In a major relief to city's traders, Delhi government today passed an amendment to the Value Added Tax (VAT) Act which will allow them to carry forward their credit for successive financial years. Seven fresh cases of swine flu have been reported in Telangana, where 75 people succumbed to the H1N1 virus so far since January. "From January 1 till March 23, as many as 6,931 samples were tested, of which 2,177 found to be positive. The number of deaths because of swine flu and other complications stood at 75 as on date," a bulletin on swine flu issued by the state government said here Tuesday.

Bringing Freedom to the Internet in India The Supreme Court has finally struck down the notorious Section 66A of the Information Technology Act, often misused by police against innocent citizens exercising free speech on social media. In a landmark judgment on Tuesday, the Indian Supreme Court has recognised the immense importance of free expression in the development of India in the 21st century. In its judgment, Supreme Court has restructured India's constitutional law of free speech for the Internet age. We [at the Software Freedom Law Centre] are delighted by this judgment where the judges have once again shown why Indians have so much faith in the judiciary. They are committed to the constitutional principles, able to adapt with the changing times, deftly understand technology and will provide a conducive business environment for a digital India to become a reality. The judgment quotes Shakespeare and excerpts from older case law and very firm on covering the breadth of free speech cases from the United States to older Indian judgments. The court's measured and careful treatment of the differences among the three types of speech regulations at issue will secure to Indian citizens the right to speak out freely on public issues; without any fear of retaliatory criminal prosecution. This judgment will also prevent the use of government censorship as a weapon in commercial competition. The power of government, under appropriately careful judicial review, to impose constitutionally permissible "reasonable restrictions" on speech in the interest of national security and public order through narrowly specific website blocking orders is however left intact. The Court's judgment properly disposes of the generally fearful, anti-Internet tone taken by the Government of India's law officers. These officers' treatment of the Internet as a zone of "individualistic" and therefore dangerous speech is as incompatible with government's enthusiasm for Digital India as it is in conflict with the most basic principles of democracy. The Court's judgment, in contrast sets a high standard to be emulated by other democratic societies around the world, as they work to enable their citizens to have the full benefit of the democratization of communications that the Internet makes possible. Today, the Supreme Court also reminded us that the freedom of speech and of the press is the Ark of the Covenant of Democracy. Intermediary companies like Facebook, Twitter and Mouthshut have found great relief in this judgment, as now a Court order is mandatory for any content takedown. Section 66A has been struck down in its entirety as unconstitutional and that is a victory for free speech. It identifies the Internet as marketplace of ideas and correctly describes the expressions used in 66A as completely open-ended and undefined. Recognizing the chilling effect of Section 66A, it strikes a blow at it on the ground of over-breadth and vagueness. Companies like Facebook, Twitter, Mouthshut also have found great relief in this judgment.

Agency : New Delhi Nine sporting disciplines -including athletics, hockey and shooting -- were on Monday upgraded to the newly-introduced 'high priority' category in the latest classification undertaken by the Sports Ministry which will ensure central funding for their national and zonal events. Athletics, badminton, hockey, shooting, tennis, weightlifting, wrestling, archery and boxing have been put in the high priority list by the Ministry. As per the categorisation, all national and zonal Championships of these sports will be funded by the Ministry. "All mandatory, ranking and qualifying tournaments for disciplines in which India secured 6th place in the individual events and 8th place in the team events in the previous edition are also to be

Adani group, 16 others bag More than 76 lakh illiterates projects to develop food parks in Gujarat, Assembly told Agency : New Delhi Adani group, Ruchi Soya and Amrapali are among the companies that have bagged projects to develop 17 mega food parks that envisage an investment of over Rs 6,000 crore. To boost food processing in the country, the Centre today approved setting up of 17 mega food parks by allocating 10 such parks to private companies and the remaining 7 projects to state government PSUs. The project cost to set up these 17 mega food parks, which provide various infrastructure and other facilities for setting up of food processing units, would be Rs 2,300 crore, of which the central grant would be Rs 850 crore. An estimated investment of another Rs 4,000 crore would be from food processing units to be set up in these parks. “The Ministry received 72

proposals both from state governments and private players for the 17 food parks. Seven mega food parks have been allocated to state governments and 10 to private players,” Food Processing Minister Harsimrat Kaur Badal told reporters here. Under the scheme (2008-09) of mega food parks, the Food Processing Ministry had sanctioned 42 projects throughout the country. Of these, 25 parks have already been allocated. “The total project cost of these 17 mega food parks

is estimated at more than Rs 2,000 crore, of which the government’s contribution would be to the tune of Rs 850 crore. Another Rs 4,000 crore is estimated to be invested once the basic infrastructure of these food parks is set up,” Badal said. Adani group firm Adani Ports and Special Economic Zone Ltd would set up project in Kutch in Gujarat with an investment of Rs 168.60 crore, Ruchi Soya group firm Ruchi Acroni Industries project will come up at Dewas in Madhya Pradesh.

