The state election commission (SEC) on Friday announced dates for civic body polls in Gujarat for six municipal corporations, 56 municipalities, 31 district panchayats, 230 taluka panchayats or tehsils. The six municipal corporations include Ahmedabad, Vadodara, Rajkot, Bhavnagar, Surat and Jamnagar. Voting for the six municipal corpora-

tions will be held on November 22, while that for the rest of the 317 bodies including municipalities, district panchayats and taluka panchayats will be held on November 29, 2015. On the other hand, while counting of votes for municipal corporations will take place on November 26, that for the rest of the bodies will be done on December 2, the state election commissioner, Varesh Sinha told

mediapersons on Friday. By-polls for vacant posts in all panchayats, tehsils and municipalities will also be conducted along with the panchayat polls. With the announcement of local body polls in the state, the model code of conduct has been put into force. Earlier this week, Gujarat High Court had quashed an ordinance issued by the state government to delay local bodies polls, terming it

“unconstitutional”, even as the SEC was directed to “conduct polls before the expiry of their

It is Pakistan which chose terrorism as instrument of state policy: India on US-Pak joint statement Agency | New Delhi

India on Friday downplayed the reference to Kashmir in a US-Pakistan joint statement, affirming its commitment to resolve issues with Pakistan bilaterally and welcomed the focus on terror networks in the statement. Asserting that the statement devotes considerable space to the issue of terrorism and that it was for the first time that LeT and Haqqani network are specifically mentioned in it, Spokesperson in the External Affairs Ministry Vikas Swarup said India also read the assurance about these two entities

and terrorism in general offered by Pakistan. “We hope that they deliver on these commitments,” he said. When asked about India’s reaction on the US-Pakistan joint statement issued after a meeting between President Barack Obama and Prime Minister Nawaz

terms”. Gujarat SEC was also pulled up for using a government ordinance to postpone the polls for three months, which was termed “illegal” even as the court observed the commission’s attitude regarding timely conduct of polls as “negative”. The ordinance amending section 7(a) of Bombay Provincial Municipal Corporation Act, 8(A) of Municipality Act and 257 of Panchayat Act “is unconstitutional and void and hence quashed and set aside”, a bench of acting Chief Justice Jayant Patel and N V Anjariya had observed. According to the SEC, the total number of registered voters, who would exercise their franchise stands at 35.55

million of which 18.59 million are male voters, while 16.95 million are female voters for all the bodies put together. Of these, the six municipal corporation have a total 9.59 million registered voters with 5.11 million males and 4.47 million female voters. Meanwhile, around 813 election officers will be on duty, along with 1062 officials assisting them for the polls. As part of security arrangements, about 2,30,000 policemen will be deployed for election duty. Apart from electronic voting machines

(EVMs) at polling booths, voters will also be able cast their votes online. For this, the SEC will be introducing a mobile application for e-voting registration. Moreover, an e-dashboard technology will also be introduced by SEC for real-time update of voter turnout on the day of polls. Given the multi ward system in municipal corporations with four candidates in each ward, SEC has purchased Rs 48 crore worth EVMs. Further, for panchayat polls, EVMs worth Rs 25 crore have been purchased.

Why Dalits need to organise themselves politically

When men can be so blinded by caste hatred that they can set two sleeping toddlers on fire, there must be something terribly wrong in the Indian psyche that takes such perverse pleasure in torturing fellow human beings only because they are born at the wrong end of the caste system. Across India, Dalits continue to face insults and violence, some of which finds its way to the mainstream media, triggers outrage, and dies down, until the next incident is reported. Caste is the ultimate reality in India and for all those sniping at backward caste politics for dragging down governance and India’s economic potential, the question that must be asked is how many people are willing to give up their caste identities. In a country where most people passionately cling on to their caste identities, the prejudices and the dehumanising culture engendered by the caste system is passed on from one generation to the next. So when incidents like Ballabgarh happen, there is no surprise, only shame and resignation, and to quote the French-origin epigram, the more things change the more they remain the same. The biggest anomaly of our democracy is that the focus has shifted away from social justice and human rights protection. The mainstream discourse stays focussed on the economic, electoral and technological changes for contributing to better standards of living, but we have paid only intermittent attention to the fountainheads of inequality in our society. On the other hand, atrocities against Dalits have become easy fodder for politicians to target their adversaries. Politicians like Rahul Gandhi marched to Ballabgarh to commiserate with the Dalits of Sunped village. The atrocity even found resonance in distant Bihar, where BJP ally Ram Vilas Paswan blamed the ML Khattar government. Political parties fiercely compete with each other in the race for Dalit votes. But their concern for Dalits does not move beyond electoral calculations. In this situation, only the BSP can legitimately claim to have worked among Dalits and offered them unflinching support to fight caste oppression. Politics as the art of the possible is characterised by parties like the Congress which succeeded in carrying both Jats and Dalits along on the same political platform in Haryana despite the two communities at loggerheads in the social space. In the past decade under BS Hooda, Haryana has witnessed several caste atrocities like the Mirchpur killings, the Bhagana social boycott and a spate of sexual assaults against Dalit women since 2012.

