He said the the country’s development can take new dimensions if the tier-2 and tier-3 cities are bought on the aviation map and noted that government was making efforts to revive the large

number of non-functional airstrips and airports in the country. “That is why to promote this, the government brought out a new regional connectivity scheme under which people can travel with airfares of only Rs. 2,500 for up to 500 kms distance,” he said. ttacking the previous governments, he said, “Earlier airports were set up, planes would fly but the

2 / Dt. 23-10-2016, Sunday Editors’ Picks Sunday, october 23, 2016 Celebrities have no moral responsibility about products they endorse In true Bond style, actor Pierce Brosnan ambushed India earlier this month when he appeared in a full page advertisement for Pan Bahar, a product many associate with a highly addictive form of chewing tobacco. The advertisement caused a stir, forcing the actor to condemn what he called the “unauthorised and deceptive” use of his image to promote the mouth freshener. He has also asked Ashok & Co, the company that produces Pan Bahar, to remove his image from all their advertising. Industry sources say the company might have shelled out a million dollars for a day’s work of the actor. “Considering that the agreement is based on per day usage, the deal would be in range Rs 5.5 crore to Rs 7 crore for a shoot,” said Indranil Das Blah, chief operating officer at Kwan Entertainment told HT. “For company, it is a celebratory deal as a product which is otherwise considered down-market, gets a classy and global feel. Brosnan, on other hand, gets more visibility in India — apart from good money.” The row has again raised the question of responsibility of such celebrity endorsers about the product they are advertising. Last month, the Union government accepted the recommendations of a parliamentary panel to impose accountability on celebrities for endorsing products and for misleading advertisements. According to the Section 75B of the new Bill that is in the works, any “false or misleading” endorsement, which is “prejudicial to the interest of any consumer” will now be a penal offence, punishable with a jail term of up to two years and a fine of Rs 10 lakh for the first such offence, and imprisonment of five years along with a fine of Rs 50 lakh for the second and subsequent offences. The issue of ‘celebrity responsibility’ caught national attention after captain of Indian cricket team, Mahendra Singh Dhoni, had to terminate his contract with the real-estate firm Amrapali earlier this year. He ended his association with the company after complaints from Amrapali residents emerged and a social-media campaign about people being defrauded by the builder. What would the mechanism to prosecute celebrities? According to the Bill, a court shall take cognizance of offences regarding false and misleading advertisements only after a complaint is made by the Central Consumer Protection Authority. The authority, a new executive agency, will be established to fill “an institutional void in the regulatory regime extant”, a news report said. While the intent of the government could be good, “misleading” is a vague and open-ended term. Take the case of Dhoni. He did end his contract with the realty firm but how would he have known that the company would fail to honour its commitment? If it was so easy to determine the intention of the company then the first to exit the deal would have been the home buyers. Or take the case of celebrity tourism mascots for states. Would you blame a celebrity if the state government ends up doing something ridiculous? Or for that matter, will Incredible India brand mascots held responsible if tourists face a problem in the country? The same argument holds true for Brosnan. What’s the point of shooting the messenger when the State itself is coy about taking any tough action against makers of pan masala products to protect health of public? Isn’t it earning substantial revenue from them? Celebs endorse brands for money. Don’t make them responsible for the efficacy of the product.

QUOTE OF THE DAY

“We should praise Prime Minister Narendra Modi for the surgical strikes. But this should not be the last one but beginning of (more) such strikes against Pakistan,” - Shiv Sena president Uddhav Thackeray on Saturday said India has the capability to

conduct more such strikes. The Sena chief, however, took a dim view of Defence Minister Manohar Parrikar’s remark crediting the “RSS teachings” for the decision to conduct the surgical strikes.

