Bird flu hits poultry business in Thane district The bird flu outbreak in Thane district has now hit chicken and egg prices, which have reduced by 40 per cent to 50 per cent, as per the Poultry Farmers Association in Thane. The per kilogram meat, which earlier cost anywhere between ₹180 and ₹200, is now sold at ₹100 or lower. The egg prices, too, have reduced by 20 per cent as per the association. Moreover, the outbreak has also hit the hotel industry in the district which was already reeling under 50 per cent losses due to the lockdown. Judges mould and knead the Constitution, and specifically, the right to free speech and expression enshrined in Article 19 (1) (a), like malleable clay to suit the changing situation of society. While listening to contentious arguments, they have to balance conflicting rights of a free media versus the right to a fair trial of cheats, rapists, and economic offenders like Vijay Mallya and Nirav Modi.So, the Bombay high court has used its discretion this week to refuse to prevent journalists from investigating crimes right after an FIR is lodged. For the benefit of laypersons, a criminal trial begins after the police file a charge-sheet, known as a final report, in legal parlance. This is when the role of the police ends and the public prosecutor (PP) takes over. The media not only reports on who was arrested, what their role was but occasionally converts suicides into murders. A few lawyers go ahead to proclaim their clients’ innocence on these news channels when the trial courts are seized of the matter. After two news channels unleased a tirade against the alleged suicide of Sushant Singh Rajput, five petitioners filed PILs in the Bombay high court, which delivered an erudite thesis on freedom of the press versus the rights of the accused to a fair trial. Some of these petitioners sought that the media should not be allowed to comment and investigate on crimes after an FIR is lodged or an alleged criminal is arrested. Refusing to grant these reliefs, a bench of the Bombay high court, comprising chief justice Dipankar Datta and Girish Kulkarni, declared the doctrine of postponement of reporting or by that yardstick, even commenting on heinous crimes cannot imply the stage when proceedings in a subordinate court were imminent or where the suspect was arrested after an FIR was recorded.“There being a clear definition of ‘contempt’ in the Contempt of Courts (CoC) Act, 1971, reading ‘criminal proceedings’ in section 3 to commence with the registration of an FIR, as suggested by the lawyer based on her reading of case law, would amount to rewriting of the statute, which is impermissible,” the judges declared.“Significantly, this petitioner has not challenged the constitutional validity of section 3 of the CoC Act but still urges the Court to read down such provision in support of the proposition that criminal proceedings must be said to have commenced even when an FIR is filed and there is obstruction during the course of the investigation by the concerned police on account of irresponsible and misleading dissemination of news,” the judges declared. This erudite judgment has recorded that electronic media, comprising over 1,500 channels, is not well-regulated because there are only two known private associations. The News Broadcasters Association consists of 26 broadcasters, who manage 77 channels. The maximum punishment for - Kapilkumar M. Hirpara flouting their code of ethics.

Woman to get Rs 75K for injury during delivery Agency News: Surat The consumer court in Navsari has ordered a local gynaecologist to pay Rs 75,000 compensation to a 28-year-old woman who sufferedrectovaginal fistula during the normal delivery around four years ago.The Navsari District Consumer Dispute Redressal Commission observedthat the woman’s medical condition was a result of the hospital’snegligence and she was discharged without proper medical advice.The woman, Reshma Khariwala (name changed), a resident of Surat city,had lodged a
complaint against Dr Jignesh Ghadiyali and his ‘Ma’ Hospitalin Navsari town with the consumer court demanding compensation. Shehad been consulting him for her pregnancy.On December11, 2016, she had labour pain and was rushed to hospital at4am. While Dr Ghadiyali was not present, the nurse gave her an injection and informed that that it would take a week for thedelivery. However, as the pain did not subside, Reshma contacted the doctor who told her to get admitted the same day. The nurse meanwhile told her mother that the delivery will have to be done in 10 minutes.
Gujarat-based Institute of Seismological Research (ISR) awarded work of preparing seismic microzonation maps Sunvilla News: Gandhinagar
The Gujarat-based Institute of Seismological Research (ISR) has been awarded the work of preparing seismic microzonation maps for eight earthquake-prone cities located in Punjab, Uttar Pradesh, Bihar and Jharkhand. The work will involve studying the seismic activity and the possibility of large earthquakes striking these cities.The Union Ministry of Earth Sciences has awarded the work to Gandhinagar-based ISR which has been doing similar work in Gujarat.“For this work, ISR has won the bid ahead of the various IITs like IIT-Kanpur, IIT-Kharagpur, IIT-Rourkee and IISc Bangalore. We have selected for all the eight cities
namely Amritsar, Varanasi, Lucknow, Kanpur, Agra, Meerut, Patna and Dhanbad. An agreement has been signed with the Ministry earlier this week,” said Dr Sumer Chopra, officiating director general of ISR, an establishment fully dedicated to earthquake studies. “We will be starting this work next month. It will take almost 2-3 years to complete. This is a manpower intensive work where we have
to carry out geotechnical, geophysical and geological surveys in the whole city in a grid-pattern. Then we will prepare seismic microzonation maps which will provide data regarding the seismic activity in and around the city. We will study active faults passing through or near a city and try to establish the maximum intensity of earthquakes that might strike the city or a region near it ,According
to ISR, these maps will also help in designing buildings or infrastructure, in tune with the seismic activity in the region According to experts, cities in the Indo-Gangetic belt and regions like Gujarat are prone to severe to very severe earthquakes. In the recent past, ISR has prepared seismic microzonation maps for several cities in Gujarat including Gandhinagar, Ahmedabad, Bhuj, Gandhidham, Kandla, all of which were adversely impacted by the 2001 Kutch earthquake. Similar maps have also been prepared for large projects like GIFT City, Statue of Unity at Kevadia, Dholera Special Investment Region, Mundra LPG terminal and the 30000 MW solar plant in Kutch.
