After falling last week, the country's foreign exchange reserves surged by a healthy USD 2.788 billion to USD 343.2 billion in the week to April 17 as foreign currency assets (FCAs) rose, the Reserve Bank said. Rajya Sabha passes private bill protecting rights of transgenders

Agency : New Delhi In a rare legislative action, a private member's Bill seeking to protect the rights of transgenders was passed unanimously by voice vote in Rajya Sabha on Friday. The "Rights of Transgender Persons Bill, 2014", moved by Tiruchi Siva (DMK) was passed after leader of the House and Finance Minister Arun Jaitley said it would not be proper if the House is divided on this issue as all feel in favour of the rights of transgenders. The Bill was passed with the full strength of the treasury benches,

though several opposition members were not present at the time. The Bill was passed by voice vote in the presence of 19 Union Ministers, including eight Cabinet Ministers. Former Prime Minister Manmohan Singh was also present. Siva later shook hands with the senior members in the House, thanking them for supporting him in the bill's passage. Jaitley spoke after Siva insisted on division, rejecting the assurance given by Social Justice and Empowerment Minister Thawar Chand Gehlot that govern-

ment will come out with a comprehensive bill in this regard. Gehlot said many issues were yet to be resolved among various Ministries on the issue and clarification has been sought from the Supreme Court on some other issues. Siva, however, did not yield and insisted on voting, saying the issue was important and needed to be taken up urgently to protect the rights of transgenders. While Congress members, despite their poor attendance, prompted Siva to go ahead for seeking passage of the bill, at least three Ministers and the Chair requested Siva to take the government's assurance and not insist for voting, going against the tradition of the House. Moving the bill for passage, Siva said 29 nations and leading democracies in the world including US, UK, Canada, France, Australia, Italy and Singapore had legislations protecting rights of transgenders.

India introduced tough laws against sex offenders in the wake of the fatal gang-rape of a Delhi student in the capital in December 2012 that sparked mass street protests. But sexual violence against women has continued at frightening levels throughout the country. Elsewhere, a court in Indian-administered Kashmir sentenced four men to death this morning after they were convicted of the rape and murder of a 14-year-old girl which sparked protests across the region. The four convicts, including two locals and two migrant labourers from West Bengal and Rajasthan, had been found guilty earlier this month of the 2007 killing near the de facto border with Pakistan, known as the Line of Control. Sadiq Mir, Azhar Mir, Jehangir Ansari and Suresh Kumar were all arrested soon after the teenage student was discovered with her throat slit in an orchard in the frontier district of Kupwara in June 2007. The girl had gone missing on her way from school and it later emerged that she had been abducted by the four men. Maria then called her to his office and after hearing her forwarded the complaint to MIDC police station. A case was then registered under the Sections 376 (rape), 354 (a) (sexual harassment), 384 (extortion) and other relevant sections of the Indian Penal Code. “Since [the] extortion part has been corroborated with the complaint filed by the victim, our efforts are on to retrieve the extorted money,” Mumbai Deputy Commissioner of Police Dhananjay Kulkarni said. He added they were also trying to verify the model’s allegations of rape and sexual harassment. A statement from the court in the frontier district of Kupwara, 100km north of the region's main city of Srinagar, said the four convicts should "be hanged by the neck till they are dead", although they do have the right to appeal against the sentence. India only executes people in the "rarest of the rare" cases but the girl's killing was particularly shocking, even in a country that has a distressing record of highprofile sex attacks. Govt ordered SFIO probe in 139 cases: FM Arun Jaitley

tion Office (SFIO) has been directed to probe as many as 139 cases in the last three years while various steps are being taken to deal with corporate wrong-doings, Parliament was informed on Friday. The cases for alleged frauds also cover the current fiscal until April 20, Corporate Affairs Minister Arun Jaitley said in a written reply to Lok Sabha. SFIO, under the Corporate Affairs Ministry, has probed 9 cases in 2015-16 so far while 56 were referred in the whole of the previous fiscal.