Akshay Kumar’s patriotic fervour continues in first look of his new movie Gold

(H.S.) | New Delhi Akshay Kumar’s tweet about his latest venture couldn’t be more timely when the whole debate about patriotism is brewing in Bollywood circle. The actor on Friday tweeted the poster of his next big movie titled Gold, which is set to release in 2018. Going by the look of the poster, one can see an Olympic gold medal with the national flag in the background. The story is about the country’s first Olympic medal, as shared by Akshay. “Set in 1948, the

historic story of India’s first Olympic medal as a free nation, #GOLD coming to you on 15th August 2018!”, he tweeted. Nationalism is the flavour of the season. Bollywood may be divided on the lingering debate around the concept of patriotism, in the light of the MNS controversy about banning Pakistani artistes in Bollywood. While some have given their opinion, many others have denied commenting or taking any side on the whole issue. Akshay, however, seems to have no prob-

lem, given that he is the current favourite when it is about a modern take on patriotism in Indian films. He has done some backto-back movies that have filled his fans with the sentiments of patriotism and courage, like Airlift, Rustom and Baby. Meanwhile, Akshay Kumar, who is known in the industry for his benevolent nature and social service has offered help to Ravi Shrivastava, the ailing producer of his first film. According to reports, the aged producer is suffering from kidney failure and needs a transplant. Shrivastava was the first producer who offered the movie Dwarpaal to Akshay during his days of struggle, but the movie was shelved for unknown reasons. Later, it was Shrivastava who helped Akshay land his debut movie Saugandh in 1991.

Bollywood vulnerable where politics is concerned: Ajay Devgn (H.S.) | Mumbai

Actor-filmmaker Ajay Devgn, who awaits the release of his Shivaay directorial venture, says the Indian film industry is scared of politics because if a person speaks against any political party, his film will be prevented from releasing. On October 28, Shivaay will clash at the box office with filmmaker Karan Johar’s Ae Dil Hai Mushkil, which is currently in news for featuring Pakistani actor Fawad Khan. Earlier popular Bollywood celebrities like Shah Rukh Khan and Aamir Khan had faced a backlash on their remarks on intolerance. Even filmmaker Mukesh Bhatt said recently that he will not

I’d love to be with someone special, says Parineeti Chopra

(H.S.) | Mumbai She looks like a million bucks. Parineeti Chopra also has an interesting line-up of films and several big brand endorsements in her kitty. The actor says she is in a “great place” workwise. However, Parineeti, who turns a year older on October 22, wishes to celebrate her birthday in a “special way” this year. “I am a birthday person. I am not modest about birthdays. I am shameless

about gifts. I have got a bigger house only so that I can accommodate more gifts (laughs),”she says, talking about her love life, and more. Yes, absolutely. From October 23, I start a countdown to my next birthday (laughs). The irony is that I don’t celebrate my birthday in a big way. I just know that it is my day and that people will call me and send me presents. You get a lot of love on this day. This year though,

since I have worked a lot and I plan to continue working, I will do something special. I will organise a party or go out, and dance and have fun with my friends. Yes, when it comes to work, I am in a great place. I am glad that I could finish one film, and have [signed] the next one already. We will announce another one soon. It is going to be busy a year, which is what I wanted. I have worked towards this. I have worked on my body, and I am charged up about the coming year. In fact, the last six months flew by. This birthday is going to be a good one. Three to four years ago, I used to think that if I have someone special in life, I will be open and I will tell people about it. That still remains true to a certain extent, as I won’t hide it. At the same time, I won’t flaunt it too. There’s so much scrutiny. Relationships are overanalysed. I don’t want that to happen to my relationships or my love life.

work with Pakistani actors. Asked Ajay whether it is nationalism or fear behind such statements, he said: “Both. When it comes to nationalism, as I said, I stand by the country. When it comes to politics, an industry man gets a little scared. He gets scared because if today you say anything against a group, your film will be stopped, something will happen”. “We are very

vulnerable where politics is concerned. Where nationalism is concerned, I don’t think it (Bollywood) is divided… We want to stay away from politics because we are vulnerable. “But when it comes to the nation, there I stand by it. But when politics is concerned, sometimes you say it, but most of the time you stay quiet because of fear,” he added.

