India: Merging railway, Union budgets is a good idea..?

Over a decade and a half ago, the NDA government led by Atal Bihari Vajpayee ended the colonial era practice of announcing the Union budget in the evening. NDA 2 headed by Narendra Modi has decided to do away with an over 90-year-old tradition of a separate budget for the Indian Railways by merging it with the general budget from next year. The cabinet has also decided to advance the dates for the presentation of the budget to early February. Broadly, both decisions are welcome. That’s because even with a separate budget, the current system of accounting of the railways is non-transparent considering that it is difficult to make out the costing under various heads, including staff costs. More importantly, the trigger for the decision may well be the fiscal state of the Indian Railways — which with a wage bill that soaks almost 50 per cent of its working expenses, passenger earnings of just a little over 25 per cent of gross earnings, and a high operating ratio — is hardly in a position to carry out modernisation and upgradation of technology, or invest in new assets and focus on safety too. An expert committee headed by Bibek Debroy had in its report on restructuring of the railways made out a case for jettisoning a standalone railway budget. By subsuming it within the Union budget, the transport services provider may be better equipped to raise funds, including from external agencies, on the strength of the sovereign to invest in projects which yield good returns over time instead of being restricted to the Indian Railway Finance Corporation to mobilise money. Equally, however, it can also be argued that a merger of the two budgets may lead to fuzziness over accounting of items such as pension payments — a huge burden for the railways. What is important, therefore, is the direction of reform. If the merger leads to a structural transformation over the long haul in terms of accounting and operating on commercial principles like corporate bodies, higher revenues, productivity and internal generation of funds and better project implementation based on economic logic rather than political considerations, then this exercise may well be worth it. Much will depend on the operational autonomy provided to the railways and the political will to ensure that a department run commercial undertaking delivers more for the buck. The government’s decision to advance the budget should lead to better planning and spending outcomes, round the year, by ministries and departments. For, they will no longer be able to take refuge under the excuse that funds weren’t coming in early enough. The move follows a suggestion to the effect by Niti Aayog member Bibek Debroy in his report on restructuring the public transport behemoth. It suggested the railway budget should be phased out progressively and merged with the general budget. Jaitley said the cabinet has also in principle agreed to advance the date of presentation of the general budget to make sure the budget is passed by Parliament by 31 March, before the new financial year begins on 1 April. “A final call on the actual date of the budget presentation will be taken after consultations, depending on the calendar of state assembly elections next year.” Implicitly, it also means the budget session of the Parliament will be advanced.

Allowed to select three members of the new six-member board, the government chose Chetan Ghate, a professor at Indian Statistical Institute; Pami Dua, a director at the Delhi School of Economics; and Ravindra Dholakia, a professor at the Indian Institute of Management in Ahmedabad, in Prime Minister Narendra Modi’s home state of Gujarat. Ghate was part of a five-member technical advisory committee that provided non-binding advice on interest rates to the RBI governor ahead of each policy review.

Various studies over the last decade have demonstrated how the excessive amount of time we spend sitting down may increase the risk of death, regardless of whether or not we exercise. The new study, published in the American Journal of Preventive Medicine, now estimates the proportion of deaths attributable to that ‘chair effect’ in the population of 54 countries, using data from 2002 to 2011. “It is important to minimise sedentary behaviour in order to prevent premature deaths around the world,” said lead author of the study Leandro Rezende from University of Sao Paulo in Brazil. He also highlighted that “cutting down on the amount of time we sit could increase life expectancy by 0.20 years in the countries analysed.” The results revealed that over 60 per cent of people worldwide spend more than three hours a day sitting down – the average in adults is 4.7 hours/day — and this is the culprit behind 3.8 per cent of deaths.

In a significant decision, the Gujarat High Court today ordered that the 105 surrendered management quota seats of the medical colleges of the Gujarat Medical Education and Research Society (GMERS) would be filled through Gujarat Common Entrance Test (GUJCET) this year and not the National Eligibility cum Entrance Test (NEET). The Division bench of Chief Justice V Subhash Reddy and Justice V M Pancholi ordered that the 105 seats of management quota would be filled this year on the basis of GUJCET results and not on the basis of NEET merit list. The court passed the order on the basis of the submission by the state government. Meanwhile, Minister of State for Health and

Family Welfare, Medical Education Shanker Chaudhary welcomed the decision saying that the court had upheld the state government’s stand. The court during the hearing of the matter earlier this month had pulled up the state government for the last minute changes in its stand to convert the self financed college management quota seats into government quota and changing the criterion for eligibility on the basis GUJCET results in the middle of the admis-

sion process. It had also sought a reply from all seven colleges and their managements as well as to the Admission Committee for Professional and Medical Courses and the state government for changing the scheme of admission. It had also allowed the ACPC to go ahead with its mock round asking them to exercise refrain in finalizing their results. Three students had moved the high court against the decision of the state government to surrender 105

cases under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. These courts will be set up in 15 districts. Ahmedabad will get two different courts – Ahmedabad (Rural) and City Civil Court, Ahmedabad. Other districts which were alloted these special courts are: Anand, Banaskantha(at Palanpur), Bharuch, Bhavnagar, Gandhinagar, Jamna-

gar, Junagadh, Kutch (at Bhuj), Mehsana, Patan, Rajkot, Surat, Surendranagar and Vadodara. As per the notification, these courts are being established in consultation with the Chief Justice of Gujarat High Court. The development comes in the backdrop of ongoing stir by Dalits demanding justice for the community. Dalits have been staging protest across Gujarat after four Dalit youths were flogged in Una town of Gir Somnath district on July 11 for allegedly skinning a dead cow. At various protest rallies in recent times, Dalit activists have demanded the establishment of special designated courts to try atrocity related cases.
