24-Hour Helpline For Indians In Ukraine Indians in Ukraine who need information and assistance can contact the Ministry of Foreign Affairs, or MEA, which has set up a dedicated control room. Russian forces have entered breakaway eastern Ukraine areas and Ukraine has closed its airspace. An Air India flight going to Ukraine to bring home Indians is also returning to Delhi. In a statement, the MEA said India’s embassy in Ukraine has set up a 24-hour helpline. “We are closely monitoring the rapidly changing situation. Our focus is on safety and security of Indians, particularly students. The MEA control room is being expanded and made operational on 24x7 basis,” a source.

Tamilian Heart Travels 350 Km To Become A Kashmiri Woman’s A 33-year-old woman in Jammu and Kashmir who has been suffering from terminal heart failure received help from an 18-year-old donor in Tamil Nadu, who was brain dead. There Is Still Time For Initiating Dilomatic Negotiations Between Putin And Biden The confrontation over Ukraine between Russia and the United States has reached adecisive stage with President Putin recognizing the two breakaway regions Donetsk andLuhansk and soon after President Joe Biden announcing strong sanctions aimed at crippling the leading Russian banks and the financial institutions. The U.S. and the NATO aim at themoment is to drastically weaken the economic power of Russia so that Putin is forced toscale down his demands.President Putin is no diplomatic fool. He certainly has his own calculations because it hasbeen known since the beginning of the current crisis that President Biden will be imposingstricter sanctions to adversely affect the Russian economy and its energy interests in Europeonce the Russian President takes some unilateral decision precipitating the crisis. TheRussians may have worked out their emergency plan since the nature of the economicsanctions announced on Tuesday by the US president were already the talking points in thediplomatic circles last weekIt can be recalled here that in 2013-2014, there was a similar crisis when President Putinordered annexation of Crimea ignoring the warning by the anti- Russian Ukraine President.This was done after the referendum in which the majority of the Crimeans voted in favour ofacceding to Russia. The US government and NATO allies also at that time stood with theUkraine President who took power after overthrowing the pro-Russian president earlier. Thecrisis intensified but the Russian control of Crimea continued. Neither the Ukrainegovernment nor the NATO could alter the position.The two NATO members France and Germany were worried at the deterioration of situationin Ukraine and due to their efforts an agreement was signed first on September 4, 2014 inBelarus capital Minsk. Significantly, the signatories were also the unrecognized republics oftwo separatist regions Donetsk and Luhansk who have got official recognition by Russia onTuesday. The draft agreement stipulated cease fire and devolution of powers to these tworegions by Ukraine Government. Unfortunately, the agreement collapsed as the pro-Russianseparatists suddenly took over Donetsk airport. This was some unexpected development, itwas not in the Russian plan, but it happened and torpedoed the understanding.But the gravity of the situation was such that France and Germany which had vital interestsin the concerned areas dominated by the separatists as also energy reserves in other areasof Ukraine continued their efforts and with concurrence of the US President Barrack Obamaarrived at an understanding in February 2015 again on a more elaborate agreementstipulating ceasefire and holding of elections for local governance. This agreement is stillvalid though no major initiative was not taken in the last seven years to implement this 2015Minsk 2 accord.If the US thinks that the latest sanctions, though more severe, compared to the sanctions imposed in 2014, are adequate to bring Putin to the negotiating table, they are wrong. Russia has gone through many such sanctions earlier. The western media is talking ofcrumbling Russian economy and Putin arousing Russian nationalism through war mongeringagainst Ukraine and NATO, but that does not depict the real picture. Moscow was far moreweak in 2014, 2015 compared to now 2022. The Russian foreign exchange reserves andgold totalled more than 600 billion at the end of January this year and the Russian centralbank has already taken precautionary measures to deal with the sanctions including thestoppage of transactions by the Russian banks in Europe. While Russian economy willcertainly be hit for the time being, the European countries like France and Germany will alsohave to be prepared for a volatility in their exchange and economy. France is going forpresidential elections in April this year. President Macron who is most prominent leader of aNATO nation in working for a peace formula, cannot afford to invite a turmoil in France onthe eve of elections. He will do his utmost to continue diplomatic initiative.Interestingly Putin, though a strident anti-communist now, is getting support from the officialCommunist Party of Russia which has gone all out to support Russian moves against’ fascistUkraine Government’. Haryana Chief Minister Manohar Lal Khattar on Wednesday said Z-plus security cover has been provided to Dera Sacha Sauda chief Gurmeet Ram Rahim Singh based on the threat perception. If a prisoner, whether lodged inside jail or out on furlough, faces a threat, it is the government’s duty to provide security to him, the chief minister said. According to officials, Singh was given the Z-plus security cover by the state government during

his 21-day furlough due to a “high-level threat” to his life from pro-Khalistan elements. The bench said, “Once, prima facie, it appears from the material before the Court that the appellant was barely thirteen years of age on the date when the alleged offence took place, both the grounds, namely that ‘there was a love affair’ between the appellant (girl) and the second respondent (accused) as well as the alleged refusal to marry, are circumstances which will have no bearing on the grant of bail”.
