Two thieves, involved in 250 thefts, arrested in Punjab Phagwara (Pb), Feb 25 Two persons, allegedly involved in nearly 250 major and minor thefts here, were arrested today, police said. The accused brothers are identified as Dhana Khan alias Dhana and Ajay Khan alias Rajan and were arrested from here today, Phagwara SP Rajeshwar Singh Sidhu told reporters. Twelve-hour Mizoram bandh peaceful Aizawl, Feb 25 The twelve-hour Mizoram bandh, called by the opposition Mizo National Front today to protest against the hike in the price of rice and rates of different taxes and service charges by the state government, passed off peacefully. Police said the bandh was peaceful and there was no report of any law and order problem anywhere in the state. No attendance was recorded at any government office as even ministers and senior officials remained absent.

Rail budget:Suresh Prabhu unlikely to cut passenger fares New Delhi Railway minister Suresh Prabhu is unlikely to slash passenger fares but may announce proposals to push the government’s Make in India and Swachh Bharat campaigns when he unveils the rail budget on Thursday, sources said. The rail budget could show how far the Modi government is prepared to drive investment in the country’s top employer that is reeling from a cash crunch and needs Rs 1,82,000 crore to complete over 350 stalled projects. Considered a

reformer, Prabhu may lay the road map for attracting private investment in the railways and is likely to go slow in announcing new trains and projects. Funds allocation will be made only for strategically crucial projects, sources said. Minister of state for railway Manoj Sinha said falling diesel prices wouldn’t translate into lower passenger fares and Prabhu is expected to walk the tightrope to bridge the huge gap in the railways finances. "The fall in diesel prices and a pick-up in freight earnings have given us a

golden chance to raise investments," said a government official. Officials said Prabhu has factored in savings from cheaper diesel totalling between Rs 12,00015,000 crore but may also ask the finance ministry for an extra Rs 20,000 crore for track and rolling stock upgrades in a network used by some 25 million passenger daily. Reform in the Railways that provides jobs to around 1.3 million people has always been politically sensitive. Successive governments have backed away from

modernisation, preferring instead to use the system to provide cheap transport and jobs. Years of underinvestment, however, has taken its toll on the world’s fourth largest rail network with slow services and

frequent accidents. A challenge for the railway minister would be to decrease the cross-subsidy for passenger service from freight earnings, which is touching Rs 24,000 crore. Last year, Rs 45,450 crore

was budgeted for the Railways- with the government providing 66% and the rest coming from internal resources. In line with the 'Swachh Bharat' campaign, a slew of measures such as provision for dustbins in all coaches besides proposal to cover 100 more trains under 'On Board Housekeeping Services' are likely. The budget could also announce the muchawaited plan to procure 20 train sets for operating on the Rajdhani and Shatabdi routes to reduce travel time. Make in India is also set to make its presence felt with

plans for manufacturing coaches to run at a 200km per hour speed. Indigenous manufacturing of locomotive components will also be proposed. Redevelopment of about 100 stations, leveraging empty spaces for construction of marketing complex and other commercial projects are also on the cards. Prabhu could also announce the way forward for the ambitious high-speed train project between Mumbai and Ahmedabad, and survey programmes for the proposed diamond quadrilateral route.

AAP govt announces 50% cut in power tariff Allies oppose, government

NEW DELHI Acting on its poll promises, AAP government on Wednesday announced a reduction in power tariff. "Families using power till 400 units per month will get it on half the price," deputy CM Delhi Manish Sisodia announced in a press conference. "Those families using more than 400 units per month will have to pay the entire bill," Manish

Sisodia added. This will be effective from the March 1, Manish Sisodia said. The reduction in power tariff will benefit 90% families in Delhi, Sisodia said. The government had allocated Rs 70 crore for this subsidy for a month. From April 1, the budget allocation for this scheme will be Rs 1,427 crore per annum. Manish Sisodia also said that the Delhi government will provide 20,000 litres of free water per month to every household. In its manifesto, AAP had promised to cut power tariff by 50 per cent immediately after coming to

power and said the rates will be revised based on the findings of the CAG audit. Earlier in the day, Delhi chief minister Arvind Kejriwal met Comptroller and Auditor General Shashi Kant Sharma and discussed the status of scrutiny of finances of the private power distribution companies by the auditor which was ordered by the AAP government during its first stint. Sources said Kejriwal conveyed to Sharma his government's view on the CAG audit of the finances of the discoms and its plans to review the electricity tariff after the findings of the audit.

