The party has decided to begin its Bihar assembly campaign well in advance. Party President Amit Shah and Home Minister Rajnath Singh will land in Patna on 14 April to rally the troops to take on the formidable Nitish Kumar-Lalu Yadav alliance, which includes the Congress party. Though the 14 April event is not meant to be a public rally, the party leadership hopes to gather around one-and-a- half lakh grassroot workers from all parts of the state. The state BJP leadership hopes that a successful mobilisation of party workers and cadre will give

it the momentum and electrify the opular mood. Assembly elections in the state are due in OctoberNovember. This would be Amit Shah’s first major appearance in Bihar. His last visit in January was a lowkey one, involving the holding of strategy sessions with leaders and interacting with party workers in Patna. Shah is known for his aggressive approach and can thus be expected to launch a frontal attack on Nitish Kumar in his address to the rank and file. Nitish Kumar’s personalised political/ego battle against Narendra Modi is well known. He said if the nation makes progress, it will benefit the farmers as well as their future generations, many of whom want employment in areas other than farming. “If there is no development, what will happen to your children? Do you want them to live in ‘jhuggi jhopris’ (slums) of Delhi and Mumbai? Development will bring benefits for the farmer, their children as well as their villages,” the Prime Minister said. The controversial Bill was passed by Lok Sabha earlier this month but has got stuck in Rajya Sabha because of a united opposition which has stepped up its campaign against the measure. Talking about corruption, he said it

had “destroyed” the country. Targeting the previous UPA government, he said that the coal-block allocation scam was “bigger” than assessed by the CAG. He said that the CAG’s assessment of the loss in the coal-block allocation scam was much less than what it actually was. When the CAG concluded that the loss was to the tune of Rs. 1.86 lakh crore, there was “disbelief about such a huge figure”. “Out of 204 coal blocks cancelled, only 20 have been auctioned so far and more than 180 are still left. Since an honest government is in place, Rs two lakh crore was deposited in the national treasury on account of auction of these 20 coal blocks,” Mr. Modi said, adding that it will benefit the poor.

The contradictory positions on autonomy and federalism — such as rooting for the 13th Amendment in Sri Lanka but opposing Article 370 at home — is all too glaring to be glossed over. Prime Minister Modi calling for equal respect for all citizens in Sri Lanka actually serves as a reminder of President Barack Obama’s repeated references to religious intolerance in India; and, the urgent need to end the attacks on minorities. In spite of the Prime Minister’s emphasis on reforms for liberalising the economy, the continuing clampdown on freedoms, expressions and movement smacks of illiberal political and bureaucratic tendencies. These events and developments undermine India’s avowedly pluralistic culture and seriously damage the country’s image in the eyes of a world that views Modi’s India as a rising power on the cusp of unprecedented development. Getting Obama as the RDay chief guest was seen as a diplomatic coup that would floor his opponents at home and make the world sit up. However, Obama’s graceless parting shot — “India will succeed so long it is not splintered on religious lines — stirred an unsavoury debate that did little for Modi sarkar or India-US relations. Even before the uproar over his January 27 remark had abated, Obama dropped another pebble on February 6 in Washington: “India…where, in past years, religious faiths have been targeted: intolerance that would’ve shocked Gandhi”. This set off new ripples, which drew even more unwanted attention to the Hindutva-driven valourising of Gandhi’s assassin, Godse, and the attempts to install his statues. Far from a diplomatic triumph, Obama’s visit had turned out to be a political cross. The Prime Minister has — more than once — condemned and expressed concern over the attacks on Christians and churches. Nevertheless, incidents and tension are rising. Alongside such religious intolerance, there is also heavy-handed suppression of individual freedom as evident in activist Priya Pillai being prevented from going abroad to testify before a group of British MPs. Ironically, instead of her aborted testimony — which authorities claimed would “negatively impact India’s image — it is the bar on her travelling that discredited the government. Similarly, another threat to free expression that has attracted attention abroad are the “dictatorial ways” of the new chief of the film censor board. At a different level, two other points are being debated in diplomatic circles. There is a thin line that divides acceptable concern from meddlesome interest when it comes to issues in another country.

Facebook testing app for `advanced call blocking`

Agency : Washington Facebook has been testing a new Android-only dialer app which would include advanced call blocking in a smartphone, a report said. According to the Android Police, the app, marked 'FB-only', would show information about the caller

and automatically block the call from commonly blocked numbers, The Verge reported. Facebook has confirmed the existence of the app called 'Phone', and said that they were always testing things but had no announcements to make yet.

