The explosion took place in the washroom on the second floor at around 12.22pm. The area has been cordoned off by the police and the court premises is being vacated. One of the injured has been identified as advocate RS Mand. According to reports, the lawyers were on a strike and that’s why the number

of lawyers present on the premises on Thursday was fewer than any other day. It is not yet known whether the blast was from any cylinder as the second floor also houses the canteen of the court. But as the explosion took place inside the washroom, a cylinder blast might not have been the case. Suspension of MPs: Rajya Sabha counters Mallikarjun Kharge claim The Rajya Sabha Secretariat challenged Mallikarjun Kharge’s assertion that the House was repeatedly adjourned at the slightest disturbance. Agency News:New Delhi A day after Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge claimed that Chairman M Venkaiah Naidu had left it to the government and Opposition to resolve the stalemate over the suspension of 12 MPs from the House, and that he said he “cannot do anything”, the Rajya Sabha Secretariat Thursday countered the same. It also challenged Kharge’s assertion that the House was repeatedly adjourned at the slightest disturbance. Without naming Kharge or any other leader, the

Rajya Sabha Secretariat regretted the “factually incorrect narrative” on the suspension, blaming the stalemate on “shifting positions” of parties and “lack of agreement” amongst them. In a statement, the Secretariat said during his talks with “leaders from both the sides” as well as in the House, Naidu had “urged both the sides to resolve the matter amicably through discussion given the stated positions”, even “complimented some members for coming forward to resolve the stalemate… and was in regular contact with them”. It added, “It is informed that initially it was proposed to the Chairman

that the Leader of the Opposition would express regret on behalf of all the 12 suspended Members on the Floor of the House… But subsequently an issue was raised that what if some parties whose members were among the suspended would disagree with LoP in case he expressed regret… The Chairman suggested that the best course would be to talk to all concerned parties before expressing regret for the incidents of August 11… It was even suggested that if all parties concerned were not on board, regret could be expressed on behalf of the parties willing to do so But nothing happened.

‘Need to put end to any viSUNVILLA SAMACHAR olence’: Foreign Secretary Shringla tells Myanmar miliNational Interest Does Not tary leadership Preclude ‘Right To Be Funny’ The Foreign Editorial

In a remarkable judgment Madras High Court’s justice G R Swaminathan this week upheld a persons’ ‘right to be funny’ and extolled the virtues of a new duty for the citizens: the ‘duty tolaugh’.Though written in a most light-hearted style and language, the verdict, however, dealt withone of the most weighty issues of contemporary politics: how national interest is being usedto throttle good-natured outbursts and responses. The verdict could not have come at amore appropriate time when even gestures, leave alone written or spoken words, are beinginterpreted as attempts to wage war against the state and those involved being put behindbars with the branding of anti-national.It may be just coincidence that while Justice Swaminathan was delivering his refreshinglydifferent verdict, minister of state for home Nityanand Rai was informing parliament that thestatute books did not have any reference to the term ‘anti-national’. The only time the termhad found its way to the Constitution was during the dark period of Emergency, when a newinsert was made through the 42nd constitutional amendment Act of 1976, defining ‘anti-national activities’. But in the 43rd constitutional amendment that followed it in the next yearsaw the entry being deleted, which means that as of today there is no reference to anti-national in the statute books. The depth and seriousness of the issue involved in the case before him did not hold JusticeSwaminathan back from writing a most lucid judgment, expressed in a highly endearingstyle. “if any satirist or cartoonist had authored this judgement, they would have proposed amomentous amendment to the Constitution of India to incorporate sub-clause (l) in Article51-A…. To this, the hypothetical author would have added one more fundamental duty - dutyto laugh."The case related to the police registering an FIR against a CPI-ML activist who uploadedvacation pictures with the caption ‘Trip to Sirumalai for shooting practice which the policeinterpreted as preparations to wage war against the state. Justice Swaminathan quashed theFIR against the 62-year-old accused while underscoring that the case was ‘absurd and anabuse of legal process’.While noting that ;being funny and ;poking fun at anotheris different, the court stated thatLaugh at what?" is a serious question. The court also explained as to why the questionbecomes pertinent in the backdrop of regional diversity in India. This is because we have holy cows grazing all over from Varanasi to Vadipatty (the placewhere the police registered the FIR). One dare not poke fun at them. There is however nosingle catalogue of holy cows. It varies from person to person and from region to region. Areal cow, even if terribly underfed and emaciated, shall be holy in Yogiterrain. In West Bengal, Tagore is such an iconic figure that Khushwant Singh learnt the lesson at somecost. Coming to my own Tamil Desh, the all-time iconoclast Periyar" Shri. E.V. Ramasamyis a superholy cow. In todays Kerala, Marx and Lenin are beyond the bounds of criticism orsatire. Chhatrapati Shivaji and Veer Savarkar enjoy a similar immunity in Maharashtra. Butall over India, there is one ultimate holy cow and that isnational security"."The judge added: Paper warriors are also entitled to fantasise that they are Swadeshi CheGueveras….Revolutionaries, whether real or phoney, are not usually credited with anysense of humour (or at least this is the stereotype). For a change, the petitioner tried to befunny. Perhaps it was his maiden attempt at humour.Whether it is Bhima Koregaon or the farmers agitation, Intolerance to criticism has been thetrademark of Prime Minister Narendra Modi’s government ever since it came to power in2014. Terminologies that one was used to hearing during Emergency have crept back toroutine political vocabulary, with the government showing rare sense of insecurity eventowards the most innocuous remark or representation about the prevailing order. Rulingparty and government bosses smelt foul about everything that was happening around as ifthey were intimidated by criticism. Any criticism of the government was taken as an affront tothe state and branded as anti-national, though there was no such reference whatsoever inthe statue books, as clarified by Modi’s own minister. In fact, national interest has become atyrannical tool that can be used against anyone, any symbol or any representation. It isprecisely this bogey that Justice - Kapilkumar M. Hirpara Swamithanthan has exposed.

Afridi critical of Ganguly and co. for Kohli’s treatment: ‘Talk face-to-face’ Former Pakistan skipper Shahid Afridi talked in detail about the situation and insisted on need for more transparency in communication.

Agency News:New Delhi Controversy erupted in Indian cricket earlier this month when Virat Kohli was removed – rather unceremoniously – as the captain in the ODIs. While Rohit Sharma

was named the new skipper in the fifty-over format, BCCI President Sourav Ganguly later said that the board had requested Kohli to not step down as T20I captain in October and that once he did, the selectors weren’t inclined on

having two separate captains in white-ball formats. A week after his removal as captain, Kohli said in a press conference that no such request was made from the board, putting him and the BCCI at loggerheads. The speculation is rife since Kohli’s explosive comments and Ganguly has since maintained considerable silence, insisting that the whole situation will be dealt “internally.” Former Pakistan captain Shahid Afridi

was asked to speak on the issue and he insisted that there must be transparency in communication between the players and the board. “This could’ve been handled in a better way. I’ve always believed that the role of a cricket board is very important. The selection committee should efficiently communicate their plans for any particular player - ‘this is our plan, we believe it is better for us. What do you think.

a young family and it is Christmas time. No one wants to get this virus. Everyone wants to protect their own families. This is our job and your priority is always going to be your family, of course it is.” Thankfully he was tested after and he didn’t have a situation, but that player would not have been available for me on the day, and these are the little situations that people don’t see. We’ve got a major responsibility to listen to the players and deal with every situation as it comes your way,” the 41-year-old added further All 20 of the top-flight managers are set to meet with the Premier League executives on Thursday to discuss changes in the light.