Parliamentary panel rejects govt’s proposal to try juveniles as adults in rape cases NEW DELHI A parliamentary committee has rejected the government's proposal to try juveniles as adults for heinous crimes like rape and murder. The government was trying to bring changes in the law to make this happen. The government's proposal however said the offender will not be handed either life imprisonment or capital punishment if found guilty. Minister for women and child development Maneka Gandhi, who was

spearheading the changes, had recently said that she is in favour of treating juveniles who have committed heinous crimes on a par with adults. Gandhi said, "According to police data, 50% of all sexual crimes were committed by 16-year-olds who know the Juvenile Justice Act so they can do it." The women and child development ministry proposed juveniles who fell between the ages of 16 to 18 years and were guilty of heinous crimes or found to

be repeat offenders of crimes like kidnapping, trafficking, attempt to murder or outraging the modesty of women could be liable for a longer prison term than the three years mandated under Juvenile Justice Act. The ministry had come under fire from the National Commission for Protection of Child Rights and child rights activists for acting against international trends and in violation of the UN convention that India has signed.

As Railway Minister Suresh Prabhu readies to present the Narendra Modi-government's first full-year Rail Budget on Thursday, a respected industry voice has come out and said it is a more important event than the Union Budget itself. The fact is Railways is the lifeline of the entire industry and the country," Former Maruti Suzuki managing director Jagdish Khattar told NDTV. Mr Khattar is now the chairman and managing director of Carnation Auto. The veteran industry captain said he is not a great believer in the Union Budget, anyway. So I think major changes have to take place to come from the ministers themselves to implement it," he said. Apple Told by Jury to Pay $532.9 Million in Patent Trial

New Delhi Apple Inc. was told to pay $532.9 million after a federal jury said the company’s iTunes software used a Texas company’s patented inventions without permission. Closely held Smartflash LLC, which claimed that Apple infringed three patents, was seeking $852 million in damages, while Apple said it was worth $4.5 million at most. A federal jury in Tyler, Texas, where Smartflash is based, on Tuesday rejected Apple’s arguments that it didn’t use the inventions and that the patents were invalid. The dispute is over digital rights management and inventions related to data storage and managing access through payment systems. Smartflash claimed that iTunes used the inventions in applications

such as Game Circus LLC’s Coin Dozer and 4 Pics 1 Movie. Apple pledged to appeal. “Smartflash makes no products, has no employees, creates no jobs, has no U.S. presence, and is exploiting our patent system to seek royalties for technology Apple invented,” said Kristin Huguet, an Apple spokeswoman. “We refused to pay off this company for the ideas our employees spent years innovating and unfortunately we have been left with no choice but to take this fight up through the court system.” Game Circus and another game developer, KingsIsle Entertainment Inc., maker of Wizard 101 and Grub Guardian, had also been defendants before they were dismissed from the case last year.

Bharti Airtel Selling Up to $415 Million Shares of Tower Unit

Mumbai Bharti Airtel, India's biggest mobile phone operator by users, is raising as much as $415 million through the sale of shares in mobile tower unit Bharti Infratel, two sources directly involved in the process told Reuters. The base size of the offering is $315 million with an option to raise it by another $100 million, said the sources, who declined to

be named as the details of the offering was not public yet. Bharti Airtel is selling Bharti Infratel's shares at an indicative price band of 350-360 rupees a share, the sources said. Shares in Bharti Infratel ended up 0.7 per cent at Rs 372.30 ahead of the share sale on Wednesday. Bank of America Merrill Lynch and UBS are the bankers to the issue, said the sources.

