Thousands of tractors are lining up on the outskirts of New Delhi, ready to swarm the Indian capital in a protest against new agriculture reform laws that have triggered a growing farmer rebellion that has rattled the government

Tens of thousands of farmers have been blocking key highways connecting New Delhi with the country’s north for almost two months demanding a complete withdrawal of the laws. They plan to parade through the capital in a massive

tractor rally on Tuesday, when India celebrates Republic Day. The government “thought they would easily implement these laws and only a small amount of farmers would protest against it. But they had no idea that the entire country would come and occupy the borders of the capital,” said Shailendra Choudhary, a farmer who traveled from Bijnor, a town in central Uttar Pradesh state.Farmers say the legislation passed by Parliament last September will lead to the cartelization and commercialization of

agriculture, make farmers vulnerable to corporate greed and devastate their earnings. Prime Minister Narendra Modi’s government insists the laws will benefit farmers and boost production through private investment.Representatives of the government and farmers have failed to make progress in repeated negotiations over the farmers’ core demand that the laws be scrapped. TikTok star Rafi Shaikh dies by suicide in Andhra Pradesh’s Nellore Rafi Shaikh, who shot to fame for making videos on lip-syncing app TikTok, committed suicide in Nellore town on Saturday. While the police is yet to ascertain the reason behind Shaikh’s drastic step, his parents have alleged that was he was being harassed by some youngsters.In their statement to the police, Rafi’s parents said that a few days ago, he was kidnapped by some of his friend, who assaulted Shaikh and even took objectionable videos of him, reports The Times of India. Union minister for road transport and highways Nitin Gadkari on Monday approved a proposal to levy a “Green Tax” on vehicles older than eight years at the time of renewal of fitness certificate. The proposal will be sent to states and Union territories for their comments before being formally notified.The revenue collected through the tax will be used for tackling pollution, the transport ministry said in a statement.Gadkari also approved the policy of deregistration and scrapping of vehicles owned by government department and PSU above 15 years. It will be notified and come into effect from April 1, 2022. The main principles to be followed while levying the ‘green tax’ includes; transport vehicles older than eight years could be charged at the time of renewal of fitness certificate at the rate of 10 to 25 per cent

of the road tax, personal vehicles to be charged ‘green tax’ at the time of renewal of Registration Certification (RC) after 15 years while public transport vehicles, such as city buses, to be charged lower. The government has also proposed higher tax (50 per cent of the road tax) for vehicles registered in highly polluted cities.“Differential tax, depending on fuel (petrol/diesel) and type of vehicle; vehicles

like strong hybrids, electric vehicles and alternate fuels like CNG, ethanol, LPG etc to be exempted,” the ministry noted. Vehicles used in farming, such as tractor, harvester, tiller etc., will also be exempted. The revenue collected from the ‘green tax’ will be kept in a separate account and used for tackling pollution, and for states to set up state-of-art facilities for emission monitoring, the ministry stated. The ministry of road transport and highways, in its long-pending draft vehicle scrappage policy, also stated it will include a waiver in registration fee and reduced road tax by states for vehicles purchased against scrapping certificates by scrapping old vehicles in an environment friendly and scientific manner.The features of the draft policy were listed and discussed by the ministry at the 40th meeting of the transport development council, chaired by Gadkari on Tuesday.

Delhi High Court adopts QR codebased digital entry pass system Agency News: New Delhi Delhi High Court has initiated the QR code-based digital entry pass system for lawyers who are entering the courtroom premises and attending physical hearings from Monday.In an office order, Delhi High Court “informed to all concerned that, in addition to the present system of entry into the Court Blocks, Delhi High Court, QR code-based digital entry pass system is also going to be made operational, on an experimental basis, with effect from January 25.”The Court has issued various

