Presently, single term of panchayat presidents is 5 years. The government may move bill in this regard in upcoming budget session of Gujarat assembly which is scheduled to begin on 23 February. It should be noted that barring two, all district panchayats will witness general elections by end of this year.

Gujarat High Court asks schools to keep 25 per cent seats vacant Ahmedabad January 23, 2015 Hearing a public interest litigation alleging nonimplementation of the Right to Education (RTE) Act, the Gujarat High Court today asked 16 private schools to keep 25 percent seats vacant for the under-priviledged children in the coming academic year till further order. The division bench

of acting Chief Justice V M Sahai and Justice R P Dholaria also asked the petitioner Prakash Kapadia and these schools to submit suggestions to the state government for effective implementation of the RTE, within 10 days. In December, in response to the PIL, the High Court had issued notices to these 16 private schools in

Ahmedabad district, seeking replies as to whether they were implementing the 25 per cent quota. Seven schools have submitted their replies while the rest have asked for more time. While hearing the PIL today, the High Court said the schools must comply with the RTE Act. The next hearing would be on February 23.

ARAH A police constable and a woman were killed and over 16 others injured in a bomb blast in the civil court premises here today. Police said the blast took place when a prison van arrived at the premises carrying under-trials for production before the court. Zonal Inspector General (IG) Amarendra Kumar Ambedkar said the incident occurred at noon. "It is not clear whether it was a terrorist incident and investigations have started," Ambedkar, who is based in Patna, said. The Bhojpur district superintendent of police

Singh, who held a meeting with state police chief P K Thakur in his secretariat chamber, told reporters that the blast seems to be an attempt to help undertrials flee. The two undertrials, who managed to flee included Nandu Sharma, who had made a similar attempt at the Arah court premises in 2009 when his gang men exploded bombs.

India's Muslim population grew only 24% during 2001-11 The new census data has revealed that the population of Muslims in India has grown by 24 per cent between 2001 and 2011 against national average of 18 per cent. The data added that the representation of Muslim community in India rose from 13.4 percent to 14.2 per cent of total population in the said period. Among all states, Jammu and Kashmir has the highest Muslim population (68.3 per cent), followed by Assam (34.2 per cent) and West Bengal (27 per cent). It is to be noted that the growth rate of Muslim population in the country was around 29 per cent between 1991 and 2001. The census showed that the rise of share of Muslims in the total population was most rapid in Assam. Muslims constituted 30.9 per cent of the state's population in 2001 and it has risen to 34.2 per cent a decade later. A Home Ministry spokesperson said the Registrar General of Census is still compiling the data and will be released officially shortly. The data also showed that the population of Muslim has decreased in Manipur - from 8.8 per cent to 8.4 per cent. West Bengal has also seen a rise in Muslim population from 25.2 per cent in 2001 to 27 per cent in 2011. It is a growth of 1.8 percentage points. In Uttarakhand too, the share of Muslim population has increased from 11.9 per cent to 13.9 per cent, a growth of 2 percentage points, between 2001 and 2011. Other states which have recorded a rise in the share of Muslims in the total population as per the 2011 census were Kerala (from 24.7 per cent to 26.6 per cent), Goa (6.8 per cent to 8.4 per cent), Jammu and Kashmir (67 per cent to 68.3 per cent), Haryana (5.8 per cent to 7 per cent) and Delhi (11.7 per cent to 12.9 per cent). So, conspiracy theorists can relax. There's no Muslim ticking bomb; Hindus are not in danger of being reduced to a minority in their own country; and, there’s no need for Hindu families to panic into resorting to industrial scale production of babies as controversially suggested by the BJP MP Sakshi Maharaj and his comrades. however, is that Assam and West Bengal are exceptions and don’t represent the downward trend in the rest of the country. More notable is the decline in several north Indian states like Uttar Pradesh and Bihar, previously notorious for their excessively high Muslim growth rates. Elsewhere, Meghalaya, Odisha and Arunachal saw the lowest increase. And in Manipur, the Muslim population actually dropped as a percentage of the state’s total population. The findings will come as an anti-climax to Hindutva scaremongers who have stepped up their campaign to “protect Hinduism’’ in recent weeks. First off, there was Sakshi Maharaj “requesting’’ Hindu women to counter the threat from the rapidly growing Muslim “traitors”. "We have accepted the slogan 'Hum do, hamara ek'. Now these traitors are not satisfied. They have given another slogan 'Hum do aur hamara.... They are advocating marriage of a girl to a girl, boy to another boy. This is what the last government did. This is why... I want to request women to give birth to at least four children. Give one to sadhus and ascetics. Media says there are ceasefire violations happening, so send another to the border," he told a religious convention in Meerut. Even as the BJP claimed that he would be disciplined, a West Bengal party leader Shyamal Goswami went a step further. He warned that the exploding Muslim population posed a threat to India’s demographic “balance’’ and exhorted “my Hindu mothers and sisters’’ to produce five children each. “Hindu women should have five children. I would like to tell my Hindu mothers and sisters that if they don’t have five children, in future there will be no balance in India. Don’t misunderstand me. If my Hindu mothers and sisters don’t have five children, hardly any Hindus will be left in India. To protect Hinduism and Sanatan Dharma it is necessary for all Hindus to give birth to five children,’’ he said. Modi Government To Roll Out Free Wi-Fi In BJP courts more big name 2,500 Towns And Cities To Make India Digital Trinamool defectors With a vision to digitalise India, the Narendra Modi government has committed itself to put the country on the path of technological advancements. A TOI report suggests that the BJP government will launch free high-speed Wi-Fi in 2,500 India towns and cities over a span of three years. The news agency also stated that the programme, which consists of an investment of up to Rs 7,000 crore, will be carried out by state-run telecom operator Bharat Sanchar Nigam Ltd (BSNL). Before you get too excited on hearing this news of free Wi-Fi service, it's important to mention that the offer will be available for a limited time. And once this free period expires, the users would have to pay in order to use the service further. This plan is similar to the

