending profit-linked, investment-linked and area-based deductions for both corporate and non-corporate tax payers, termination of sunset dates by March 31, 2017 for commencement of activity and benefit claims, doing away with weighted deductions on specified businesses from April 1, 2017, among others. “This is a step towards simplification of tax laws, which is expected to bring about transparency and clarity,” said the statement issued by the finance ministry.

Gujarat Secondary and Higher Secondary Education Board (GSHSEB) has received a record 3,000 complaints in connection with the science stream exams for semester I and III in class XI and XII respectively. Students, parents and experts sent complaints regarding the recently published provisional answer key. Board officials have appointed a panel of experts to look into the issue and prepare a final answer key after rectifying the errors. Examinations for these two semesters ended on November 7 after which board officials put a provisional answer key on its website. In no time, the board’s mailbox was flooded with complaints primarily regarding the
chemistry, biology , physics and mathematics papers. Sources said that around half the complaints relate to the biology papers, where five to seven marks will be affected. “In the biology paper, three questions had two answers that could be termed correct whereas in two questions all the multiple choice options were incorrect,” said sources. Five persons from the Muslim community have been arrested under the Prevention of Child Marriage Act (PCMA), 2006, by Gaikward Haveli police station. The accused — husband of the minor, three witnesses and the priest (Kazi) who performed the nikah (marriage) — were later granted bail. The development comes following a Gujarat High Court’s directive on September 23 that allowed police to take action against the accused under the Act, noting that “the provisions of PCMA would prevail over
Muslim personal laws”. “As per the court’s order, we have booked the five persons in the case on Thursday and recorded their statements. They were arrested and later released on bail. We are probing it further,” said senior police inspector V M Selar of Gaikwad Haveli police station. Those arrested have been identified as Yunus Usman Shaikh, 28, a resident of Raikhad, who married the minor 12 years younger than him, Gulam Mohammed Aslam Safi Malek, 48, a resident of Jamalpur Chakla who allegedly performed the nikah.
