The announcement to organise a rally after the mass gathering may come as a surprise to administrators as till yesterday there was no application made to take out the rally, but only the mass public meeting.”Our community members will start arriving at the venue from 8 am onwards to take part in the mass gathering at GMDC ground. The gathering will be addressed by our leaders at around 11.30 am. After that, we will take out our ‘Maha-Kranti Rally’ to hand over memorandum to the district Collector,” Patel said during a press conference here. “We expect

that at least 25 lakh people would attend the gathering and rally. Thus, to avoid any inconvenience to locals, we have called for a complete ‘bandh’ of city as well as of Gujarat. I appeal to authorities to close schools, colleges and other businesses tomorrow,” said Patel. Yesterday, Joint Commissioner of Police (Special Branch) Vikas Sahay had clearly stated that the permission was given only for the gathering at GMDC ground and not for the rally, as the samiti had not applied for it till yesterday. However, turning the tables on the police, Patel today claimed that the rally is very much on their agenda. “We will apply for permission for the maha rally today. I am sure that the police will cooperate and give us permission. Even if they don’t give permission, we will definitely organise the rally,” Hardik said. The proposed rally will pass through one of the most busiest areas of western part of city and cover almost 7 km, be-

A team of Sanand police caught three persons for robbing a truck driver posing as policemen. They took away stainless steel material worth Rs 15 lakh that was meant for Sanand GIDC. The global economy: Needless hype about India The global economy may unravel too rapidly for Narendra Modi to take steps in 2016. It may also be too late for re-election. Reactions in financial markets in recent days have confirmed what they think of China’s currency devaluation. They think of it as the first instalment of many moves that are coming and that China is getting ready to export its deflation to the rest of the world. A deflationary world is one in which corporate earnings would struggle to grow, if at all. For emerging economies, it is a bad situation, especially if they are commodity exporters or have large foreign currency liabilities, or both. Since 2009, dollar borrowings by non-dollar economies have gone up by 50%. Most of them are among emerging economies and in the Asia-Pacific. Capital outflows from emerging economies have exceeded already $1 trillion in the past thirteen months. The fragile economic recovery in the US is now in its seventh year, when the average is around three years. It has built up several economic imbalances and is due for a recession. Global trade was effectively in recession in the first half of the year. According to a Standard & Poor’s survey, capital expenditures by businesses are set to contract into 2017. No surprises that the price of crude oil (West Texas Intermediate) is down to around $40 per barrel and gold has rallied. China may have inadvertently declared open the commencement of the end game for liquidity-driven stock markets around the world. There is a high risk of the bottom giving away for the world economy. Is India prepared? Indian stocks might have dropped in the last one week in sympathy with others, but it has escaped the worst carnage that has been reserved for other emerging market (EM) heavyweights. By the end of July, the Investable Market Index (IMI) of Morgan Stanley Capital International (MSCI) had a price-to-earnings ratio of 25.1 times and a forward price-earnings ratio of 17.9 times. The benchmark EM index comparable ratios of 14.3 and 11.3 respectively. Similar is the story with price-to-book ratios and dividend yields. In short, investors are treating India as though it were a safe haven. Does India deserve this status? On the face of it, the answer is yes. India has a stable and a nominally functional government. Its current account deficit is low and the inflation rate has declined. India has ample foreign exchange reserves and its short-term external debt ratios are low and manageable. It is attracting both foreign direct and portfolio investments. Its central bank has ample scope for a substantial reduction in the policy rate, which, we hope, it will use in the months and year ahead. But, look under the hood. India ticks many of the boxes on economic distress that China ticks. India’s gross domestic product growth statistics are suspect. Indian banks have non-performing loans on their books which they are yet to recognize. Indian companies have not adequately deleveraged. Many sectors suffer from excess capacity.

Challenged by the Patidar agitation demanding OBC status there is little that the Gujarat government can do, technically, to meet the demand. Patidars are traditional landowners and considered wealthy. The two Patel groups – Kadva and Leuvas — commonly go by the surname of Patel, and together constitute nearly 20 per cent of Gujarat’s population. Gujarat already has 146 castes and communities on its OBC list, defined by their socially and educationally backward status. The Patidar Anamat Andolan Samiti (PAAS) led mostly by youth lead-

ers — largely businessmen – want the inclusion of Patels in the OBC list to avail 27 per cent reservation in professional colleges and government jobs. However, to be included in that category, they would have to fit into the definition of “socially and educationally backward” which will be decided by the OBC commission. The best that the Anandiben government could do is to release the data of the socio-economic and caste census of 2011 to determine where exactly the Patels stand and propose a formula to take care of the “poor, backward Patidars”. The government has opposed in the Supreme Court a plea to bring political parties under the ambit of the RTI Act, saying this would adversely impact their internal working and political functioning.