Bollywood action hero John Abharam is quite impressed with bold and brave actress Sonakshi Sinha. The “Dishoom” actor, who was present on Friday to release a song “Rang Laal” from “Froce 2” along with Sonakshi, said, “It is director’s prerogative that he wants to give an opportunity to his female actors to do this kind of actions ... Mahira Khan will not be replaced in Raees despite a ban on Pakistani actors enforced by MNS. According to reports, the makers of the Shah Rukh Khan film will go ahead with Mahira and shoot her remaining scenes at an “undisclosed” location. They think replacing her is not a cost-efficient option. Raees producers Ritesh Sidhwani, Farhan Akhtar and SRK and director Rahul Dholakia are all optimistic that by the time the film releases in January, things will cool down. Agency | Mumbai Within days of Essar Group signing a mega $12.9-billion asset sale in its oil business, three top lenders -- ICICI Bank, Axis Bank and StanChart -- have got back an estimated $2.5 billion as part of the first payment for their debt exposure to the Ruias-led conglomerate. The two Indian lenders -- which together had an exposure of $1.5 billion -- will get back nearly half of their money or about $770 million in cash while further $750 million of debt will get transferred to Rosneft-led consortium and Essar’s ports and other businesses, as per the terms agreed upon by them. Out of the total cash component, nearly $350 million was paid in cash to the two Indian banks last night, which together with interest payout of about $100 million takes their total collection from Essar to about $450 million, banking sources said.

Following the Supreme Court order on Friday, BCCI secretary Ajay Shirke has written a letter to the Lodha Committee, underlining issues that are imminent. “We have to finalise the broadcast rights for the IPL. The invitation to tenders (ITTs) are slated to be opened on Tuesday. Now that a new independent auditor will be appointed and the Committee’s nod is required for all new contracts above a fixed limit, I have sought clarifications on whether we can go ahead with the process or stop it. And if the independent auditor will be present at our meeting,” Shirke told The Indian Express. To some extent, there’s a sense of relief within the BCCI after the SC order. In its status report, the Lodha panel had asked for the removal of the present cricket board office-bearers; appoint a group of independent administrators to take charge of the functioning of Indian cricket and issue contempt charge against the BCCI top brass for non-compliance. The Supreme Court restricted the board’s financial

powers instead. The court said the state units under the BCCI shall not be given a single penny “for any purpose whatsoever” until they implement the Lodha reforms in toto. It also said the Committee should appoint an independent auditor to scrutinise the BCCI’s accounts, while directing the cricket board president Anurag Thakur and secretary Ajay Shirke to meet the Lodha panel and file an affidavit in two weeks. Today, the apex court released the order it had reserved on October 17.

But with Virat Kohli leading the Test team and Anil Kumble as the coach, the Board’s stance has softened and are now open to experiment with the technology. Kumble, who heads the ICC Cricket Committee, visited the MIT Laboratory last year to assess the upgraded research on ball tracking technology and the contentious Hot Spot, which had been called unreliable by the BCCI in the past. India last played

a Test series with DRS in use was way back in 2008 when they played an away series against Sri Lanka. The Board said in a recent meeting with the ICC and the Hawkeye officials, the improvements made to the system were further evaluated by the BCCI team. The Board said that it was “satisfied” that most of the concerns and suggestions that were expressed by it over a period of time, were “addressed to a significant extent”. The significant changes, which have been effected, include the introduction of ultramotion cameras which will address issues with regard to calculating the predictive path which allows the ball tracking, to be more accurate. Another change was manual intervention to set the impact point has been controlled by the introduction of the ‘Ultra edge’, which has been approved by MIT and will help in determining the frame of impact.