In 2013-14, the agency investigated 63 cases and probed 11 in the preceding one. With regard to dealing with corporate frauds, the Minister said various steps, including enhanced disclosure norms under the Companies Act, 2013, are in place. Besides, the government is educating investors through several programmes as well as the media. In another written reply, the Minister said over 30,000 prosecutions have been filed and a total of Rs 2.71 crore fine has been imposed in the past three financial years and the current fiscal year till April 20.

their lending-related costs rise by up to a fifth as a recent rule change means they must make bigger provisions for restructured debt, crimping their profits at a time when consumers and firms are starting to borrow more. This could make banks cautious about lending, hurting an economy that is emerging from its weakest growth since the 1980s. The stricter provisioning norms may also affect the recovery chances of troubled borrowers as more loans are classified as bad instead of attempts to restructure them. The Reserve Bank of India (RBI) ended last month what it called a period of "forbearance", dating back to the financial crisis. During this time, problematic loans that were being restructured required provisions amounting to only 5 per cent of their value, instead of 15 per cent for the loans classified as "bad". "If

an account needs to be restructured, then they would have to provide for that as if it were a non-performing loan. So the credit cost is going to go up," said Ananda Bhoumik, a senior director at ratings agency India Ratings and Research. Brokerage Macquarie estimates credit costs for the state-run lenders, including State Bank of India and Punjab National Bank, who dominate the Indian banking landscape, will rise from 1.18 per cent of their total loans in fiscal year 2013-14 to 1.3-1.4 per cent through 2016-17. The statecontrolled banks not only have a higher percentage of poor quality loans of their total loans than privately owned banks such as HDFC Bank and ICICI Bank, they are also under-provisioned. Macquarie expects gross non-performing loans for state-owned banks to increase 40 to 50 basis points to 6.2 per cent in the current financial year as they won't have the flexibility to classify loans as restructured.

Bhagwat Sathwara was a broken man on Thursday. A native of Wadhwan taluka, he lost five members of his family in the bus accident in Nepal that killed 17 pilgrims. "I have lost my entire family. In addition, the calamity affected farmers are entitled for claims under various crop schemes.

Gujarat HC relief to resort near Gir Sunvilla News, Ahmedabad

Gujarat high court on Thursday granted relief to Savaj Resort, a luxury hotel near Gir sanctuary, after the hospitality unit came complaining that the local authorities sealed all its rooms though it has got an NOC to run the hotel. The resort has got NOC for 20 rooms, but it constructed 14 extra rooms. The authorities sealed all rooms and forced the hotel to close down on the ground that it had violated the terms and conditions of the NOC. The HC reminded the state government of its order that only

rooms that do not have NOC should be sealed. The petitioner resort also highlighted that the sealing drive was carried out on instructions issued by the additional advocate general for violation of conditions of NOC. The court was irked with this and rebuked the official for interpreting the court order in a different manner and for non-compliance of the court order in proper manner. Before this, the HC refused to grant any relief to the hospitality unit of Taj Group of Hotel, which was sought to be closed down by the officials

for want of NOC. Meanwhile, the state government informed the HC that 35 extra rooms constructed by Club Mahindra & Resort have been sealed. Similarly, 39 rooms in Gir Forest Resort, 25 rooms in Gir Jungle Lodge, 31 rooms and 2 spas in Gateway Gir Forest and 13 rooms in Hotel Greenland have been sealed because they were constructed without obtaining NOC. The HC has kept further hearing on May 4 on this proceeding initiated suo motu on a complaint of illegal construction in the buffer zone of Gir sanctuary.

M J Library never audited Bapu’s collection Sunvilla News, Ahmedabad

It was in June 1935 that the Sheth Maneklal Jethalal (MJ) Library started with the donation of the personal collection of books of Mahatma Gandhi — these were officially 9,650 books. A fraction of these books today survive and lie in three medium sized racks. The library also doesn't have the original list of books donated by Bapu, which prevents them from conducting a decent audit. Bapu would leave small notes on these books and even underlined some sentences. The few books that are left now lie uncared for, and vulnerable to theft. A concerned mayor Meenakshi Patel, according to MJ library sources, had approached Sabarmati Ashram to help AMC preserve these books—of whatever is left of the collection. Today, a single book with Bapu's

notes could fetch several lakhs or even a few crores at international auction houses like Sotheby's or Mullock's, claim experts. A close look reveals how neglected these books have been since they were donated by the Mahatma when he left Sabarmati Ashram. The bindings have torn and pages tear away if turned. Dust has gathered thick on them, and many of his books are infested with silver fish. It was from these 9,650 books that the Ma-

hatma referred for his speeches and even wrote articles in his journals, Navajivan, and Young India. "This priceless collection, had it been protected, would have offered an insight into what Bapu read during his stay in the city since 1915. His notations on the pages would have afforded a view of how he prepared his speeches, what his thoughts were on pressing issues of society, religion and politics," says a senior library official.
