Cabinet clears trial of juveniles as adults in ‘heinous cases’ Agency : New Delhi Rejecting the recommendations of a parliamentary committee, the Union Cabinet on Wednesday cleared a proposal to try juveniles in the age group of 16 to 18 years who are accused of heinous crimes under laws for adults. “The Cabinet has approved amendments to the Juvenile Justice (Care and Protection of Children) Act, whereby juveniles in the age group of 16-18 years can be tried under IPC if they are accused of heinous crimes,” said Communication Minister Ravi Shankar Prasad after the Cabinet meeting. An amendment to the Juvenile Justice (Care and Protection of Children) Bill 2014 will be introduced in the current session of Parliament. The proposed law states that if a person aged be-

tween 16-18 years is accused of a heinous crime, the case will be examined by the Juvenile Justice Board to assess if the crime was committed as a “child” or as an “adult”. “Since this assessment will be done by the board, which will have psychologists and social experts, it will ensure that the rights of the juvenile are duly protected if he has committed the crime as a child. The trial of the case will accordingly take place as a juvenile or as an adult on the basis of this assessment,” said the gov-

ernment. The provision for a two-stage assessment or trial is aimed at bringing about a balance that is sensitive to the rights of the child, protective of his legitimate interests and yet conscious of the need to deter crimes, especially brutal crimes against women. The proposed amendment further reinforces these principles through introduction of a new provision that disallows protection from disqualification in case a juvenile is tried and convicted under the adult system, the government said.

Air Force Airlifts Bodies of Indians Killed in Nepal Bus Accident

Agency : Kathmandu A special Indian Air Force aircraft Wednesday airlifted the bodies of the 17 pilgrims killed in a bus accident in central Nepal. "Aircraft carrying 17 dead, 22 injured and 43 safe passengers of the 2nd bus to arrive at Ahmadabad," Indian Embassy in Nepal said in a statement. The plane took off from the Tribhuvan International Airport at 3:25 pm local time, Birendra Shrestha, the Acting General Manager of the airport, said.

Maharashtra government bans sale and use of ‘manja' kite strings PETA is now urging other states and union territories to follow Maharashtra's example of banning the sale of 'manja' The Maharashtra government has issued a circular banning the sale and use of sharp kite strings called 'manja' which injure and kill birds as well as people. The circular under Section 5 of Environment (Protection) Act 1986 was issued after a petition seeking a ban on 'manja' was filed by a citizen in the Nagpur bench of the Bombay High Court, according to a People for Ethical Treatment of Animals (PETA) India release issued here Wednesday. The Nagpur-based organisation People for Animals are a party in the matter. Previously, after receiving appeals from PETA India, the government advisory body Animal Welfare Board of India had urged states and union territories to ban 'manja', while the Ministry of Environment, Forests and Climate Change had sent letters urging them to address the issue, the PETA release said. According to PETA, the Maharashtra government order states, "The public is not allowed to use pucca threads, commonly known as nylon manja which is made of plastic or any such synthetic material and is likely to cause grievous injury to birds as well as humans during kite-flying". "Wholesalers dealing in nylon manja will be told well in advance not to stock or sell it during the Makar Sankranti festival. Nylon manja threads are not to be used because they have adverse effects on soil, waterways and cattle populations since they are non-biodegradable and cause immense injury to animals," the release said. "The use of nylon manja threads often results in flash over on power lines and substations, causing power interruptions to consumers, straining and damaging electrical assets and causing accidents, injuries and loss of life as well as damage to environment and therefore, such threads are not to be used for kite-flying," the PETA release said. "The Maharashtra government's decision to address the 'manja' menace is a huge step towards saving the lives of countless birds and many people," PETA India campaign strategist Nikunj Sharma said in the release. "PETA is now urging other states and union territories to follow Maharashtra's example to ban the sale and use of all forms of sharp 'manja' and encourage people to switch to cotton strings to fly kites for the safety of birds, humans and the environment," the release said. Incidentally, the ban on 'manja' has been widely supported. Recently, Nagpur MLA Milind Mane had written a letter calling for a complete ban on all types of 'manja', saying, "During my medical career of 22 years, I have treated many cases of humans injured by manja". Similarly in Nagpur, Orange City Cable Operators Welfare Association wrote a letter asking for a complete ban on 'manja' as it cuts cables, causing financial losses and inconveniencing customers. PETA had run an extensive campaign for nationwide ban on 'manja' use, after which Mumbai became the first city in Maharashtra to ban its sale and use in 2009.

China’s Xiaomi Unveils Mi 4i Smartphone in India

The Mi 4i smartphone is made to appeal to Indian buyers, with features like a big battery to compensate for spotty electricity supplies in many parts of the country. The high-end 5-inch device is priced at 12,999 rupees ($205), or one-fourth the 53,400 rupee price tag of a 16GB iPhone 6 in the country. Xiaomi has shot to the top of China’s smartphone market by offering devices with top-notch specs at bargain

prices, with most of its products sold online to cut costs. Now, Xiaomi hopes to win over Indian consumers with a similar formula, as its growth slows in China due to tougher competition. The Mi 4i was unveiled by Xiaomi in the Indian capital, New Delhi, with a spectacle similar to those that have accompanied its product launches in China. It said that most Asia Pacific (APAC) sovereigns have a relatively high degree of immunity to external economic shocks but their ratings momentum is diverging as some drive through ambitious reforms, while others struggle with long-standing challenges. "A key risk for credit quality is therefore whether governments can deliver on policy pledges," it said. Moody's has a 'Baa3' rating for India, with a positive outlook.

He found that the more time that has passed since one has quit, the more considerable the decrease in a former smoker's risk of dying from heart attack or stroke. "Within the first five years after smoking one's last cigarette, the risk already decreases measurably," he noted.

Nepal bus accident: Wadhwan town observes bandh Correspondent, Surendranagar

Wadhwan town located next to district headquarters Surendranagar in Gujarat is observing bandh today in connection with deaths of 17 persons in bus accident in Nepal. 10 out of 17 persons were from Wadhwan town while 2 were from nearby villages. Others were from nearby towns of Dhrangadhra and Chuda. Most of those who succumbed to death in Nepal bus accident were from Sathwara community which is involved in vegetable business and plumbing. According to district collector, dead bodies and injured passengers of bus tragedy will be brought to Ahmedabad airport in a special Air Force plane at around 1.30 pm.

Babu Bajrangi gets 90 days temporary bail for eyes treatment

Gujarat High Court today granted 90 days temporary bail to Babubhai Patel alias Babu Bajrangi, the convict in the 2002 Naroda Patia riot case, so that he could attend treatment for his eyes. Bajrangi had complained about vision loss problem. Bajrangi was the main accused in the Naroda Patia riot case, in which 97 persons were killed on February 28, 2002. He was convicted by a special SIT court in 2012 to imprisonment till he lives. The court held 32 guilty of rioting and murder and awarded life imprisonment to all. The court also acquitted 29 persons.