Red wine can cure hormone imbalance caused by Polycystic Ovary Syndrome

Agency | New Delhi Resveratrol, a polyphenol which occurs naturally in red wine, grapes, nuts and chocolate, could correct a hormonal imbalance in women with Polycystic Ovary Syndrome (PCOS), a condition which can cause infertility in women of childbearing age. Researchers at the University of California, San Diego, have demonstrated that a polyphenol called resveratrol, which is found in red wine, peanuts, blackberries and chocolate, was able to correct hormone levels in 30 patients with Polycystic Ovary Syndrome (PCOS). PCOS is a common condition among women of childbearing age. Symptoms can begin with the first period or in young adult women. In these patients, the ovaries produce high amounts of male sex hormones (known as androgens) such as testosterone. The consequences include weight gain, missed periods, acne, and excess hair on the face and body. Diabetes and infertility can also occur in the most severe cases. Based on the hormonal blood levels recorded at the beginning and the end of the study, the researchers noted a 23.1% reduction in testosterone levels among women who took the resveratrol supplement for 3 months.

The final of the Kabaddi World Cup 2016 to be played here this evening will be a ‘clash of titans’ in which defending champion India would try to continue its winning streak to get the coveted cup for the third consecutive time while last time runners up Iran would try its best to break the jinx of losing the finals. In the earlier two editions of the World Cup also India and Iran had locked horns for the title with India winning on both the occasions. India had defeated Iran easily by 55-22 in

the first Kabaddi world cup (international format) in Mumbai in 2004. In the second edition held in Panvel in Raigad district of Maharashtra in 2007 the two teams again reached the finals and had comparatively a tougher fight with India again lifting the cup by beating Iran 29-19. The current edition of the world cup is only the third one so far. The host nation needs no introduction in the world of Kabaddi. They have won glory in the sport across various competitions including the Asian Games and

Is poker gambling or skill game? Gujarat govt signs MoUs worth HC asks Gujarat government $5 billion with China firms

popular card game and adjourned the hearing to November 9. Students’ suicide prevention : Gujarat Education dept launches campaign, but has no official data Sunvilla News | Ahmedabad

With an aim to prevent the alarming rate of increase in stress-related suicides by students, the Gujarat Secondary and Higher Secondary Education Board (GSHSEB) has launched the statewide “suicide prevention campaign”. However, it lacks any official data on such cases of suicides. The education department has claimed that the campaign was launched as the number of suicides was on rise. However, the introduction of grading and semester systems in Classes IX till XII, with the main objective of reducing stress and anxiety among students, has proved to be futile. The campaign, launched by Education Minister Bhupendrasinh Chudasama on October 5 from Gandhinagar with a live telecast to all government

schools across the state through Bhaskaracharya Institute for Space Applications and Geo-informatics (BISAG), has had two sessions till now and is said to be a continuous programme till the annual examinations in March 2017. When contacted, the GSHSEB chairman A J Shah admitted that the board didn’t have any data to prove that the number of suicide cases by students in the state was on the rise. “Now since this question has been raised, we realise that the board should have such information for our reference.

Since we are conducting a campaign, this data will certainly help the education department analyse this information,” he said. The deputy chairman of the board also seemed to be unaware of any figures to support the department’s premise of rise in suicides by the students. “The board has tried to collect this information, but could not. The education department was also contacted for this, but it could not be accessed,” said GSHSEB deputy chairman R R Thakkar. Apart from running a helpline to enable

students to de-stress, the education department has also roped in several non-government organisations for the campaign. However, senior education officials have said that the suicide cases among students due to examination-related stress have increased manifold in the recent years. This was witnessed despite the fact that the grading and semester systems were introduced in Classes XI and XII Science stream in order to relieve students from the stress and anxiety in the year 2011-12. After five years, the state government realised that the semester system was doing more harm than good to students.

ago to promote the game and produce players who can represent India at international tournaments. However, Anandnagar police allegedly started harassing him and asked the association and the club authorities to stop poker games or “face consequences”, the petition alleged. Advocate Pandya argued today that police’s action was “illegal” and “arbitrary”. Poker was a “game of skill” and not covered under Gujarat Prevention of Gambling Act, he said. Citing several past judgements of other high courts as well as a notification by the Union Sports Department, Pandya said as poker was a game of skill, IPA was not required to obtain police permission. Poker is played widely online without any permission from the government, he claimed, saying the IPA too should be allowed to carry out its activities.