Hyundai to launch 'i20 Active' in March

NEW DELHI Korean auto major Hyundai will make the global debut of its new crossover model, i20 Active in India next month as part of its plans to bring new products to touch the 5 lakh sales milestone in the country. "Designed at Hyundai Motor's Design Centre Europe in Russelsheim, Germany, i20 Active is scheduled to make an official global debut in the Indian market in the month of March 2015," Hyundai Motor India said in a statement. Rs 43.17 cr spent on Vibrant Gujarat Summit 2015: CM Gandhinagar The Gujarat government said today that it has spent Rs 43.17 crore on Vibrant Gujarat Summit held here in mid-January this year. On the second day of the Gujarat Assembly session here, Congress MLA Paresh Dhanani asked Gujarat Chief Minister Anandiben Patel, who handles the Industries and Mines portfolio, to share details about total expenses incurred to organise the Summit. In her written reply, Patel said that as on January 31, the state government had spent Rs 43.17 crore to host the event, adding that the figure of Rs 43.17 crore is not final since accounts are still being prepared. These expenses were incurred for printing booklets, organising seminars, website maintenance, event management and other administrative works related to organising the Summit, the government said. Joshiara sought details about MoUs signed between the government and private enterprises during the Vibrant Summit of 2013 as well as Vibrant Summit of 2015. He also wanted to know the size of investments which were made during these two Summits. Patel said that 17,719 Investment Intentions (IIs) were signed in 2013 while 21,304 IIs were approved in 2015. She said that out of 17,719 IIs in 2013, 9,162 projects were implemented with an investment of more than Rs 74,000 crore, while 2,142 projects with proposed

investment of Rs 42,000 crore are in the pipeline as on January 31, 2015. Replying to two other questions related to previous editions of Vibrant Summits, Patel said that 8,380 MoUs were signed during Vibrant Summit of 2011, out of which 3,693 were implemented while 805 projects are in the pipeline. In her reply about the progress of MoUs signed during the 2009 edition of Vibrant Summit, Patel said that out of a total 3,346 MoUs signed in 2009, 2,077 were implmented, while 344 are in the pipeline.

Gujarat HC refuses to intervene in NSEL's mutli-crore scam AHMEDABAD Gujarat high court has refused to intervene in the Rs 5,600 crore National Spot Exchange Ltd (NSEL) scam involving NK Proteins, who is the largest defaulter. But with the objection raised by NSEL and the investors, who are the original complainant in the case in Mumbai, the HC has now concluded that it would not intervene in the issue because it would hamper the rights of the litigants to approach other forum including the special Mumbai court. The HC, however, rejected these arguments, but came to conclusion that it must restrain from interfering in the issue.

days from the date of accident. But, poorawareness of the same among the employees, and their surviving family members they are not able to file such application, which puts them in difficulty to get appropriate compensation. Therefore, the Bill suggests an amendment in the Employee’s Compensation Act, to insert the proviso to cover cases where the employee or his dependent fails to bring such application

within 90 days. When a person does not have knowledge of or legal awareness of legal proviso due to his transferable job or due to his belonging to Scheduled Castes and Scheduled Tribes and faces difficulties in getting such compensation, the nominated Government officer will apply on his behalf and will provide him remedies. The Minimum Wages Act, 1948, which is the most sensitive and touches the interest of the labourers, provides that payment of wages shall be made in cash. Due to this which there are complaints that labourers are paid with less that minimum wages. To remove this difficulty, the Bill suggests that where any shop or commercial establishment, or factories employs 20 or more employees, it shall make the payment of minimum wages through bank account.

