Union Health Minister Mansukh Mandaviya on Saturday said RT-PCR test for the detection of COVID-19 would be made mandatory for passengers from China, Japan, South Korea, Singapore and Thailand for their travel to India. He also said that passengers arriving in India from these countries will undergo thermal screening at airports and those found COVID-19 positive or with fever will be quarantined. Talking to reporters in Gandhinagar, Mandaviya said that filling up of the ‘Air Suvidha’ form to declare the health status will be made mandatory for passengers coming from these countries. “In view of the COVID-19 pandemic situation, passengers from China, Japan, South Korea, Singapore and Bangkok (Thailand) are required to upload their RT-PCR reports in advance. After landing in India, they will undergo thermal screening and we have issued an order for them to be quarantined if found positive or with fever on their arrival in the country,” the minister said. Belagavi is a tightrope for BJP, high stakes on both sides of Karnataka-Maharashtra border Every few years, there are reports of violent protests in Karnataka’s Belagavi, burning of the state flag in the neighbouring border districts of Maharashtra while controversial statements by politicians add fuel to the fire. At the heart of these protests is a six-decade-old conflict. States were re-organised on linguistic grounds in 1956 and Belagavi, then Belgaum, was given to the newly-formed Mysore that later became Karnataka, against the wishes of many from the present-day Maharashtra. Since then, Maharashtra has claimed that the predominantly Marathispeaking 814 villages along the border with Karnataka and Belgaum should be made a part of its territory. For decades since then, the conflict has festered and served as a political ammunition for parties in the two states. And no sincere efforts have been made by any of the two main national parties—the Bharatiya Janata Party (BJP) and Congress—to find a solution. The fact that the dispute has been in the Supreme Court since 2004 makes provocative political comments and street violence even more pointless. A protracted court battle does leave space for frustration to grow on the ground. Since last month, political grandstanding has once again brought the border row to dominate the discourse in Maharashtra and Karnataka. Tensions heightened this week even as the winter session of the two state assemblies is underway at Nagpur (Maharashtra) and Belagavi. And that is why Belagavi is ThePrint Newsmaker of the Week. Uttar Pradesh Chief Minister Yogi Adityanath has said loudspeakers are being reinstalled at religious places in some districts months after they were ordered to be removed, a development he described as “unacceptable”. According to a government statement, he asked officials to take appropriate action through “immediate contact and communication” with people. Adityanath, who reviewed law and order situation in the state in a meeting with officials from all levels on Friday night, also directed them to make arrangements for peaceful Christmas celebrations, but ensure no religious conversion takes place. “A few months ago… we had completed an unprecedented process of removing loudspeakers from religious places. Giving priority to the larger public interest, people spontaneously removed loudspeakers. It was appreciated all over the country,” the chief minister was quoted as saying in the statement. visits he “experienced that these loudspeakers are being installed again in some districts”. “This is not acceptable,” the official release quoting the CM said on Saturday. “Ideal situations should be created by having immediate contact and communication.” Earlier this year in April, the state government had undertaken a campaign to remove loudspeakers from religious places. He had said religious events should take place within the premises of religious places, no festival should be organised on roads and they should not cause any inconvenience to the movement of ordinary citizens. The campaign to remove illegal loudspeakers installed at religious places in the state and to limit the sound of other loudspeakers to the prescribed limit was conducted between April 25 and May 1.

Jammu and Kashmir State Investigation Agency (SIA) on Saturday seized a house in the Barzulla area here which was registered in the name of late separatist leader Syed Ali Shah Geelani, officials said. They said the property was believed to have been purchased in the late 1990s by Jamat-e-Islami (JeI) and was registered in Geelani’s name who used to live there till early 2000 when he shifted to the Hyderpora area of the city. Geelani died in September last year. The property was later used as the residence of ‘Ameer’ (chief) of the JeI, the officials said. The SIA also seized another residential house in the same area, they said. They said the SIA’s action is part of the seizure of several properties belonging to the

JeI, which is a banned organisation. The SIA has identified as many as 188 JeI properties across the UT which have either been notified or are under the process of being notified for further legal action, the officials said. These are a result of investigation of case FIR number 17 of 2019 U/S 10, 11 and 13 of Police Station Batmaloo being investigated by the agency, they said. The move is aimed at choking the availability of funds for secessionist activities and to dismantle the ecosystem of anti-national elements and terror networks hostile to India’s sovereignty, the officials said.

