Dalit lives have improved, conflict has increased in India

The Gujarat agitations are a canary in the mine: There is deep social conflict bubbling from below. The fact that the “Gujarat” model has left this social legacy should also be a wake-up call about how superficial our assumptions are about the relation between economic and social change. The continuing atrocities against Dalits are creating conditions for a new and explosive Dalit movement. There has been a long history of violence, humiliation and atrocities against Dalits, as there is a growing history of resistance. But that in itself produces a certain kind of complacency in certain sections: We have seen all of this before (recall Khairlanji) and after a little eruption, we will all settle back into that grindingly oppressive equilibrium that characterises Indian society. But it would be morally appalling and politically foolish to underestimate what is at stake at this moment. The violence in Gujarat or the misogyny against Mayawati has been analysed in two frames. One, there is the contingent political frame. The vigilantism that the cow protection movement has spawned and the general coarsening of language it has licensed will inevitably find their most hideous expression against the Dalits and the minorities. This is a reality which the ruling dispensation obtusely fails to understand, let alone acknowledge. While some BJP leaders have tried to work for Dalits on issues like temple entry and education, they are deeply discomforted by the thought that Dalits might want to define themselves rather than be defined. As much as they appropriate Ambedkar, they are also uncomfortable with his radicalism on the character of Hinduism. So the BJP will put up with Dalit assertion so long as it follows its script. The second frame is a long-term sociological story. These events are a reminder of the larger failure of the Indian state, its inability to create the conditions for what Ambedkar had called social endosmosis: A mixing of communities through education, marriage and economic mobility. There is a truth to both of these diagnoses; one speaks to an immediate trigger, the other to a long-term social process. But there is a risk that these miss out on the specificity of the current challenge. The specificity can be captured by the three paradoxes. On the one hand economic and social change has transformed Dalit lives in many contexts. But the one thing we know from comparative sociology is that conflict increases precisely at the moment where social conditions might be getting slightly better. Economic advancement alone will not diminish the psychic traumas of caste; it may actually create more conflict. Even as the experience of race in the US has shown, the psychic resistance to accept formerly subordinate groups as equal comes from depths and anxiety that is hard to fathom; indeed privileged groups fear those whom they have oppressed far more than other powerful competitors. The empowerment of these groups rather than becoming a celebration of justice becomes a sign of fatal concoction of guilt and loss of power, resulting in periodic attempts to “show them their place”. Some of the current atrocities against Dalits seem to be rooted in this sentiment. It will take a very imaginative politics to overcome this fear.

‘No helmet, no petrol policy hard to implement’

Agency | Kolhapur City-based petrol pump operators are up in arms against the state’s ‘No Helmet, No Petrol’ policy which was announced on Thursday. As per the new rule, the bikers riding without helmets will be denied fuel at petrol pumps across the state. The rule is inclusive of pillion riders as well. States transport minister Diwakar Raote had announced the decision in the state legislature’s ongoing session on Thursday. Petrol pump operators claim that the decision is very hard to implement and it’s not their duty to keep a watch on riders without helmets. The state by an order of December 2015, has made it compulsory for two-wheeler riders and pillion riders to wear helmets. However, the order received a poor response from citizens. In the Thursday’s notification, the regional transport office (RTO), petrol pump operators and traffic police have to ensure that the rule is being implemented.

Agency | Washington A new study led by researchers have found the evidence that strains of chimpanzee-carried simian immunodeficiency virus (SIV) and even the forms of HIV, can infect human cells. In the early 1900s, probably near a West African rain-forest, it was thought that a hunter or vendor of bush meat - a wild game that can include primates - acquired the first strain of a simian immunodeficiency virus that scientists consider the ancestor of HIV. The findings were conducted by the researchers from University of Nebraska-Lincoln in the US and supported this hypothesis by showing the first in vivo evidence that strains of chimpanzee-carried SIVs can infect human cells. They further discovered that the SIV ancestors of two HIV strains not identified in humans also managed to invade human cells after multiple exposures in the lab.

