Calcutta HC sets aside govt order banning hookah parlours in Kolkata, says ‘no law against hookah’

The Calcutta High Court on Tuesday set aside the West Bengal government’s order banning Kookah parlours in the city. While setting aside the government order, the HC said there is no law against hookah in the State and therefore hookah parlours cannot be banned. “If the state wants to shut hookah parlours then they have to pass new law,” said Justice Mantha. “Even the central act also has provisions on this count. Even after that the municipal corporations want to ban hookah bars, they will have to bring rules for that. Total toll collection through FASTag on fee plazas, including state highway toll plazas, increased 46 per cent to Rs 50,855 crore in 2022, state-owned NHAI said on Tuesday. This column is not about those who have received or are likely to receive the Bharat Ratna and Padma Awards, but about individuals who have refused to accept the honour – either on account of their ‘inprinciple’ objection or due to their ideological dispensation. In the first year of the introduction of the awards in 1954, Maulana Abdul Kalam Azad refused to accept the Bharat Ratna: his point was that serving members of the Union cabinet (or the ones in the selection committee?) were in a position of ‘control and authority’, and should stay away from these ‘temptations.’ Another person to refuse the Bharat Ratna was H N Kunzru, a member of the States Reorganization Commission(SRC) who had opposed the idea of the State giving awards, honours or titles in the Constituent Assembly debates. He thought it would not be proper for him to accept the award. Kunzru was the founder of the Indian School of International Studies – which later morphed into the Jawaharlal Nehru University (JNU) – and the India International Centre. Incidentally, the chairman of the SRC, Justice Fazal Ali was only offered the Padma Vibhushan, which he accepted. Justice Fazal Ali had earlier received the titles of Khan Sahib , Khan Bahadur and the Order of the British Empire (OBE). He was invested with a knighthood on 1 May 1942 by the viceroy, Lord Linlithgow. This was a rare example of a person being honoured by both the Raj and the Swaraj. (Indian government under British rule and government of independent India) The third member of the SRC, KM Panikkar was not given either of these honours, but he was among the 12 members nominated to the Rajya Sabha by the President for a six-year term. It was because of ‘their contributions towards arts, literature, sciences, and social services’ per Articles 4(1) and 80(2) of the Constitution of India in 1959.

Vistara to have 70 planes in fleet by mid-2024: CEO Vinod Kannan

In the three months ending December 2022, the airline, a joint venture between Tata Sons and Singapore Airlines, reported an operating profit for the first time since its inception. Kannan estimated that it will have a total of 70 aircraft, including 7 Boeing 787s, by the middle of the next year. The Vistara CEO announced at a briefing that there will also be 10 A321s and 53 A320 neos among the total of 70 aircraft. PNB Housing Finance on Tuesday reported 43 per cent jump in net profit at Rs 269 crore driven by a massive growth in the core net interest income in December quarter even though loan growth was muted for the period. The company’s net interest income jumped 67 per cent to Rs 734 crore during the quarter, as it passed on the rising interest rates to its customers even though the mainstay retail loan book inched up only 6.6 per cent to Rs 53,123 crore. Retail book constitutes as much as 92 per cent of this asset,

the company said in a statement. Total loan book increased to Rs 58,034 crore from Rs 57,845 crore in December 2021. Spread on loans stood at 3.83 per cent, up from 3.38 per cent, helping it improve its net interest margin to 4.68 per cent from 4.14 per cent. Total income rose to Rs 1,713.64 crore in the quarter from Rs 1,411.24 crore in the year-ago period. Impairment on financial instruments and write-offs rose to Rs 254.84 crore from Rs 129.48 crore. Overall asset quality improved with gross bad loan ratio coming down to 4.87 per cent from 6.06 per cent and net NPA ratio remaining flat at 3.22 per cent.

The rupee fell 28 paise to close as 81.70 (provisional) against the US dollar on Tuesday as unabated foreign fund outflow hit market sentiments. However, a weak dollar and fall in crude prices capped the losses in the local currency, forex traders said. At the interbank foreign exchange market, the rupee opened lower at 81.61 to a dollar against the previous close of 81.42. The local unit moved in a range of 81.43 to 81.76 during the day. On Monday, the rupee had declined by 25 paise to close at 81.42 against the US dollar.

Meanwhile, the US dollar index, which gauges the greenback’s strength against a basket of six currencies, declined 0.01 per cent to 102.15 amid concerns over US economic growth. The Brent crude was trading 0.41 per cent lower at USD 87.83 per barrel. On the domestic equity market front, the 30-share BSE Sensex ended almost flat at 60,978.75, up 37.08 points or 0.06 per cent. The broader NSE Nifty inched up 0.25 points to 18,118.30. Foreign Institutional Investors (FIIs) were net sellers in the capital market on Monday as they sold shares worth Rs 219.87 crore, according to exchange data.

Counterfeiting activities are impacting the sustainable growth of the major industry in India, including Pharmaceuticals, FMCG, Automotives, Apparel, Consumer Durables/Electronics, and Agri products, according to a new report released by ASPA & CRISIL. The report is based on an independent survey conducted with consumers and retailers covering twelve Indian cities (Delhi, Agra, Jalandhar, Mumbai, Ahmedabad, Jaipur, Indore, Kolkata, Patna, Chennai, Bangalore, and Hyderabad) to gauge their perception of counterfeiting in several key sectors.

Sharing the insight on the report, Mr Nakul Pasricha, President of the Authentication Solution Providers’ Association (ASPA), said, “Illicit goods trade stood at Rs 2.6 trillion in FY 2019-20 in India and affecting almost all sectors. According to Motilal Oswal Financial Services Ltd. (MOFSL), top 12 listed realty firms are expected to report 24% volume growth in CY22 vs industry growth of 34%. Higher industry growth compared to listed players is largely attributed to the base effect, as most of the large players have witnessed significantly higher growth in CY21. The listed realty firms are expected to report value growth of 35% in CY22. Most of the listed peers are targeting at least two new markets, apart from its home market, which will lead to a further pickup in their market share.

With a weakening global growth outlook, MOFSL expects global IT and BFSI companies will remain cautious about their expansion plans, and hence office leasing may remain muted for at least next six months. MOFSL expects residential demand to remain unabated despite further rate hike expectations, as the industry continues to witness long-term pent-up demand and as affordability will remain better than the pre-Covid level. MOFSL believe listed real estate players will continue to outperform the industry as they target scale-ups in markets beyond their existing exposure, which will play out in the next couple of years.