With the number of devotees visiting the famous Mahakaleshwar temple in Madhya Pradesh’s Ujjain rising sharply during the ongoing Christmas and New Year vacations, its management committee has decided not to allow the visitors into the sanctum sanctorum for 10 days from Saturday. According to the university, the maternity leave can be taken before or after delivery, but will be granted only for the first or second pregnancy and only once during duration of a course. The lender said it is the first bank to introduce onboarding on its flagship application through Aadhaar-OTP authentication. In the Aadhaar-OTP authentication, a one-time PIN is sent to the registered mobile number of the Aadhaar card holder. The OTP is valid for a limited period. For the Aadhaar-OTP authentication, the Aadhaar card holder needs to provide his or her Aadhaar card number and OTP sent to their mobile number. Your mobile number must be linked with your

The Chhattisgarh Authority for Advanced Rulings (AAR) has held that rejected or damaged paddy seeds will attract a 5 per cent GST. It means that rice that is unfit for human consumption and is used for any purpose other than human consumption would not be exempt from goods and services tax (GST). The AAR said rejected paddy seed that is not fit for human consumption will merit classification under Chapter heading 100610, which attracts five per cent GST. The ruling comes after Shraddha Traders, which runs a rice mill, sought clarity on the classification and applicability of GST on the sale of rejected paddy seed, which are unfit for human consumption but could be used for industrial purposes like cattle feed production and

manure production, among others. Tax rates under the GST regime are based on their classification under the harmonised system of nomenclature (HSN). Last week, the GST Council, which is headed by the Union finance minister and comprises representatives of all states and UTs, decided to reduce tax rates on the husk of pulses, including chilka and concentrates, to nil, and on ethyl alcohol to 5 per cent. The GST rate has not been increased on any item during the Council’s 48th meeting, which was conducted via videoconferencing.

Google has challenged a CCI order on the tech giant abusing its dominant position in multiple markets in the Android mobile device ecosystem, saying the verdict is a setback for Indian users and will make such devices more expensive in the country. The Competition Commission had slapped a penalty of Rs 1,337.76 crore on Google for anticompetitive practices in relation to Android mobile devices. In the October ruling, CCI had also ordered the internet major to cease and desist from various unfair business practices. Google has now

approached the National Company Law Appellate Tribunal (NCLAT) challenging the CCI’s order. A Google spokesperson said: “We have decided to appeal the CCI’s decision on Android as we believe it presents a major setback for our Indian users and businesses who trust Android’s security features, and potentially raising the cost of mobile devices.” “We look forward to making our case in the NCLAT and remain committed to users and partners,” the spokesperson added. Supreme Court notice to Centre on plea seeking caste-based census for OBCs Agency News: New Delhi The Supreme Court has sought response from the Centre and others on a plea seeking directions for a caste-based census for Other Backward Classes (OBCs) in the upcoming Census. A bench of Chief Justice D Y Chandrachud and Justice P S Narasimha issued notices to the Centre, Ministry of Social Justice and Empowerment and others while seeking their replies. It also tagged the matter with a similar case pending before it. The top court was hearing a plea filed by advocate Krishan Kanhaya Pal who said that the governments are unable to share the benefits of the welfare schemes with all sections among backward classes due to a lack of caste-based survey and a caste-based census of the OBCs is of ‘vital necessity’. The petition had contended that concrete policies cannot be formulated in the absence of concrete data. Pal had stated that despite the announcement made by the then Union Home Minister Rajnath Singh in 2018, there would be a census of the OBC population during the 2021 Census, however, the government refrained from tabling the report of the Rohini Commission that was established in 2017.