Bank of Baroda Cuts Deposit Rate for a Select Maturity by 0.1%

Agency : New Delhi State-owned Bank of Baroda (BoB) has revised downwards the interest rate for deposits below Rs 1 crore for a select maturity bracket. "The Bank has decided to revise rates of interest payable on Domestic Term Deposits & NRO Deposits of below Rs 1 crore, applicable to fresh deposits and renewal, with effect from March 24, 2015. The applicable rate of Interest in the maturity range of 181 to 270 days has been reduced from existing 7.75 per cent to 7.65 per cent," the public sector lender said in a BSE filing. For all other deposits, no change has

been made, the bank said. Bank of Baroda scrips traded at Rs 170 apiece on BSE, down 1.68 per cent from previous close. In a surprise move earlier this month, the Reserve Bank had cut the key repo rate by 0.25 per cent to 7.50 per cent. The central bank in January too this year, had cut the repo rate by a similar margin to 7.75 per cent. Repo is the rate at which the central bank lends to the commercial banks. However, banks have so far have not passed on the benefit to their customers and have mostly stayed away from brining interest rates lower.

Agency : Washington A new study has provided a deeper insight into air pollution and climate change that are involved in the increasing prevalence of allergies worldwide. A pair of air pollutants linked to climate change could also be a major contributor to the unparalleled rise in the number of people sneezing, sniffling and wheezing during allergy season. The gases, nitrogen dioxide and groundlevel ozone, appear to provoke chemical changes in certain airborne allergens that could increase their potency. That, in combination with changes in global climate, could help explain why airborne allergies are becoming more common. In previous work, Poschl; Christopher Kampf, Ph.D.; Manabu Shiraiwa, Ph.D.; and colleagues at the

Max Planck Institute explored how allergycausing substances are altered in the air. Building on that work, they decided to dig deeper into how that happens and examine how traffic-related air pollutants could increase the strength of these allergens. In laboratory tests and computer simulations, they studied the effects of various levels of ozone and nitrogen dioxide on the major birch pollen allergen called Bet v 1. The researchers determined that ozone, the main component of smog, oxidizes an amino acid called tyrosine that helps form Bet v 1 proteins. This transformation sets in motion a chain of chemical reactions that involves reactive oxygen intermediates and can bind proteins together, altering their structures and their potential biological effects.

Police complaint lodged in paper leak case Sunvilla News, Ahmedabad

District education officer (DEO), Ahmedabad city, late on Sunday night lodged a complaint at Khokhra police station in the case of biology paper leak. This came after exam committee of the Gujarat Secondary and Higher Secondary Education Board on Sunday asked the DEO to register the police complaint in the case. Board officials decided to file the police complaint after they found substance in the matter that the biology paper of semester IV of Class XII (science) was being circulated one hour before the examination. Sources said the board has also decided to request the government to empower them to take actions against erring officials. Before the biology paper began on Friday afternoon, a person in a car was seen selling it in Maninagar. The paper was sold between Rs 5,000 and Rs 10,000. Khokhra police officials said they have investigated about the four-wheeler in

The number of new cases has dropped drastically in the past few days. On Sunday, the state reported 34 new cases and three deaths because of H1N1 infection. The total death toll from the disease in the state has risen to 413 while, 6,394 H1N1 infections have been reported till date in the state. Ahmedabad has borne the brunt of H1N1 outbreak in 2015. According to the state health department, of the 34 new cases reported on Sunday, nine were reported from Ahmedabad, five from Kutch district and three cases each from Surat and Rajkot. Patan, Bharuch and GirSomanth. A health department release says a total of 5,730 people have been treated for the disease till date while 251 people are still under treatment. Students of Class 10 and 12 in the city who find mathematics tough are drawn to this one-room class in Nirnaynagar. This is their last hope and Jagdish Nayak, 68, a retired mathematics teacher, their saviour from the terror of maths. Nayak retired in 2001 after working as a teacher for 32 years only to go back to work immediately. However, this time he worked for free to rid students who did not have the money to join tuition classes, of the fear of maths. Between 4:30 pm and 7:30 pm every day he opens his makeshift classroom in Nirnaynagar near Chandlodia for free tuition classes. His labour of love has helped more than 700 students learn the secrets of maths and do exceptionally well. His success rate is impressive — more than 80% of his students have passed. Nayak himself grew up in rather modest financial circumstances and knows the trials one may have go through in life. His father was a folk Bhavai artist and

had worked hard to ensure his son was educated. Nayak overcame all odds and became a teacher. He is now a coordinator of the help-centre run by Gujarat Secondary and Higher Secondary Education Board (GSHSEB) where students call to allay their fears and apprehensions before exams. The father of one of his former students, Hiren Nayak, was a rickshaw driver. Hiren recalled that in 2010, he had scored only 12 out of 100 in a preliminary exam. "My father had lost all hope. We turned to Nayak Sir. He taught me for 20 days and I surprised myself by passing with 79% marks," said Hiren who is now a student of B.Com. Unlike Hiren, Milan Patel, a resident of Satellite, had tuition in all subjects. Yet maths remained an impregnable wall for him. He could get only 15 marks out of 100 in his prelims for Class 10 final exams of 2013. Then he went to Nayak Sir's class. After two months of Nayak 'magic', he appeared for a re-exam and passed with 85% marks.