Facebook ditches plan to launch Snapchat-like feature

Agency | Mumbai Facebook have reportedly been testing a new feature called ‘Quick Updates’ which is reminiscent of a similar feature on Snapchat. The feature was tested with only a few users but unfortunately, the feature may never be commercially available. A spokesperson for Facebook told TechCrunch that there are no plans “to launch or move forward with Quick Updates.” The report by TechCrunch reads: “Facebook confirms that this was a product that it was testing with some users. The purpose was giving people tools to share with whom they want, as opposed to wider News Feed broadcasting. However, a spokesperson tells me Facebook doesn’t plan to launch or move forward with Quick Updates. So Quick Updates is basically a stillborn feature you won’t see more of.” Unlike ‘News Feeds’ which posts content on a user’s timeline permanently, Facebook’s Quick Updates would let users post videos and photos to a select few users that could see them for 24 hours before it disappears.

In 2014 (latest available data), 3.4 per cent of crimes against SCs in Gujarat ended in convictions, against a national rate of 28.8 per cent — one conviction for every eight across the coun-

try. Against STs, that conviction rate was 1.8 per cent, against the national average of 37.9 per cent — one conviction for every 21 cases. Dalit unrest began on July 11, 2016, when four Dalit youth were tied to a car and gau rakshaks, or cow protectors, took turns to flog them as a crowd watched. The crime: Skinning a dead cow. Later, the upper-caste vigilantes posted a video of the flogging on social media as a warning of sorts to others — Dalits and Muslims. The video of another attack in May has also now emerged. Atrocities against Dalits haven’t stopped even after the July 11 incident, despite the ongoing pro-

tests. The violence continues in July — a 14-yearold minor girl visiting her grandparents was raped and mutilated in Ahmednagar in Maharashtra. On July 17, a college-going Dalit girl was gangraped again by the same men who were arrested for the crime in 2013. Not just violence, other means are also being employed to trample the rights of Dalits. Dalit scholar Rohith Vemula was driven to suicide by harassing him over non-payment of college fees. The UGC fellowship was cut down and so was the budget for the release and rehabilitation of manual scavengers. While the government and political parties paid rich tributes to Balasaheb on his 125th birth anniversary, his office in Dadar was razed without permission from his grandson.

While surrounding states have seen normal or above normal rains, Gujarat is still reeling under a monsoon deficit of about 47 per cent, thereby impacting water level in the state. According to India Meteorological Department (IMD) Ahmedabad centre data, as against normal rainfall of 289.8 millimetres (mm), the state has received only 156 mm rains during the 2016. IMD data shows that highest deficit of 71 per cent has been noted in Kutch. The region has received 47 mm rains during ongoing monsoon against normal fall of 160 mm. Districts like Ahmedabad,

Bharuch, Vadodara, Rajkot, Jamnagar, Devbhumi Dwarka and Banaskantha are facing more than 60 per cent monsoon deficit as on 23 July. The monsoon deficit has had an impact on water levels in the state where out of 203 dams; only Narmada dam has a healthy 88 per cent water level while rest 202 dams have just 31 per cent water storage as on July 22 this year. Situation is more critical in Saurashtra and Kutch as these regions have less than 10 per cent water for drinking purpose. Available water level in these 202 dams is 4877 million cubic meters (mcm) as on July 22.

The National Crime Records Bureau (NCRB) reports a 44 per cent increase in violence against Dalits, up from 32,712 in 2010

to 47,064 crimes in 2014. The heinous nature of these crimes is beyond imagination – a Dalit women was brutally raped and murdered in Kerala in April, another was raped and murdered, and dumped in a water tank in Rajasthan in March, two children were burnt to death in Faridabad in 2015 and two girls were raped, murdered and hung up on a tree in Badaun in 2014.