‘Standard of Procedure’ on the QR code-based digital entry pass, among which it clarified that QR pass shall be generated and issued digitally by the High Court Registry one day in advance on the basis of listing of cases before the benches holding physical hearings.The High Court also clarified that the QR Pass will be received by all the advocates concerned and parties-in-person, who have got their mobile number and email IDs registered in the ‘Case Information System’ of the court.“The QR pass shall be sent as an attachment (PDF file) through email and SMS. Why can’t your kid be a writer or a musician, asks Aditya Mukherjee Have we as a society become too much obsessed with mathematics and science? Is cracking the IIT and medical entrance exams considered the holy grail of success for our younger generation? Are some parents going too far when it comes to forcing their choices down the throats of their children? Last year, my neighbour’s daughter topped her Class 12 board exams in Humanities in her school. Her father said that he had actually wanted his daughter to take up science after Class 10, but, according to him, she had an inherent inclination towards literature.The girl’s decision to study English Honours in college was initially met with strong parental disapproval. But she dug in her heels. Her parents had little choice but to agree to what their daughter decided. This could have been a typical case of parental ambition riding roughshod over children’s academic interest. Some time ago, engineer and social activist Sudha Murthy, advised parents not to focus on their children all the time. She suggested that “parents should let their children ponder, give them free time so that they can blossom at their own pace.”No wonder, even today, students pursuing English and Hindi literature at the undergraduate level rarely find right-minded and like-minded people supporting their choice of study. We have been conditioned to believe in the stereotype that the instinctive choice of “good and intelligent students” should be Science, so that they can land a lucrative job in an MNC. After all, for some parents, the value of pursuing Science rests in the anticipated instrumentality and usefulness in ensuring a successful career that will offer status, money and recognition to their children. It has been observed that many parents don’t make an effort to encourage their children to develop reading habits in their schooldays. Kids are only encouraged to read those stories and poems which will help them pass their exams. As a result, they don’t have a visceral engagement with the world of languages and literature. It is because of this lack of exposure to literary works at an early age that makes it virtually impossible for school students to cultivate a literary sensibility.This phenomenon can be mainly attributed to the fact that the majority of schools in our country don’t have Elective English at the senior secondary level. What they have is Core English, which doesn’t require creative and critical thinking to tackle questions. In fact, students don’t need to be even imaginative; they just have to answer objective type questions, which hardly test their literary acumen and potential.It comes as no surprise that the majority of students exude outright disinterest in literature and shy away from pursuing it at the undergraduate and post-graduate level. They believe that a degree in science can open up new vistas of opportunity in their careers, as compared to a degree in Humanities. Some parents would rather that their children took up Economics as a subject, not English or Hindi literature at the undergraduate level. Sudha Murthy has a piece of advice for parents: “Lead by example, if you want your children to read, switch off your TV or phone and sit down to read yourself. Kids learn much more by example than sermon.’’Channelising talent The reason why many an artistic and literary talent is sacrificed at the altar of parental caprice and diktat is because we don’t make an effort to identify and channelise talent in the right direction. Parents should desist from forcing their children to choose science or mathematics after Class 10 if they show a lack of interest in these subjects. Students, endowed with a creative and imaginative bent of mind and at times, preternatural brilliance, need as much encouragement and motivation as any meritorious student of science. In Charles Dickens’ famous novel, Hard Times, a young girl, Louisa, is inclined to ask questions and to imagine. However, her father, Mr Gradgrind, who believes in facts, suppresses this natural inclination, telling her that she must “never wonder”. In 2019, author Paulo Coelho tweeted that it took him 40 years to pen his first book. The reason being, his father, who was an engineer by profession, felt that if his son became a writer, he would starve to death. For many students, science and mathematics can be right up their alley. A science student may look up to Sundar Pichai or Satya Nadella as role models, while a student of literature could be expected to nurse an ambition to become a writer like Marquez or Amitav Ghosh. Truth be told, there is no accounting for taste. Every individual is born with an innate ability to trail clouds of glory - Kapilkumar M. Hirpara at some point in their lives.

In its latest report, Oxfam has flagged a worrying post-pandemic trend, highlighting the further widening gap between the rich and the poor in the global world, especially India. “The wealth of Indian billionaires increased by 35 per cent during the lockdown and by 90 per cent since 2009 to $422.9 billion ranking India sixth in the world after US, China, Germany, Russia and France,” stated the report titled ‘The Inequality Virus’.The Oxfam’s report said that the wealth of India’s top 100 billionaires shot up by Rs 12.97 trillion, which is enough money to support the vaccination drive of the 138 million poorest Indians. Only a cheque of Rs 94,045 each is required to fulfill the drive. Meanwhile, in a grim contrast, as many as 170,000 Indians suffered a lay off every hour in April last year, following the Centre’s decision to impose the world’s strictest lockdown due to the Covid-19 pandemic. Moreover, for the world’s richest, it took less than 10 months to recover the financial losses caused by the pandemic, the report pointed out. However, it will take over a decade for the world’s poorest to catch up, it said.“In fact, the increase in wealth of the top 11 billionaires of India during the pandemic could sustain the NREGS scheme for 10 years or the health ministry for 10 years,” Oxfam said, adding that the brutal pandemic can increase economic inequality in almost every country at once.Meanwhile, Ireland’s nine billionaires saw their collective fortunes rise by €3.28 billion last year despite the deepest global

recession in decades, Oxfam’s calculations indicated. Oxfam, a confederation of 20 non-profit groups that focuses on the alleviation of global poverty, was founded in 1942. Later, the complainant’s advocate had filed an affidavit in the court stating that they have reached a compromise with the accused and produced documentary

evidence also in this regard. The court observed that it was a serious crime, and, when the offence was committed, the girl was a minor and therefore compromise can’t be considered.The court also observed that if the accused is released on bail, he might threaten the complainant and witnesses.Noting that the elders of the families intervened to strike a truce, the compromise cannot be considered for granting bail as the girl was 15 years and five months when the crime was committed.“Taking the victim’s age into consideration, her consent is useless,” the order stated. It further said that in this situation, compromise between the victim and accused can’t be taken into consideration at this stage. This case is lodged under POCSO and it is a serious crime, court ruled.

Court sentences HIV positive man to10 years in jail for sexually assault of 9-yr-old Sunvilla News: Ahmedabad A Special Fast Track Court in Gujarat has sentenced an HIV positive man to 10 years in jail. The man was convicted of sexually assaulting a 9-year-old girl in Surat. The court also fined him Rs 25,000 and three additional years in jail if he failed to pay the fine.The Special Court convicted Tunna Jenna, 34, for sexual assault and under IPC section 270 (malignant act likely to spread infection of disease dangerous to life).Additional Public Prosecutor submitted before the court that despite knowing that he was HIV positive the accused sexually assaulted the minor girl.The prosecutor argued that had the girl not been cautious

at the time of the offense the accused could have committed a more serious offense against her.“These sorts of cases are on the rise and the court should set an example by strict punishment,” the prosecutor argued.The court also observed that such acts led to mental

shock not only for the minor but also her family as the minor is not aware of the implications. The court also directed the Surat district legal authority to deposit Rs 1.50 lakh as compensation to the minor girl under a 2019 government scheme.The court ordered that 80% of the compensation amount should be deposited as a fixed deposit for a term until she becomes an adult and the rest should be paid to her parents. On January 27, 2019, the accused who lived close to the 9-year-old girl’s residence called her stating he wanted to take her measurements to stitch her clothes. He then sexually assaulted her. In the meantime, the child’s father arrived and the accused escaped from the spot.