Wi-Fi services that private operators are offering at airports and other places, the report stated. Anupam Shrivastava, BSNL chairman and managing director, told TOI: "The services will begin in the next financial year (2015-16) and we plan to offer these to subscribers of all mobile operators." As we all are aware that the target of Modi government's 'Digital India' initiative is to increase the Internet penetration across the country. Not only this, market experts are also

seeing the move as a measure to revive BSNL, which witnessed a loss of about Rs 7,000 crore in 2013-14. Sensex, Nifty hit new highs on robust fund inflows, Budget hopes Mumbai Tracking global rally triggered by ECB stimulus measures, the benchmark BSE Sensex on Friday set a new high of 29,408 points and NSE Nifty breached the 8,800-level for the first time as robust capital inflows continued amid sustained optimism over upcoming Budget. The 30-share index, however, pared some gains on profit-booking before settling the day at all-time closing high of 29,278.84, up 272.82, or 0.94 percent, from its previous close, completing gains for the seventh straight day. The 50-share Nifty rose by 74.20 points or 0.85 percent to end at all-time closing high of 8,835.60 after hitting of 8,866.40 intra-day. Powered by buying across the board the indices also recorded their best weekly gains in eight months. The BSE barometer has gained by 1,932.02 points or 7.06 percent in the seven days on robust fund inflows. Tata Power shot up 6.86 percent, the best among Sensex scrips. Taa Motors rose 3.81 percent and Bharti Airtel 3.72 percent. Cipla at 3.15 percent, Larsen at 2.58 percent were other major gainers. However, Gail India fell by 1.80 percent and BHEL 1.67 percent and ONGC 1.09 percent. The European Central Bank (ECB) yesterday announced stimulus measures to support the ailing economy. The ECB

Untimely rains to hit onion production AHMEDABAD Unseasonal rains across the state have damaged 10-20% of onion, cumin seeds and cotton crops. According to experts, this will affect quality of the crops too. An official of the state agriculture department said, "Onion crops, for instance, will be hit by the increase in moisture in the atmosphere. The untimely rains will also increase moisture content in onions, making the uppermost layer dark." Gujarat had produced 7.04 lakh metric tonnes of onion in 2014. Bhikha Jajadiya of Agricultural Produce Market Committee in Bhavnagar said, "The rains will bring down prices of inferior quality crops by up to 15%

in the wholesale market. However, for the good quality produce, the prices will go up." Bhavnagar APMC is the biggest market for onion trading. Jajadiya added that the downpour will hit cumin crops too, especially in Saurashtra where early sowing had taken place. A state agriculture department official said that gram crops are likely to be affected the most as they are ready for harvesting. The moisture will lead to fungus in the crop which will damage it. However, as the state is not a major gram producer, it would not impact the prices too much. Around 20% of cotton crop is still in the field and they may suffer some damage, said an official.

Owner of killer camel booked for negligence AHMEDABAD The owner of the killer camel, whose bite killed Govind Trivedi to death and injured its care taker Phoola Mena, Lalsinh Rajput was finally booked by Bapunagar police for negligence. Inspector P D Parmar of Bapunagar police station said Rajput was booked under section 99-117 of GP Act. "According to the Act, on one can tie up or keep domestic animals in public places. Rajput had tied his camel to a tree on the footpath, which is a public place," added Parmar. Bapunagar police officials said they have no power to arrest Rajput but will put the papers court and it will decide on Rajput's fate. Lalsinh Rajput owns the camel named Raju. He had bought Raju from an animal fair in Siddhpur for Rs 27,000 and used it to pull a cart, to earn his living. "Last Sunday, Raju had bitten Trivedi on his head, killing him on the spot.