After the jail-break attempt inside the Sabarmati jail in 2013, the state government stated that one jailer of group-1, two jailers of group-II and one subedar and four other officials were suspended for dereliction of duty, the government said, adding that disciplinary action was initiated against 30 jail officials. The government said that it has also started using the 200 cells constructed for hardcore prisoners. The main wall of this hardcore area has a DC live wire which has been placed to prevent any incident of jail break. Also the entire area is under video surveillance. The Government further said that reinforced concrete flooring in the cells of 200 hardcore prisoners. The government said this in a written reply to Dariapur MLA Gyasuddin Shaikh. On February 10, 2013, jail staff noticed a tunnel dug under a barrack. The tunnel was 213-foot long and went

straight outside the main wall of the jail. There were 14 accused in the serial blasts case, lodged in the barrack. Meanwhile, in the reply to another question by Viramgam MLA Tejashree Patel on mobile seizure in jails, the government said that in the last five years 538 mobiles and 244 sim cards were recovered from jails. Vadodara central jail reported the maximum seizure of 170 mobiles and

74 sim cards, followed by Rajkot with 75 mobiles and 30 sim cards.

The daily trip of 220 are made by 45 tankers owned by the state government and another 12

tankers by the private tankers. The Collectorate officials said that this was just mid-march and by April mid this number would almost double. The officials said that on an average the state government was forced to release 250 million cubic meter of water daily from the dams. Officials further said that the in Saurashtra region there are district like Amreli, Jamnagar, Botad and Morbi. Even the water level in North Gujarat was very scary. The water in the 15 dams in North Gujarat was only 21.56 per cent. The officials said that on March 21, 2015 the water in the dams was 6736.54 MCM and this was 9772.52 MCM on the same day in 2014. The officials said that the water in 2013 was also more than what it is this year. In 2013 there was around 55 per cent water in the dams across the state.

Sensor-based driving test for licence on anvil: Gujarat Minister Correspondent, Vadodara

Gujarat Transport Minister Vijay Rupani Tuesday said that procuring a driving licence in the state is set to become more difficult as there is a proposal to introduce a sensor-based automated driving test in all the major cities and RTOs. “Getting a driving licence is set to become more difficult in the coming days as the state Transport Department has decided to introduce a sensor-based automated driving test in all the major cities and district Regional Transport Offices (RTOs) in the state,” Rupani said. He was speaking after inaugurating an RTO office built at a cost of Rs 10 crore at Darjipura on the outskirts of the city late last evening. “The new system will help in quality practical test for

the drivers as tracks will be fitted with sensors. If a driver comes close to the tracks or hits the sensor, it will lead to negative marking,” he said. The tracks (two for twowheelers and one for fourwheelers) will have more than a hundred censorembedded near curves and speed-breakers. “The result will be given immediately after the test. If a person does not score 70 per cent in the practical test, licence will not be given,” he said. The sensors are to be fitted to tracks in Ahmedabad, Surat, Rajkot, Vadodara and other major RTOs where the number of applicants is high. This will be made mandatory for all the offices, Rupani said, adding that “automated test will reduce human

interference and ensure that no wrong driver gets through the practical test without actually performing on the minimum test standards. It will reduce the chances of malpractice.” The minister also said there was a plan to undertake a survey on the parking needs in eight major cities in Gujarat — Gandhinagar, Ahmedabad, Vadodara, Surat, Rajkot, Jamnagar, Bhavnagar and Junagadh.

The State government which has been claiming that no farmer in Gujarat has committed suicide has admitted that in the state 89 farmers have committed suicide in the state since 2010. However of these 11 suicide were directly related to failure of crop of increase in debt due to farmer. In reply to the question of Viramgam MLA

Tejashreeben Patel, the state government said that of the 11 death in three and half years there were three suicide related to increase in depth due to agriculture, while another eight death were due to increase in debt and 78 suicides were due to other reasons. The Government has stated that no farmers had committed suicide due to crop failure. The Government said that the

three suicide which were committed due to increasing in debt due to Agriculture one each death was reported from Amreli, Bhavnagar and Surat district. These three suicides occurred in seven months of July. Also due to increase in debt the eight death were reported from three from Jamnagar, two from Porbandar and one each from Surendranagar, Gandhinagar and Dang.

Gujarat government has claimed that the production from January 1, 2014 to December 12 2014 was 951010 million units. The Government in the reply stated that after supply the power the state had over 19000 million units as surplus. Officials said that around 33 per cent power was supplied for industry, while 25 per cent was supplied for domestic usage and around 22 per cent was used for agriculture.

Between April 2014 and January 2015 the fuel adjustment cost per unit has increased from Rs 1.05 per unit to Rs 1.65 per unit. Saurabh Patel the Energy and Petrochemical minister in reply to Dariyapur MLA Gyasuddin Shaikh has said that increase in fuel

adjustment cost was directly related to the coal prices and the transportation cost. The rate is fixed based on the increase or decrease of the coal and transportation price in the last five months. However according to the reply given, the coal prices as compared to September fell down by nearly Rs 97 per metric tonnes, but simultaneously the cost of transportation increased by Rs 312. Further in another question, the government claimed that the production
