Punjab Needs A Totally Renovative Growth Strategy For Coming Years

Lately, Punjab politics has been making headlines, not always for the right reasons. Thesecurity lapse during the prime minister’s visit and the infighting within political parties signalthat all is not well in the state. At the same time, all parties have made the betterment of thefarming community their campaign plank in the upcoming assembly elections. The agitatingfarmers have launched their own party. It is no secret that Punjab, once the frontrunner ofIndian agriculture, is struggling to retain its dynamism. While Punjab ranked at the top ofmajor Indian states in terms of per capita income during 1967-68 to 2002-03, it has slippedbelow the 13th position and will keep falling in this ranking if business as usual continues.Policies that once empowered farmers in Punjab to usher in the Green Revolution are fastlosing relevance. Strong political will and rational policy choices with a futuristic outlook areneeded, not populism if Punjab is to retain its crowning glory agriculture. That Punjab needsto diversify towards high-value agriculture was advised by S S Johl, the wise man of Punjab, way back in 1986. But not much seems to have moved on that front. Punjab’s agricultural growth rate, at 5.7 percent, was more than double the country’saverage of 2.3 percent during 1971-72 to 1985-86. This has reversed between 2005 and2019 with Punjab at 1.9 percent and India at 3.7 per cent. The latest NSSO-SAS data for2018-19 reveals that on the criteria of agricultural household income, when normalized on aper hectare basis, Punjab ranks 11th amongst major states. And if one uses the landholdingsize as given in the CensusWith almost 85 percent of the gross cropped area under wheat and rice, agriculture is leastdiversified in the state. Guaranteed MSP for wheat and paddy, backed by assuredprocurement, free power, and highly subsidized fertilizers, has disincentivized diversification.Mandi transactions cost about 8.5 percent of the MSP, the highest in the country, makingPunjab wheat and rice less competitive. On the environment front, nearly 80 percent of theblocks in the state have overexploited water reserves and in many other places, the watertable is depleting at the rate of nearly a meter a year. Soils are getting degraded, andstubble burning makes it worse. But the political economy around wheat and rice is so intense that any effort to address itsdistortionary impact is met with fierce opposition by vested interest groups. However, there isstill a glimmer of hope to recalibrate Punjab agriculture towards higher, sustainable growth. While fruits and vegetables account for 7.4 percent of the value of the output of agricultureand allied sectors, livestock accounts for 31.5 percent, and fisheries less than 1 percent. Thestate has the highest per capita availability of milk but it can process less than 20 percent ofit. This needs to be augmented. It is also a significant player in seed potato and with the rightpackage of practices, traceability systems, and infrastructure, the market for Punjab seed potato can be strengthened. Alternative marketing channels for fruits and vegetables such as direct marketing, contract farming, and exports have been in place but these models needto be scaled up with the right ecosystem.By adopting a “markets first” approach, Punjab can ensure that farmers benefit from highersustainable net returns. Punjab needs to switch from supply-driven agriculture to demand-driven agriculture. The demand for fisheries, poultry, dairy, and fruits and vegetables isincreasing way faster than the demand for wheat and rice. Time-bound incentives in the formof freight subsidies for exporters of high-value agri-produce, tax exemptions for theprocessing of perishable commodities for value chain players would be more rational thanthe overloaded subsidies of urea and free power. Rationalizing mandi charges to not morethan 3 percent will attract private sector investments in building efficient value chains.Promoting mega parks for value addition in fruits and vegetables, milk, and other livestockproducts through medium and small enterprises will strengthen its competitiveness.Punjab should leverage the start-up revolution that is unfolding in India, and use technologyto ensure optimal utilization of resources, expand markets, and augment farmers’ income.Geo-tagging of farms can address concerns related to longterm leasing of land that iscritical for large-scale investments and enables vibrant - Kapilkumar M. Hirpara agricultural land markets.

National Voters’ Day 2022: Know the history, significance and theme for this year In a meeting chaired by the then Prime Minister Dr. Manmohan Singh in 2011, the Law Ministry’s proposal to observe January 25 as Voters’ Day was approved by the Union Cabinet. The main objective of Voters’ Day is to increase voter enrollment and encourage the youth of the nation to exercise their right and duty to vote.Voters’ day is also the day to celebrate and uphold the Indian democracyThe main purpose behind the day is to engage the younger generation which has crossed 18 but is reluctant to be a part of the nation building process. The engagement of youth was considerably low in beginning of the last decade than what it is now.In order to inform the youth that it is their turn to be an active part of the electoral process and to get the eligible voters out of their homes so that they can exercise what is their basic right, the day was started.Every year the celebration of this special occasion revolves around various dedicated themes. The theme for this year’s National Voters’ Day is ‘Making Elections Inclusive, Accessible and Participative’.This year ECI will have a bigger challenge ahead of the assembly elections in five states including the high profile Uttar Pradesh polls, owing to COVID-19 and Omicron fears. Moreover, organizing elections in the biggest democracy of the world while keeping all health regulations in mind as first priority would definitely be a daunting task for ECI. However, with vaccination drives performing impressively well and youth becoming more vigilant and active, ECI’s task looks tough but possible.“We, the Citizens of India, having abiding faith in democracy, hereby pledge to uphold the democratic traditions of our country and the dignity of free, fair and peaceful elections, and to vote in every election fearlessly and without being influence.