Companies in Ahmedabad are opening up to the idea of hiring differently abled employees, providing equal opportunities for them. Vodafone Gujarat, for instance, has hired 256 differently abled agents for its call centres and an exclusive call centre with 36 visually-impaired agents under its project 'Swabhimaan'. Pranav Lal, an employee at Vodafone, said, "My impairment does not stop me from going beyond conventional ways to lead projects at the company ." Before hiring differently abled candidates, Vodafone created ramps on premises,

bought wheelchairs, made washrooms easily accessible, arranged for pick and drop service and dedicated an emergency response team to evacuate agents in times of emergency . "Before we could actually recruit the candidates, we ensured a comfortable environment for them. Ahmedabad collector invokes Section 144 to prevent swine flu Ahmedabad Ahmedabad district collector invoked the Criminal Procedure Code’s Section 144 here today, prohibiting mass gatherings without prior permission in order to prevent swine flu, an official statement stated. “It has come to our notice that swine flu cases have been on the rise in Gujarat including Ahmedabad. The virus, which causes swine flu, is contagious and generally infects people by entering through nostrils and mouth mostly at crowded places,” the Ahmedabad district collectorate statement said. The move has come after Gujarat registered more than 230 swine flu deaths, which include more than 50 fatalities in Ahmedabad, since January this year. The number of positive cases

AMC's plantation drive uprooted AHMEDABAD Over the past three years the Ahmedabad Municipal Coproration (AMC) bought 1.08 lakh tree guards but now they have suddenly disappeared. Similarly, a huge chunk of money was spent for buying saplings but now even they are missing. On Tuesday, a major controversy erupted in the civic body regarding the disappearance of the tree guards. The AMC had spent close to Rs 5.87 crore for the tree guards as part of its various greening initiatives. But today very few of these can be spotted. In some instances trees themselves cannot be seen. The AMC has already cut more than 1,500 trees in the city for road expansion and construction. The opposition

Congress has called for an inquiry into the missing tree guards and demanded that the accounts of the garden department be audited. "Crores of taxpayers money has been spent on buying tree guards and costly saplings. But very little has been done to date for accounting for them," says opposition leader Baddruddin Sheikh. "The garden department till date has not been able to come out with a tree audit for Ahmedabad." The east zone has spent the maximum, Rs 1.43 crore, for buying tree guards for 28,616 saplings followed by the south zone which had spent Rs 1.1 crore on tree guards for 21,635 saplings. The opposition alleged that the ruling BJP was deliberately extending their answers in order to keep away discussion on the rising crime rate in the state. In the reply, the government said that there were 82 murders, 260 loots, 18 cases of dacoity, 100 rapes, 2,589 thefts and 366 cases of kidnapping reported in the city during this period.

Gujarat police submit in SC list of documents sought from Teesta Ahmedabad Gujarat Police has provided to the Supreme Court a list of documents, including those related to personal expenditure of controversial NGO operator Teesta Setalvad and her husband, it needed in its probe against them in a case of alleged embezzlement of funds for a museum at Ahmedabad’s Gulbarg Society that was devastated in the 2002 riots. Among other important documents, investigators have sought a list of donors, both foreign and local to their two NGOs — Sabrang Trust and Citizens for Justice and Peace –along with the date of donation and the amount and their addresses and contact numbers since 2007 till date. The Crime Branch, Ahmedabad, had on February 20 placed in the apex court a list of 33 documents like copies of all credit card bills held and used by Setalvad and Javed Anand from April 2008 to December 2014 along with the statement of payments made towards these credit card bills from their personal accounts with supporting

vouchers/document. The police have also sought statement disclosing which items in the bills of the credit cards pertain to the personal expenditure of the couple and which items of expenditure have been made in connection with the objects of the trust. The apex court had on February 19 made it clear that the couple will supply all documents, vouchers, list of donors name in the two NGOs in the wake of allegation by Gujarat Police that funds of the NGOs were allgedly used for personal purpose by them, a charge denied by Setalvad. Among other documents, the investigators have demanded vouchers/ invoices in respect of the

items of expenditure in credit cards bills which were claimed to have been incurred in connection with the object of the trust. Further, the police had sought documents which will provide details regarding nature of business from which income has been earned as per the income tax returns filed by Setalvad and her husband under the heading business income. Details of all gifts made to them from April 2008 to March 2014 by parents as well as by other donors have been sought by police which want to know whether they were made by cheque or cash with the identities and addresses of persons.