They wooed the audience with their earnest chemistry in “Dum Laga ke Haisha” and now actors Ayushmann Khurrana and Bhumi Pednekar are set to pair again for a yet-to-be-titled romantic film. The project will be produced by filmmaker Anand L Rai, of “Tanu Weds Manu Returns” fame and helmed by Sameer Sharma, who made his directorial debut with “Luv Shuv Tey Chicken Khurana”. Bhumi, who made her debut with the romantic-comedy opposite Khurrana, said she was excited for her second outing. “Yes I am

Bhumi said her role in the film will be “tougher” as she has undergone a change. “It will be tougher for me this time as I have changed. Bollywood is now ready for married actresses, feels Lara Dutta Agency | Mumbai

Agency | Mumbai Bollywood superstar Salman Khan is making a comeback on the big screen as Prem after a gap of 15 years with ‘Prem Ratan Dhan Payo’ and since it is a very special film for the actor, he has decided to host a special screening of the movie for Madhuri

Dixit and Bhagyashree. Bhagyashree had made her debut opposite Salman Khan in Sooraj Barjatya’s Maine Pyar Kiya in 1989 and Madhuri Dixit worked with him in Hum Apke Hain Koun (1994). “The idea came up during a discussion (involving his latest film’s marketing team), which Salman Khan was

also part of. Since his character is called Prem, once again in his next film (he was also called Prem in Hum Apke Hai Koun! and ‘Maine Pyar Kiya’, among others), Salman wants to show the film to both the actresses with whom he has shared screen space in the past as Prem,” says the spokesperson of the film.

Actress Lara Dutta feels Bollywood filmmakers are now scripting a variety of roles for married heroines including those who have become mothers. Lara, 37, married Mahesh Bhupathi and has a three-year-old daughter, Saira. “Today there is so much work for actresses who are married or have become mothers. Filmmakers have a role for everyone today. There are no stereotypical roles,” Lara. She would be seen next in Abhishek Kapoor’s Fitoor that stars Katrina Kaif and Aditya Roy Kapoor. The former Miss Universe shares a good equation with the director and hence, she agreed to be part of the

film. ”Gattu (Abhishek) is a good friend. My role is not in the book. It’s a special role. Most of my scenes are with Aditya and its great working with the younger generation.” Lara, who made a comeback of sorts to films with actor friend Akshay Kumar starrer Singh is Bling, is elated with the response. “I am

glad the film is getting an overwhelming response,” she added. Besides, Lara will also be seen in Ekta Kapoor’s home production film Azhar, a biopic based on former Indian cricket player Mohammed Azharuddin. “I am playing a lawyer in the film and it is too early to talk about my role my film,” she said.

Chennai hundred among my more challenging knocks: Virat Kohli

Apple Watch launching in India on November 6

Agency | Chennai Exhausted and elated in equal measure after a match-winning hundred in the fourth ODI against South Africa here, Indian batsman Virat Kohli said the knock is among the most challenging of his career. India rode on Kohli’s brilliant 138 to post 299 for eight and then restricted the visitors to 264 for nine, despite a valiant ton by rival skipper AB de Villiers, to win by 35 runs and level the five-match series 2-2. “It

is one of my more challenging innings in ODI cricket specially because of the bowling attack they have. South Africa have been bowling pretty well in the series in the right areas. The pitch wasn’t that quick for us to get boundaries throughout,” Kohli. “So I had to run a lot and keep pushing the boundary fielders and keep looking for those gaps so that I could keep running through the innings. Probably, that is why in the end I start-

ed cramping because the body took a lot of toll. In the afternoon it gets pretty tough in Chennai and the conditions to bat are pretty difficult. But, all in all right now I feel great about it,” he said. The innings included 66 singles and nine doubles and Kohli said he knew he would have to push himself more than usual given the conditions he was batting in.“Till about 70 or 75 I only had three boundaries and a couple of sixes.

The Gujarat government’s education department has asked six grantin-aid colleges offering education exclusively in fine arts to close down after the number of students taking admission there dropped sharply over the last few years. Admissions in these colleges have already been suspended since 2014. The government has now decided to move remaining students of these colleges to “colleges offering similar streams situated in the nearby area”, as per a circular issued by the office of the commissioner of higher education. Some colleges blamed the government’s delay in the common admission process for less students. The colleges which will no longer function from this year are Ipcowala

Santram College of Fine Arts, Vallabh Vidyanagar; Sri Krushnalal Majmudar College of Fine Arts, Bharuch; The New Progressive College of Fine Arts, Mehsana; Smt MN Shah College of Fine Arts, Surendranagar; Priyadarshini Kala Maha-vidyalala, Surat; and RT Fine Arts Institute, Valsad. Students of these colleges will be moved to Seth CN College of Fine Arts, Ahmedabad and BA Mehta Kala Mahavidyalaya, Navsari. The process to close these colleges was set rolling last year, but the approval for the same was given on September 16, 2015. “It has been decided to shift them (the students) to the nearby colleges offering similar courses” where they will complete their diploma or degree programmes, the circular stated.

enough to keep the bowlers interested. Variable bounce, as early as first hour of play, only added to visitors’ struggle. Railways’ new-ball pair of K K Upadhyay and Anureet Singh bowled well in tandem, and kept Gujarat’s scoring rate down, but

failed to make any additions to the wickets column. If Singh attacked the stumps with a trap for the mistimed flick on the leg-side, Upadhyay, the pick of the bowlers, generated a nice shape away from the right-handers. Gujarat’s over-cautious

approach early in the innings backfired as they lost opener Gohel in the 19th over to first-change seamer Ranjeet Mali. At this point, the scoreboard read a miserable 25/1 which soon became 26/2 when Upadhyay trapped Rajul Bhatt in front for 1.
